## Chair’s Report 

It’s always a strange thing writing about a period that is so recent, and yet feels like such a long time ago. This report covers our activities from April 2021 to March 2022, beginning as the second major Covid lockdown (6th Jan–3rd March 2021) restrictions were ending, with swimming pools re-opening on 12 April 2021. Of course, Covid continued to be part of our lives in a significant way for the rest of 2021, with a further wave of measures affecting December’s seasonal celebrations and businesses across the country. 

In and amongst the shadow of Covid and its aftereffects, our priorities for this past year were: 

- To continue to develop our 'dry side' activities through the Moseley Road Baths Alive project. 

- To expand and develop our swim school both to meet community need and to provide a reliable income stream for MRB. 

- To continue to work with Coalition partners on MRB’s long term future. 

- To continue to develop our staff and volunteer team, including the provision of opportunities for local people. 

- To identify plant priorities (boilers, filter etc.) to reduce the risk of long-term closure. 

- To participate in local networks and events to contribute to Balsall Heath's cohesion and vitality. 

- To host and participate in activities as part of the Birmingham 2022 Commonwealth Games. 

- To keep providing an enjoyable, beneficial, and beautiful environment at MRB for swimmers and events participants, volunteers, staff, and the local community. 

Aside from Covid, it’s been our ageing pool plant and boilers which have arguably caused the biggest impacts on our ability to remain open during the year.  We are really grateful to our colleagues at Birmingham City Council for going above and beyond to source parts and find contractors to carry out work. It’s safe to say that we are all looking forward to a time when this will no longer be necessary! 

Trustees continue to meet monthly and provide significant hands-on support to the operational team. During the year we said farewell and thank you to trustee Andrew Thomas, who has been a fantastic source of legal and practical support to the trustee team.  In January 2022, Karen Leach handed over the chair baton. Hers are big shoes to fill: Karen has been involved in earnest at the Baths since 2016, when she was the driving force behind setting up what was then called the Moseley Road Baths Action Group (Mr Bag, as it was fondly known), which was the forerunner to the CIO. In 2018, under Karen’s chairship, the CIO took over the operation of the Baths from Birmingham City Council and has created an inclusive and friendly swimming offer, despite the setbacks this beautiful old building has continued to throw at us. Karen’s determination, pragmatism and hands on approach has been an inspiration, and we are indebted to Karen for her contribution to saving the Baths for future generations of swimmers.

In February 2021, the National Trust submitted a bid to the National Lottery Heritage Fund (NLHF) for a £10m national Heritage Horizon Award on behalf of Birmingham City Council and the ‘coalition’ – which included a small team of us presenting to the panel in London, just before the Covid lockdowns began. Against extremely tough competition, the project was warmly received, making it down to the final twelve out of 174 applications. Although we heard in July that we had been unsuccessful, the work carried out by the team ensured that we were well prepared to submit to submit a bid to the Levelling Up Fund in June 2021 – we had the news in October that we had been successful. And in November 2021 we resubmitted to NLHF for a regional grant of £5m – for which we heard in March 2022 that we had been successful in the first stage of the process, unlocking development funding of just under £0.5m.  It was a brilliant way to finish another challenging year. 

## _The future…_ 

At time of writing in November 2022, Birmingham has just this summer basked in the glow of the national and international spotlight during a hugely successful Birmingham 2022 Commonwealth Games – delivered in authentically Birmingham style.  Moseley Road Baths, as was our aspiration, hosted an explosion of brilliant creative projects as part of the cultural programme for the Games, which was joyful to see. We also recently celebrated the completion of works to the façade, board room and flat – funded by Historic England, the World Monuments Fund and Birmingham City Council. The new team who will deliver the Levelling Up Fund / National Lottery Heritage Fund / Birmingham City Council-funded works is assembled and hard at work, capital work to the Baths will imminently shift into a new gear – this next phase of work is called the _Diving In_ Project. 

The next 12 months are going to be busy! Our priorities over the coming year are therefore: 

- To act as a responsive and engaged ‘client’ for the project, working closely with the _Diving In_ project team to shape plans for the building and NLHF activity pilots, ensuring that we work effectively as one team. 

- To remain open for as much activity as we can both poolside and dryside, as the _Diving In_ project work gets underway. 

- To continue to develop our 'dry side' activities through the Moseley Road Baths Alive project. 

- To take more time to connect with our neighbours and partner organisations and contribute to the brilliant community of Balsall Heath. 

- To spend time with the network of community-run historic pools to build our learning as we start to plan for a time when a fully restored baths re-opens to the public. 

- To work closely with our Coalition partners. 

- To expand and develop our swim school both to meet community need and to provide a reliable income stream for MRB. 

- To continue to develop our staff and volunteer team, including the provision of opportunities for local people. 

- To keep providing an enjoyable, beneficial and beautiful environment at MRB for swimmers, volunteers and staff.

## _In the future_ 

- As we look to the future, we know that there are likely to continue to be unplanned, as well as planned closures as the changes to the Baths and neighbouring library take shape. We will do our very best to keep the pool open as much as we can for our local swimmers, and to involve local partners and people as much as we can during the project. 

- We couldn’t be more grateful to our community of swimmers, participants, staff, volunteers, partners and funders for their ongoing support.  The next few years are going to be an exciting (and challenging) time for the Baths, as we collaboratively transform the building and build our organisational resilience so we can be a better partner, employer, neighbour, place to swim and part of our community, so we can really live up to our ambition to be ‘the best local pool in the world.’ 

## About the Moseley Road Baths ‘Coalition of the Willing’ 

Moseley Road Baths is internationally important and locally loved. It is a landmark building for Balsall Heath and for the City. Built in 1907, it is one of only six Grade II* listed baths open for public swimming, containing Britain’s only surviving set of 46 ‘slipper baths’ and steam heated drying racks, a magnificent Gala Pool and second class pool. Its social significance lies in the historic segregation of bathers by class and gender, powerful communal memory, and a deep love for the Baths. However, lack of investment, poor maintenance and steady dilapidation put the Baths on Historic England’s National Heritage At Risk register and the World Monuments Fund Watch List. 

Following two decades of community campaigning, led by the Friends of Moseley Road Baths, an informal partnership – which we describe as a ‘coalition of the willing’ – formed in 2016 to work alongside Birmingham City Council (BCC), to prevent the Baths’ imminent closure and reimagine its future. The coalition is made up of Birmingham City Council (owner), Moseley Road Baths CIO (operator), the Friends of Moseley Road Baths, Historic England and the World Monuments Fund, and is led by the National Trust. 

Collaboratively, the coalition has made major progress towards bringing the building back to life through collective investment and action: 

- Coalition activism and partnership working has prevented unpopular closure, combined invaluable expertise and secured an initial £2.6m investment in the building and its continued operation since 2018. 

- The first 3-year licence to operate was granted by BCC to the newly created Moseley Road Baths CIO in June 2018, enabling swimming to continue and delivering increased benefit locally. As part of the licence arrangements, BCC has continued to provide revenue support to ensure annual maintenance and building compliance.

- Urgent / major backlog repairs are being addressed through partner funding; including the restoration of the Gala Pool roof (funded by Historic England, with match funding from BCC), and most recently the restoration of Committee Room and Money-taker’s Flat (funded by the World Monuments Fund, Historic England, and Birmingham City Council). 

- The CIO has developed a public programme which is tailored to our super diverse local community and includes women only sessions, schools’ lessons and swim school, sessions for women & young children, disabled swimmers, LGBTQ+ groups, ‘chat & splash’ literacy and language sessions; in tandem with a growing range of local partners. 

- The coalition is broadening participation and reach through cultural programming; heritage tours, film nights, talks, contemporary art – predominantly delivered by the CIO, who has also secured significant funding from National Lottery Community Fund to test activity. 

## About the Diving In project 

The next phase of the regeneration of MRB is known as the Diving In Project, which will complete the transformation of the Baths into a heritage-led wellbeing, leisure and cultural destination run with and for local people, as well as a destination for the City of Birmingham and its global visitors. 

Diving In is part of a £32.7m masterplan developed by the coalition. The ambition of Diving In will be delivered through a seven-year capital and activity redevelopment project, divided into two distinct phases:  Phase 1 – 2022-2025, and Phase 2 – 2025-2029. Work commenced in August 2022 with the recruitment and mobilisation of the project team, roles appointed by both the Moseley Road Baths CIO and National Trust. 

Through _Diving In_ , swimming will be restored to the Gala Pool for the first time in over a quarter of a century; semi-derelict spaces such as the historic slipper baths will be reimagined for health and wellbeing activity; a physical connection with the adjacent Balsall Heath Library will be created, linking up for the first time two important and much-loved cultural spaces in the community, increasing capacity and functionality and tailoring the library to users’ needs both now and into the future. The project will create a new community garden and green space behind the Baths, creating a safe, welcoming environment in the heart of Balsall Heath for the community to come together to enjoy and actively participate in.

At the time of writing, funding for Phase 1 Diving In works is now in place and the project is progressing through detailed design before application for statutory consents and contractor procurement is undertaken. The process to secure the remaining additional capital investment from the National Lottery Heritage Fund, Birmingham City Council and through other external fundraising is a key focus for the project team, working closely with colleague from fundraising colleagues at the World Monuments Fund and the National Trust. 


## Fundraising 

## _Fundraising Review_ 

The year marked a very significant milestone in the modern history of the Baths with the award of Levelling Up funding from the Government to renovate our building and Balsall Heath Library next door, and a significant grant from the National Heritage Lottery Fund, application processes both led by the National Trust. We also continued our normal programme of fundraising which supports the operation our community-based swimming. 

None of the following would have been possible without the collaborative work of so many organisations alongside us – Birmingham City Council, the National Trust, World Monuments Fund, Historic England, and the Friends of Moseley Road Baths. We are proud to be part of such a coalition. 

## _Levelling Up Funding_ 

Birmingham City Council was awarded £15.5m of Levelling Up funding in December 2021 to support the first phase of the masterplan to transform the Baths and Library, building on the successes of the collaboration between local, national, and international organisations to safeguard the future of Moseley Road Baths. 

The Levelling Up grant will be used to fund capital works to the Baths and Library, providing a catalyst for further investment into these buildings and the wider Balsall Heath area. Initial works to the baths include essential repairs to the building fabric to prevent further decline as well as restoration of some of the historic interiors and the installation of lifts to the upper floors so that more of the building can be accessed. There will also be major improvements to the library including a physical connection to the Baths to help boost the range of facilities offered by the buildings.

This success was testament to the work of the coalition of organisations – ourselves, the Friends of Moseley Road Baths, Birmingham City Council, Historic England, World Monuments Fund, led by the National Trust – to develop a long-term vision to restore and reimagine these buildings so that they continue to serve local people as well as providing a new destination which will appeal to tourists. The regeneration of the Baths and Library will unite and transform these spaces into a heritage-led wellbeing, leisure and cultural destination. 

Our then Chair, Karen Leach, commented “This news changes everything for us. It has been such a challenge operating swimming within this amazing but crumbling building with its leaky roofs and antiquated boilers and filters. Suddenly the restoration we've collectively been working towards is becoming a reality. Not only does this mean a future for swimming but also for the Baths and the Library's crucial role in creating livelihoods in the heart of Balsall Heath.” 

## _National Heritage Lottery Fund_ 

The National Lottery Heritage Fund awarded development funding of £477,050 jointly to the CIO and Birmingham City Council for a major restoration and development project at the Baths. 

This funding will enable development of capital and activity work in preparation for a Stage 2 NLHF bid, which is due to be submitted in March 2024, and which we hope will unlock a further c£4.5m of funding.  During the next eighteen months, the project activity team will deliver three pilots which will creatively research, test and evaluate programme, design and future activity at the Baths and Library in partnership with a range of organisations – the pilots are called _Imaginarium_ , _Balsall Heath Living Room_ and _Young Digital Curators_ pilots. Activities will focus on families and older people to share cross-generational experiences of Balsall Heath and Moseley Road Baths, as well as learning for primary schools. 

## _Fundraising from individuals and from other grant making bodies_ 

Fundraising from individuals and from grant making bodies remains extremely important to us, given the level of cost in the actual running of a swimming baths and in making muchneeded improvements to our operational infrastructure and how this benefits our loyal swimmers. This was particularly important during a year where we were slowly recovering from the Covid pandemic.

Over the course of 2021/22, we were awarded £133,000 in grant funding to cover general running expenses and certain specific projects. We would like to place on record our thanks to the following funders who have contributed so much over the past year:

Our grant funding was split into three categories: 

1. Pandemic ‘recovery’ funding from organisations such as National Leisure Recovery Fund, Garfield Weston, and the School for Social Entrepreneurs to ensure the Baths remained open and relaunched after the various lockdowns. 

2. The continuation of our broadly based community swimming and improvement of our facilities. This included the continued funding of programmes such as ‘Chat & Splash’ and our new Tai Chi in the water ‘Healing Waves’. We were also proud to be part of the Commonwealth Games Organising Committee’s Creative City programme where we collaborated with the local group ASIRT and star producer Eleni Kryriacou to produce ‘Rites of Passage’, a festival of costume and performance. 

3. Reaching Communities funding for ‘Moseley Road Baths Alive.’ This project continues and has allowed us to extend our work to promote physical and mental health and wellbeing in the Balsall Heath community. We have converted an unused room in the Baths into a multi-function area suitable for wellbeing activities such as yoga.

## Pool Operations 

## _Keep swimming!_ 

The impact of the covid-19 pandemic continued to be felt during 2021-22 with some closure of the pool and the impact of staff shortages due to sickness absences still affecting our ability to keep the pool open for swimming until later in the year. 

The pool reopened after the third government-sanctioned lockdown in May 2021 with an amazing effort from our dedicated staff and volunteer team to get everything ready for the public again.  This included reheating the pool, deep cleaning all of the areas of the building used by our team and by members of the public and retraining all of our staff and volunteers to cover both reception and poolside swim sessions – after a five month break, we organised extra swim fitness sessions for lifeguards who hadn't been in the pool during the lockdown. 

With large numbers of casual lifeguards and swim teachers leaving the leisure industry during the pandemic, Moseley Road Baths has faced the same pressures as other pools across the country and recruiting and retaining staff has been difficult.  We were able to run lifeguard training courses in April and August and were subsequently joined by a number of new and enthusiastic volunteers, some of whom later began to work for us as casual members of our lifeguarding team.  We were also able to offer swim teacher training to some of our existing team members who were then able to help us to increase the number of in-house swimming lessons available.  Ongoing staff shortages also led to a decision to temporarily reduce the timetable from January 2022 while we focused on rebuilding our team and looked at ways to develop the range of activities we could offer, both in and out of the pool. 

Many schools had not resumed swim lessons during the early stages of the pandemic, but September 2021 saw the return of most of our regular schools and the opportunity to introduce a timetable that more closely resembled our pre-covid swim offer, albeit with the retention of some of the gaps for additional cleaning and disinfecting between sessions.  The pandemic had a huge impact on children and young people and it was wonderful to be able to welcome lots of excited local children back to swim lessons again.  Water safety is hugely important as drowning is still a common cause of accidental death for children and swimming is an essential life-saving skill.  There are also lots of health benefits which can help to keep children happy and healthy at the same time and the challenges and rewards swimming provides can help them to become more confident in themselves and their abilities. 

The development of our in-house swim school had been most affected by the pandemic as, every time we were about to start to run lessons, another lockdown was announced.  We were finally able to get our own swimming lessons up and running in May 2021, with child and adult lessons every Friday afternoon and a doubling of lesson time available from September onwards and around 100 children now taking part in regular lessons.  We were also able to start offering regular weekly lessons to adult women with the availability of both female lifeguards and female swim teachers and we've been working hard to meet the huge demand for lessons from women in our local community.

Our Be Active sessions continue to be an important part of the work of our charity and provide an opportunity to swim for free to some of the most disadvantaged members of our community and more people attended our Be Active sessions in 2021-22 than any other type of swim session.  As a community based charity we've tried to offer a range of free sessions to people who would benefit the most from the more gentle exercise that swimming provides and we have two sessions each week for both children and adults with disabilities and chronic health conditions and one mindful swim for adults looking to improve their mental health. We've also offered both a women only and a men only Be Active swim with these sessions being extended to include children during the school holidays. 

We were able to remain in contact with our Chat and Splash regulars during the covid lockdowns with the sessions resuming once the pool reopened in May 2021.  The “Chat” enables women from our local community to gain confidence in their English language abilities in a fun, safe and welcoming environment.  This is then followed by a “Splash” in the pool where women can improve their health and fitness whilst increasing their swimming ability. 

As well as resuming many of our own regular swim sessions when we reopened in May 2021, we were also delighted to welcome back some of our regular hirers. 

## Moseley Shoals 

_“Moseley Shoals Swim Group have been swimming at MRB since the year 2000. Our group is one of the largest LGBT sports clubs in the UK with over 150 members. We organise around one hundred and fifty swim or water polo sessions every year with an average of 15-25 swimmers each session. Our club has a strong social element, and we are often a way for visitors, students or newcomers to Birmingham to meet other LGBT people and make friends. We host around forty social events each year and we have been proud to host people from over twenty countries just in the last twelve months including Russia, China, South Africa, Columbia, Ireland, and Italy.”_ 

## Diamond Swim Academy were also able to restart their lessons when we reopened in May 2021. 

_"We started running our swimming lessons at Moseley Road Baths in January 2018 and as we're about to move into our 5th year here, we still love using the pool and centre. You get a real sense of the history and atmosphere when teaching here and it is wonderful to think of how many thousands of people have learnt to swim in that pool over the last century.  At Diamond Swim Academy we teach around 150 swimmers a week at Moseley Road Baths and thoroughly enjoy the relationship we have with the centre and it's staff.  Thanks very much to everyone at MRB!"_

There were a number of unplanned closures due to issues with our steam boiler system and extractor fans, but we were able to turn that into a positive opportunity by offering cold water swimming thanks to Anji Page, our Swim School Coordinator and a qualified Open Water Coach.   Badged as “Bringing the Outdoors In!” this was a great opportunity for anyone new to open water swimming to try a session in a cold pool in a safe, supportive environment with expert advice on hand and the advantage of warm showers and a lovely cuppa afterwards. 

## Cold water swimming 

_“It was absolutely fantastic swimming on Saturday - the pool seems even more beautiful in the clear cold and the chlorine small is muted! Plus, a lovely bunch of swimmers and tea and cake. Thanks to Anji and others for making this happen! “_ 

Despite these numerous challenges, both swimmer numbers and income from swimming were rising and (ignoring closures periods) we're almost back to our pre-covid levels from 2019-20. 

## _New Staff_ 

Our Operations Manager, Adam Wynn, moved on to another pool in September 2021 and Jakub Grabski agreed to fill in temporarily while we reviewed the role and advertised for a new Operations Manager. 

We were joined in January 2021 by Emily Butler, our Programme Development Coordinator whose role was funded through a National Lottery Reaching Communities grant. 

Our Volunteer Coordinator, Niki Trenbath, started her parental leave in October and Sue Wainwright joined us to cover Niki’s maternity leave period. 

## _Maintenance_ 

The CIO and its coalition partners were able to continue to invest in the building and its plant and equipment so that the pool could continue to offer swimming to the local community. 

The extractor fan was overhauled in October 2021 but unfortunately failed again in February 2022 at the start of the half term holidays resulting in a closure of roughly eight weeks but the costs for both repairs were covered by Birmingham City Council. 

A new CCTV system was installed, again thanks to Birmingham City Council. 

A new wireless fire alarm system was also installed with funding from the National Lottery Culture Recovery Fund.

_What Next?_ 

Our main priorities for swimming in 2022-23 will be: 

- To fill our remaining pool time available for school swimming lessons so that more local children can learn this vital life-saving lifesaving skills. 

- To expand our swim school into Thursday afternoons as well as our current Friday afternoons to increase the CIO's long term financial sustainability. 

- To increase the number of swimming lessons available to adult women and encourage more members of our local community to improve their confidence both in and out of the water; 

- To continue to offer lifeguard training courses both to expand our team of volunteers and to give local people the skills and experience to find work in the leisure industry.; 

- To further publicise our swim offer to build our swim programme up to a point where we can exceed our pre-covid levels!

## Moseley Road Baths goes to the games… 

Although our contribution to the Birmingham 2022 Commonwealth Games extended beyond the end of the 2021/22 financial year, it felt important to mark it in this year’s annual report as the Baths has had a busy summer, hosting, partnering and collaborating on a range of projects as part of the Games’ cultural festival over the course of the year. Highlights included: 

## _Rites of Passage – A transition_ 

Our biggest project was the collaboration with local producer Eleni Kyriacou on _Rites of Passage – A transition_ . Artist Josephine Chime led a group of young girls on the verge of a big transition in their lives through a journey of artist-led workshops resulting in a final public presentation and performance of their work and experiences. The project was aimed at helping young people from all walks of life to navigate change, building confidence and resilience through creativity and art practice. A group of young girls from ASIRT made outfits, designed the space in the Gala Pool and presented their experience of transition and change to their families. Seventy-five people in total took part in the project which ended in an exhibition in the Gala Pool. 

## _People, Place and Sport – exhibition_ 

People, Place and Sport was a celebration of local communities and sport in the West Midlands by artist Jaskirt Dhaliwal-Boora, who explored the role of gender and ethnicity in sport, through a series of portraits and recorded conversations presented in a host of locations around the city and West Midlands conurbation. The work also shone a light on the sporting hubs tucked away in our urban landscape, away from the large stadia, where grassroots sport takes place on a weekly basis. 

We had 250 people attend this exhibition in the Gala Pool and 25 guests attended the talk Jaskirt gave about the context around the exhibition. 

## _BOSA, with Notnow Collective – performance_ 

BOSA (which means ‘barefoot’ in Croatian) was a site-specific audio experience created specifically for Moseley Road Baths, which explored the rituals of arriving and settling in. It was co-created by four Balkan artists, three commissioned migrant creatives, and many people who are making their home in Birmingham. 

The experience was geared at all those who are curious about journeying, arriving, fitting in, belonging, and extending welcome. The Theatre group worked over 3 months with our _Chat and Splash_ group – a large group of Bangladeshi and Yemeni women who learn English at the Baths, and then go for a splash in our swimming pool afterwards and was significantly influenced by this group. In addition to the community group, we had 133 people attend the show.

## _From City of Empire to City of Diversity: A Visual Journey – exhibition_ 

This visual journey, curated by Sampad in partnership with Birmingham Archives, Library of Birmingham and the University of Birmingham, explored how Birmingham changed from being a _City of Empire_ in 1889 to the _City of Diversity_ it is today. Our city’s changing population is shown from the Library of Birmingham’s archive photographs, including captivating portraits of people taken by Ernest Dyche between 1905 and the 1980s. His main studio was at 354 Moseley Road, Balsall Heath, just down the road from Moseley Road Baths, so many of the people in the photographs would have lived in the local area. The exhibition included personal stories of migration and settlement by those who came to Birmingham and put down roots in our city. In the year that sees our city host the Commonwealth 

Games, _From City of Empire to City of Diversity_ explored how Birmingham’s connections to the British Empire have shaped its past, present and future. The exhibition team also worked with our _Chat and Splash_ group on recording their stories of migration. Excluding the community group, 140 people attended this exhibition. 

## _4600 Gifts – workshops_ 

Craftspace provided weekly workshops in the Gala Pool to make 4,600 Gifts to welcome athletes to the Birmingham 2022 Commonwealth Games. 

## _The Lost Children – exhibition_ 

An exhibition which explores the stories of more than 5,000 children taken from Middlemore Emigration Homes and transported to Canada between 1873 and 1954. Many of these children came from the densely crowded back-to-back housing in central Birmingham.  The exhibition was displayed by Balsall Heath History Society in the tearoom, and was attended by 110 people, forming a natural end point after one of the tours of the Bath led by the Friends of Moseley Road Baths.

Highlights 

Drone Bath 

BMO presented DRONE BATH, inviting participants to take a sonic bath in the Ladies’ Slipper Baths. Each cubicle hosted a musician, including legendary DJ (and former snooker World Champion) Steve Davis,  as well as Leon Trimble, Graham Dunning, John Biddulph and Pulsadores. More than ten musicians in total accompanied the audience on a walk in the labyrinth in the large room holding the ladies’ slipper baths. The event sold 75 tickets, also gaining three volunteers to support similar events in the future. We’ve also had requests from other Baths to host the event, including the Roman Baths in Bath, and interest from the BBC Proms. Image 2 Drone bath 

Team Away Day at the Ackers Adventures 

Staff and volunteers were invited to Ackers to take part in games, lunch and tea and also a canoeing/kayaking experience around the canal. We had thirty people booked on the water, with the most laughter of the day courtesy of our youngest lifeguard, who kept falling in the water Image 3 TAD 

## Reaching Communities – activities in the Gala Pool 

As part of our National Lottery Community Fund Reaching Communities grant, to start the year, we trialled online workshops with adults and children’s workshops, which included Children’s Yoga and Drum ‘n’ Bounce (dance aerobics to drum and bass music) and Breathing sessions (to help with covid) online over Zoom. We had numbers that ranged between 7 and 20 participants for each of the sessions. 

This provided a platform to slowly build upon in June, when it was safe enough to put inperson activities on site. We started with a scientific bang with Splash ‘n’ Scream, and opera company _Underscore, who have now written a site-specific work for the Baths. Local schools were given the opportunity to be involved in the opera, learning about sound waves in the space. We had 557 participants from three schools use the Gala Pool for the first time. 

Our programme throughout the year has continued to trial out a series of workshops and events, ranging from Science & History workshops for 5 – 16 years old, which has brought a strong local community group of about one hundred different local families; as well as the creation of Local Ambassadors (a youth group who wrote speeches about their thoughts on the Baths); Tropical Discos, and calypso choirs with steel pans – one of our most talked about events:

_"I was so pleased to have attended the Tropical Family Fiesta on Saturday and so amazed to see the diversity. As a headscarf wearing woman, I felt so relaxed, and at ease, which I can feel worried about. Me and my family enjoyed playing the steel drums, not as easy as it looks. There were good vibrations in the atmosphere. Thank you, Moseley Road Baths... Shazia."_ 

We have welcomed a host of musicians to perform in the Gala Pool – ensembles using the pool have included Orchestra in the Shape of A Pear, Nox Trance, a string quartet and the award-winning Birmingham Opera Company. 

Highlights from a typical month in MRB’s programming last financial year includes weekly activities such as: 

_Loud Fish Club_ – presented by Misfit’s Music to facilitate a children’s music collective, which has reached fifteen different young people in the local area. 

_Places of Welcome_ – a drop in space for everyone to come to the Gala Pool and have access to refreshments, games, and arts & crafts activities, which has reached over 70 people since it started. 

_Jewellery & Textiles_ – a space for 16+ adults to participate. This reached 20 adults including those dealing with severe grief, college-aged home schoolers and their parents, and adults having time off work due to mental health/ sickness. 

Other activities have included Children’s Creative Dance, Children’s Yoga, Adult Yoga, Tai Chi, mindfulness & stress reduction workshops, Women’s Only capoeira, floristry, Chat and Splash & more. 

We have partnered with 61 different organisations to produce work at Moseley Road Baths and have formed a special relationship with St Paul’s Trust in a strong collaboration for a Balsall Heath Wellbeing Forum which has now had two meetings in this financial year and gained the backing support from Hall Green Neighbourhood Network Scheme.

## _Financial performance_ 

Our financial position reflects that financial year 2021/2022 saw severe disruption to the swimming operations and other activities due to the ongoing Covid-19 pandemic affecting the UK and other countries. The premises were open only between August and October and then in December. Despite this, the CIO was able to progress and achieve a number of its objectives. 

## _Our objectives going into the 20/21 year were:_ 

- To continue to develop our 'dry side' activities through the Moseley Road Baths Alive project. To expand and develop our swim school both to meet community need and to provide a reliable income stream for MRB. 

- To continue to work with Coalition partners on MRB’s long term future.

_Financial performance_ 

_Our objectives going into the 20/21 year were:_ 

- To continue to develop our staff and volunteer team, including the provision of opportunities for local people. 

- To identify plant priorities (boilers, filter etc.) to reduce the risk of long-term closure. 

- To participate in local networks and events to contribute to Balsall Heath's cohesion and vitality. 

- To host and participate in activities as part of the Birmingham 2022 Commonwealth Games. 

- To keep providing an enjoyable, beneficial, and beautiful environment at MRB for swimmers, volunteers and staff. 

Despite the pandemic progress was made on nearly all the above objectives, except the swim school, which has started in the new financial year. Some of our achievements this pandemic year included: 1,175 public swimming sessions, 1,645 swimmers enjoyed a free swim, we welcomed 12 new volunteer lifeguards, 5 Student placements, 3,205 volunteering hours and £122k of investment for the Baths was raised. 

Despite the pandemic the MRB CIO ended the year with a financial surplus and a healthy Balance Sheet, as detailed below. The successful Levelling Up bid by Birmingham City Council has further enhanced the long-term prospects of the building. 

Looking to the future, we are budgeting and fundraising carefully and employing our creative skills, to ensure we can make up for the loss of income and impetus caused by the pandemic. The CIO will be looking to prepare for the next stage of developments to the building as we look to build the CIO’s sustainability and resilience into the future. The funding from the two major grants – LUF and NLHF, will be held by BCC as the accountable body, with agreed amounts to be made directly available to the CIO in support of this.

Edwardian swlmming pool and Ilbrary. Th18 money wlll be held by Blmilngham City Council as the
accountabla body. Work Indudes restorlng historlc Interlors and Installlng lifts 80 that more of the
buildlng can be accessed.
FINANCIAL REVIEW
Flnanclal Ovorvlew
For its year énded 31st March 2022 th8 CIO made a deficlt of £42,700 (20121., surplus of £216,276),
giving total r8S8Nes carried forward of £208,248, made up of unrestrtcted r886nMs of £113.123 and
restricted reserves of £95,125. This deficit was expected as grants recelved in 2020121 vMre spent thls
year. Note 10 shows the balances of grants 8nd carrled forward for use In future years
Unrestrlcted funds were ralsed through swlm Income from local groups, the general publlc and schools
which for the reporting period were slightly less than running costs. The r8malnder was covered by
grant funding.
Fundraising from Indlviduals and from grant making bodles remains extremely important. glven the
costs of running a swimmin9 baths. of making much needed Improv8m8nts to our operatlonal
infrastructure. and the beneflts that thes8 brfng to our loyal swimmers. This was particularly Important
durlng a year dominated by the recovery of operations from the Covld pandemlc.

dèbtors are at an acceptable level, wlth much of It wlthln the 30 days temi. A bad debt provision of
£12.000 has been set aslde to cushion any Smpacts of Covld on outstsndlng debtors. No debts have
yet been written off.

The CIO currently has a pollcy to keep re8errfe8 of £40.000. equlvalent to four months gr088 fixed
costs. The reserve6 policy is reviewed annually and aims to bulld re8lllence for unfor8888n Closures or

The flnandal statements have been prepared on a golng conc8m basls as th8 trustees believe that
despite Covid-19 uncertalntles the CIO has reserves. Secured Government and other grants, as VKII
as appropriate operatlonal changes planned to support operatlons for 12 months from the date of
authorising these flnanclal Statements.

The financial statements of the charitable cornpany have been prepared in accordance with the
Charftles SORP (FRS 102) 'Accountlng and Reportlng by Charltlas: Statement of Recomm8fKled
Practice applicable to charities preparing their accounts in accordance with the Financial Reporting
Standard applicable in the UK and Republic of Ireland (FRS 102) (effectlve 1 January 2015),. Financial
Reporting Standard 102 ' The Financial Reporting Stsndard applicable in the UK and Republic of
Ireland. and the Companies Act 2006. The financial statements have been prepared under the histor1￿1
¢ost convention.
Incomo
All income is recognised in the Statement of Financial Activities once the charfty has entitlement to the
funds, tt Is probable that the income wlll be received and the amount can be measured reliably. Wher8
income due becomes doubtful an appropriate Bad Debt Provision is created in the yEar the income
becomes doubtful. Income vffitten off is then charged to the Bad Debt Provision
For donations or grants to be recognised the charlty will have been notified of the amounts and the
settlement date in writing. If there are conditKJns attached to the donation or grant and thls requires a
level of perfomanee before entiuement can be obtained then the income is deferred or carried forward
as a r8Strfct8d fund until those condltions are fully met or the fulfilment of those conditions is wthin the
control of the charity and it is probable that they will be fulfilled.
Interest on funds held on deposlt Is Induded when receivable and the amount can be measured reliably
by the charity: this is usually upon notification of interest paid or payab18 by the Bank.
Expendlture
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation
committing thé charity to that expenditur8, it Is probable that a transfer of economic benefits will be
required in settlement and the amount of the obligation can be measured reliably.
Expenditure is accounted for on an accruals basis and has been dassifled under headings that
aggregate all costs relating to the category. Where costs cannot be directly attributed to a particular
heading they have been allocaled to actlvitles on a basis consistent with the use of resources.
Expenditure is classified under the following activty headings:

Charity Comml8slon on 21 December 2017.
The CIO18 governed by a board of tru8tees. All new trustees are glven, In the vlew of the
trustees, sufficlent tralnlng and have enough knowledge to control the tharlV8 governance,
strategy and operations effectively. Trustees are recwlted. on the basis of having a broad
range of knowledge and experience across the board of trustees.
Appolntment of Tru•t••8
In accordance with the lemis of the constitution there must be at least three charity tru8tees. If
the number falls below thls mlnlmum, the r6malnlng trustees may only act to call a meatlng of
the Charfty trustees, or appoint a new charity trustee.
Any member of the publlc wlshlng to become a Trustee must provide an expresslon of Interest
In the event of a vacancy. Th8 prospectiv8 applicant wlll then be given an opportunity to
obserrfe a board meeting which can then be followed by an application. Upon conclusion of the
process and satlsfactory results. the applicant will be fonnally invited to loln the board.

In October 2021 the Govemmenl announced a Levelllng Up Fund allocation of £15.539m for Moseley
Road Bath8 and Balsall Heath Llbrary- to allow for the nexi phase of rastorfng th8 Grade11 listed
Edwardian swlmming pool and Ilbrary. Th18 money wlll be held by Blmilngham City Council as the
accountabla body. Work Indudes restorlng historlc Interlors and Installlng lifts 80 that more of the
buildlng can be accessed.
FINANCIAL REVIEW
Flnanclal Ovorvlew
For its year énded 31st March 2022 th8 CIO made a deficlt of £42,700 (20121., surplus of £216,276),
giving total r8S8Nes carried forward of £208,248, made up of unrestrtcted r886nMs of £113.123 and
restricted reserves of £95,125. This deficit was expected as grants recelved in 2020121 vMre spent thls
year. Note 10 shows the balances of grants 8nd carrled forward for use In future years
Unrestrlcted funds were ralsed through swlm Income from local groups, the general publlc and schools
which for the reporting period were slightly less than running costs. The r8malnder was covered by
grant funding.
Fundraising from Indlviduals and from grant making bodles remains extremely important. glven the
costs of running a swimmin9 baths. of making much needed Improv8m8nts to our operatlonal
infrastructure. and the beneflts that thes8 brfng to our loyal swimmers. This was particularly Important
durlng a year dominated by the recovery of operations from the Covld pandemlc.

There was 8 large Increase In grant Income this year malnly due to the successful bid for Reachlng
Communities MRB Alive grant {£141,000)
The CIO'S net V￿rth is virtually all held in cash reserves, mainly representing restrlcted funds received
in advance that are yet to be spenL The unrestricted balance is a mixture of tradlng surplus and
Business Contlnulty grants that wlll help bvlth the recovery of operations into 2022123. The CIO'S
dèbtors are at an acceptable level, wlth much of It wlthln the 30 days temi. A bad debt provision of
£12.000 has been set aslde to cushion any Smpacts of Covld on outstsndlng debtors. No debts have
yet been written off.
R•$orv•8 poll¢y
The CIO currently has a pollcy to keep re8errfe8 of £40.000. equlvalent to four months gr088 fixed
costs. The reserve6 policy is reviewed annually and aims to bulld re8lllence for unfor8888n Closures or
costs. There Ss a desire to increase thls to at least 6 months over the medium tarm.
Golng conc•m
The flnandal statements have been prepared on a golng conc8m basls as th8 trustees believe that
despite Covid-19 uncertalntles the CIO has reserves. Secured Government and other grants, as VKII
as appropriate operatlonal changes planned to support operatlons for 12 months from the date of
authorising these flnanclal Statements.
FUTURE PLANS

brilllant community of Balsall Heath.
As we look to the future. we know that there are likely to contSnue to be unplann8d, as well as planned
closures as the changes to the Baths and neighbourlng Ilbrary take shape. We wlll do our very best to
keep the pool open as much as we can for our local swimmers, and to involve local partners and
people as much as can during the project.
Fundraising from indNlduals and from grant making bodlos remalns extremely important to us, given
the costs of running a swimmin9 baths. of making much needed improvements to our operatlonal
infrastructure. and the benefits that these bring to our loyal swimmers

Responslbllities and basis of report
As the charity trustees of the CIO you are responsible for the preparation of the accounts in
accordance with the requirements of the Charities Act 2011 ('the Act,).
I report in réspect of my examination of the Trust's accounls carried out under section 145 of the 2011
Act and in carrying out my examination I have followed all the applicable Directions given by the Charity
Commission under section 14515)(b} of Ihe Act.

I have completed my examination. I confirm that no material matters have come lo my attention in
connection wilh the examination giving me caus8 to believe that in any material r8sp6Ct'.
1. accounting records were not kept in respect of the CIO as required by section 130 of the Act. or
2. the accounts do not accord with those records; or
3. thè accounts do not comply with the applicable requirements concerning Ihe form and content of
accounts sel out in the Charities IAc¢ounls and Reports) Regulations 2008 other than any
requirement that the accounts give a 'lrue and fair view which is not a matter considered as part of an
independent examination.
I have no concerns and have come across no oth8r matters in connection with th8 èxamination to which
attention should b8 drawn in this report In order to enable 8 prop8r understanding of the accounts to be

1 ACCOUNTING POLICIES
Basi8 of preparlng tho financSal statemonts
The financial statements of the charitable cornpany have been prepared in accordance with the
Charftles SORP (FRS 102) 'Accountlng and Reportlng by Charltlas: Statement of Recomm8fKled
Practice applicable to charities preparing their accounts in accordance with the Financial Reporting
Standard applicable in the UK and Republic of Ireland (FRS 102) (effectlve 1 January 2015),. Financial
Reporting Standard 102 ' The Financial Reporting Stsndard applicable in the UK and Republic of
Ireland. and the Companies Act 2006. The financial statements have been prepared under the histor1￿1
¢ost convention.
Incomo
All income is recognised in the Statement of Financial Activities once the charfty has entitlement to the
funds, tt Is probable that the income wlll be received and the amount can be measured reliably. Wher8
income due becomes doubtful an appropriate Bad Debt Provision is created in the yEar the income
becomes doubtful. Income vffitten off is then charged to the Bad Debt Provision
For donations or grants to be recognised the charlty will have been notified of the amounts and the
settlement date in writing. If there are conditKJns attached to the donation or grant and thls requires a
level of perfomanee before entiuement can be obtained then the income is deferred or carried forward
as a r8Strfct8d fund until those condltions are fully met or the fulfilment of those conditions is wthin the
control of the charity and it is probable that they will be fulfilled.
Interest on funds held on deposlt Is Induded when receivable and the amount can be measured reliably
by the charity: this is usually upon notification of interest paid or payab18 by the Bank.
Expendlture
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation
committing thé charity to that expenditur8, it Is probable that a transfer of economic benefits will be
required in settlement and the amount of the obligation can be measured reliably.
Expenditure is accounted for on an accruals basis and has been dassifled under headings that
aggregate all costs relating to the category. Where costs cannot be directly attributed to a particular
heading they have been allocaled to actlvitles on a basis consistent with the use of resources.
Expenditure is classified under the following activty headings:
Charitable activlti&s - this compris8S the dlrect cxjsts of actmties undertaken to further the purposes of
the charity. including grants payable and all associated support costs.
Taxation
The charity is an exempt ¢harlty viithin the meanlng of schedule 3 of the Charities Act 2011 and is
considered to pass the tests set out in Paragraph 1 Schedule 6 Finance Act 2010 and therefore it meets
tha definition of a charitable company for UK corporatlon tax purposes.
