1.0 Introduction

1.1 WBTF Objectives

We Build The Future is a charity which will mobilise the UK construction sector in raising funds to combat cancer, and to provide support to those people in the built environment sector unfortunate enough to suffer from cancer, as well as their families, carers and friends.

At the same time, We Build The Future will act as a channel for outreach and education, to promote health and wellbeing amongst construction sector workers; to increase awareness and improve early detection of cancer leading to better survival rates; and to promote lifestyle changes which will help reduce the likelihood of developing cancer.

Our charitable objectives are:

1.2 WBTF History

We Build The Future was founded by Architect Richard Harral in memory of his father John who died from bladder cancer in 2015. The concept of the charity is simple – to mobilise the 3.5 million people in the construction and built environment sector to raise substantial sums of money which will be used to help improve cancer survival rates and to mitigate the impacts of cancer.

We Build The Future was formally registered with the Charity Commission on 14 December 2017 at which time its governing document came into effect.

1.3 Statement of Trustee regard for public benefit

The Trustees of We Build The Future confirm that they have complied with the duty in Section 4 of the 2006 Act to have due regard to guidance on public benefit published by the Charity commission.

2. 0 Summary of Activities

2.1 Governance and administration

2.1.1 Trustees

We have one resignation as a trustee during this reporting period, John Tebbit who was one of our founding trustees. John has played an invaluable role in helping We build The future develop over recent years and his sage advice and insight will be greatly missed. The board would like to record their thanks and best wishes to John in his new ventures.

No board members were re-appointed during this reporting period.

In 2019-20 the board identified that it needed to continue to strengthen its capability, particularly with the reference to skills in corporate governance, legal and fundraising. We are therefore delighted to note that Jackie Macaulay joined the board of the Charity as a Trustee on 14 November 2021. Jackie has a wealth of experience in human resources and operational management at a senior industry level and will make a significant contribution to the governance, operational compliance and effectiveness of our operations.

The Board continues to seek Trustees with fundraising experience to support us in raising money to sustain our charitable activities but to date we have not been successful in recruiting into this role.

All members of the board undertook a formal on-line training course for trustees provided by National Council of Voluntary organisations (NVCO) to develop and maintain awareness of their core roles and responsibilities.

2.1.2 Board Meetings

The charity was entirely run and governed by the board of trustees during this period. The Board met 4 times in the reporting period in line with business as usual following the Covid-19 Pandemic. Meetings were primarily held digitally and were fully minuted.

2.2 Our Core activities in this period

The first half of this reporting period was severely affected by continued restrictions and limitation on movement and activity as a result of the COVID-19 pandemic.

As with most other charities, this impacted on our ability to make new connections, to launch campaigns and to raise funds. In particular our ability to network and raise awareness of our activities which relies to a significant extent on personal contact has continued to be curtailed over the reporting period.

In addition to the physical limitations imposed by the pandemic, competition between charities for funding has intensified with many larger charities seeing significant falls in income from charitable events– for example Cancer Research UK saw a 50% reduction in funds raised during this period. For many charities this necessitated extensive revision to business plans and structures.

We Build The Future has a very low cost base and has sufficient reserves to continue to operate for a number of years at the current rate of expenditure. As a result we have not needed to change our business model or restructure our operations in the way that some charities have been forced to do. However, We Build The future is not immune in any sense to the implications of the COVID Pandemic.

In particular COVID has changed many of the dynamics we were starting to explore through our site surgery project.

The board reflected on these contextual issues and came to the following conclusions:

  1. The charity did not have sufficient resource to compete in terms of generating large sums through fundraising to support cancer research. Whilst We Build The future will continue to seek opportunities to support organisations such as Cancer Research, the Board decided that in the short to medium term the charities primary focus should be to act as a catalyst for change in the Built Environment Industries.

  2. To facilitate this we have identified a series of projects aimed at providing thought leadership within the sector focused around communication, collaboration and campaigning. This includes:

  3. a. Sun-safe campaign

    • We have established a new partnership with Melanoma UK to promote awareness of UV risk and aid early diagnosis of skin cancer.
  4. b. Summit Project - Construction Health and Wellbeing Panel

The summit project represents our thought leadership workstream. Following on from our presentation at Construction Week in November 2021 we are developing proposals to support a panel of industry experts to drive strategic action on holistic health across industry.

We continue to build further on our learning from the site surgery project to explore how we can work with primary care providers to improve access and uptake of health services in the building industry.

Further information on all of these projects are provided in section 3.0 of this report.

2.2.1 Fundraising

Fundraising activities were severely affected by Covid-19 and moneys received dropped for the third year running to just £228.00. The board continues to look for new approaches to ensure financial stability in the future.

3.0 Achievements and Performance

3.1 Achievements, beneficiaries and wider benefits to society

The period 2020 -21 was very much a period that focused on re-commencing activity as the Covid lockdown eased and starting to build momentum on longer term projects.

Campaigns and projects

In November 2021 two of our trustees, Richard Harral and Andy von Bradsky, spoke about the charities work and priorities at Construction Week in the Birmingham NEC launching our Be Well strategy which encompasses all of the charities activities. Sun-Safe Campaign

Our sun-safe campaign is intended to help people working in the built environment reduce the risk of skin cancer and promote awareness so that if the worst comes to the worst skin cancer is detected at an early stage.

To do this, we have developed a site board with UV risk indicator to signify when UV levels are dangerous, and simple instructions to reduce UV risk. working with Melanoma UK we will promote these boards across the building industry and build an information campaign directing people to further information. This will include tool kits to help people identify any changes in their skins requiring medical attention, and access to support services for people diagnosed with skin cancer.

We are partnering in this project with Melanoma UK. Site boards will be piloted early in 2022 and then rolled out nationally later in that year.

Summit Project – construction health and wellbeing

We Build The future believe that people working in construction are at a significant health disadvantage compared to workers in the UK economy on average. There are many reasons for this including a high proportion of workers being self employed, a culture which penalises openness about health issues, a predominantly male demographic where seeking medical

support is the exception rather than the norm and working conditions which isolate or raise barriers to accessing primary health care.

It is clear that over recent decades the Built Environment Industries have made significant progress in reducing prosecutable risks arising from occupational health and safety issues on building sites – but that progress in addressing more holistic health issues in the workforce has been poor.

Our summit Project is targeted at challenging the idea that these health inequality norms are too difficult to address. We believe that some of the most significant gains that can be made in reducing cancer risk and improving outcomes can be achieved by normalising access to health care and support systems that already exist. This requires a fundamental change in industry culture that extends to all aspects of health.

We are working to support the formation of a Built Environment Health and Wellbeing panel to develop a white paper on holistic health in our industry. The Panel will be formed of people with a passion to improve health outcomes and with insight into the ground level barriers that prevent people in our industry from getting the support advice and treatment they need.

Our aim is to develop and launch the panel during our next operating year (2021-22).

Project Open Door – addressing Health Inequality in the Built Environment industries

In the period 2019-2020 we worked with a North Islington GP practice to take health checks and access to GP consultations on to building sites in North London. This was a collaboration between We build The future whereby the charity used industry contacts to gain access and support from Developers and Main Contractors, whilst the NHS redeployed frontline service providers on to site.

The results were very positive indicating a sustained appetite amongst construction workers to check their health, and to gain access to consultations on issues of concern that otherwise would have remained undiagnosed. These were predominantly chronic conditions (not issues requiring A&E services) most of which were directly linked to common occupational health issues.

The site surgery project was interrupted by lockdown where taking health staff onto site was no longer possible. As lockdown eased, WBTF reviewed the success of the site surgery project to decide how to proceed.

The conclusion reached was that there was a defined need to improve access to primary health care services acting as a conduit for treatment or referral of chromic conditions. However, the COVID pandemic necessitated a profound shift in the way that the NHS undertook consultations during lockdown with rapid acceleration in adoption and roll out of digital and e-consult services. This has potentially significant benefits in terms of addressing barriers to accessing primary care for office and site workers.

Project open Door is an ongoing project to develop ways to enable better access to primary care, to improve health outcomes in general but with a particular focus on enabling earlier diagnosis of cancer. We will continue to work with our NHS partners we will build on this learning and by promoting access through e-consult approaches, alongside looking at how to support local partnerships between primary care services and major construction sites.

Fundraising and disbursements

Fundraising was severely impacted by the Covid pandemic. Fundraising through sponsorship for sporting events, through social events and in places of work were all impacted. Similarly businesses who have contributed to support our work in the past found themselves focused on shifting work patterns and managing the impacts of the pandemic, limiting opportunities to recruit new sponsors.

As a result We Build The future raised only £228 during the reporting period.

Whilst the Board remain committed to using surplus funding to support cancer research and the activities of partner organisations in the future, it was clear that in this reporting period the charity was not in a position to make disbursements.

4.0 Financial review

4.1 Financial position at end of reporting period

The final position of WBTF is set out in the Receipts and Payments Accounts at Annex B .

During the reporting period, WBTF received £228 in donations from members of the public.

We spent a total of £6160.00 running the charity. Most of this money is accounted for by the cost of running the charities CRM system and database which manages all of our client communications and donations. The cost of maintaining this system have increased to reflect additional legal requirements for GDPR compliance and multi factor authentication for payment services.

The charity did not make any disbursements or donations.

At the end of the reporting period WBTF was in credit of + £15,933.00.

4.2 Reserves policy

WBTF reserves policy is to hold as a minimum sufficient capital to meet financial obligations for 12 months of operating costs based on contractual or other commitments. This is an interim policy which will be reviewed on an annual basis as funds increase.

At the end of the financial reporting year, WBTF commitments were limited to:

On this basis our minimum level of reserves to be held are £7000 at any given time. The Board of Trustees note that at the end of this accounting period WBTF had funds of £15,933.00. The primary cost relates to maintain our Customer Relationship Management system, the contract for which comes up for renewal in November 2022.

4.3 Financial Controls

The Board has a financial control policy which is available on request. Finance is primarily controlled by the finance committee which convenes as and when deemed necessary by the board. Following the resignation of Mr John Tebbit and the recruitment of Jackie Macaulay the finance committee consists of:

The Board has reviewed its financial controls and is satisfied that current controls are adequate in protecting the charities assets. Currently We Build The Future has a single bank account with access restricted to two trustees (Mr Anthony Burd and Mr Richard Harral).

We Build The Future does not have any investments or hold any monies in cash.

4.4 Payments to connected persons

No payments were made to any connected persons during this period.

5.0 Structure, governance and Management

5.1 Type of governing document

We Build The Future is constituted as a Charitable Incorporated Organization (CIO) whose only voting members are its charity trustees.

5.2 Charity constitution

The Charity’s constitution is provided at Annex A

5.3Appointment of Trustees

Trustees are appointed on the basis of analysis of skills, experience and outreach needed to promote and deliver against the charity’s objectives. Where a person approaches WBTF offering to act as a trustee, or where a person is identified as being a potentially effective trustee, they will be interviewed by at least two trustees following which a formal recommendation is made to the board to vote upon in line with the charity’s written constitution.

No relevant conflicts of interest were raised by Trustees during this reporting period.

No actual or potential conflicts of interest relating to Trustees or connected persons were raised with the charity during this reporting period.

Annex A WBTF Constitution

Charitable Incorporated Organisation: Model constitution for a CIO whose only voting members are its charity trustees

(‘Foundation’ model constitution)

1. Name

The name of the Charitable Incorporated Organisation (“the CIO”) is:

2. National location of principal office

The CIO must have a principal office in England or Wales. The principal office of the CIO is in England.

3. Objects

The objects of the CIO are:

Nothing in this constitution shall authorise an application of the property of the CIO for the purposes which are not charitable in accordance with section 7 of the Charities and Trustee Investment (Scotland) Act 2005 and section 2 of the Charities Act (Northern Ireland) 2008.

4. Powers

The CIO has power to do anything which is calculated to further its object[s] or is conducive or incidental to doing so. In particular, the CIO has power to:

(1) General provisions

No charity trustee or connected person may:

unless the payment or benefit is permitted by sub-clause (2) of this clause or authorised by the court or the prior written consent of the Charity Commission (“the Commission”) has been obtained. In this clause, a “financial benefit” means a benefit, direct or indirect, which is either money or has a monetary value.

(ii) the terms and conditions offered are agreed by the board after the said trustee has resigned and are determined in strict accordance with the board policy on remuneration.

(iii) The employment will initially be for fixed term of at most 2 years, after which time the board can choose not to renew employment, or can offer a further contract of either fixed term or permanent nature.

(iii) the board are satisfied that no conflict of interest arises from the ex-trustee taking up paid employment; and

(iv) the board are in unanimous agreement that offering employment to the extrustee is in the best interest of the charity.

The CIO and its charity trustees may only rely upon the authority provided by sub-clause (2)(c) of this clause if each of the following conditions is satisfied:

A charity trustee must:

(1) declare the nature and extent of any interest, direct or indirect, which he or she has in a proposed transaction or arrangement with the CIO or in any transaction or arrangement entered into by the CIO which has not previously been declared; and

(2) absent himself or herself from any discussions of the charity trustees in which it is possible that a conflict of interest will arise between his or her duty to act solely in the interests of the CIO and any personal interest (including but not limited to any financial interest).

Any charity trustee absenting himself or herself from any discussions in accordance with this clause must not vote or be counted as part of the quorum in any decision of the charity trustees on the matter.

8. Liability of members to contribute to the assets of the CIO if it is wound up

If the CIO is wound up, the members of the CIO have no liability to contribute to its assets and no personal responsibility for settling its debts and liabilities.

9. Charity trustees

The charity trustees shall manage the affairs of the CIO and may for that purpose exercise all the powers of the CIO. It is the duty of each charity trustee:

if he or she is under the age of 16 years; or

if he or she would automatically cease to hold office under the provisions of clause [12(1)(e)].
