## **- ANNUAL REPORT 2020 2021** 

The Annual Report for the year May 2020 to May 2021 summarises the years' activities and financial accounts for Whitecross Village Hall.  This report is presented to the Committee and the public at the Annual General Meeting (AGM) of the hall, which is normally held in the first two weeks in May.  The 2020 AGM was also scheduled to meet in May but had to be delayed to 13[th] October, due to the Covid 19 virus outbreak and the inability of the Committee to arrange a meeting at the hall until the legal restrictions on public assembly were temporarily lifted.  This annual report will also be circulated to the Committee electronically and copies posted on public noticeboards. 

The purpose of the Hall and the guiding principles that the trustees adhere to, is the promotion of the intellectual, social and physical welfare of the inhabitants of the parish of Lanteglos-byFowey and extending to inhabitants of neighbouring communities, irrespective of their race, creed, colour or physical ability. Additionally, to provide a range of facilities that will improve the conditions of life within the community, including use for meetings, lectures, classes and for other forms of recreation and leisure time occupations.  The Trustees achieve these objectives by preserving, developing and improving the structure and fabric of the building and its surrounds. 



The Management Committee are the Trustees.  The Trustees are responsible for all aspects of  the management of the Hall.  The Hall is a freehold property. Committee members are elected on a one, two and three year rotation and may then apply for reelection.  On the 7th May 2020 most of the Committee were contacted electronically through “Zoom” and agreed to meet for an AGM as soon as it was legally permitted to do so. In the meantime Committee members would continue in their previous role. 

The Committee comprises the following members, who were elected at the AGM on Tuesday 13[th] October 2020: Chairman: Gavin Shakerley; Vice Chairman: Helen Doe; Secretary & bookings diary: Margaret Shakerley; Treasurer: Gavin Shakerley; Maintenance: Toby Wakeham & Joan Bunt; Advertising:  Margaret Shakerley; Events: Jane Wakeham; Produce Market: Liz Luck; Parish Council: Margaret Shakerley & Joan Bunt; Parochial Church Council: Joan Bunt.    During the year the following members were also elected to the Committee: Sophie Simmons and Ruth Talling. It was also recorded that key holders were as follows: Gavin & Margaret Shakerley, Joan Bunt, Helen Doe, Alison Hunter, Liz Luck, Toby & Jane Wakeham, Pat Moore (Lanteglos Parish Council), Liz Smith (Whitecross & Village Gardening Club). Retiring members by rotation who wished to continue to volunteer were re-elected.  A General Meeting followed the AGM. 

Previous to the AGM, the Committee held an informal coordinating (Zoom) meeting 8[th] September 2020 specifically to plan the re-opening of the Hall, when legally permitted.  It was agreed that the Hall should be adapted as much as possible for its continued use.  Covid protection measures were reviewed and ideas on greater use of the outside of the Hall were examined in detail.   Peter Norman was asked to advise on the construction of awnings. The Secretary was briefed to look into options to increase a covered area so that an outside bar/ tearooms/ servery could be utilised. 

Further informal coordinating (Zoom) meetings took place on 2[nd] February 2021 and 23[rd] April.  The acquisition of a tearooms/ servery shed had been agreed and was in the process of being constructed.  A base would be built for it.  It would be connected to the electricity supply.  The Committee agreed that it should be named “Brew with a View”. 



The Hall's website at www.whitecrossvillagehall.org.uk is very informative with a “Home” page; “About the Hall”; “What's on”; “Hire the Hall”; “Location” and “Contact Us” pages.  Details of the new BACS system were added to the website.  Over this period enquiries have been greatly reduced and many bookings had to be cancelled. 

Lanteglos Parish Council (PC) has been forced to conduct most of their meetings remotely.  Our Cornwall Councillor held her local “surgeries” at the hall when coinciding with permitted local produce markets. 

The Hall is utilised as the local polling station and was used for elections on 6[th] May 2021.  Regular users continue to attend for Pilates classes when permitted.  The Whitecross & District Gardening Club has not been able to host speakers and has not met at the Hall over this period. 

The Treasurer presents the accounts for the year published in tandem with the Annual Report.  The accounts are checked and verified by an independent member of the community, which is the accepted audit equivalent for a charity with a small turnover. 

The Covid pandemic resulted in enforced closure of the Hall for a large part of the year.  This has had a dramatic effect on the annual accounts.  Income was reduced from £4048 to £1792, yet ongoing running costs and services still increased by a further £300.  The financial situation with the Hall, is simply that it has been saved by Government Grants, whose payments have been assessed by charitable status and rateable value.  Over this financial period we received £19,597.79 in Covid Relief Payments.  These payments have turned around a dire financial situation of needing to engage reserves to a surplus of £12798.14. 

Noticeable trends from the accounts show that the local Produce Market, now in its fifth year, has been significantly hit by the number of markets being allowed and the reduced numbers of people being able to attend.  There were no Coffee Mornings scheduled for this year.  Whist Drive evenings have ceased.  The increasing cost of electricity remains a concern.  The Committee will look into more energy saving measures. 

This year's major project was the re-pointing of the exterior of the east wall, which  was in a bad state of repair and was allowing 



water seepage into the structure.  The work was completed in the summer and has made a noticeable difference. 

The Telephone Box on the Green has been refurbished and Jane Wakeham has converted it into a popular “Seed Swap” destination. 

The Committee hope to finalise plans to safely accommodate the Isobel Pickering archive which represents a significant historical record of the local families that lived and worked in Lanteglos-byFowey.  This continues to be work in hand, pending agreement on removing the stage and reorganising the interior of the west end of the Hall. 

The Covid pandemic has has a significant impact on the use of the Hall and for this period it has been closed during all official lockdowns.   An immediate (Covid) Risk Assessment was implemented and is constantly under review.  The Committee strictly follow Government guidance on health and safety procedures as promulgated through ACRE, SECCHN, Cornwall Council and Lanteglos Parish Council. 

The AGM scheduled for 4th May 2021 has now been postponed to 29[th] June 2021.
