The trustees present their report with the financial statements of the charity  for  the  year  ended  31[st] December  2022. The Trustees  have adopted  the  provisions  of  the  Statement  of  Recommended   Practice (SORP) 'Accounting  and  Reporting by Charities' issued in March 2005. 

## **Cedewain Mission Area Annual Report 2024** 

## **REPORT FROM THE MISSION AREA by SUZANNE WARDELL, LAY MISSION AREA LEADER** 

The Cedewain Mission Area (MA) has continued to grow in the year 2024, even given the difficulty of being in an interregnum. It has not been easy to fulfil a complete service rota across all the 9 churches in the MA with only one full time cleric. But with the help of readers, Wendy Gardner having been ordained a NSM, retired clergy, the archdeacon and worship leaders, virtually all service plans have been covered. As MA Leader (MAL), I am extremely grateful to all who have enabled this. We pray for a successful recruitment process and a priest to join our Shared Ministry Team (SMT) in Cedewain. 

In February a group of us from the MA went on retreat to Aberdaron on the LLeyn peninsular in North Wales. This was made possible by way of a grant to the MA from the Diocese. It was a very special few days, where fellowship, worship and bonding took place. Morning prayer was celebrated every morning in St. Hywyn’s church by Revd. Nia and readers Sue Ruggeri and Nicci Midgley, and a service of Imposition of Ashes was held on Ash Wednesday evening. 

At our Annual Vestry Meeting, the number of trustees was reduced in order to make the governance of the MA more manageable. I am indebted to all who have served on the board of trustees over the years, establishing the charity and overseeing it’s creation, development and it’s future. Representatives of each church continue to meet, and are invited to Mission Area Conferences to raise issues and to be part of the life of the MA. A new trustee was elected, Gwen Jones and Shirley Gethin was elected MA People’s Warden. 

In July, we as a MA said goodbye to our retiring archdeacon Barry Wilson, and in September we welcomed Gerwyn Capon into office. We look forward to working with him in the future. 

Attendance at our church services remains a concern as the church going continues to rise, but the missional work that each church has been involved with during the year continues to thrive and grow – from coffee mornings for communities, to lunches made and served, a community garden, children and toddler activities, bereavement groups, prayer and bible groups. The MA is fortunate to have effective committees in each of its churches who cater to the needs of their local communities, and we 



hope that when a new cleric is appointed, they will give leadership to the churches to develop the mission work already begun. 

In 2024 the MA the finances were once again looked after by the Finance Sub-Committee, led by the MA Treasurer (MAT), Mary James. The share payments to the diocese were all made on time, and the discount for prompt payment was obtained. The diocese and MA agreed that the cost of .5 of a cleric would be met by the diocese, and that Manafon Church would join Cedewain (moving from the Caereinion MA). The MA clergy cost would therefore be reduced from 2 full time clerics to 1.5. The plans for All Saints in Newtown to become a Hub Church were developed, and recruitment for an Associate Priest to join the team there were discussed. I thank the MA Treasurer and all the church treasurers for the work they do in preparing these annual accounts and for being such careful stewards of the MA finances. 

Cedewain MA is pleased to support many other charities, both locally, nationally and internationally, and we continue to promote Free Trade products in our church cafes and coffee mornings. 

I am honoured to be Leader of such a vibrant MA, and I thank the 2 MA Wardens, Clare and Shirley, the trustees, the SMT and church communities for their support in 2024, and I look forward to working together with them in 2025 to promote God’s work in the MA.

## **STRUCTURE, GOVERNANCE AND MANAGEMENT Governing Document** 

The charity is controlled by its governing document, a deed of trust, and constitutes an unincorporated charity. 

The  Church  in  Wales  is  governed  by  its  Constitution,  set  up  under section 13 (1) of the Welsh Church Acts 1914, as amended from time to time by its Governing Body. The Cedewain Mission Area Conference (Board of Trustees) is not a body corporate. Its composition, procedures and  powers  are  regulated  by  the  constitution,  which  provides  that before assuming office, every member must sign a declaration that he or she will be bound by the Constitution. 

The Constitution provides that the members of the Cedewain Mission Area  Conference  (Board  of  Trustees)  shall  be:  The  Leader  (Lay  or 



Ordained), Vicars and Assistant Curates; two Wardens, one appointed by the Leader and one elected at the Annual Vestry Meeting; Treasurer (if  not  already  ex-officio  or  elected);  Chair  of  the  Properties  SubCommittee; 4 elected trustees; and up to 7 further co-opted members. Lay communicant persons over the age of 16 may be entered on an Electoral Roll (subject to certain conditions) and all such persons, so entered, are entitled to vote and stand for election. 

## **Risk Management** 

The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error. 

## **OBJECTIVES AND ACTIVITIES** 

As  required  by  the  Charities  Act  2011,  the  Cedewain  Mission  Area Conference  (Board  of  Trustees)  has  given  due  regard  to  guidance published by the Charity Commission in respect of the operation of the public  benefit  requirement.  The  activities  undertaken  to  fulfil  the Cedewain Mission Area Conference's (Board of Trustees) purposes  for the public benefit are described and detailed hereunder. The Church in Wales is a Province within the Anglican Communication and seeks to advance  the  Christian  religion  through  world-wide  mission.  It  is  the responsibility  of the Cedewain  Mission  Area  Conference  (Board  of Trustees) and the Leader to work together and co-operate in all matters of  concern  and  importance  to  the  Cedewain  Mission  Area  for  the promotion of the mission of the church, pastoral, evangelistic, social and  ecumenical  in  the  Mission  Area. The Cedewain  Mission  Area Conference (Board of Trustees) is responsible, inter-alia, for the Mission Area budget and all expenditure thereunder, the care and maintenance of Church fabric and of the Churchyards, and for any action or other matter referred to it in accordance with  the  Constitution, and is the normal channel of communication between the  Cedewain Mission Area and the Diocesan Bishop. 

## **Public Benefit** 

The Cedewain Mission Area Conference (Board of Trustees) provides a benefit to the public as follows: 

- a) encourage and support all 9 churches to develop into centres of Christian faith and committed discipleship, promoting spirituality, prayer and witness with 



community concern and action 

- b) recognise and value the unique nature of each of the 9 churches and strive to discern a way for the churches to work together and complement each other 

- c) establish mission area-wide initiatives to extend the outreach of each church. 

The way the Cedewain Mission Area hopes to do this by: - 

- d) identifying and utilising the skills, talents and resources within each church community 

- e) developing effective means of communication between the churches and beyond 

- f) encouraging and supporting individual church initiatives 

- g) launching projects which involve all of the churches and communities
