## **Trustees Annual Report for year ending 31[st] December 2021** 

## **Aim and Purposes** 

The principal purpose of the Church is the advancement of the Christian faith in accordance with Membership Fundamentals. The Church may also advance education and carry out other charitable purposes in the United Kingdom and/or other parts of the world. 

The Trustees are also specifically responsible for the maintenance of the Church buildings, the manse at 70 Sutherland Road and the adjacent flats (Beaufort House) at 442 Lincoln Road. 

## **Objectives and Activities** 

The Trustees are committed to enabling as many people as possible to worship at our church and to become part of the community at LRC. The Trustees maintain an overview of worship in the Church and make suggestions on how our services can involve the many groups that live within the local area. Our service and worship put faith into practice through prayer and Scripture, music and teaching. 

When planning our activities for the year, the Trustees have considered the Charity Commission guidance on public benefit, and in particular, the guidance on charities for the advancement of religion. To this end we try to enable ordinary people to live out their faith as part of our church community through: 

- Regular public worship, prayer, Bible study, preaching and teaching; 

- Communion of the Lord’s Supper which shall normally be observed once a week; 

- Evangelism and mission, locally, regionally, nationally and internationally; 

- Nurture and growth of Christian disciples; 

- Giving and encouraging pastoral care; 

- Supporting and encouraging charitable social action in the United Kingdom and abroad; 

- Encouraging relationships with and supporting other Christians. 

To facilitate this work it is important that we maintain the fabric of the Church and buildings 

## **Achievements and Performance** 

## _**Worship and Prayer**_ 

The Trustees were keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. This includes Bible Study and Prayer Meetings for committed Christians, Gospel and outreach meetings for those exploring the faith. Our Morning Meeting is run in conjunction with a Junior Church to enable and encourage Families with Children to attend. 

We have slowly been reopening our physical meetings with the easing of the lockdown regulations, whilst maintaining a level of caution based on the age and infirmity of some of the congregation. We have not (as yet) commenced our Fellowship Meals on the 1[st] Sunday of the Month.

The Church continues to maintain an online presence, publishing a meeting on You Tube each Sunday and also hold a weekly Zoom Meeting for Prayer and Bible Study. We have a WhatsApp Group and Weekly Newsletter to circulate prayer requests and keep the congregation in touch and aware of developments. 

At present the Church has 41 members. 

## _**The Church Building**_ 

Due to the Lockdown restrictions, the Church undertook very little by way of upgrading the Buildings and simply maintained them whilst awaiting restrictions to end. A new staircase to the entrance of Beaufort House was added as the previous staircase was quite steep and was presenting difficulties to the elderly residents. 

## _**Pastoral Care**_ 

With the end of Lockdown restrictions, our Toddler Group reopened on Thursdays in the Rear Hall and the Parents and Children soon returned. We have approximately 20 children attending each session (morning and afternoon) with a waiting list for the morning session. 

For those members of the Church with no Internet access, the Newsletters and DVDs of the Online Service were circulated to them. Pastor Paul Fellows undertook home and hospital visits where this did not contravene COVID regulations. 

## _**Mission and Evangelism**_ 

We demonstrated our faith by giving to those in need. Although the Church does not take a collection there are boxes at the back of the Church for those who wished to donate. Any donations made to the Church on the 1[st] Sunday of each month were given to charitable causes. Regular recipients included Tear Fund, FEBA Radio, CAM International and Open Doors UK. The Church also responded to specific appeals. 

We continued to support these causes throughout the pandemic, using general funds in addition to the 1st Sunday collections. 

## _**Financial Review**_ 

The Church Finances remained in a satisfactory position. The assembly continues to be dependent on donations made by the Church members and other donors, which for the year ending 31[st] December 2021 totalled £49,214. Other income gained was from Rental Income for Beaufort House (£7,557), Gift Aid receipts (£9,607) and a Legacy (£13,052). 

Total income was up on the previous year, in part because of the pandemic, at £79,437 (2020 - £64,529) our outgoings remained reduced as we slowly reopened activities as pandemic restrictions were eased. As a result, we had an excess of receipts over payment of £32,564.

## _**Reserves Policy**_ 

The Trustees agreed to a small increase in the reserve fund from £20,304 to £22,000, this being part of the £35,000 currently held in National Savings income Bonds. This equates to at least three months unrestricted payments 

## _**Volunteers**_ 

The work was sustained by the good will of the members who give of their time, skills and money so willingly to enable this ministry to continue. 

## _**Structure, governance and management**_ 

The Lincoln Road Chapel is a registered charity (Number 1175925). The Churches Constitution (which includes the fundamental beliefs) details the management and governance of the church. The governing body of the church is the board of trustees, currently comprising of four people. The Charity Trustees are responsible for the governance and daily running of the Church acting according to the will of God as discerned by the Church Members’ Meeting and subject to any specific or general directions of the Church Members’ Meeting. 

The Trustees normally meet six times a year to discuss matters arising from the day to day running of the church. During Lockdown, Trustee Meetings continued online on a weekly basis to reflect the rapidly changing situation. This has continued as the preferred mechanism for the Trustees to ‘meet’ even though restrictions have now ended. In regard to spiritual matters, the pastor and elders may provide guidance and advice as may be necessary from time to time. The full membership of the church only met twice in 2021 because of the COVID regulations.

## Lincoln Road Chapel General Information 

Lincoln Road Chapel, a registered Charity number: 1175925, operates throughout England. 

## **Location** 

The Church is located at the address: Lincoln Road, Ponders End, EN3 4AH 

Followers can assess Online Service at: https://www.lincolnroadchapel.org,uk/ 

**Activities** : Religious Recreational, Support to Young People, Communities in Need, and various Causes. 

**Governing Document:** Constitution Adopted 19 November 2017 

**Charitable Objectives:** Advancement of Christian Faith, Education and Other Charitable Purposes in the UK and Other Parts of the World. 

To enable access to the Christian faith to the vast range of believers, particularly families with young children. 

Provision of Pastoral care and Christian upbringing of the new generation. Maintenance and Development of the properties belonging to the charity. – The Church premises, the adjacent building at 442 Lincoln Road and the property at 70 Sutherland Road. 

**Activities in the year 2021** Reopening the church premises to the public 

following the Covid-19’ for regular face-to-face worship and activities. Focus on achieving the charity’s aims and objectives through weekly service (Church and Online), bible studies, worship, prayer activities, Parent and Toddler, Youth Group, Gospel meetings, Junior church, and Outreach. Additionally, the Church now links with the public through a weekly newsletter and a WhatsApp group.

## **Financial Information and activities in the year ending 31[st] December 2021.’** 

Charity is sustained from non-obligatory donations of church members, wellwishers and supporters of causes and missions at the heart of Lincoln Road Chapel’s activities. 

The year 2021 has been another year with Income reflecting the heightened interest in the internal values of our society. Turnout to the church activities was steady with generous contributions. However, in this post-pandemic year slightly lower when compared with 2020. Also noted is a decrease in expenses, as the church premises opened widely to the general public.

## Charity Commission Directives 

Directions made by the Commission and the content of the Examiner’s Report is set out in the 2008 Regulations. The 2008 Regulations and Directions must be applied for all Charities. The examiner followed the New Charity Commission Directions (mandatory from 1st December 2017), as per requirement. 

## The Directions applied/tested in the independent examination 2021. 

## **1. Check if the Charity is eligible for an Independent Examination.** 

- It requires, from the examiner, confirmation of the Gross Income for the year 2021’ as £79,437.01, the total income from all sources, including income from investments and activities bringing income, such as renting of the premises of Beauford House, Parent and Toddler Group, for example, that qualify Charity for the Independent Accounts Examination. 

The qualifying criteria – charity’s income below £1 million (or £250,000 plus gross assets of up to 3.26 million) 

Accounts are run and prepared on the Receipts and Payments basis. The value of assets is unknown. 

**2. Check if conflicts of interest prevent the Examiner from carrying out the Independent Examination.** 

None 

**3. Record the Independent Examination** This examination is planned and documented. Records of correspondence (emails), discussions, notes taken during the review, and supporting documentation will be accessible for up to six years from the end of the financial year under the examination (December 31st, 2021).

## **4. Plan the independent examination** 

Following the appointment as an Independent Examiner, agreement on duties and responsibilities was sealed in a Letter of Engagement, signed by both parties, Mr R.P. Fellows, representing the Trustees of Lincoln Road Chapel, and the Examiner, R. Stamoulis. Qualifying thresholds for the Independent Examination are confirmed. Checks if the Charity implemented recommendations from previous years. Study of the Legal Requirements for the Independent Examination. Study of the Online material related to the Independent Examination. Study Charity’s profile, Constitution, and other related material on the gov.UK website. Look at the Charity’s governing and financial structures: how the Trustees make decisions, plan expenditures, manage financial obligations and what comprises income and spending throughout the year. How are financial transactions recorded, and how are records kept and backed up? 

Study the funds and their allocation, how they changed throughout the year and comparison with the previous year. 

What is Charity’s current financial standing, and are there any plans? The examiner carefully considers all the financial information, draws conclusions, and writes the Report.

## **5 Check if the accounting records are kept to the required standards.** 

Accounts are maintained on Software – Finance Coordinator and in a Manual Folder. The software is up to date. Manual records are a collection of income and expenditure records in the form of invoices and bills, Gift Aid Collection Envelopes, Financial Reports, Bank Statements and Bank Reconciliation Reports, HMRC Correspondence and handwritten explanatory notes. Accounts are in good order. 

## **6 Check that the accounts are consistent with the accounting records.** 

Random checks of electronic records against accurate invoices and bills 

Random-checked expense figures of the Finance Co-ordinator from the interim and year-end reports accorded with expense figures on the statements in the bind folder created on the external software, Donations Co-ordinator. 

Income from 2021 is consistent with revenue in the previous year(s) and reflects the activities undertaken as recorded (selected checks). 

I can confirm that Charity’s accounting records are sufficiently detailed to conclude that the accounts are materially consistent with accounting records. 

## **7 Check if the related party transactions took place and were disclosed in the accounts.** 

This direction does not apply to the accounts of Lincoln Road Chapel, as it is relevant only to the accounts prepared on an accrual basis. Lincoln Road Chapel prepares its accounts on a Receipts and Payment basis.

## **8 Check the reasonableness of the significant estimates and judgments and accounting policies used in accounting for the types of funds held and in the preparation of the accounts** 

Public donations generate income/resources. Those can be bank transfers, standing orders, and cash collections during Sunday and Parent and Toddler activities, all for general or ad hock purposes. Together with other income, such as tax recovered from HMRC, and interest from bank investments, they sufficiently cover the expenses planned and occurring in the form of bills and payments in the process of normal activities of Lincoln Road Chapel, aiming to meet the goals stated in the Charity Constitution from the 19th of November 2017. 

In the post-Pandemic, cashless income continued to dominate, with the number of regular contributors. 

In 2021’ the income from Beaufort House has continued. 

Lincoln Road Chapel supported other charities in the UK and abroad, with most sources directed to missionaries. 

Charity’s increasing online presence, and the public’s heightened interest in spiritual and eternal values, were behind the investment in publicity and Audio in 2021. 

As a result of its actions, the charity gained new regular attendees to Family Church and listeners of the online YouTube programs. 

The vote of its members, as always, took significant financial decisions. 

Trustees meet every trimester to discuss various issues, including financial ones. Some meetings are recorded for reference. A system of responsible decisions taking and following them through is in place, with the church elders having more influence in the process.

Charity is solvent, and despite currently elevated energy prices and diminished income (2022) from Beaufort House, a good plan and a positive attitude are in place. 

The charity aims to continue the improvements of the Church premises and works in its other properties, gain more regular attendees and church members, reach more people online, increase its resources and aid many charitable causes. In retrospect, all the financial decisions taken in 2021’ supported the charity’s goals: money received was allocated well per funds. Trustees’ decisions displayed good judgement in the distribution of funds as per needs presented and foreseen. 

In the 2021 General Fund, receipts totalled £68,688. Those were incoming resources of Gift Aid (Standing Order and Bank Transfer), Gift Aid Envelope Scheme, Church Offerings, Sunday Collections, Income Tax Recovered, Special Gift Non-Gift Aid, Rental, and Investment Income. They paid Charity bills and expenses, including Electricity, Insurance, Secretarial Allowance, Ministerial Net Pay, National Insurance Contributions, Publicity and Audio Visual, amongst others. The income surplus was comfortable in 2021’ which allowed £2,000 transfer out of the Fund. 

As for the Designated funds, the most important in 2021’ were Mission, Beaufort House, and Manse. 

- **9 The examiner must check whether the trustees have considered the financial circumstances of the charity at the end of the reporting period and, if the accounts are prepared on an accrual’s basis, check whether the trustees have made an assessment of the charity’s position as a going** 

Charity end-of-year accounts were presented to the members and discussed at the year's first meeting.

## **10   Check the form and content of the accounts** 

The charity can lawfully prepare the accounts on the “Receipts and Payments Basis”. The gross income is below the threshold of £250 000 and entitles the charity to exercise this right. Financial Statements: interim and end year-end contain all the required information to draw. 

Additionally, the examiner runs the qualifying content of accounts checks, producing the essential Reports based on Charity financial data for the year contained in Finance Coordinator, charity software, that confirms the above. 

## **11 Identify the items from the analytical review of the accounts that need to be followed up for further explanation or evidence.** 

The manual Folder and Computer Files on the digital software Finance Coordinator are sufficient for all the record-keeping and reporting. They are a source of extensive information about Charity's work and verifiable financial information that readers can cross-examine, complementing each other. 

Some reports I found reprinted in a manual folder, like Year End, Reports Charity produces on yet another software Donations Coordinator, under categories generally named. When manually transferring the data and collating them in the Reports on the external software, to maintain continuity and to improve the third parties' analytical view of the accounts, Charity could consider the following: 

Use explanation captions (for example, what constitutes Gift Aid and Non-GiftAid) to provide more detail on the income (or change the names of the categories that would reflect this) Apply digital linking to enable tracing to the transaction source in the Finance Co-ordinator. Use only one modern software for all digital recording and reporting.

## 12 **Compare the trustees’ annual report with the accounts.**

I have scrutinised the figures and the breakdowns by categories of income and expenditure or fund movements. They are satisfactory and comparable with the accounts' figures and previous years. There are, however, acceptable discrepancies. As explained by Mr R. Fellows, those could be due to miscommunications with the donor about the tax claim. The donor did not put through the recorded claim, therefore is a difference. 

The Annual Accounts comprise all the essential Income and Payments, Reports, Balance Sheets, and Statement of Liabilities and Assets.

## **Recommendations to follow:** 

Assess fixed assets. 

Include the 2021 Year-End Statement in the Manual File. 

Present Independent Examination Report to the Trustees. Present the Annual Return to the Charity Commission within ten months.
