## **Chairman's Report** 

The year ended 31[st] March 2022 was another difficult one for the charity and for many other businesses in the UK.  The SARS-CoV-2 virus which hit the UK in February 2020 was still widespread and the year was characterised by a stream of government health announcements.  We saw the introduction of ‘local’ measures as well as further stringent national restrictions in response to new and unpredictable strains of the virus.  We witnessed the introduction of tracking and covid passes.  Whilst phone-based applications were developed, initially there was a requirement for venues to manually record the details of people who had visited the premises. 

We are privileged to be the guardians of a beautiful Victorian building.  It does not lend itself easily, however, to social distancing and other statutory disease control measures that were prescribed.  As a result, the Dacre Rooms did not reopen until 19 July 2021.  By Christmas 2021 we were also dealing with the Omicron variant and further restrictions.  In short, our activities were curtailed for significant parts of the period that this report seeks to address. 

We were very fortunate to receive further grants from the government to enable us to maintain our solvency and prepare for reopening.  Further details of our financial position are set out in the Treasurer’s Report. 

Our _charitable objects_ require us to provide a facility for Kimpton residents and the local authorities, voluntary and other organisations in an effort to advance education and to provide facilities for recreation and leisure in the interests of social welfare in the community.  The Trustees and others involved with the running of the Dacre Rooms in Kimpton have worked hard throughout the year to ensure that we were able to deliver upon these objectives whenever legislation permitted. 

The day-to-day operations of the Dacre Rooms are coordinated by the Management Committee.  It comprises of a group of dedicated volunteers under the skilful management of David Pitcher.  I wish to publicly thank them for their diligent efforts yet again this year under particularly challenging circumstances.

## **Treasurer’s Report** 

The accounts for the period are shown on page 4. 

They have been prepared on a _receipts and payments basis_ in accordance with the Charities Statement of Recommended Practice (FRS102)[1] . 

Our aim remains to cover operating costs from the rental income.  This was clearly not possible during the current period.  Fund raising was also very difficult.  Our income rose to £1,965 which compares favourably to £388 in the prior year.  This falls well short, however, of the levels achieved in the prepandemic period.  Income for the year ended March 2020 was £11,574.  Our costs for the period were £3,645 resulting in an operating loss of £1,680. 

Our prudent approach to managing the finances in prior periods provided us with a significant buffer at the start of the pandemic.  We were, nevertheless, grateful recipients of grants from HM Treasury totalling £18,808 during the period. 

Our building is in an excellent state of repair and we anticipate only modest costs relating to building maintenance in the short term.  Longer term expenditure is forecast to be covered from our healthy cash reserves. 

The charity finds itself in a stable and healthy financial position with operating performance improving as we recover from the pandemic.  We are confident that we can fulfil our obligations to operate a venue for the public benefit to further our charitable objects.
