The Hwb Torfaen is governed by a board of Trustee’s. The board members are appointed by election from the membership of charity. 

New board members have an informal induction with the manager of the Hwb to introduce them to the organisation and then given the policies of the Hwb to study and retain, which includes charity trustee responsibilities. All trustees are asked to sign a conflict of interest’s document, which is retained by the board’s secretary. Any training is received through Torfaen Voluntary Alliance. 

   - The organisation of the charity and overarching risk management is the responsibility of the Board of Trustee’s. The Board carries out the management of the charity and may exercise all such powers of the charity.

## **Summary of the main achievements of the charity during the year** 

**HWB Blaenavon –** 

**Hwb youth club has contined to deliver direct work with young people despite the pandemic, by launching our successful “digital doorway” remote platform for youth engagement until we open again.** Children in Need We have launchedour new 3 year project funded by children in need and have successfully reported on year 1. We have increased young people's aspirations to improve their self-belief and give them a greater voice in the community. 

HWB at Woodlands - We have set up new partnerships with Croesyceiliog and Llanyravon Community Council to take on another building in 

Cwmbran, south of the borough, to set up a community project that will not only meet a need and added value to our community based positive outcomes but can also generate an income stream to help us to become self-sustaining in the future. We have submitted a grant to Lottery for half a million pounds for phase one development. 

World Heritage Youth Ambassadors is a HLF funded project and we have had a very successful year in this reporting year, despite the challenges faced by the pandemic. We have secured a number of UK Heritage Sites to work with us to ensure the success of our project not only locally, but at a national level.

## **INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF THE HWB TORFAEN** 

## FOR THE YEAR ENDED 31ST MARCH 2021 

The report relates to financial statements set out from page 1 to 3. 

## **Respective responsibilities of trustees and examiner** 

The trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for the year, under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the Charities Act 

- to follow the procedures laid down in the general Directions given 

by the Charity Commission (under section 145(5)(b) of the Charities Act,and 

- to state whether particular matters have come to my attention. 

## **Basis of independent examiner's report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a true and fair' view and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination , no matter has come to my attention to indicate that: 

- accounting records have not been kept in accordance with section 386 of the Companies Act 2006 

- the accounts do not accord with such records: 

- where accounts are prepared on an accruals basis, whether they fail to comply with relevant accounting requirements under section 396 of the Companies Act 2006, or are not consistent with the Charities SORP (FRS 102) 

- any matter which the examiner believes should be drawn to the attention of the reader to gain a proper understanding of the accounts.
