## **TRUSTEES REPORT FOR THE YEAR ENDING 31 DECEMBER 2019** 

The trustees have pleasure in submitting their report and accounts for the year ended 31 December 2020. The  accounts  have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by  Charities and in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011 and UK Generally Accepted Practice as it applies from 1 January 2015. 

## **Charitable Object** 

**“** To meet the spiritual needs, family needs and material needs of people with any disabilities, both children and adults, in institutions and in their homes, preventing discrimination of any kind because of social background,  culture,  sex,  religion  or  nationality  and  to  promote  their rights.” 

## **Organisational Structure and Decision-making processes** 

The trustees met together 5 times during 2020 and 4 of those meetings were held virtually via zoom because of the Covid pandemic.  In some ways virtual meetings have been helpful in that we have been able to communicate directly with new trustees living long distances away from Cardif; we were able to have profitable discussions with new workers training in the Netherlands who are preparing to move to Moldova and we have been able to think about direct communication with our colleagues in Moldova. 

One member of the trustees was able to visit the work at the beginning of the year but subsequent planned visits were not able to go ahead because of  the  pandemic.   Those  working  for  Casa  Mea  in  Moldova  however ploughed on valiantly with the work in a very challenging context. 

The trustees group represents a strong range of professional experience which  includes  financial,  social  work,  management,  architectural  and building, occupational therapy and medical expertise.  Three new trustees joined the group during the year, bringing with them additional professional skills in carpentry and speech therapy and a dietician also joined us.  The new trustees are considerably younger than most of the existing  trustees  and  it  was  felt  important  to  begin  preparing  a  new generation of trustees.  They have begun to make a significant and helpful contribution to the group. 

The  trustees give  advice  on a wide  range  of issues  such as property maintenance, policy development, staf development and training, future strategy and use of available funds in collaboration with those managing the work in Moldova.  The trustees are all members of local churches and

undertake to pray for the work regularly.  Members of the group undertake speaking engagements about the work in diferent churches and these took place largely via zoom during the year in question.  A prayer letter and news updates are distributed to several hundred people every few months, together with a monthly news up-date for those very committed to the work.  All the trustees except one have visited the work in Moldova, usually on a fairly regular basis until the pandemic struck. 

Each of the trustees plays a very active practical and spiritual role in the running of the  charity  and all important decisions are taken after full group discussion.  In Moldova Liliana Golovatii is the President of Fundaţia Casa Mea and she is responsible directly to the Board of Trustees.  She and her colleagues are responsible for the day to day running of the work and oversight of the four community homes run for a total of 21 adults with disabilities at diferent locations in the country. 

## **Objectives and Activities** 

The  principal purpose of the charity is the spiritual, emotional, social, physical and material well-being of adults with disabilities who have lived or are living in long stay institutions in Moldova.  In order to achieve its principal objective four homes for such adults have been set up since 2006 in village communities to provide life-long support and as normal a life  as  possible  within  the  community.   The  homes  are  named  Casa Bucuriei, Casa Matei, Casa Alex and Casa Ana.  Each of them is stafed by Moldovans who are employed by Fundaţia Casa Mea and supported by regular supervision, staf meetings and training.  Although regular staf meetings have taken place during 2020 training opportunities have been fewer because of the pandemic sadly.  All members of staf have a job description  and terms  of service  and they would  usually have  annual appraisals.  There are strong links with the local churches in the villages in which each of the houses is situated and staf are drawn from those local churches. 

Visits  are  usually  made  regularly  to  large  institutions  for  adults  with disabilities in Moldova where Christian services are held and where food and clothing are distributed when available.  During 2020 these visits were prevented by the pandemic as the institutions went into immediate quarantine  and access  to  any visitors  has  been stopped  for the  time being. 

## **Achievements and Performance** 

Despite the shut-downs in the UK and the limitations imposed by the pandemic 2020 did prove to be a busy, productive but at the same time a sad year: 

- Slava who lived in Casa Matei died in September 2020.  All feel his loss deeply.  It is possible that he died of Covid although a clear

   - diagnosis  was never given.  Slava  had lived for years in closed institutions.   He  had  Down’s  Syndrome  and  had  made  great progress socially, spiritually and emotionally since coming to live in Casa Matei.  Slava was greatly loved. 

- A new, young social work assistant was employed part time (after a job description was drawn up) and admirably mentored by the social worker  of  Casa  Mea.   The  social  work  assistant  is  currently undertaking a social work degree in Moldova and we would hope that she may work with us longer term. 

- The possibility of a 5[th] house was regularly discussed and it was felt that, given our more stable staf situation in Moldova, we should begin to take this idea forward. 

- Two new workers, Ben and Esther Smith, are preparing at Missionary College in the Netherlands to join the work next year.  They are both very well qualified for the work in Moldova and we give thanks to God for them. 

- Staf salaries were increased. 

- Some progress was made on the development of a brochure about the  work  in  Romanian  (there  is  already  an  excellent,  well-used brochure in English). 

- Trustees  undertook an analysis  of the  charity’s  progress to date including its strengths and weaknesses and a Statement of Vision for the next 3 years was drawn up and discussed both here and in Moldova.   One  meeting  of  the  trustees  was  dedicated  to  a discussion about future direction of the work. 

- A training strategy was developed for staf in Moldova.  This has yet to be fully implemented because of the restrictions imposed by the pandemic. 

## **Risk Management** 

Risk  management  plans  for  each  person  living  the  four  houses  were updated. 

## **Financial Review** 

Income for the year was £47.6k from voluntary donations and Gift Aid claimed from HMRC. This is about 11% less than our 2019 income but as we receive no grants, and as a matter of policy we make no appeals our income is always liable to fluctuation. 

We continue to hold in reserve £25k that was given specifically to fund the opening of a 5[th] house and is held with a further £15k reserve in an investment account at United Trust Bank. 

The trustees were managing a gift given solely for the personal benefit of the young Moldovan woman social worker on the team of Fundaţia Casa Mea in Moldova. During 2020 the final amount of £1.5k was paid to her

and so that fund was reduced to zero at year end. The payment has been posted to _Miscellaneous Costs._ 

Expenditure during the year totalled £44.6k including _Grants to Institutions_ of £41.2k to Fundaţia Casa Mea for salaries of our Moldovan staf and for the day-to-day running costs of our 4 houses. A support gift of  £240  was  given  to  a  Russian-speaking  group  called _My  Child,  My Blessing_ who care for families looking after a child with disabilities at home. We made _Grants to Individuals_ of £1.5k, including £1.2k from our support  fund  to  a  trainee  missionary  couple  who  plan  to  work  with Fundaţia  Casa  Mea  in  Moldova  from  September  2021.  There  were  no personal expenses paid to trustees or any other individual during 2020. 

## **The Future** 

The trustees consider that the charity will continue for the foreseeable future and look forward to the two new leaders joining the work in 2021.

Notes
