## Chairs Statement 

The closure of Kidsgrove Sports Centre in June 2017 demonstrated the importance of community leisure provision. Whether it was the 350+ people who attended the public meeting at Kidsgrove Town Hall or the dedicated protestors who regularly attended Council Meetings, the message was heard loud and clear the importance of our Sports Centre. 

Kidsgrove Sports Centre was built in the early 1970’s with help and support from the community. Now, 40+ years on we are in a position where the community can once again directly influence the provision of leisure within Kidsgrove and surrounding areas. The maintaining and operating of Kidsgrove Sports Centre is very much the purpose of the Kidsgrove Sports Centre Community Group. 

2020 has been a challenging year externally, however one which has seen rapid progress towards the reopening of Kidsgrove Sports Centre. 

It was so disappointing to read how Kidsgrove childhood obesity rates have increased, year on year since closure of Kidsgrove Sports Centre, placing our town as one of the worst in the UK. This only goes to further demonstrate the importance of community led facilities within our community and how since closure there has been a failure to cater for these needs. 

As an organisation we have strengthened our capacity as a board of trustees with the addition of 3 experienced individuals within the leisure and financial sectors. I can not thank all trustees enough for the time, dedication and passion that they have put into the organisation. 

Additionally, working alongside Newcastle Borough Council (NulBC) we have been able to secure £6million to enable the refurbishment of Kidsgrove Sports Centre to be undertaken. Willmott Dixon has been appointed by NulBC to undertake this project via the SCAPE framework, which will see completion towards the end of 2021. Work on the centre is planned to begin in late 2020. 

The focus is now switching very much on the operational aspects of Kidsgrove Sports Centre and the planning for reopening and operating the sports centre. We are currently employing industry experts to support in the business plan development, whilst discussions with professional organisations and bodies are ongoing.

This is a really exciting time for the community and a real testament of the power of the local community. The support and passion amongst the local community is truly remarkable and it should never be underestimated the impact that this has played in getting us into the position that we find ourselves in today. 

It will not be long until we can look forward to a new exciting era of community led leisure provision for Kidsgrove!

## Charitable Purpose 

The objects of the CIO is for the public benefit to provide facilities for recreation, advancement of amateur sports and other leisure-time occupation in the interests of social welfare with the object of improving the conditions of life for the communities of Kidsgrove and surrounding areas within North Staffordshire and South Cheshire. 

## Governance 

The Kidsgrove Sports Centre Community Group (CIO) Governance is within accordance of the conditions set out within the founding constitution. Details of the founding trustees and specific organisational roles are listed on Page 2. 

There have been some planned additions with Natalia Stothard, Geoff Beadle and Kerry Thomas joining the trustees in December 2019. The additional trustees bring a wealth of specialist experience and expertise to the organisation, thus increasing the level of operational expertise within the organisation, whilst also increasing capacity of the organisation.

## Aims / Performance Review 

This section will consider the different aims which were set by the Kidsgrove Sports Centre Community Group (CIO) for the 2019 - 2020 period. There is a commentary against the performance of each stated aim. 

## **Secure the backing and support of major stakeholders** 

The Kidsgrove Sports Centre Community Group (CIO) successfully managed to secure the support and financial backing of the major stakeholders who we identified as being able to enable the successful completion and operation of the centre. 

The Kidsgrove Sports Centre Community Group (CIO) has been able to secure the backing from NulBC to invest £5.97m in a full refurbishment of Kidsgrove Sports Centre, which has led to the appointment of Willmot Dixon to complete the project refurbishment under the SCAPE framework. 

The Kidsgrove Sports Centre Community Group (CIO) continues to have the support of Sport England who have provided some business development assistance, whilst also committing in principle a substantial figure from their Community Asset Fund. They have stated this project aligns very well to the objectives of this fund. 

## **Develop a detailed sustainable operating model** 

The Kidsgrove Sports Centre Community Group (CIO) was awarded some grant funding to enable us to employ the services of FMG Consulting in 2019. They are respected industry experts and worked closely with the board of trustees to develop a sustainable business model for the dryside operation. 

This model was accepted by NulBC and has been refined to consider the implications of Covid-19 on the leisure industry. 

The SCAPE framework has seen experts Pozzini appointed to work on the design and layout of the centre. This has led to some revisions of the centre design, leading to an increased fitness suite, studio and spin studio. These adaptations should help to increase the sustainability of the business model. 

In September 2020 The Kidsgrove Sports Centre Community Group (CIO) was awarded some

additional grant funding to further employ the services of FMG Consulting to update and revise the business model, taking into consideration external factors and the addition of the wetside and adaptations to the building layout and design. 

Work is currently ongoing with this and should be completed in December 2020. 

## **Develop detailed costed plans for Kidsgrove Sports Centre** 

The Kidsgrove Sports Centre Community Group (CIO) has worked closely with NulBC and Willmot Dixon appointed via the SCAPE framework to establish a RIBA Stage 2 report projecting the costs being at £5.97m. 

The project is now progressing with RIBA Stage 3 and 4 reports being undertaken. 

Funding for this figure has been approved by NulBC. 

## **Reopen Kidsgrove Sports Centre** 

The current projected reopening of Kidsgrove Sports Centre is anticipated to be January 2022.

## Financial Performance 

The accounts for the year ending October 23rd 2020  are presented in this section. These accounts have been produced using consistent financial principles which have been applied throughout the year. 

Depreciation is calculated using the straight line method with an assumption that the usable life of assets is 5 years.
