## **Annual Report for Pennine Scout District GM (2022 – 2023)**

(Registered Charity No. 1175173)

## **Aims & Purposes**

The Pennine Scout District is one of six districts within the Greater Manchester North Scout County, covering the geographical area of the Rochdale Metropolitan Borough and in particular the towns of Rochdale, Middleton, Heywood & Littleborough. The Pennine Scout district was created in 2014 following a comprehensive review of the former districts undertaken across the County and subsequent mergers. The Pennine Scout district was registered with the Charity Commission on 16 October 2017.

The Pennine District Scout Council (PDSC) is responsible for ensuring that opportunities exist for Scouting to be active in as many locations as possible across the borough, providing a service for young people from the age of 6 - 25 across five different sections – Beaver Scouts, Cub Scouts, Scouts, Explorer Scouts, Network Members. Scouting is an inclusive movement and is available to all young people. At the present time there are 21 individual groups spread across the borough. Within the district there are several properties owned and managed directly by individual groups. Other groups meet in school buildings, community halls or church halls. One building (former Middleton district scout hut) is owned by the district but the day to day management of this is the subject of a service level agreement between the district and a group. The district is responsible for the management and maintenance of the Ashworth Valley Scout Campsite.

The Purpose of Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

## **Values & Method**

The PDSC is committed to enabling as many young people as possible to participate in Scouting activities.

## _The Values of Scouting_

As Scouts we are guided by these values:

- Integrity - We act with integrity; we are honest, trustworthy and loyal.

- Respect - We have self-respect and respect for others.

- Care - We support others and take care of the world in which we live.

- Belief - We explore our faiths, beliefs and attitudes.

- Co-operation - We make a positive difference; we co-operate with others and make friends.

## _Vision_

By 2025* we will have prepared more young people with skills for life, supported by amazing leaders delivering an inspiring programme. We will be growing, more inclusive, shaped by young people and making a bigger impact in our communities.

*Due to the impact of COVID-19, our Skills for Life strategy has been extended by 2 years until 2025.

## _The Scout Method_

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

- enjoy what they are doing and have fun

- take part in activities indoors and outdoors

- learn by doing

- share in spiritual reflection

- take responsibility and make choices

- undertake new and challenging activities

- make and live by their Promise.

The policies we follow are stated clearly in the Scout Associations Policy Organisation and Rules document (POR) covering the following topics:-

- The Religious Policy

- The Equal Opportunities Policy

- The Safety Policy

- The Safeguarding Policy

- The Vetting Policy

- The Youth Member Anti-Bullying Policy

- The Development Policy

- The Privacy and Data Protection Policy

## **Activities & Achievements**

Throughout the year, there are a host of activities for the young people to access as part of their Scouting programme. Most of the activity takes place within individual sections belonging to groups and these planned activities provide a structure of badges and awards, which are progressive through the sections, and will actively engage and support young people in their personal development, empowering them to make a positive contribution to society’.

Additional activities are arranged each year and run on a district basis for all Pennine groups, and there are a limited number of larger activities provided by the Greater Manchester North County and the Northwest region.

The Scouting programme provides a range of activities, challenges, and experiences that young people experience in Scouting, and it is based around three main themes:

- outdoor and adventure,

- world

- and skills.

This programme of activities is planned by the leadership team in partnership with young people, and incorporates elements from each theme, to offer young people the most interesting and diverse experience.

There is flexibility within Scouting which means that all young people, regardless of their learning and physical abilities, can enjoy and achieve. The Programme is flexible and has room to adapt and accommodate the needs of the individuals in the section, with the focus being on personal development.

## **Ashworth Valley**

PDSC has responsibility for the ownership and management of the Ashworth Valley Scout Campsite.

## _Background_

This is the largest single asset owned by the district. The 48-acre campsite is situated in countryside bordering the Pennines, but still within easy reach of Greater Manchester’s motorway network. The site was previously owned by the former Rochdale & Heywood Scout districts and was a working farm until the mid-1990’s; camping at that time only took place in the valley and on the ‘bottom field’. The voluntary staff ran the campsite from wooden buildings around the camp centre.

## _More recently_

When the tenant farmer retired it was decided to have the whole farm as a campsite. Some of the old wooden buildings were taken down and the new workshop erected.

Many of the old stone farm buildings were redeveloped as washrooms, toilets, shop, offices and stores. In addition to the camping fields the site benefits from two purpose built residential buildings which can accommodate 32 and 24 people dormitory style.

## _Present_

Ashworth Valley is committed to investing into the future and developing the site for all. We have many ongoing projects which aim to move the site forward, both in terms of site amenities and activities

We offer a wide range of activities for all ages.

Climbing Wall, Indoor Air Rifle Range, Outdoor Archery Range, Outdoor Axe Throwing Range, Crossbow, Pedal Karts, Orienteering, Pioneering, Adventure Playground, Beaver Leaf and Bug Hunt, Backwoods Area, Nature Trail, Outdoor Games Pack, Low Ropes Course, Zip line and High Ropes Grass Sledges, Cave Bus, Soft Archery & Dipping pond

Following the successful installation and commissioning of a new sewerage treatment plant (at a cost of £60,000), other more routine maintenance projects have been the focus of development work more recently. Of course, this routine management and maintenance will only continue largely with the help provided by our wonderful team of volunteers who turn out every week to tend the grounds, repair minor breakages etc. Without them the task of keeping the site in tip top condition would not be possible. The uncertain times during lockdown dictated the speed of the future improvement programme, but we are pleased to say that we have now achieved a large

proportion of our goals, with lots of young people and their leaders able to continue enjoying a great time on the campsite.

The camping and building accommodation bookings are recovering well and we are nearly back to our pre-Covid levels this year.

## **Financial Review**

The Pennine District account comprises two separate elements, covering the Ashworth Valley Scout campsite and the general account for all matters relating to the day to day running of the district. Total receipts on unrestricted funds were £105819 of which £5,100 was gained from renting out part of the former farmhouse.

The largest single transaction each year is the collection of membership subscriptions of behalf of the district. For each registered young person, we are required to collect a fee – this was £43.00 for the 2023 year. This subscription is collected and subsequently paid out to cover County and National Headquarters running costs and is subject to an annual review. At present, the district has not added any additional levy to this subscription. The account therefore shows £40,635 both as income and expenditure.

Full details of the account are included under the Financial Statements. The net result for the year was a deficit of receipts over payments of £9728.46. This is primarily as a result of expenditure on new district flags for each section as well as essential maintenance expenditure on the district headquarters building. Adding bank and deposit balances brought forward at the beginning of the financial year, the balances carried forward on 31 March 2023 on unrestricted funds totalled £89,357, excluding non-monetary assets.

Monies from the elements of the consolidated accounts are invested in banks, and the Scout Association Short Term Investment service – details of these are included in the Consolidated Receipts and Payments account.

## **Volunteers**

Over 1000 young people experience fun and adventure every week in the 21 groups that comprise the Pennine Scout District. We have a wealth of Scouting experience in the 400+ adult volunteers and their dedication and value to the groups is tremendous. Without this commitment week on week we would not be able to provide the varied programme of activities and achieve the development potential in our young people. We are also lucky to have a group of volunteers providing the support ‘behind the scenes’ covering a variety of administration duties and supporting the groups and the sectional leaders.

## **Structure, Governance and Management**

The method of appointment of District Trustee Board Members is set out in Scouting’s ‘Policy Organisation and Rules’ (POR). The district trustees are responsible for making decisions on all matters of general concern and importance to the Pennine district including on how the funds of the district are spent.

The Trustee B **oard** met every 2 months over the past year and the meetings were generally well attended. As ever we discussed a range of topics relating to all aspects of managing the district including, financial support to groups, GDPR, advising on Gift Aid, Growth & development, Risk Management, annual Census, and arrangements, including fund raising, for those attending the World Scout Jamboree in South Korea in 2023. In the past twelve months we welcomed approx. 30 new adult volunteers across the district. This number is still not up to our previous recruitment levels and demonstrates the need for continued recruitment to ensure all of the sections within our groups can continue to function.

One of the key development areas identified is the support that we can offer to groups across the district and particularly with their trustee responsibilities. This is something the District Trustee Board members will continue to assist with during the coming year. Some of our groups, with their own property, were fortunate enough to qualify for further grants under the Government’s Retail, Hospitality and Leisure Grant Fund (RHLGF) to help them manage their outgoings during the period of lockdown.

## **PENNINE DISTRICT SCOUT COUNCIL**

# **ANNUAL REPORT & ACCOUNT 20222023**

## Chair’s Report

It is my pleasure to welcome you tonight to our annual general meeting. We are currently in a time of change, as most of you tonight will be aware. The new version of POR, formally adopted on 18[th] April 2023, details changes in protocol and structure as we transition towards ‘Our volunteering Culture’.

Therefore, the immediate matter for our District council tonight is to formally re-adopt the new version of POR as our governing document (our constitution).

The world of technology is ever evolving and with that so is our national database, Compass. A new software program is on the horizon, expected in 2024. A database is only as good as the information it is provided with. Therefore, I encourage you all to check the accuracy of your own personal details and scouting history currently recorded on Compass before migration to the new software begins.

Before I continue further with matters of the District Scout Council, I feel it incumbent on me to recognize the sudden loss of our beloved treasurer Avril Redfern in September last year. You will all know of the long service she gave to scouting and we are all richer for having known her. I extend our condolences and good wishes to her family, who I am sure, like us are missing her.

Once again, we have had a tremendous response to the invitation to attend the World Scout Jamboree. The Pennine District will send 15 scouts, almost half of the county contingent, to South Korea this summer. Our leaders should feel proud that here in the Pennine District we are turning out such committed scouts.

Many of the Scouts attending the Jamboree will have enjoyed visiting our own campsite at Ashworth Valley. This continues to be a jewel in our crown under the efficient management of the Ashworth Valley committee, who work hard to maintain the excellent facility.

I encourage you all to support Ashworth Valley when you are planning future camps and events. The district committee is pleased to have been able to support the repairs to the Scout hut in Middleton. The hut was severely damaged by flood water which necessitated the closure. With the support of Jon Gillibrand and his team securing help of local business and funding from the district. Middleton Scout hut is equipped with a new kitchen and is nearly fully functioning once more.

In response to the current economic climate, the district Executive committee has established protocols for any individual who is struggling financially to engage in scouting activities. Details of this fund, and how to apply, will be available on the Pennine website in the next few weeks.

Many of you will have attended the inaugural St George’s Day event which brought together all three townships of the Pennine Scout District together for the first time. This initiative inspired and lead by Mathew Rush encapsulated the true spirit of Scouting. In planning this event, Mathew and his team epitomized the new statement of our volunteering culture, providing a shared understanding and example of what we do and sat as volunteers in Scouts, supporting each other, following our values as role models for young people. Plans for the 2024 event, to be held in Heywood, are well underway. Thank you, Matthew.

Finally, thanks to you all for your time and contribution to the Pennine District over the last 12 months, for your continued energy and enthusiasm as we embrace the change that lies ahead of us.

It is an exciting time to be a part of the scouting moment and I look forward to what the next 12 months have in store for each of us.

Gary Walczak

## District Commissioners Report

Hello everyone.

Isn’t it nice not to be interrupted by lockdowns, major illnesses and worse. Yes, I think the Covid crisis is over and scouting in Pennine district is doing very well because of it.

All our groups are growing. I am personally involved with 3 of them and I am seeing increasing youth numbers in all sections there. And word is that the other groups are having a similar experience. Of course, leaders are always in short supply. But, with the help of the new Scout volunteer campaign, I am very hopeful that we can redress this situation.

In the last 12 months, we have started and grown 2 new Squirrels sections and they are doing well. So, congratulations to the 1[st] Heywood and the 7thA Spotland groups. Others may well follow and I look forward to more successes.

In June 2022, the 5[th] Pennine group restarted and has gone from strength to strength. They have recently opened a scout section and all sections are now full. You can’t ask for much more than that.

All the above (and more) shows there is a real demand for scouting in the district and we are all doing very well to accommodate this.

On to other news.

And the big news at the moment is the World Scout Jamboree. GMN County are able to send 36 young people and 4 leaders to South Korea and I am very proud to say that 15 of those young people and 3 of the leaders are from Pennine. We also have two leaders going as part of the UK support team. What a fantastic effort. It has been a lot of hard work and effort from all those concerned (and their friends and family) to raise the necessary funds, but they have all done it and we look forward to hearing about all their efforts after they get back at the end of August.

We have had some very successful district events. Beavers and Cubs have been out and about and Scouts have a long list planned for this year and next. Explorers are doing well and I am delighted to see joint efforts between Explorer Units – indicating that we are working well as unified Pennine Explorers. Network Scouts are beginning to come together under the stewardship of Jon Gillibrand and I look forward to a successful restart here soon. You can read more about all of this from the other reports in this booklet.

We had a very successful unified St Georges Day event recently. We had representation from all three townships and I am confident that this is the way forward for such events. It is just more proof that Pennine, as a district Is working well together.

We have had many awards during the past 12 months and I was proud to be able to present some of them at the recent St Georges Day event.

Some scouts and leaders were invited down to London for the Kings Coronation. They all said it was hard work but that they enjoyed it immensely.

Here, you can see Sasha standing in for the Queen

Over the next 12 months, we are embarking on the scouts Transformation Program. This is a massive TSA led initiative to rework the scouting infrastructure to more meet the needs of todays scouting. You will hear a lot more about this over the next few months and we do ask that you embrace and support this program.

Of course, none of this would be possible without our great leaders. From the occasional helpers up to section leaders, GSLs and beyond; I see happy smiling faces and it is obvious that everyone involved enjoys being there and sees Scouting as something essential to our future. So, a very big **THANK YOU** from me to all of you. Without you all, we would not have Scouting in Pennine.

I’ll close the report here and stop rambling on. I wish you all Happy Scouting for the future.

## Alan Sharkey

District Commissioner.

## Pennine District Beaver Section Report to AGM 2023

## **Events**

Santa Express in November saw 17 Squirrels join the beavers and in all we had 129 members on the train from 7 groups across the district. Santa saw everyone during their journey.

We had pizza and bowling in February. This went well for the children, although some booking issues were overcome with thanks to our Sudden leaders and with a small number of beavers undertaking laser quest. We had 99 children eating pizza, starters and mostly ice lollies.

Recently there has been a Mystery trip to The Forbidden Corner in Leyburn and if you haven’t been I can highly recommend a visit (for beavers and cubs). It is fun and a quirky unique labyrinth of tunnels, chambers and follies. The children enjoyed the day and especially with it being a beautiful day. There were 12 adults helping and a young leader – thank you to them for giving up their Sunday.

## **County Events**

There has been no County events for beavers again this year apart from the one that I organised and ran last year to Chester Zoo. We had three coaches go along and the weather was excellent.

## **On a sadder note**

I am now stepping down as ADC. The role is changing and there will be no ADC as such in the new structure that the Scout Association is bringing in, so now seems to be the opportune time to step back. There are many reasons and as much as I would like to continue it is not viable anymore for me to do so.

## **Finally**

On behalf of the children, I would like to thank all our beaver leaders, young leaders, district leader and all adult helpers of all the Districts Beaver sections for their hard work, time and efforts they have given freely over the last year and continue to give each week. Thank you too for the support from leaders to myself in my role as ADC. Big thank you all round.

## CUB SECTION REPORT

Thanks to all the Cub leaders across the district who have provided high quality programmes for the Cubs throughout the year.

Cub leaders have attended regular Seonee meetings to discuss and plan a programme of district events which support the programmes which they run in their pack meetings. This enables cubs to experience activities which may be challenging to run on a pack night, mix with other packs and appreciate the diversity of their district.

Cub leaders have chosen to focus on three large district events each year.

In April a Badge Day was held at Ashworth. The Cubs had the choice of completing either their Pioneer, DIY or Scientist activity badge. This proved to be a popular day with 170 Cubs from 13 packs taking part and all earning their badge.

In June District camp took place at Ashworth. The camp was well attended with 116 Cubs from 11 packs camping for the weekend. The Cubs had a great weekend taking part in a range of challenging and fun activities. The programme included wide games, a campfire, Skylight Circus, crate stacking, archery, cave bus, low ropes, pond dipping, pedal karts, grass sledges, outdoor games and team building activities.

In October, the ever popular, wide games, campfire and fireworks event was held at Ashworth. 235 Cubs from 16 packs attended. The Cubs enjoyed three wide games, a hot dog supper, a campfire, and a spectacular firework display.

Thanks to Len Tolan DCSL for his continued support and to all the Cub leaders who help plan and run District events. These events would not be possible without the dedication of the Cub Leaders, Young Leaders and the parents who support their packs.

## Sandra Roberts (ADC Cubs)

## ADC Scouts report

I was lucky enough to take on the role of ADC Scouts in April earlier this year. Since then, I have managed to make visits to almost half of the Scout Troops in Pennine. It is safe to say the Scouts in Pennine are all having fantastic programmes put on for them.

I joined the 41[st] Rochdale for paper mâché volcano building, the 17[th] Rochdale for pizza making for their chef’s badge, the 1[st] Middleton for axe and saw safety skills, the 3[rd] /4[th] Heywood, 1[st] Heywood and 1[st] Milnrow were preparing for their joint expedition challenge, the 40[th] Rochdale had an evening of pioneering and soft archery, and I enjoyed joining the 5[th] Pennine for their group hike around Hollingworth Lake. I am thoroughly looking forward to visiting the other Scout Troops in Pennine.

We had a District Scout Leaders meeting, with a very encouraging turnout with 10 groups being represented. We put together a plan for district events for the next year which consists of a patrol leaders’ day, night hike, indoor cooking competition, 5 a side football competition, challenge day, expedition challenge and a district camp.

My aim is, that by putting on events such as PLs Days and the Expedition Challenge, which groups with smaller numbers would struggle to put on, there will be an increase in the number of Chief Scout Gold Awards presented in Pennine.

We are also looking to hold a Leaders Skills Day. A day where leaders can share, learn, and improve their Scouting skills – look out for an email about it!

I would love to get a team of District Leaders together to support me in putting on a fantastic programme for the Scout Sections of Pennine. If you are interested or know anyone who is, please do get in touch!

My role, as ADC Scouts, is to support the Scout sections in Pennine, so if there is anything you need support with or if you have ideas for anything you would like to go on in the district then please let me know.

I am really looking forward to getting stuck into this role!

## DESC Report for Pennine District Scout Council AGM, 2023.

Though I’ve been DESC for a couple of years now, I have had to step back from early 2022 to only recently, due to personal loss & health issues. I returned to the role in early April & I’m looking forward to getting around the District, to meet our leaders & Explorers.

We have eleven units in the District, with Milnrow planning to open a new Unit in September. I am aware that there are a number of Units with less than five Explorer Scouts. In an effort to ease this issue, we are encouraging cooperation between Units. For example, Spotland & WASP ESU’s are holding joint meetings, at both Whitworth & Spotland. Additionally, two Explorers from Spotland are attending meetings at 37[th] Rochdale on a regular basis. Now we need to spread the word around the other Units.

Census this year shows a drop in Explorer membership across Pennine, falling from 104 in 2022, to only 86 this year. This appears to follow historical trends over a few years. The bigger Units suffering the greater losses. We do have, however, six Explorer Scouts not associated with a Unit. These are most likely Young Leaders, who remain with their parent Groups. At present, there is no Young Leader Unit in Pennine.

Pennine District will be well represented at the 25[th] World Scout Jamboree, being held in South Korea next month. We have Explorer Scouts from Heywood, Wardle, Spotland, 9[th] Heywood, 37[th] Rochdale & 1[st] Middleton ESU’s taking part. We have also an Explorer from Oldham, who has transferred to Wardle, attending. A new Leader, from outside the area, being a contingent Leader with Staffordshire Scouts attending.

Weekly activities continue of course, along with a good number of Nights Away notices coming across my desk.

Headquarters are at present conducting a review of the Scouting Provision for the 14-24 age range, which includes Explorers & Network. Explorer Scouting has not reached the potential it was expecting. It will be a couple of years yet before we hear the outcome.

## District Secretary

The past year has seen a welcome change back to normality, after the pandemic problems of 2020 and 2021. From a governance perspective the Pennine District has complied with all its requirements under POR and the Charity Commission. We held our 2022 AGM at Heywood Cricket Club on 13 July 2022.

Thank you to all the Group Scout Leaders and Group Contacts once again for their speedy completion of the census process this year and for making my part of the process fairly stress free !

Pennine district is now the largest in Greater Manchester North County with 18% more youth members than the nearest district.

Within the Trustee Board meetings (formerly executive committee) we have covered many topics and concerns of the district, such as District finances, Support for groups, Hardship fund, Risk Management and associated Risk Assessments, Ashworth Valley updates, the Charity Commission annual report, Gift Aid, and support for the World Scout Jamboree 2023 contingent. Gary has been working hard over the past year to develop a draft Hardship policy. It is hoped that this will be approved for implementation very soon within the current year. A big thank you to Gary and others for the input to this.

If you have any issues that you or your group would like to be addressed by the Trustee Board, relating to Governance of the District, then let me know and I will add these to a future agenda.

Thanks must go to Doug Sutton, who has indicated his intention to step down as a trustee member (formerly executive committee member). In Doug’s own words – _55 years as a trustee is long enough for anyone !_ Your contributions to our meetings and the work associated with preparing accounts for Ashworth Valley, and the consolidated accounts, have been much appreciated.

Sadly, the past year saw the sad loss of our former District Treasurer, Avril Redfern. She was part of our District Scouting family, and our grateful thanks go to her for the service she gave to local Scouting over many years. Avril was awarded the Silver Acorn in August last year but sadly, she passed away before being aware or receiving her award.

Pennine District members have gained a number of Good Service awards and congratulations to all who have received one during the past 12 months, particularly for those who attended the recent Windsor St George’s celebration on 23 April.

## Adult Training Report (soon to be known as Learning)

The past year has been one of catching up for many of our leaders, particularly those trying to complete Wood badge training disrupted during the pandemic period. I have been trying to validate modules, where possible based on experience, rather than actual courses. If anyone is still finding it hard to work out how to fill in the gaps, please let me know.

The Scout Association have changed quite a few elements of the training programme. The Getting Started course has been completely overhauled and is now fully available as online learning, like many online training methods used in the workplace and other organisations. Many of our new leaders will be very familiar with this method of updating their knowledge base. The Transformation project is indicating further changes, in the coming year, to the learning experience for our volunteers – we are all watching this space for full details

In the meantime all new appointments are required to complete 4 online modules - Safety, Safeguarding, Essential Information and GDPR. Anyone with a governance role is required to complete the online Trustee Introduction module. This is a good refresher course for existing members, too, to ensure they understand their responsibilities as a charity trustee. Leaders and Assistant Section Leaders must also complete the online Module 3 (Tools for the Role). Leaders, Managers and Supporters are required to hold a First Aid certificate (more about this below), but they can be validated for this training if they have an appropriate First Aid qualification through work or another recognised organisation.

All training courses are advertised on the County calendar and individuals are able to book themselves on to a course, and remember all training is free. gmnscoutstraining.org

**First Aid** - There are two units to complete 10A – Theory, and 10B – Practical. The First Aid certificate must be valid at the issue of the Wood Badge and for appointment renewals. This should be monitored by the line manager at the point of appointment review, at least every three years.

_Blended Model_ - you complete an e-learning package. Once complete you will then attend a 3-hour face to face course at County HQ.

The e-learning can be found by following the below link

- https://hampshire scouts.thinkific.com/courses/firstresponse

If you have completed the E-Learning and require the face to face, confirmation of your completion will be sent to the courseadministrator@gmnscouts.org.uk. Once received you will be contacted with available dates for the face to face 3-hour course.

Finally, thank you to all those that have completed or renewed training in any area over the past year, adding to the time you already offer in your role as a valued volunteer.

## AGM REPORT FROM PENNINE APPOINTMENTS COMMITTEE

The recruitment of new leaders has continued at a pace during this year and as a result the appointments committee have been kept busy meeting on 10 different occasions in the reporting year. We have continued to use ZOOM to conduct the meetings and have found it a very effective way of meeting the new applicants. It has proved beneficial in reducing the amount of travelling, saving of time, reducing fuel costs, avoiding the need for childcare in some cases. We propose to continue using ZOOM until such times as new organisational changes take place, when the position can be reviewed.

During this year we have invited 51 new applicants to the appointments panel meeting, a significant increase on the previous year. Unfortunately, a few do fail to turn up at the meeting, despite previously confirming their availability and receiving reminders, which is frustrating for the panel members as it is a complete waste of the panels time.

I would just like to ask all Group Scout Leaders to ensure that the new applicants have had a chance to discuss the roles, values and policies as per POR 16.1.2 before they come to the appointments meeting.

We will be continuing to undertake appointments meetings in the current format for the time being but as you will probably have read by now in the Transitional guidance, changes in the appointments system are proposed. We will wait to see what the full proposals are and what changes will need to be implemented.

## Ashworth Valley Annual Report 2022

I am pleased to report that we are recovering well from the devastating effect, over the past few years, of the Covid Pandemic.

We continue to receive midweek bookings from local schools who have finally realised that their local Scout Campsite can provide safe activities for their students, at an extremely competitive cost, compared to other profit-making organisations. Also, evening bookings from Scout Groups have increased.

It is difficult to give an accurate comparison of the year-to-year figures due to the restrictions of the Pandemic and the cautious recovery of the Scout Groups, schools and other youth organisations that use the Campsite.

**----- Start of picture text -----**
Covid Lockdown
2023 2022 2021 2020
Visitors 4123 3593 3045
Campers 3722 1473 3913
Camper Nights 6837 2765 7153
**----- End of picture text -----**
The bookings for the Pack Holiday Centre and the Ranch House are returning to their pre-Covid levels but there are still one or two weekends open.

We have a number of projects ongoing as well as some scheduled for the near future. None of these improvement projects would be possible without the L.O.G.S assistant Wardens, Instructors and administrative staff who are all working hard to make sure that all visitors have a good experience and want to return. Their dedication, time and expertise are invaluable.

If you would like to join our team of volunteers at Ashworth, please contact me or any other member of the team. Or pop up for a chat, any weekend.

We Hope that you will continue to use, and enjoy, your Campsite for many more camps, visits, and activities, in the Future.

We look forward to seeing you.

Yours in Scouting

John Salisbury

Campsite Warden

## Independent Examiner’s Report to the trustees/members of Pennine Scout

## District

I report on the accounts of the district for the year ended 31[st] March 2023.

**Respective responsibilities of Trustees and Scrutineer**

**Basis of Scrutineer's Statement**

In accordance with the directions given in the district's constitution, I have scrutinised the records and the accounts set out on pages 1 to 3.

**Scrutineer's Statement**

In my opinion, the accounts are in accordance with the records produced to me and comply with the constitution.
