Structure, Governance and Management

Friends of Hamworthy Park is a Charitable Incorporated Organisation (CIO) which was created and registered with the Charity Commission on 17[th] October 2017 and approved by the members on 23[rd] November 2017 when membership and assets were transferred to the new CIO.

Friends of Hamworthy Park is a membership-based organisation. Membership of the CIO is open to anyone who is interested in furthering its purposes.

The objective of the CIO is

For the benefit of the inhabitants of Hamworthy and the surrounding area (‘the area of benefit’) to provide or assist in the provision of facilities for recreation and other leisure time occupation in the interests of social welfare with the object of improving the conditions of life for the inhabitants of the area of benefit in particular but not exclusively by the preservation, promotion, support, assistance and improvement of Hamworthy Park and other local open spaces.

There was a good deal of change with the Trustees in 2022

We thank them all for their knowledge and help over the years.

The trustees have referred to the Charity Commission’s guidance on public benefit when reviewing objectives and when planning future activities. The trustees are satisfied that the charity meets the Charity Commission’s public benefit test.

Achievements and Performance

Change of Trustees

There was a vote of thanks to all our outgoing trustees that retired during the year: Ann Smeaton, Stan Chatterton and Renee Clarke. Fiona Rainback, Ian Fraser and Eira Hill were all put forward as trustees, pending paperwork.

Fundraising

This year has seen a welcome return to a full fundraising calendar. With all five fundraising events a success and the popular park calendar back on sale.

Volunteers ongoing maintenance and minor repair work

For undertaking this work, we thank all our volunteers. We also get valuable help from various local community groups including Muddy Boots Nursery and Good gym.

Summer Fete

Pat Bullock has been organising the Summer Fete for a number of years and this year was her last one, which went very well. A big thank you to her for all her years of hard work. To plan the next summer fete, we’ve decided a committee/group will help spread the work load.

Paddling pool

A good season enjoyed by all. The grouting between the concrete slabs is still a concern, and so 5 different “fillers” were trialled this year. The best one will be used to grout the whole pool for the 2023 season. This should mark an end to the 4 year ongoing paddling pool project.

Paddling Pool Wall Repair

FOHP has applied for, and been granted, £24,000 CIL money to complete repair works on the 92 year old wall (and for the area between the fence and the room, see below). After some discussion, the Council now have a contractor in mind to carry out repairs, which are expected to start in Spring 2023.

Community Enagement and other local projects

Bluebell Woods

FOHP has continued to support the Bluebell Woods project at St Michael’s Church. In Decmeber 2022, we secured a grant from the Dorest Communtiy Foundation for £1000 towards running a Forest School Programme in the space and for rejuvenating the carpet of Bluebells in the woodland.

Tucker’s Field consultation

After the public consultation in May, we passed the collated feedback to the Council. They have drawn up a rough set of costings at circa £25,000. We now need to put together a CIL bid for this amount. If we get the grant, we can push ahead with the project.

Future projects

Tidying up the area between the prom and play area, possibly with paving

The council have put forward a design for a path running east to west through the area to make it safer for people to use. This was discussed and it was decided that further measures would be needed such as more rocks or bences at the edge of the promenade to stop the water/sand getting to the area. FOHP has part of a £24,000 grant for these works.

Promenade repairs and rocks foir the Eastern end of the park

These have been put on hold due to the Councils budget issues, but assurances have been made that funding will be forthcoming.

Tool shed in the park

After discussion with South Coast Adventures, they will allow us a metal shed in their compound. To be installed Spring 2023

Financial Review

FOHP has a Santander Business Account and a Savings Account for its Main Account and a Santander Business Account and a Savings Account for the paddling pool project. Funds in the Paddling Poole Account are restricted.

The charity’s incoming receipts for the period totalled £6526.23

1. Basis of preparation

As a CIO, the charity is required to follow accounting and reporting requirements set out by charity law. As the charity’s income is below £250,000, it is permitted to prepare the accounts on a receipts and payments basis. The charity has therefore chosen to present receipts and payments accounts.

2. Independent examination of account

An Audit or independent examination is only required if the charity’s gross income is over £25,000. The trustees have therefore decided not to have an independent examination performed in accordance with the Charity Commission’s guidance set out in ‘Independent examination of charity accounts: examiners (CC32)’.
