Structure, Governance and Management

Friends of Hamworthy Park is a Charitable incorporated Organisation (CIO) which was created and registered with the Charity Commission on 17[th] October 2017 and approved by the members on 23[rd] November 2017 when membership and assets were transferred to the new CIO.

Friends of Hamworthy Park is a membership-based organisation. Membership of the CIO is open to anyone who is interested in furthering its purposes.

The objective of the CIO is

For the benefit of the inhabitants of Hamworthy and the surrounding area (‘the area of benefit’) to provide or assist in the provision of facilities for recreation and other leisure time occupation in the interests of social welfare with the object of improving the conditions of life for the inhabitants of the area of benefit in particular but not exclusively by the preservation, promotion, support, assistance and improvement of Hamworthy Park and other local open spaces.

The charity trustees of the CIO are: Patricia Bullock Stanley Chatterton David Harris Ann Smeaton Renee Clarke Karl Stokes (still to be ratified at AGM)

At every annual general meeting of the members of the CIO, one-third of the charity trustees should retire from office. If the number of charity trustees is not three or a multiple of three, then the number nearest to one-third shall retire from office, but if there is only one charity trustee, he or she shall retire. The charity trustees to retire by rotation shall be those who have been longest in office since their last appointment or reappointment.

At the AGM held in April 2019, Ann Smeaton and Royston Norman stood down. Both were reappointed. However, lockdown and other restrictions relating to the Covid-19 pandemic prevented FOHP from holding its proposed April 2020 AGM. Nonetheless, FOHP Members have been kept fully informed of all matters via the internet throughout this pandemic period.

The trustees have referred to the Charity Commission’s guidance on public benefit when reviewing objectives and when planning future activities. The trustees are satisfied that the charity meets the Charity Commission’s public benefit test.

Achievements and Performance

The pandemic of Covid-19 has had a major effect on the Friends community activities and all fundraising events were cancelled. Nonetheless, a band of stalwart volunteers, on an individual basis, have continued in their endeavours to keep the park clean and tidy.

The two main items of expenditure have been £3,223.20 on three new picnic tables and two benches for the tennis court, as well as £1405.50 on paint for the play area fence.

Paddling Pool

In addition to Covid-19, initial construction faults resulted in the paddling pool not being officially opened in 2020. Many of these faults have been addressed, but not all. Poor workmanship and inadequate monitoring by the Council have proven to be very frustrating for the Friends.

We trust that all will be well by the start of the 2021 season.

Prommenade

Although the need for major maintenance of the promenade was identified over twenty years ago, only minor patch up jobs had been undertaken in the interim period. During the summer of 2020 a huge crater beneath a large surface crack was discovered. The Friends immediately contacted BCP Council about this occurrence together with photographic evidence.

The huge void was dealt with very quickly by the Coastal Protection Authority which also initiated an intensive survey of the promenade.

Subsequently, zoom meetings with Coastal Protection, BCP and the Friends have been undertaken during which the situation and solutions were clearly explained and discussed. It has been agreed that a complete rebuild of the promenade is not necessary, but that a major overhaul with special facing on the sea wall is required. This will be an expensive project. An application is to be prepared by Coastal Protection in order to try and secure adequate funding.

Eastern end

After each heavy storm, large chunks of the shoreline in this vicinity are lost to the elements. Such erosion has reached a crisis point. The seawater often reaches as far as the footbridge at Harbour Reach which is showing signs of rust. The Friends requested that the large boulders (removed from the park when further beach huts were installed) be positioned along the edge of the shoreline to protect the grassed area. In order for this to take place, a number of official permissions are required. It is understood that only one such permission is still outstanding. Hopefully, the boulders will be in position soon.

Wednesday Volunteers

During lockdown periods, the Wednesday Morning volunteers still came to the park and individually undertook work that could be classified as exercise.

From July to November, it was possible to undertake a number of maintenance projects as well as tending to the planters around the locality. Our willing volunteers are so appreciated.

Fundraising

Sadly, all proposed fundraising events had to be cancelled. This included the plant sale for which a large number of plants had been purchased and grown. Nonetheless, an honesty box at the Chairman’s garden gate secured sales of plants to the sum of £326.57. The remaining plants were used within the park in the various planters situated around the local area.

A donated painting was sold on Facebook for £150.

Donations

FOHP are very gratefully to the Coop Foundation for the grant of £2,897. It is intended that this will go towards providing shade in the park which is much needed in the summer months.

A donation of £300 was received from Andrea Johnson in memory of her father, John Burge, a good Friend of the Park.

Financial Review

FOHP has a Santander Business Account and a Savings Account for its Main Account and a Santander Business Account and a Savings Account for the paddling pool project. Funds in the Paddling Pool Account are restricted.

The charity’s incoming receipts for the period totalled £4,832.66

Expenditure: During the period, payments made by the charity totalled £5678.96

Notes to the Accounts for the year ended 31[st] December 2020

The following notes provide additional analysis to assist with the understanding of the accounts.

1. Basis of preparation

As a CIO, the charity is required to follow accounting and reporting requirements set out by charity law. As the charity’s income is below £250,000, it is permitted to prepare the accounts on a receipts and payments basis. The charity has therefore chosen to present receipts and payments accounts with a statement of assets and liabilities.

2. Independent examination of accounts

An audit or independent examination is only required if the charity’s gross income is over £25,000. The trustees have therefore decided not to have an independent examination performed in accordance with the Charity Commission’s guidance set out in ‘Independent examination of charity accounts: examiners (CC32)’.
