The North Yorkshire Branch of the Campaign to Pfotect Rural England Ireferred to as CPRE North Yorkshire
or CPRE NY within these financial statements) is a Charitable Incorporated Organisation ICIOI. The CIO was
registered at the Charity Commission on 4 October 2017 under a Tn￿t Deed dated February 2017.
On l January 2018 the assets, liabilities and funds of The Campa5gn to Protect Rural England North Yorkshire
Branch lan unincorporated registered Charity, reference 500333, which Subsequently became inactive
although remains registered) were transferred to this Charity. The IK• Charities have the same objects and
beneficiaries, antl a number of Common Trustees.
Tfustees
Trustee$ may serve for a period of 6 years and the Chair can serve for a period of up to 9 years.
CPRE North Yorkshire Trustees operate a Nominations Committee to approve candidates for the trustee
board - the Trustee Board is moving towards skill-based recruitment of suitable Individuals. Trustees co-
opted in 2020 were both known for thelr professional experien¢e both within and out with the charity. Both
Trustee's were considered by the existing Trustees to have skills that would be beneficial to CPRE North
Yorkshire and would fill role5 that were considered 'gaps' at that time which would aid the remit of the
Charity.
Flnandal revlew
The Charity made an overall surplus in the year of £39,53912019- £51,176), which included spending £5,463
12019.. É4,6401 of the restricted funds brought forward. At the year end there were £193.302 12019:
£148,3¢KII of unrestricted funds and £93,74212019- £99.2051 of restricted funds.
Our Reser¥es Pollcy
In March 2017 CPRE NY Trustees approved a Resep4es Policy produced with National Offi¢e 8uidan¢e.
The CPRE NY polity is that the level of cash and investments in unrestricted funds should be sufficient to
cover planned and unforeseen variations in operational income and expenditure on a rolliriR year basis.
This is to be reviewed duTin8 every bud8et wle with wn5ideration of operational rlsk5 and external factors.
The year end t4rget for CPRE NY opening and closing unrestricted cash will be £15k for working Capital and
betsveen £45k and £75k of cash andlor investments to cover the risks in CPRE NY'S sources of income and
expenditure over the following 24 months la total of £60k to £90kl. The £15k working capitsl cash balance
rÈfiÈcts the amount required to Ènsure the peaks and troughs of cash flow requirements durin8 the course
of an annual operating ¢ycle can be mèt. In order to respond to new opportunitiès and threats CPRE NY will
hold a further £20k to £50k in tts strategic investment fvnd which will be used to finance specific
programmes of activity over future periods. In total, this creates a tsrget unrestricted reserves range of
E80k to £140k. If unrestricted reserves are below £80k the objective will be to reach this minimum level. as
500n a5 15 practicable. subjert to competing inteiests. The level of unrestricted reserves at 31 December
2020 was £193,302.
Re5trirted Reserve Funds will be held tt> ensure that monies subjert to a restrirted legacy are used for the
purpose specified by the teststor.

the right kind of development, in the right place, at the right time, for the right reasons and prevent ill-
conceived and inappropriate development. We also wish to highlight the importance of tranquillity. food
and farmlng and Ibght pollutlon across thls county.

We campaign actlvely on all issues relating to plannln& the protection, promotlon, enhancernent and
a￿renesS of the Countryside. We provide expert help where required and moral support to those who face
the minefield known as planning. We have responded to an unprecedented rise in requests for help from
both members and non-members and assisted local groups and parish councils.
We work tt> protect. enhance and promote the 35(￿ square miles of North Yorkshire.

In 2016we were notified of a lèrge legaty left to Natlonal Office with the wlsh that it be used for or towards
the future protection of the landscape of North Yorkshire. The sum totsl of that legacy was six hundred
thousand pounds. The trustees remain grateful for the legacy and wlll do thelr best to use the funds to
Protect and enhance the North York5hlre landscape. We have and will continue to honour the wish that
funds not be used for administration purposes. In 2020, we received the final payment of £87,(￿ from the
national CPRE body who hold the funds. Thb money has and will continue to be used for the protection of
the countryside and has been carefully budgeted to last us for a number of years.

We work closely with the other charities where our aims are similar.
In addition. our planning work has dramatically increased, to levels never achieved in the past by CPRE in
North Yorkshire.
Plannlng Indudlng Local Hans
It has offi¢ially been 3 years since CPRE North Yorkshire ICPRENYI restructured and thè new plannin8 regime
introduced. In that time. CPRENY has prepared 187 planning representations across the county includlng to
requests for help or advice from individual rnembers of the public and Parish Councils and have provided
both written and oral evidence at a number of appeals lylithout Rule 6 5tstusl. Specifically* in the last
calendar year, CPRENY has responded to 71 different consultatlons and enquiries.
2020-21 provèd anotherchallenglngyear with the loss of 3Trustees (Gail Simmons and Fran Evans-Trustees
and Stuart White - Chairl and our President, due to relocation and retirements. We are pleased to have
retsined Fran Evans in her administration role which secures the proper management of the charity in line
with our constitution. Following the departure of our Chair after the delayed Sept 2020 AGM, CPRENY has
had a busy few months. On behalf of the Trustees. KVA Planning has prepared responses for several Policy
Consultstions, Development Management applications and participated in variou5 National Office
'OneCPRE' tonsultstlons.
The cov1￿19 pandemic has undoubtedly impacted our ability to conduct site visits and meetings this year,
however. whilst there has been a 51ight reduction in the number of applicatlons made and policy
consultations, towards the end of the year, once new protocols had been established and 'issues' 501ved.
zoom-style meetings became the new nom), and consultstlons recommenced, Includlng hybrid style appeal
hearings and Examinations in Public IEIPI.

to 10 Policy Consultations since January 2020 including..

Protect Rural England North Yorkshlre Branch.

Restricted funds- these are fund$ that can only be used for partlcular purpose5 Wlth the objects
of the charity. Restrlctions arrse when specified by the donor or when funds are raisod for
parfjcular restricted activities. The main restricted funds relateto the Isabel Paton Estate who left
landto CPRE North Yorkshire in 2006. The land has now been sold and thé proceèds are restricted
to be used to fund in th8 Yorkshlre Qales. As well as any dlrecdy attributable costs the
Trustees have allocated 219ths of the general running costs of the Charity to this restrFcted fund,
bein8 their estimate of the costs of the activity of the branches in the Yorkshire Dales area.
