Chairman’s Report to the Charity Commission
It’s been a pretty eventful and on the whole positive year for the charity and the Trustees. It feels that after many years and a lot of effort, we are really beginning to deliver more in terms of our objectives and establish ourselves as recognised community group both inside and outside the village. The work of the trustees and our supporters in helping achieve this, cannot be understated. It is also crucial to note both the fundraising activities and the financial support from the RPC. The charity doesn’t earn enough from rental income to cover our costs so without this, we couldn’t operate. The financial support we receive from the Parish Council enables us to provide free and subsidised use of the Hub for start-ups and valuable service providers as well as expand our wider community support objectives.
Our aim to see the Hub used and expanded to new groups has continued. Existing groups have been able to grow their numbers and offerings, and new groups have joined and been set up. Particularly noteworthy are the gym sessions, the One Big Table and Hang Out youth club, the later has seen numbers increase from 3 or 4 per week last year, to 16+. Another stand out success was of course the Tibbs memory club. Initiated and supported by us, the group outgrew the Hub and is now hosted at the village hall. This success encapsulates the objectives of the charity; to identify a need, help set up support and see it established to benefit the community.
There have been some challenges at the Hub; heating, parking storage and while we have continued to update the premises and amenities, there is more to be done which will be covered in my suggested targets for the coming year.
Our biggest strides have been in promoting and expanding our objectives and opportunities to the wider community. Previously the perception and focus for the charity was predominately centred around the Hub premises. While this remains the cornerstone of our activities, we have expanded our works and crucially the understanding of our objectives into the wider community and beyond. Our support of and involvement in village events such as the fireworks, the show and Father Christmas, plus our connection with and reaching out to all village groups and amenities has dramatically raised our visibility, profile and accessibility. These actions have enabled us to fund raise but crucially support the continuation of valued village events and institutions. All of which help build and grow the sense of community and wellbeing to residents.
The charity has also become far more visible in the village consciousness through the newsletter and social media down in no small part to the continual work of Sharlene in making sure we are always ‘in the news’ as it were. And our recent decision to change our reference from ‘The Hub’ to the ‘Riseley Community Charity’ has also been a factor in raising our local profile.
But it’s not just in the village that we have been making strides to highlight who we are and what we do. Over recent months we have been connecting with Bedford Borough’s Family Hubs department and reaching out to the local authority with the aim of securing more Borough support provision for rural Bedfordshire. As part of this
action, we’ve been actively communicating with village groups, organisations and key
persons to ascertain what support services the village requires. It is hoped that this information can being used to help persuade the local authority to utilise the charity to provide additional support and funding to the wider community.
There are however two specific elements of our activities over the past year that are worthy of specific acknowledgment.
The first is Riseley Community Kindness Group which, now operating fully under the charity, continues to provide much needed support to residents, particularly the elderly. Our management of this much valued service and its team of volunteers, epitomises the founding principles of the charity and enables us to spread our community support to everyone in the village.
The second is the collaboration with the newly formed Community Café CIC. It has long been understood that although a valuable and much appreciated village asset, the seasonality and unpredictability of business meant that café would always struggle as a viable business. The establishment of a community interest company to run the café means it can encompass volunteers and charitable uses, and it’s hoped this will enable it to both operate as a viable business and support the community. Although separate from the Community Charity, the CIC has incorporated our charity objectives into their articles and named us as the beneficiaries of any future profits. Although still in its infancy, this new collaboration has already allowed the charity to run a combined fund-raising event at the Hub as well as enabling the café to utilise the Hub space to enable them to cater for larger groups and events. Over the coming year we will be looking on expanding the collaboration and looking at more ways to serve the community while ensuring that the café remains a via business catering to and employing local people.
So, what of our targets for the coming year and into the future.
The Hub will continue to be a major focus of our activities. Our aim is to support and grow the user base while continuing to offer opportunities for new users and community support initiatives. Over the next year we will continue with the improvements and updates to the premises – including adding additional heating and working with our neighbours to upgrade the exterior appearance and signage. As ever, we will be looking to the wider community for assistance and help with these improvements.
We will look to develop and grow our collaboration with the Community Café with joint events and exploring opportunities to utilise the outside area and the facilities the café offers to add value to Hub user groups and grow the community engagement of both enterprises.
A key target for the next year is to work with the Borough Council to establish us as one of North Bedford’s Community Hubs becoming a provider of support and wellbeing for Riseley and the surrounding rural community. We believe that our flexibility
in being able to both provide our own facilities and work with all other village amenity providers makes us the perfect partner for the Borough, enabling them to deliver much
needed rural support and provide similar health and well-being services as those enjoyed in Bedford town centre.
It is our hope that through partnerships with Bedford Borough we can secure additional funding which will help put the charity on a more secure footing and enable us to grow our support of villagers and the residents of our neighbouring rural communities.
Finally, over the coming 12 months and future years it is our aim to interconnect the community charity with all groups in the village to offer our support, assistance and ensure continuation where needed. Whether that’s supporting Father Christmas, helping with Bonfire Night, aiding the Riseley Rascals, the RCT or PTA, we aim to become a ‘go-to’ group in the village that facilitates and helps all areas of the voluntary sector. The aim is not to take over and run all the community support, but to help volunteers with their groups, promote village activities and ensure any groups or events valued by the village are able to continue.
We understand that community groups and amenities run by volunteers are often reliant on a small number of key persons and should one or two of those people no longer be able to dedicate their time and energies, this is often when groups struggle or cease to run. In such cases, we as a charity aim to offer our expertise, access to our network and practical ‘hands-on’ action if needs be, to help to group or facility continue to serve the community. And to this end, we are very keen to lead by example and encourage others in the village to work with us – regardless of how small a contribution – to be actively involved. We want to support those that give up their time to run village amenities. And for those that can’t or don’t want to commit to being pro-actively involved on a regular basis, an opportunity to be an active participant when they can. In doing so, not only will we ensure that the important and valued community groups and activities continue, but we will also nurture a strong sense of community cohesion and an appreciation of the diverse and wonderful leisure and support groups and amenities we are blessed to have in Riseley.
In ending I would like to pass on my thanks to the trustees for your hard work and commitment to the charity, to the RPC for your continued financial support of our works. Finally, a massive thank you to all the volunteers and helpers who give up their time to ensure the groups and services under our umbrella continue to deliver our objectives to support the welfare and wellbeing of a all residents of Riseley, particularly those who need it most.

Riseley Cafe CIC- annual report 2025
Riseley Cafe CIC was formed to take over running the Giddy Goat coffee shop in Riseley, which closed in December 2024. The lease on the premises was taken on by Riseley Children's Centre and Community Hub (Riseley Charity), and individual trustees of the charity set up the CIC to operate the cafe, now trading as The Giddy Goat Community Cafe. Since opening in January 2025 it has been successful in
growing sales revenue and achieving the benefits set out in the Community Interest Statement on incorporation. Any profits earned will be donated to the charity.
Keeping the cafe open has retained an important amenity for local residents in Riseley and surrounding villages. It provides a warm and friendly meeting place for groups and individuals, particularly for those who live alone and families. It also provides employment opportunities for young people in the area.
Asset purchases and operating losses in 2025 have been funded by loans and donations from the Directors. Initiatives to ensure long term viability have now been fully implemented:

The CIC status has enabled us to recruit volunteers to reduce staff costs; and apply for grant funding. A grant of £18,400 has been awarded by the National Lottery Community Fund in 2026 to cover the costs of the young people that we employ and enable us to break even for the next two years

A private company has taken over running the kitchen to provide growth opportunities and reduce the investment, overheads and risks of the CIC
We have appointed a Director of Community Engagement to ensure that we remain focused on the needs of the community. We also use local suppliers wherever possible to support the local economy. Our overriding objective is for the cafe to be run by the community for the community.
