SA10 9LH. ## **GOVERNING DOCUMENT** Declaration of trust deed dated 6 September 2017. ## **OBJECT** The object of the CIO is for the public benefit, the relief of persons who are in need by reason of financial hardship, ill-health, unemployment, education and such other economic or social disadvantage. ## **GOVERNANCE** The work of the Trust is led on a day-to-day basis by Rev. Dr. E.M.A. Hill O’Shea, her husband Mr A.D. Hill O’Shea and by two assistant Pastors – Rev. Shaun O’Keefe and Rev. Wayne Morris – and other Ministry Leaders appointed by them and the other trustees. Shaun O’Keefe Mrs Clare Bell Mr. Michael Treharne ## **REVIEW OF THE YEAR 2020 – 2021 by Dr Elizabeth Hill O’Shea** Spring 2020, the beginning of our reporting period, was the time when Covid first came to Wales. Overnight local businesses and charities had to change how they operated including the work of Jubilee Project Port Talbot. These changes are outlined below: - Until Covid hit the world scene early 2020, in partnership with Bethel Trust Port Talbot, we had been leading a Celebrate Recovery group to support those recovering from addictions. This is led by Mr Anthony Hill O’Shea and takes place every week at the Drop-in Centre. However, once lockdowns began to be enforced by the Welsh Government, the Centre had to temporarily close its doors to the public, which meant for several months we were not able to run this support group. However, once we were able to reopen later in 2020, Mr Hill O’Shea resumed the weekly meetings and continued as long as Government guidelines allowed. - Prior to Covid restrictions, the Drop-in Centre had been open three days a week to people in need within the local community. We had been providing free hot meals and the provision of free supermarket food to all our clients who visited 4 the Centre, as well as support in looking for employment and help with form filling. When the restrictions came into force, we had to temporarily halt all these activities. Instead Bethel Trust, our partner charity, developed a Foodbank to meet the needs of people in the local community who were self- isolating and who couldn’t afford or access food. We were therefore able to support them in their work through picking up food from supermarkets and delivering it to people all over Neath Port Talbot. - We were still able to give practical assistance to people who needed emergency clothing and bedding because of domestic abuse or homelessness. Because of Covid we were not able to further our plans to develop additional addiction recovery services during this period, but this is something we are hoping to resume as soon as we are able. The charity income is normally derived from donations and grant funding. We did not experience expenditure this year and therefore had no need to raise funds, which is reflected in this year’s accounting report. The Trust operates one single unrestricted general fund. ## **RISK REVIEW** The trustees have conducted their own review of its major risks to which the charity is exposed and systems have been established to mitigate those risks. ## **RESPONSIBILITIES OF THE TRUSTEES** Charity law requires the trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the Trust as at the balance sheet date and of its incoming resources and application of resources, including income and expenditure for the financial year. In preparing those financial statements the trustees should follow best practice and select suitable accounting policies and apply them consistently, make judgments and estimates that are reasonable and prudent and prepare the financial statements on the going concern basis unless it is inappropriate to assume that the Trust will continue on that basis. The trustees are responsible for maintaining proper accounting records, which disclose at any time the financial position of the Trust and to enable them to ensure that the financial statements comply with charity legislation. The trustees are also responsible for safeguarding the assets of the Trust and hence for taking responsible steps for the prevention and detection of fraud and other irregularities. ## **APPROVAL** Approved by the trustees on 22[nd] January 2022 and signed on their behalf. ACCOUNTING POLICIES** The accounts have been prepared on the receipts and payments basis accounting for transactions that have actually gone through the charity bank accounts and the charities Act 2011. ## _Incoming resources_ Income received from donations and grants is included in incoming resources when received. ## _Fund accounting_ The trust has a single general unrestricted fund. ## _Gifts in kind_ The trust benefits from unpaid labour provided by friends of the Trust. The Trustees continue to be thankful to God for His provision through these people but are unable to put a value on these donations and they are not therefore included in these accounts. |**2.
