**TRUSTEE ANNUAL REPORT YEAR ENDED 31 AUGUST 2021** 


The Trustees present their report and the financial statements of the charity for the year ended 31 August 2021.  The Trustees who served the charity during the period are as shown on page 1. 

## **STRUCTURE GOVERNANCE AND MANAGEMENT** 

The charity is a registered Charitable Incorporated Organisation, set up under constitution adopted on 1[st] September 2017, as amended on 1[st] October 2017. Appointment of Trustees is governed by the Trust Deed of the Charity. 

All trustees shall retire from office at the first AGM. Once appointed, the trustees shall remain in office for a minimum of three years. On the third year the trustees shall retire from office and request reappointment each year thereafter. 

The Board of Trustees is authorised to appoint new trustees at any time, whether in place of a trustee who has retired or been removed, or as an additional trustee, provided the limit on the number of trustees would not as a result be exceeded. 

## **OBJECTIVES AND ACTIVITIES** 

The charitable purpose defines what we are.  We ensure everything we do fits directly and clearly with our charitable objective which is _“To relieve the need of retired and serving police officers in hardship or distress who are disabled as a consequence of being injured on duty”._ 

All our work must contribute directly and clearly to this charitable objective. 

Like most charitable organisations, the arrival and restrictions imposed by the Covid-19 pandemic have affected the charity's activities, especially regarding the planned local meetings, the Spring Conference and the usual social events, all of which were cancelled in accordance with the Covid-19 restrictions. 

Our 2020/2021 AGM was also cancelled due to the pandemic unfortunately.  However, we did commence with on-line ‘Zoom’ meetings, which have been very successful, particularly that our members from all over the world are now able to join us.  This way of holding meetings has certainly made us more inclusive. 

We have also connected with a firm of solicitors, and between the two organisations, we have set up and began running monthly ‘pro-bono’ legal surgeries.  The appointments are open for anyone, and the scheme has been very successful, leading to many officers obtaining a just outcome for the IHR, or IOD award. 

The main activities undertaken by the charity during the year were: 

- 6 informative Blogs and 5 News features, 2 Snippets and 2 Testimonials 

- 3 regional ‘Zoom’ meetings held during the Covid restrictions. 

- ‘Signposted’ a large volume of members and non-members to various professional support, many of whom are now seeking legal redress through the regulations.

- During the year and prior to the restrictions, the Trustees have held meetings with other organisations and individuals with interest in the welfare of retired Police Officers and other organisations dealing with similar issues in relation to mental health and physical injury. 

- During the year and under the restrictions, 17 occasions occurred where members received direct support and assistance. IODPA are heavily supporting serving officers who are facing ill health retirement. 

- 18 letters of thanks and 3 testimonials received from members who praised the charity for their professionalism and care. 

- A Welfare gesture in the form of a gift hamper, was made to a member who has a terminal illness and their family. 

- An Equal Opportunities Policy was created and adopted. 

- During the year, the Trustees have continued to support those Staffordshire members involved in a Judicial Review and Appeal against their former employer. 

- Social events were reduced to on-line activities during the restrictions.  These included a weekly lottery and seasonal lotteries throughout the year. 

- A review of the Charity’s insurance resulted in maintaining the savings on the previous year’s cover. 

The Trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the Trust’s aims and objectives and in planning future activities for the year. 

## **ACHIEVEMENTS AND PERFORMANCE** 

The Trustees consider that the results of the Charity this year have been outstanding. 

The Trustees recognise that donations and services in kind were an important contributor to the overall financial well-being of the Charity. 

## **FINANCIAL REVIEW** 

The overall income of the Charity for the year was £133,057 (2020: £47,825).  During the year, a high level of fundraising activity was conducted and was reflected in the overall total. The total resources expended for this charity year were £26,113 (2020: £40,985) giving a surplus for the year of £106,944 (2020: £6,840). 

The charity has paid travel & subsistence and accommodation expenses totalling £585 (2020: £8,590) to the charity’s volunteers during the year.  This is a lower figure than the previous year due to the Covid-19 restrictions.

The Trustees consider that the funds available are sufficient to permit the charity to continue in operation in the medium term and the continued success of the trust's productions should ensure the longer-term future of the Charity. 

## **RESERVES POLICY** 

It is the policy of the Charity to maintain unrestricted funds at a level which equates to approximately 12 months unrestricted expenditure. Unrestricted funds were maintained at least at this level throughout the year.

**INDEPENDENT EXAMINATION’S REPORT YEAR ENDED 31 AUGUST 2021** 


I report to the charity trustees on my examination of the accounts of the charity for the year ended 31[st] August 2021 which are set out on pages 6 to 7. 

## **Responsibilities and basis of report** 

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view’ which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
