Trustees’ Report
The Trustees present their annual report with the accounts of the charity for the Year Ended 30 th April 2023.
THE OBJECTS OF THE CHARITY
The objects of Ysceifiog Village Hall CIO (hereinafter referred to as YVH) are:
THE OBJECTS OF THE CIO ARE TO MANAGE THE VILLAGE HALL AND TO PROMOTE FOR THE BENEFIT OF THE INHABITANTS OF THE PARISH OF YSCEIFIOG WITHOUT DISTINCTION OF SEX, SEXUAL ORIENTATION, AGE, DISABILITY, NATIONALITY, RACE OR POLITICAL, RELIGIOUS OR OTHER OPINIONS THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION OF INDIVIDUALS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, FINANCIAL HARDSHIP OR SOCIAL AND ECONOMIC CIRCUMSTANCES OR FOR THE PUBLIC AT LARGE IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE SAID INHABITANTS.
In planning our activities for the year we kept in mind the Charity Commission’s guidance on public benefit at our trustee meetings. The Charity meets the Charity Commission public benefit criteria under both the advancement of education, the advancement of citizenship or community development headings.
GOVERNANCE AND MANAGEMENT STRUCTURE
CIO - FOUNDATION Registered 31 Aug 2017. Trustees are appointed by the members, on a rolling programme, to serve for two years but may be re-elected or re-appointed.
The administrative work of the YVH is carried out by the executive committee or by delegation to a sub-committee who report to regular Trustee meetings. Meetings are normally held six times a year at the village hall offices and at the Annual General meeting. They aim to make decisions together. Dates and times of these meetings are published.
ACHIEVEMENTS AND PERFORMANCE IN THE YEAR
The village hall had a very busy year for hire of birthday parties, choir rehearsals, dance rehearsals and charity events including a bi-lingual Christmas Fayre with a marching band from the schools campus which the village followed in a lantern parade, reindeer outside and stalls inside and outside, plus bilingual Sion Con (Santa Claus) this was organised by the Ysceifiog Fundraising committee which uses the village hall as a base. It was hired by a new monthly Welsh language group Estyn Croeso and also the Cylch and Ti a Fi on a Friday as they have expanded and needed new premises.

PLANS FOR FUTURE PERIODS
Ongoing maintenance work will be carried out to keep the hall in good running order. Wifi has been installed and quotes obtained for window and door replacement, decorating and for new kitchen units.
The committee will continue in their attempts to increase community participation in exercise activities and will look to hire the hall out for that purpose.
The hall will continue to be used for weekly and monthly activities and be available for hire for functions. The Committee will continue to hold events to raise money towards the running cost and also to help other charities in the village.
YVH will endeavour to increase the involvement of Ysceifiog residents in activities in the village hall and in involvement in the running of the organisation itself.
FINANCIAL REVIEW
YVH policy on reserves is to hold sufficient resources to continue the charitable activities of the YVH should income and fundraising activities fall short.
Any surplus funds which are not likely to be needed to pay for activities are placed on deposit to earn interest.
Furthermore there is an ever increasing need for us to ensure that those to whom we direct our resources are the most suitable recipient and that we continue our prudent management of outgoings.
We need to increase these unrestricted funds in order to meet any unforeseen expenditure that may occur, for example property repairs.

Statement of Financial Activities
1 ACCOUNTING POLICIES
Basis of Accounting
The Financial Statements have been prepared in accordance with the guidelines of the Charity Commission on a receipts and payments basis.
2 FUNDS
Fund Accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the Charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Unrestricted Funds
The Trustees have resolved that the financial reserves of the Charity should be reviewed on a regular basis and that adequate provision is made for unforeseen expenses whilst also being minded that reserves should not be held without valid reason.
