Annual Report 2020-21
This has been another challenging year.
We have all been affected by the presence of Covid-19 and its influence on day to day living.
Saltburn Valleys, like many other organisations, has become accustomed to Board meetings held remotely and has rarely had the opportunity to be out and about in the valleys, which we care deeply for.
There have been periods when actual physical surveys have been possible and four separate walkabouts of Board members have been conducted during the past twelve months, gathering information to assist in our forward planning.
It may be useful to remind ourselves of the objects agreed when Saltburn Valleys CIO was formally constituted in 2017.
“ The Saltburn Valleys CIO promotes for public benefit the conservation and enhancement of the land, gardens, woodlands, walkways, play areas, waterways, historic monuments and properties in the Saltburn Valleys as well as promoting public knowledge, enjoyment, health and education at and about the valleys and their environs including whatsoever architectural, artistic, archaeological, constructional and environmental heritage and interest may exist within.”
We have continued to plan a way to fulfill these objectives and to remove Saltburn Valley Gardens from the ‘At Risk’ register of Historic England.
Discussions within the Board and with the community have been ongoing, wide in their interest and informed by surveys conducted and the commissioning of several reports.
The Board has been meeting on a very regular basis and thanks are extended to all who have participated.
A new Company Secretary has undertaken, with enthusiasm and endeavour, right from the outset, all the onerous work accompanying the role.
We have also been supported, through co-option, by the CIO Membership Officer and membership continues to grow. Our accounts are maintained and regularly reported on. Our social media and web site are maintained and well visited. Communications have been further augmented by regular Newsletters and latterly a new brochure has been produced. Thanks are due to all those who have led in these areas and to those who have supported, particularly with text narratives and photographs.
At one point during the year we had a full complement of elected Trustees, although one regrettably had to stand down during the year. In addition to elected Trustees, the Board has six nominated Trustees
providing representation from outside bodies. These organisations are Historic England, Tees Valley Wildlife Trust, Tees Heritage Trust, Redcar & Cleveland Borough Council, Saltburn, Marske & New Marske Parish Council and Brotton Parish Council. Thanks are recorded to all those representatives who have brought a wide ranging and in-depth knowledge to discussions and decision making.
In addition to being represented on the Board, Redcar & Cleveland has continued to support the work of the CIO through officer allocation from the Place Investment Team. A further change in support officer was experienced during the year. Fortunately, continued discussions have maintained a continuity which has kept the impetus of striving for progress to address years of reduced support which has seen the valleys degenerate and the regrettable loss of heritage features. Thanks are recorded to both officers for their commitment and support during the year.
Work has continued with the conducting of surveys and the gathering of information which will assist in the submission of grant funding applications. A detailed Disabled Access Audit gave very supportive information on the vast number of improvements required in the Valley Gardens, in particular. Footpath surveys have highlighted the substantial deterioration in the condition of pathways and in some instances the disappearance of access along them.
An Expression of Interest (EoI) was prepared during the year and submitted to the Heritage Lottery Fund. This application, for 2.65 million pounds, for a three year delivery programme was a first step in a planned fifteen year programme. The EoI was well researched and constructed, led by a very committed Company Secretary. The Application was successful. Now the work begins to prepare for a full submission which will be submitted at the end of March. Workshops have already been scheduled to examine all the varied aspects that the bid requires to be addressed in a very detailed and demanding submission.
Every effort from the Board and SVCIO members will be required to deliver this project work if the bid is to be successful.
The Albert Memorial restoration work, assisted by funding from Tees Valley, has reached the stage of final design agreement prior to planning submission, with work intending to be completed early next year. Meanwhile, access continues to be cordoned off for safety reasons.
Volunteers have continued to support the Borough Council and have contributed substantially to the maintenance of woodland and garden areas in the valleys. Volunteers have worked in Rifts Wood, the Meadow, the Woodlands Centre, Valley Gardens, War Memorial, Bandstand and Lower Path. The transformation of the latter was recognised in a Mayor’s Award in the summer.
Saltburn celebrated its 160th year and much was made of the environment and the contribution nature makes to the community and no more so than during the pandemic. The CIO contributed to the display in the Community Hall. Thanks to all those who offered and gave help.
160 trees were to be planted as one aspiration. Funding has been secured to allow that programme to begin. Additional trees will be planted to expand and
extend Cherry Tree Walk as one part of this exciting programme, where already 232 trees have been identified for planting. A record of trees fallen and planted is maintained on the CIO web site, with a policy to plant at least one tree for every one removed from the valleys, whenever that occurs.
In all organisations the maintenance of proper accounts is a fundamental requirement. This has been well administered by the Board Treasurer and the annual accounts have been prepared accordingly.
Thanks are recorded for the support given by both Parish Councils in assisting in the work of the CIO.
In a contribution to keeping the history of the valleys alive, two information boards were organised. One of these stands in the Lower Path and another is shortly to be placed in Hazel Grove.
Thanks are recorded for continuing guidance and support from our previous Company Secretary.
Thanks are recorded to a Trustee standing down. Councillor Jim Wingham has contributed much to Saltburn over many years and his presence on the Board since 2017 has seen a reflection of that experience. The Board are very grateful.
Remembrance Sunday has just passed. At Saltburn a vast crowd attended. The War Memorial, as with all other local ceremonies, took a central place. Saltburn Valleys CIO is responsible for the ongoing maintenance of this very special Listed memorial. We shall continue that care. We shall not forget.
