Our ml$slon is to assist Cynthia Spencer Hospice to help people and thelr families living with life-limiling illness have quality
tlme tojelher by delivering expert care, both in the hospice and in the community.
Cynlhia SpenGer Hospice Charity supports the care of patients in Cynthia Spencer Hospice and the comnwnity require
Specialist Palliative Care. We do this in partnership wilh cran￿eY Hospice Trust by commissioning and fvnding the provision
of spe¢lallsl palliative care to patients. We also support patients in their chosen place of care at the end of life. elther in Ihe
Hospice or th• pats'enl$' homes.

In this financial period our amazing supporters have raised £1.545,866 {2023: £1,762.379}.
This income is a collective effort, realized through the generosity of individual donors, cDrporate partners, event
participants, legacy donors, ¢hallervJe enthusiasts, shoppers, and lottery players, all navigaling extraordinary
circumstances. The oulpouring of support from our o)mmunity has been nothing short of remarkable. Amidst personal
economic struggles, our supporters have dedicated their lime, offered donations, and actively engaged wth our evenls.

During th8 year we have spent £1,074,37312023.' £1,147,504) on hospice running costs. This includes clinical staff
costs for services including the Wellbeing Centre and Hosplce at Home and the inpatient unit plus we have continued
to fund psychologist rol6 during the year.
Reserves Policy
In the Trustee's view, the resèrves should provide the charity wth adequate financlal stability and the means for it to
meet its charitable objectives for the foreseeable fuiure.
The Trustees propose to maintain the charlty's unrestrided reserves at a level ￿tCh is at least equivalent to one yearfs
charitable and operational expenditure. This decision is based on the charity's operational objeotive and Ilkety funding.
The charity's management committee considers that the general unrestricted reserves (including designated reserves)
of £4,51 5,196 at 30 September 2024 are sufficient to sustain its present operations should income ganerating aGtivities
be curtailed over the forthcoTning year.
The charity requires £2,271,154 short temi reseNes to sustain and improve our support of the Hospice over the nexi
12 months. Our reserves policy states that the Trustees should perform a risk assessment to identify the additional
short tern reserves we need to keep for unexpected items such as changes in NHS funding. Our assessment as at 30
September 2024 identified additional short term reserves of £1,415,600. In total we require £3,686,754 short term
reseNes. The balance of the reseNes as at 30 September 2024, £828,442 will be invested in line with our investment
policy to ensure that the charity generates an appropriate return at an accept8ble level of risk.
We will continue to monitor our reserves in line with our reserves policy. in conjunction with cash flow forecasts. and
expectations to ensure there will be adequate funds available. The Twstees are exploring opportunities for funding
further sen4ic8 development, but this will tske tim8 to come to fruition and is dependant on the external servi
provider.
Investment Policy
In accordan￿ with the charity's constitution, the trustees have the power to invest in such stocks, shares, investments
and property as they see fft.
The trustees are mindful of the recommendations of the Charity Commission with regard to the management of
investments and have Set up a sub group of Trustees to focus on investments. The charity has also develop8d a
formal investment policy and strategy which has been approved by the tru5t8es.

The trustees have a risk management slrategy which ￿mpriSeS..
an annual revtew of Ihe principal risks and uncertainties that the charity and its subsidiary..
the estsblishment of policies. systems and procedures to mitigate thi)se risks identified in the annual review,. and
the implementalion of procedures designed to minimise or manage any potential impact on the charily should those
risks materialise.
The charit*s management committee has assessed the major risks to which the charity is exposed. The key risks identified
are income general￿n, our commercial operation and compliance {Fundraising Standards and Data Protection). The risks
are documented and appropriale systems put in place to mitigate the exposure.
Attention has also been focussed on non-financial rlsks arising from fire and health and safety. These risks are managed by
ensuring acCr￿J1tatIOn is up lo dale, havlng robust policies and procedures in place, and regular awareness training for staff
and volunteers working in these operalional areas.
Structure, Govemanco and Managomont
Governing Documont
Cynthia Spencer Hospice Charity is a charllable company limited by guarante6. The company was in(x)rporated under a
Memorandum of Association on 25 August 2017 and is a regislered charity, number 1174402. 11 received charitable status
on 29 August 2017. The members of Ihe company are the trustees named on page 1. In the evenl of the company being
wound up, Ihe liability of the members in respect of the guarantee is limited to £1 each.
The charity previously operated as an unincorporaled charity which was founded on 20 March 1991. With effect from the 1
October 2017, the assets of the unincorporated charity, registered number 1002926. were transferred to the charitable
company.
Appointment of Trustsès
The trustees who setved during the year are listed on pa9e 1. Twstees are elected by the board of trustees with
appointrnenls and reappointments being decided on an annual basis. Trustees have the FX)wer to appoint new trustees on
an interim basis until the next AGM.

New trustees are interviewed by the Chief Executive Officer and trustees prior to recommendallon for appointment,
during which time they will have had the vision and strategy of the charity explained to them and receive an Induction Pack.

Organlsallonal structure and decision making
The trustees set thè straleglc agerKia and general policy of the charity. The day to day affairs of the charity are managed by
the Chief Executive, who reports to the chair of trustees. The Chiaf Executive presents comprehensive reports to the
Irustees at board meelings, which are held rnonthty.
Within the organisallon there are also a number of sutpcommittees, which are set up to ￿VIeW each aspect of govemance
in more detsil. Each sUt￿COmmittee is made up of trustees and Support￿ by senior slaff. Each committee reports back to
the board of truslees.
Pay pollcy for senlor slaff
The directors consider the board of director$, who are the Charitys trusteas, and the sènior management team comprise
the key management personnel of the charity in charge of directing and controlling, running and operating the Charity on a
day to day basis. All directors give of their time freely and no director received remuneralkin in the year.
The pay of the senior staff is reviewed annually and normalty increased In accordan￿ with average eamings. In v¢ew of the
nature of the charity. the directors benchmark agalnst pay levels in other charities of a similar size. The remuneration
b8nchmark is the mid-point of the range patd for similar roles.

The Charity is the major controlling paty of the Cynlhia SpenGer Hospice Ventures Limited, a Gompany
incorporated in England and Wales. The companws principal activty is to provide trading activities on behalf
of the Charity.
Trustees. responsibilitie5 in relation to the financial statements
The charity trustees (who are also directors of Cynthia Spencer Hospi￿ Charity for the purposes of company
law) are responsible for preparing a trustees, annual report and financial statements in accordan￿ wilh
applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accouniing
Practi￿).
Company Law requires the charity trustees to prepare financial statements for each year which give a true and
fair view of the slate of affairs of the charitable company and the group and of the incoming resources and
application of resources. including the income and expendilure. of the charitable group for the period. In
preparing the financial statements. the trustees are required to-
select suitsble accounting policies and then apply them consistentiy.,
observe the melhods and principles of the Charities SORP.
make judgements and estimates that are reasonable and prudent.,
stale whether applicable UK accounting standards have been followed, sublecl to any materfal
departures disclosed and explained in the financial statements.,

The trustees are responslble for keeping proper records that disclose with reasonable accuracy at any time
the financial position of the charity and to enable them lo ensure that the financlal statements C£*mply with the
Companies Act 2006. They are also responsible for safeguarding the assets of the charity and the group and
hence taklng reasonable steps for the prevention and detection of fraud and olher irregularities.
The trustees are responsible for the maintenance and integrity of the corporale and financial information
included on the charitable company's website. Legislation in the United Kingdom governing the preparation
and dissemination of financial statements may differ from legislation in other jurisdictions.
Statement as to disclosure to our auditors
In so far as the Trustees are aware at the time of approving our trustees, annual report..
there is no relevant information. being infomialion needed by the auditor in connection with preparing
their report, of which the group's auditors is unaware. and
the trustees, having made enquiries of fellow directors and the group's auditor that they ought to have
individually taken. have each taken all the steps that helshe is obliged to take as a director in order to
make themselves aware of any relevant audit information and to establish that the auditors are aware

We have audited the financial statements of Cynthia Spencer Hospice Charity (the 'parent charitable
companv) and its subsidiaries (the 'group') for the period ended 30 September 2024 which comprise
ststement of Financial Activities. Balance Sheet and notes to the financial statements. including a summary of
significant accounting policies. The financial reporting framework that has been applied in their preparation is
applicable law and United Kingdom Accounting Standards. including FinanGial Reporting Standard 102 The
Financial Reporting Standard applicable in the UK and Republic of Ireland {United Kingdom Generally
Accepled Accounting Practice).
In our opinion. the financial statements=

for the audit of the financial statements section of our report. We are independent of the group and parent
charitable company in acwrdance with the ethlcal requirements that are relevant to our audit of the financial
statements in the UK, Including the FRC'S Ethical Stsndard. and we have fulfill8d our other ethical
responsibilities in accordance with these requirements. We believe thal Ihe audlt evidence we have obtalned
is sufficient and appropriate to provide a basls for our opinion.
Conclusions relating to going concern
We have nothing to report in respect of the following matters In relation to which the ISAS (UK) require us to
report to you where:
the trustees, use of the going concem basis of accounting in the preparation of the financial statements is
not appropriate. or
the trustees have not disclosed in the financial statements any identified material un￿rtaIntieS that may cast
significant doubt about the group's or parent charitable companls ability to continue to adopt the going
concem basis of accounting for a period of at least twelve months from the date when the financial slatements
are authorised for issue.

As explained more fully in the trustees. responsibilities statement set out on page 7, the trustees (who are also
the directors of the charitable company for the purposes of company law) are responsible for the preparation of
the financlal statements and for being satisfied that they give a true and fair view, and for such intemal control

In identifwng and assessing risks of material misstatement in respect of irregularities. including fraud and non-
compliance with laws and regulations, we considered the following:
the nature of the industry and sector, control environment and business perfomance including the design of
the Company's remuneration policies, key drivers for directors, remuneration, bonus levels and performance
results of our enquiries of management about their own identification and assessment of the risks of
irregularities;
• any matters we identified having obtained and reviewed the Companys documentation of their policies and
procedures relating to:
• identifying, evaluating and complying with laws and regulations and whether they were aware of any instances
of noncompliance.

As a result of these procedures, we considered the opportunities and incentives that may exist wiihin the
organisation for fraud and identified the greatest potential for fraud in relalion to revenue recognition. In
common with all audits under ISAS (UK), we are also required to perfomi specific procedures to respond to the
risk of management override.
We also obtained an understsnding of the legal and regulatory frameworks that the Company operates in,
focusing on provisions of those laws anrj regulations that had a direct effect on the detemiination of material
amounts and disclosures in the financlal ststements. The key laws and regulations we considered in thls
context included the UK Companies Act and local tax legislation.
Audit response to risks identified
As a result of performlng the above, we identified revenue recognition as a key audlt matter related to the
potential risk of fraud.
Our procedures to respond to risks identified included the followng-
reviewing the financial statement disclosures and testing to supporting documentation to assess compliance
with provisions of relevant laws and regulallons described as having a direct effect on the flnancial statements-
enquiring of management concerning adual and potential litigation and claims-
perfomiing analytical procedures to identify any unusual or unexpected relationships that may indicate risks of
material misstatement due to fraud"

in addressing the risk of fraud through management override of controls, testing the appropriateness of
