Structure, Governance and Management
The method of appointment of PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. Members of the PCC are aware of their roles and responsibilities as Trustees and the need to fulfil these responsibilities to minimise the financial and other risks to the resources under their control.
The appointed Parish Safeguarding Link Officers are Mr D Spencer and Mrs Debbie Phillips, and the PCC comply with the Diocese of Derby Safeguarding Policy, Procedure and Practice Guidance 2016.
Aims and Purpose
All Saints PCC has the responsibility of co-operating and supporting the Incumbent in promoting in the Ecclesiastical Parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. Members of the PCC are aware of their role to maintain in good order the Ashover Church and the Bassett Rooms, and making available these resources for educational and recreational activities.
Objectives and Activities
The PCC is committed to enabling and encouraging people from both the local community and the surrounding area to worship at All Saints Church and become active members of the Church community. The PCC maintains an overview of worship throughout the parish and works to provide inclusive services for all groups within the community.
The Trustees have complied with the duty imposed by sectioni7(5) of the Charities Act 2011 to have due regard to guidance published by the Charity Commission in respect of public benefit that the charity's purpose has set out. In particular, to enable people to live out their faith as part of the parish community through:
Worship and prayer, learning about the Gospei; deveioping their faith in Jesus;
Provision of pastoral care for members of the community; and
Missionary and outreach activity.
Achievements and Performance
There are 77 parishioners on the Electoral Roll. The Covid 19 restrictions directly impacted on the number and type of services that were held during the year with a mixture of traditional services (when permissible), and a new venture into on-line services. Additional services included 1 wedding and 8 funerals.
The children’s groups, Allsorts, Acorns and Smarties continued to meet, when permissible providing age related activities whilst sharing the good news from the Gospel.
During the period of Lent, weekly Lent courses were run moving from actual meetings to Zoom meetings, and Lent Lunches were held on 2 occasions concluding early due to Covid 19 restrictions. Donations collected at the Lent Lunches were sent to Water Aid and Chesterfield Night Shelter.
The Parish Party and Pantomime continued to be very well supported facilitating valuable out-reach to the broader community. The annual Mayday event, Parish Christmas lights, carols and Father Christmas were not held due to Covid 19 restrictions.

During the year work was completed on the external refurbishment of the Bassett Rooms gardens and new access to the front. No major building works were required on the Church during 2020.
The PCC awarded £2,250 across a number of home and overseas organisations, and other fund raising events collected £1,034 donated to other Charities
The PCC met 5 times during the year and held 1 standing committee meeting. The Annual Church meeting was held on 5‘ August 2020.
Financial Review
The table below provides a summary for the year ended 31°* December 2020. The main difference with the prior year is the substantial reduction in Collections and other giving due to the closure of the Church under Covid 19 restrictions and a reduction in one-off donations given reported as part of Other Giving. The expenditure on the refurbishment of the Bassett Rooms was much reduced and is now complete.

Overall, the total payments exceeded receipts by £21k reflecting the substantial reduction in Collections and other giving due to the closure of the Church under Covid 19 restrictions and the competition of the refurbishment on the Bassett Rooms.
Reserves Policy
The PCC is aware of the need to retain sufficient funds to enable payments to be made when they become due. It is therefore the PCC’s practice to keep on general fund the accumulated annual excess of receipts over payments in order to achieve this and also bridge potential funding gaps which may otherwise arise between spending on major Church building maintenance and the receipt of resources from parishioners that provide funding. It is the PCC’s policy to invest monetary asset balances with the CBF Church of England Deposit Fund.
