## **2. Report of the Trustees** 

The trustees are pleased to present their report together with the financial statements of the charity for the period ended 31 August 2021. Legal and administrative information set out on page 1 forms part of this report. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Organisational Structure and Governance** 

Netherthong Pre-School and Out of School Club is a Charitable Incorporated Organisation, which was registered with the Charity Commission on 2nd August 2017. It is governed by the Early Years Alliance Model Constitution 2013 which was adopted on 29[th] September 2017. 

## **Recruitment and appointment of new Trustees** 

The appointment of trustees is governed by the constitution and is based on the election by members at the AGM. Prior to appointment as trustees all candidates must pass the relevant disclosure and barring service (DBS) checks. 

## **OBJECTIVES AND ACTIVITIES** 

## **Objectives and aims** 

To enhance the development and education of children primarily under statutory school age by encouraging parents to understand and provide for the needs of their children through community groups and by: 

- a) Offering appropriate play, education and care facilities, family learning and holiday clubs, together with the right of parents to take responsibility for and to become involved in the activities of such groups, ensuring that such groups offer opportunities for all children whatever their race, culture, religion, means or ability; 

- b) Encouraging the study of the needs of such children and their families and promoting public interest in and recognition of such needs in the local areas; 

- c) Instigating and adhering to and furthering the aims and objects of the Early Years Alliance. 

## **Significant activities** 

## _**Prevention or relief from poverty:**_ 

By provision of low cost and accessible early years education to local residents. This also helps make employment more viable for parents of young children. The pre-school provides a local platform for parents to take advantage of government funding for early years’ education. It is likely that less well-off families would be unable to use this funding if they had to travel to the nearest other early years’ providers which are at some distance.

## _**The advancement of education:**_ 

By provision of early years’ education.

By provision of information about healthy living and exercise and outdoor activity for young children. 

## _**The advancement of citizenship or community development:**_ 

The trustees of the preschool are local volunteers who gain experience in running a community organisation. Training is provided in areas such as child safeguarding. Frequent fundraising events involve the wider community. 

## **Public benefit statement** 

In setting our objectives and planning our activities our trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of education. 

## **Achievements and performance** 

Another difficult year for the early years sector throughout ongoing changes to the rates of infection throughout the pandemic, changing guidelines and working hard to keep everyone safe. 

There is no social distancing in early years and the permanent and relief staff members have worked tirelessly, and often with personal sacrifice, to ensure the continuation of provision at Pre School and Out of School Club. Staff were eligible for free COVID testing in Huddersfield and we advised them to get tested on a weekly basis. Alongside all the other safety measures at the setting, we hired a cleaner to assist the staff with extra cleaning requirements each week. 

In this year we also supported Chloe to achieve her Level 3 childcare qualification. 

We are so grateful for the hard work of our staff, the generosity and support of our community, the advice and skills of our volunteer trustee committee and the continued support of Malcolm Ritchie. 

## November 2020 

Sam resigned as deputy manager and Hannah was successful at securing this role at the start of the new year 

## December 2020 

For the first time there was no Nativity at the church for our Butterfly children. Instead, the performance was filmed at Pre-school and the digital file was shared with the parents. We were still able to run fundraising activities such as a raffle and sale of Christmas Crafts made by the community. 

## January 2021 

Even though the primary and secondary schools were instructed to close again in January, no such instruction was given to the early years sector and we remained open throughout this time. Hannah continued to shield, with Amy, Chloe and Gillian, supported by a dedicated team of temporary staff, working incredibly hard at a difficult and worrying time.

**__________________________________________________________________________________** Thanks to the money from the Co-op ”Local” fundraising, Martin Construction Ltd replaced the damaged front section of the roof in February half term 2021 (returning a few weeks later to fix the back section after some very heavy rain damaged that section too!). 

## April 2021 

We held a community consultation (on zoom!) to discuss the opportunity to create a new building to home Netherthong Pre School to secure 30 more years of the setting in our village. This is the start of the conversation but the main issues to overcome are: Difficult access to the setting (particularly for delivery of any pre-built structures), where could we use temporarily to run the setting that complies with Ofsted requirements and the needs of our children? The duration of the demolition and build (impacts on the Primary School and traffic if in term time – could it all be done in 6 week summer holiday?) 

## April 2021 

Unfortunately, our toy shed was broken into one evening, and broken toys were found scattered across the school field. However, this upsetting act quickly turned into one of kindness and generosity as Chloe launched a Facebook Fundraiser and the Netherthong community donated over £1945 to the campaign to replace toys and many other resources we can use with the children.

We say thank you and goodbye to three trustees who are retiring at the October AGM: Debbie Alsopp, Jenny Evans and Julia Roebuck. Thank you for your time and hard work in your volunteering roles. 

## **FINANCIAL REVIEW** 

In the current year the net receipts amounted to £30,544. The restricted outflow of funds consisted of an outflow of £2,833 spent on t 

The aim of the charity is to at least break-even and the current forecast for the year to 31[st] August 2020 indicates that this will be achieved. We aim to do this by constantly reviewing our outgoings and increasing fundraising. We will also review the charge for providing care on a regular basis and increasing if necessary, but doing this within the aims of providing affordable childcare. 

## **Reserves policy** 

The charity's free cash reserves at the year-end were £54,205. 

The trustees have not adopted a formal reserves policy but aim to keep £5,000 in the deposit account to fund unforeseen expenditure in particular relating to the maintenance of the modular building. During the year the trustees obtained a quote for the replacement of the building which is now in a poor state of repair; this quote amounted to in excess of £70,000. The trustees aim to raise this amount of money and transfer to a restricted fund for the future replacement of the building while retaining sufficient unrestricted funds for the day to day running of the setting.

## **3. Independent Examiner’s Report** 

I report on the accounts of the charity for the period ended 31 August 2021, which are set out on pages 9 to 12. 

## **Respective responsibilities of the trustees and the examiner** 

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this period under section 144 (2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

Having satisfied myself that the charity is not subject to audit under charity law and is eligible for independent examination, it is my responsibility to examine the accounts under section 145 of the 2011 Act, follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act and state whether particular matters have come to my attention. 

## **Basis of independent examiner's statement** 

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below. 

## **Independent examiner’s statement** 

In connection with my examination, no matter has come to my attention: 

- 1) which gives me reasonable cause to believe that in any material respect the requirements: 

   - to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act 

have not been met; or 

- 2) To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis. 

## **Taxation** 

As a registered charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates. 

## **Fund accounting** 

All funds currently held are unrestricted funds, which are available for use at the discretion of the trustees in furtherance of the general objectives of the charity.
