The Charity is a member of the Association of Lowland Search and Rescue (ALSAR).

We operate under a MOU with Hampshire & Isle of Wight Constabulary which covers the Charity’s work in assisting the Police with searches for and recovery of high risk, vulnerable, missing people.

We also support DEFRA, our local authority and other agencies for major incidents such as bad weather, flooding, evacuations etc.

During 2025 Hampshire Search and Rescue (HANTSAR) volunteers responded to every request for assistance with missing person searches made by Hampshire & Isle of Wight Constabulary and neighbouring SAR teams.

All operational members received on-going training throughout 2025 to ensure their competencies were maintained to the high level required to achieve the Charity objectives.

Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)

Recruitment practices were changed in 2025 to first engage new volunteers in an operational support capacity at searches for several months before going on to train as operational searchers. Training for the support role began during this year with the expectation of these new members being deployed as such in 2026.

The Trustees are aware of the guidance issued by the Charity Commission on public benefit, and we are satisfied the provision of volunteer search and rescue services to Hampshire & Isle of Wight Constabulary in the search for vulnerable missing persons, and volunteer assistance to local authorities during emergency situations, constitutes a public benefit.

Section D Achievements and performance

Summary of the main achievements of the charity during the year

HANTSAR volunteers were called out on 82 occasions in 2025 providing 18,604 hours gross volunteer time. This includes missing person searches in Hampshire and neighbouring counties, assistance to other agencies, training, fundraising and management tasks.

HANTSAR volunteers participated in a comprehensive training programme throughout the year for both trainee and qualified Licensed Search Technicians, as well as other key roles, thus ensuring that our members continue to provide a “professional standard” search and rescue service throughout Hampshire as well as undertaking important support activities that maintain operational capabilities.

The level of training, combined with the dedication of members, has enabled HANTSAR to assist Hampshire & Isle of Wight Constabulary in searching for vulnerable persons by having that expertise on scene quickly, and to respond to assist other agencies and local authorities at incidents during the year (for example, drone support to the Fire & Rescue Service for wildfire monitoring, building evacuation assistance at a civil emergency)

To promote public awareness of the Charity and its purpose, members voluntarily attended numerous local events. The team also assisted with the safety of public events by providing marshals and first aid support at community running races, a firework display and other events.

With a concern for the welfare of the elderly, contact continues with care homes, the area Alzheimer’s Society and other dementia groups to emphasise measures that carers can take which would assist police and search teams if a vulnerable person went missing. Talks were also given to a variety of community groups throughout the year to continue to promote and raise awareness of HANTSAR and the issues of vulnerable missing persons in Hampshire.

Throughout 2025 the specialist teams (medical, water and drone) continued to grow by adding trained members and obtaining additional equipment. Through additional training during 2025 the specialist rope team enhanced their capability for safely searching on, and recovering casualties from, sloped ground.

Also throughout 2025, HANTSAR’s relationship with local authorities continued to grow and we remain a trusted partner for assisting with civil emergency situations when required. Relationships with emergency services were also enhanced this year resulting in opportunities for collaboration for the mutual benefit of all parties.

Section E Financial review

Brief statement of the charity’s policy on reserves

The Trustees deem it necessary to retain a certain level of finances from its normal fundraising activities to maintain a reserve fund that ensures the future continuation of services, as well as secure vehicle and equipment storage, should a shortfall in funds arise. The monies in the Reserve Fund are only drawn from unrestricted income.

The principal source of funds was derived from cash and card collections at community events and stores as well as donations from talks, safety support at community events and from members of the public. We also applied for and received grants from generous companies and organisations for specific equipment projects. The charity also continued to benefit from funds donated by a textile recycling company.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF HAMPSHIRE SEARCH AND RESCUE

I report to the trustees on my examination of the accounts of Hampshire Search and Rescue (the charity) for the year ended 31 December 2025.

Responsibilities and basis of report

As the trustees of the charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with my examination giving me cause to believe that in any material respect:

1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
