## **Administrative Information** 

The Minster is situated on the Bath Road, Warminster and is part of the River Were Benefice.  It is part of the Diocese of Salisbury within the Church of England.  The correspondence address is the Parish Office, The Minster Church of St Denys, Bath Road, Warminster, Wiltshire BA12 8PQ. 

The  Parochial  Church  Council  (PCC)  is  a  Charity  and  is  registered  with  the  Charity Commission of England and Wales as _The Parochial Church Council of the Ecclesiastical Parish of St Denys, Warminster_ . Reg. No. 1174047.

## **Structure, governance and management** 

The method of appointment of PCC Members is set out in the Church Representation Rules.  All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. The Minster Church of St Denys is part of the River Were Benefice incorporating this church, St Mary’s Church Upton Scudamore, St John’s Church Boreham Road and St Aldhelm’s Church Bishopstrow. It is led by the incumbent of The Minster Church, Revd. Susan Foster. 



## **Objectives and activities** 

The  Minster’s  PCC  has  the  responsibility  for  co-operating  with  the  Incumbent,  in promoting  in  the  Parish  of  Warminster  St  Denys  the  whole  mission  of  the  Church, pastoral, evangelistic, social and ecumenical.  It also has maintenance responsibilities for the Church building and for the property, 22 Church Street, Warminster, held under Trust by the Incumbent and Churchwardens. 

## **Achievements and performance Church attendance and Services** 

As at 31[st] December 2022 there were 125 Parishioners on the Church Electoral Roll of whom approx. 20 are not resident within the Parish; the roll reduced by 2 in the year. 

Following the Covid-19 lockdowns, regular services resumed as normal for the whole of 2022 and  most  of the  main 9.30am Sunday  services were either live-streamed  and recorded.  However, since the late summer it has been the practice of the new Rector, Revd. Susan Foster, to pre-record a service.  The average weekly attendance at regular services  during  October  was  55  (includes  both  8am  and  9.30am  regular  Sunday services).  This average normally increases at festivals and,  in particular, during the Christmas period which totalled 281 for Christmas Eve and Christmas Day.  In 2022 there were 5 marriages, 10 baptisms, 15 funerals and 3 interments of ashes held at the church although our clergy attended other funerals at West Wiltshire Crematorium. 

Since the arrival of our Rector, Morning Prayer was held for the Benefice every morning except on a Friday and a rota of clergy lead the weekly and other occasional services at St Lawrence Chapel, Warminster. 

## **Review of the Year** 

The full PCC met 7 times during the year – the first 4 being chaired by a Churchwarden, David Prior, before the licensing of the Rector.  The APM & APCM were held on 17[th] May. Committees met between Meetings and Minutes of those Meetings and Reports together with those of Deanery Synod and Churches Together in Warminster were received by the full PCC and discussed where necessary. 

There is still no PCC Secretary taking responsibility for secretarial affairs but Sylvia Short kindly takes the minutes of the PCC meetings. 

Apart from the regular PCC meetings the Clergy and Churchwardens normally met fortnightly  or  thereabouts.   The  weekly  coffee  morning  (Oasis),  the  Parents  & Toddlers  group,  Knit  and  Natter,  Rainbows  and  Brownies  and  some  other  regular meetings  take  place  at  regular  intervals  during  the  course  of  the  year.   As  a demonstration of public benefit, all these groups are offered the facilities of the West End without charge and the Parents and Toddlers group has been formally recognised by the PCC as a Minster Church group.  Other bookings are also taken for one-off events as the church building has a large capacity and lends itself for provision of concerts and recitals. 

A number of significant fund-raising events started again in 2022 following closure during the pandemic, including the summer fete and Christmas Tree Festival.  The fete took place in the grounds of Warminster School whose staff helped considerably with the organisation  –  especially  on  the  day  –  and  we  offer  our  grateful  thanks  to  them. Similarly, there was a successful Christmas Tree Festival.  Given its absence in 2021 the number of exhibits was good and,  in many ways, more manageable  than  the huge number of exhibits in previous years. 

The  Minster  continues  to  hold  quarterly  Messy  Church  (called  Messy  Minster)  with sessions held on a Saturday morning ending with a simple act of worship and lunch. They have proved to be very popular and well supported, especially by those who do not attend Sunday worship. 

The church has 1 licensed Lay Worship Leader.  Additionally, there are 8 Lay Pastoral Assistants who support the clergy in their ministry.  Holy Communion is normally taken 



every month to 2 residential care homes, Wren House and Ashwood and there are a number of individuals supported regularly by this team.  Additionally, members of the Minster congregation join others from local churches of all denominations as Warminster Street Pastors, each person attending on a 4-weekly basis.  Prayer Pastors support the teams as they go out on a Friday night. 

2022 saw us welcome Revd. Susan Foster, as Rector of the Benefice. She has been leading the team and, apart from her regular duties, has been pre-recording services every week and has re-introduced daily services of Morning Prayer in the Lady Chapel. She has also contributed in no small part to the re-vamping of the church’s website.  On the social side her husband, Anthony, has joined our social committee and is now a leading force with anything that requires catering. 

Many in the church support or act as a representative on organisations which help or assist those in special need in the town such as Warminster Churches Together, Warminster Action Group, Link (hospital transport) and the Foodbank. The church has a representative on Cornerstone – a ‘drop in’ help centre three mornings a week but which also goes out ‘mobile’ to Warminster Hospital, to village locations and the housebound by request.  We are also represented on Space for Life – a weekly gathering at a local coffee shop for discussion and personal guidance.  The church regularly contributes goods to Warminster Foodbank. 

The parish magazine is now a magazine for the whole benefice and has been re-titled as The Benefice Bulletin. It is produced 10 times a year and is available on-line or in print. 

## **Princecroft Primary School 2023** 

Princecroft continues to expand and now has over 170 pupils and with the opening of the new nursery in January 2022 numbers for the school and nursery are over 200. For the first time ever there is a waiting list for Reception in September 2023 and with agreement from the Council the School is due to refurbish the building next door for two year olds. Mrs Gemma Pierson is the Head Teacher from January 2023 having been Deputy head for the past six years and in attending weekly assemblies and family lunches on occasions, along with regular governor meetings, I can confirm that the school is thriving, with children and staff happy and enthusiastic in their learning and teaching. Nine of us from the Minster continue to take the Christian message in the form of bible stories in _Open the Book_ on a weekly basis and at the end of this academic year we will have completed 18 years with Cathy Hobgen and myself there at the very first OTB in September 2005. ## **Sunday lunches** 

Delicious Sunday lunches have continued through from September to March on the last Sunday in the month in the west end. Anthony Foster has joined the team alongside Jean, Janet, Beverly, Sue, Revd Liz and Norma and has been a great help and lightened the load.  These lunches start again on the last Sunday in September.  Sheila Pomeroy 

## **Oasis** 

Oasis continues on every Tuesday with delicious cakes, biscuits and scones produced by faithful members of the congregation. It is an enormously beneficial time for so many, to gather together in the comfort of the West End, drink coffee or tea, chat and partake of the offerings of the morning. For many years contributions have been made into the ‘beefeater’ who sits resplendent in the centre of the tables and whose contents have provided finance for a number of things. Over the past years since reports were last published Oasis has paid for flowers and food on various occasions, for presents for those leaving and helping with Messy Minster.  Sue Allen 

## **Social Committee 2023** 

The Social Committee organised a number of activities through the years since reports were last written though the years of Covid curtailed a number of things. In the last year we had our first summer fete held for the first time in years in the grounds of Warminster School. The school is now taking an active part in helping with the fete for which the 



church – and the Social Committee is extremely thankful. Last year nearly £2,500 was raised and plans are in place to raise that amount and more in 2023. During the summer the new Rector arrived and Anthony, the Rector’s husband has joined the Social Committee bringing a wealth of experience in the hospitality industry. We had a successful Patronal Festival Dinner and Stir up Sunday followed by the Christmas Raffle and Christmas Tree festival tombola all of which brought much needed funds to the church. After a one off Sunday lunch in November it was decided to reinstate Sunday lunches over the winter all of which were well attended.  Sue Allen 

## **Fabric Report** 

The re-hanging of the church bells finally took place towards the end of the year and a service of re-dedication was conducted by the Bishop of Ramsbury in early 2022. 

We are fortunate in having the services of a supervised Community Payback team who work outside around the church building, in the churchyard and car park every other Monday.  They have done a great job in transforming the appearance of these areas and continue to maintain them and we receive a number of good comments concerning the greatly improved appearance of the churchyard. The churchyard is a popular place for dog  walkers  but,  however,  there  have  been  a  number  of  instances  of  dog  fouling (especially  in areas  away from  the  main  paths)  so steps  have  been taken  to erect signage asking people to keep their dog on a lead and clear up after them. 

A comprehensive inventory of the church contents has been carried out and there were no significant changes revealed. 

As reported last year, the effective life of the oil-fired boiler and the oil tank is of great concern and a small sub-committee was investigating replacement and has obtained quotations  for  the  provision  of  a  gas  boiler.   However,  the  faculty  application  is complicated but is nearing conclusion. 

## **Financial Review 2022** 

Full details are shown in the Financial Statements but a brief summary shows that total operating receipts on unrestricted funds were £83,732 whilst payments were £129,581 giving  an  excess  of  expenditure  over  receipts  of  45,849.    However,  the  full  2021 Diocesan Parish Share of £37,952 was paid during the year (in January 2022) as final payments of the bells refurbishment affected our cash flow at the time and the diocese allows for payments to be paid until the end of January in the following year.  In reality, therefore, there was a shortfall of £7,897 and 2022 share was paid in full.    Unlike 2021, 22 Church Street was let for almost the whole year with one change of tenant last summer. 

Much of our regular congregational income is now received via regular bank transfer but overall congregational  income is of concern given the slow decline in numbers.  The members the PCC are grateful and wish to thank all those who have continued to support the church financially. 

## **Synod Report** 

During 2022 there have been two Synod meetings one in May and one in November. The May was the first after the period of inactivity due to Covid. The November meeting was the start of a series of meeting relating to getting information together for the churches in the Heytesbury Deanery to form the basis of a plan for Deanery Churches. ## **Baptism Partnership** 

There were 7 Baptisms during 2022 involving Baptism Partners. It is good to be able to celebrate Baptism after the past 2 years of not mixing too much. We keep in touch with families for 4 years giving Baptism Anniversary cards for 4 years after the Baptism.. At 



the Baptism we give a gift to the child, such as a prayer book or bible appropriate to the child’s age. Sylvia Short 

## **Lay Pastoral Assistants** 

We met during the year as a group with Revd Liz Smith  and will be meeting in the New Year with Revd Susan Foster. We continue to keep in touch with those not able to come to church taking Home Communion or just visiting for a chat. We take Home Communion to Wren House and Ashwood and are also on the rota at Homeminster House to organise a short non-communion Service. Sylvia Short 

## **Safeguarding** 

The  PCC  complies  with  the  duty  under  Section  5  of  the  Safeguarding  and  Clergy Discipline  Measure  2016  having  due  regard  to  the  House  of  Bishops’  guidance  on safeguarding children and vulnerable adults.
