The P.C.C. (Parochial Church Council) has met eight times during the last year. It has the responsibility of co-operating with the incumbent/curate and churchwardens, in promoting across the ecclesiastical parish the whole mission of the church, pastoral, evangelistic, social and ecumenical.

Financial Report 2021

2021 was another year that was far from "normal". With another lockdown for several months from January, there were no fundraising activities carried out last year for general PCC funds. Additionally, our income from direct giving decreased by nearly £4,000 - from £52,267 in 2020 to £48,538 in 2021. We also saw gas and electricity costs go up by £1,500 from 2020 to 2021.

Overall, our funds decreased from £256,753 in 2020 to £118,549 in 2021. The funds in 2020 were enhanced by legacies of £99,000, and these were earmarked for the refurbishment at St Marks as the bulk of the legacies came from Norman Alexander who worshipped at St Marks. The refurbishment phase 1 has been completed, so all of the legacies have been used up, along with an additional £68k raised through fundraising activities for St Mark’s. We were also fortunate to receive a grant of £30,000 towards the kitchen refurbishment from Winchester City Council, which was very helpful.

As always, I've been assisted in my role by Jane Marlow, who is our Assistant Treasurer and does all the book keeping and payment of bills. Bill Vandersteen has also carried out the role of banker, and Paul Duke continues to administer the Gift Aid scheme for us. I am grateful for all their help.

The accounts are available for anyone to inspect, and they have been independently examined by Caroline Sergeant with no issues arising. I am also grateful to her for her hard work.

- - Mission Giving in 2021 £5400 plus one off gifts and special collections

Our policy has been to give to ‘mission’ 10% of our personal giving, not of generated income. This includes collections plus tax rebates but does not include special collections. We give to International, National and Local Groups; some might have long-term Parish links, whilst others are recommended by members. It was decided in 2021, to apportion more of our Giving to International Funds - 30-40% and National funds would receive 60-70%. This policy was agreed by the Standing Committee in December 2021.

We also encourage seasonal and emergency collections: Christmas, Lent, Harvest, Disaster Emergency Committee appeals and support other local fundraising events, including Christian Aid Week. Also, the Muhabura appeal which we launched in October 2021 raised enough funds to cover the cost of training 4 Licensed Lay Ministers in Muhabura (twinned with Winchester Deanery) at a cost of £2,240.

We also support local ‘personal’ and community needs through the Vicar’s Discretionary Fund.

’ ’ - St Luke s & St Mark s Reports 2021

Wardens

In what is effectively a period of vacancy, there has been a great deal of life and progress across the Parish, and a very active Curate in Marianne! For us both, it’s been a first year as Church Wardens, serving the congregations in St Luke’s and St Mark’s, the wider parish, and supporting Marianne our Curate.

The discussions about the St Luke’s building, whilst not yet completed, have made progress as we have carefully worked together with the PCC, Marianne, and the Diocese to identify what will be both desirable and feasible. We’ve been grateful to Christ Church for their support in providing clergy to serve at the St. Luke’s Sunday morning service enabling Eucharist to continue. Particular mention should be given to Brian Wakelin and Dave Fenton who have become familiar faces. The proposed merger with Christ Church has resulted in a lot of positive conversation, but has now been “paused” following some feedback from the Christ Church PCC, and until the St. Luke’s building plans have become clearer.

The St Mark’s building refurbishment stage 1 is largely complete, and has been a great success. The St Mark’s congregations have greatly enjoyed meeting in this new building and are continuing to welcome new people to the services. The number of groups hiring the hall has grown, all sharing extremely positive feedback - it has become a focus point for community life!

The next year, indeed the coming months, will see the parish alive with Easter services, Easter egg hunts on the Battery, and working in excellent partnership with community groups as we play our part in Jubilee Celebrations.

As always, we seek to serve the parish, and continue to welcome contact and conversations with everyone.

Rosemary Dunhill - Muhabura

Our parish has of course always accepted that part of our mission is to offer financial and other support to those in need in other parts of the world. The Deanery of Winchester has a long-standing link with the Diocese of Muhabura in Uganda, and we have regularly contributed to projects in this area. Indeed, Bishop Cranmer and his wife Mama Hope, visiting the Deanery in 2016 and 2018, included St Luke’s in their programme!

Muhabura is a rural diocese made up of 167 parishes. Priests have oversight of several parishes, each with a local leader to take services and to act as a pastoral contact. In 65 of the parishes the lay leader is untrained. Bishop Cranmer has identified this as a priority and has set a target of training 50 lay leaders over the next two years. The part-time training takes two years and costs £560. He invited our Deanery to help with these costs.

Our PCC felt that this was something the parish would want to support. [We all feel increasingly uneasy at the unfair division of resources between us and the developing world, underlined during the

pandemic by issues like access to vaccines, and the way they suffer more than us from the effects of climate change.] The Deanery suggested that each parish might aim to pay for the training of one of these lay leaders, but that those parishes lucky enough to have more than one Reader might give proportionately! The PCC agreed that, rather than using money from existing budgets, church members be invited to contribute, perhaps as a thanksgiving for the teaching and support we receive from our Readers and clergy. If this did not raise enough, we would think again!

We were absolutely delighted when we closed the appeal at the end of 2021 to find that we had raised £2350 – sufficient to support the training of four lay leaders rather than the two we had been asked for, with a little over to contribute to the costs of another.

Jasmine Bailey - BCM Course

As I expect you all know by now, I have completed and gained my temporary commission for the BCM Worship, with the commissioning service being in October.

I have completed various sessions, such as the structure of services, worship in the Bible and Scriptures, music, intergenerational worship and designing an act of worship.

I think the BCM Worship has really helped me to learn many new things, all of which will be helpful to my future ministry; not only have I gained knowledge, I’ve learnt new things, and gained an understanding about how these things could be applied in the church.

It was helpful to be reminded that although all churches and leaders are different and have different ways of doing things, we are all united in God and He always needs to come first.

I very much appreciate being given the chance to attend and complete the programme and look forward to putting the things I've learnt into practice soon.

Dorothy - Flower Arrangers

We have kept flowers going during Covid, using vases and orchids. But it was amazing for us all to decorate the newly refurbished St Marks Hall. The bright colours, mirrored in both churches was spectacular and enjoyed by all who visited. St Marks and St Luke’s have hosted several funeral and memorial celebrations since reopening and provide a wonderful venue when decorated with beautiful flowers. A big thank you to Amanda, Jackie, and Mary who are arranging the flowers.

Barry Trewinnard - CMCT

Christian Missions Charitable Trust (CMCT) is based in Chennai, Tamil Nadu, India, with Christ and the Good News at the centre of everything they do.

CMCT was founded in 1964 by Dr Colleen Redit, when the Lord called her from New Zealand to be a missionary in India. Her vision to work with the poorest of the poor, started as she helped a few young women to make handicrafts from her garage. The work has grown over the years to an organisation running a vibrant handicraft centre employing many women in Chennai and outlying villages, running a girls and women’s hostel, a primary and secondary school, after school clubs, day care for destitute elderly and those with leprosy to name but a few of the 27 ministries. All the work is fully funded by supporters from within India as well as around the world, providing prayer support as well as finance.

CMCT is a not-for profit organisation that empowers the vulnerable to lead lives of dignity and independence. The Charity is recognised by the Indian Authorities and daily feeds over 2,000 meals, empowers >640 women, educates >2,700 children and serves >300 patients in their hospital. During the pandemic they have been able to work alongside Government teams delivering food and medicines to the poor in the city.

Karen and I have visited them many times and have been involved in their ministries, we have always been deeply moved to see how much they positively affect the lives of the people they serve. David Boul - Phase 1&2 of the Refurbishment of St Mark’s.

2021 saw the refurbishment of the St Mark's building. It had been structurally assessed and repaired previously but the aim now was to a) provide a refreshed main space b) convert the sanctuary to be a multi-purpose area and c) upgrade the kitchen facilities. In a bit more detail, contractors undertook the following work:

With this largely complete, a church members' team redecorated the outside and replaced the guttering.

All the work went well. There were a couple of surprises. There was a large lump of concrete under the sanctuary floor and we had to replace the water supply. All that said, for a little over £200,000 we have a renewed building that should serve us well for another 30 years. Future possibilities include a new porch and 4-metre extension to the rear.

Geoff Fowler - Mission Aviation Fellowship (MAF)

MAF was born in 1947 with just 1 plane based in Juba (now in South Sudan). It now operates in 30 countries with 125 planes. Its purpose, primarily, is still to bring the Lord's word to people but carries out casevacs, flies medical teams and medicines to remote areas, supplies to disaster areas as well as various missionary organisations to help spread the Word.

The parish continues to give financially to MAF as part of our international mission giving.

Kate Fletcher - Brownies

The 3rd Winchester City Brownies survived the Covid closures and summer rains and have managed to meet regularly throughout the last year - sometimes activities online, sometimes outside and more recently back in the refurbished St Mark's. The leadership team have certainly needed to be creative! This term we mark 50 years of existence with the unit being formally registered late December 1971. A thanksgiving celebration and service of dedication is planned for next term so hopefully we can make good use of the new kitchen to celebrate! Thank you to St Luke's with St Mark's for supporting us throughout years.

We currently have 14 Brownies on role from across 5 different schools - although we are looking to increase our numbers as restrictions have now eased. Please do pass this information on if you know anyone who would be interested in joining us, either as a Brownie or Leader. We look forward to meeting them!

Andrew Howes – Taize

Some years ago, Anne and I started attending the monthly Taizé services on a Sunday evening at the cathedral. The sense of peace and calm one experiences in the silence and meditative chant of these services is so profound that we felt we would like to create our own Taizé group at St Mark's church on the Battery. Consequently, when the chance came in 2017, together with our friends Barry & Karen Trewinnard, we set about inaugurating a similar service. Since then, we have met every month, apart from in August and December of each year, including meeting by Zoom during Covid.

The service starts with a greeting prayer, then we sing three chants from the booklet to guitar accompaniment followed by a reading, a ten-minute silent meditation, intercessory prayers and three or four more chants before departing with a blessing. In that, we depart from standard Taizé practice where the congregation departs in strict silence after the last chant - or 'song' as they are called at Taizé itself. We may well work towards that so that everyone can take the gem of the Holy Spirit home with them in peace and tranquility.

We will be shortly holding an afternoon Taizé workshop at St Marks in which we will unpack the chants and their meanings a bit, work on them and finish by producing an authentic setting of the service. Everyone will be very welcome and harmony singers especially so. I will publish a date in the church bulletin and put it on the notice-board shortly. Ruth Coggan - Praying Apart

Since the first lockdown the parish prayer group, under the title of Praying Apart, has been meeting in spirit rather than in body and praying on the first and third Wednesdays of each month in our own homes. An email prepared in turn by one of the 15 pray-ers is circulated to assist us in our praying. The purpose of the group is primarily to pray for our churches, the parish and community but we usually start with a short reflection to inspire us to deeper faith or to encourage us in our praying. We also pray for wider concerns in the church, country and world. We gladly welcome any prayer requests coming from people in the parish and would love more people to join us in our praying. Curate’s Report 2021

Firstly, I would like to thank everyone for their support over the past year. It has been wonderful to resume a regular pattern of worship across the parish after two disrupted years due to the covid pandemic. A special thanks to the church wardens Brian and Tom. Thanks also to our lay ministers, Margaret and Mary. Our BCM ministers Jaz, Barry, Karen and David for their service across the parish, Brian Marlow acting service coordinator, Rosemary, the PCC, the buildings committee, the finance team, the fundraising committee, the servers and sides people, those leading intersessions and reading, cleaners, flower arrangers, organists, Ali for the parish magazine, Ruth for praying apart and Becky for all of her hard work behind the scenes. We are also grateful to Christ Church for supporting the 9:30am service at St Luke’s and to James, Christopher and Warwick for supporting the 8am at St Mark’s.

As a parish we continue to be in discussions about the proposed parish merger as well as the buildings scheme. Progress is being made on both fronts. I would like to thank Archdeacon Richard Brand for his wisdom and support as we navigate these two huge changes in the life of our parish.

The Parish of St Luke with St Mark, Winchester 2020 Annual Parish Gathering, Sunday 2[nd] May 2021

1. Welcome and Apologies. At 11.30am Revd Ed Dines (ED) opened the meeting and welcomed the parishioners with a short prayer. There were 33 parishioners present.

2. Election of Churchwardens .

Brian Sadler proposed by Linda Kay and seconded by Lionel Kay Thomas Foster proposed by Freda Blissard-Barnes and seconded by Helen Calder These positions are for 1 year and all were in favour of these nominations. Ed thanked Geoff Fowler and Brian Marlow who stepped down from the roles.

3. Minutes of the Annual Parochial Church Meeting on 20[th] October 2020. All correct with no amendments. All in favour of accepting the Minutes with 1 abstain.

4. Presentation of the ‘revised’ Electoral Roll . Sue Sadler presented the revised Electoral Roll. There were 95 names on the revised Electoral Roll last year. Since then, 3 have been removed and one added. There are now 93 names on this year’s Roll, 13 of which are non-residents.

5. Presentation of the Log Books, Terriers & Inventories and Policies. Thanks to Geoff Fowler

6. Elections to the Parochial Church Council. PCC members serve for 1-3 years and then stand down or can be re-nominated if they wish. Due to the reduction in the number of those on the Electoral

Dawn wanted to thank everyone involved in the Church finances. There is a great separation of duties which works well and means there is good level of control. Special thanks to Jane Marlow

for her bookkeeping; her attention to detail and accuracy in helping prepare the accounts is invaluable and it is a great joint effort. Also, thanks to Paul Duke for doing the gift-aid returns and to Bill Vandersteen for doing the banking. Bill wants to stand down from his banking role. GF asked if anyone else would be willing to take on this role which involves a monthly trip to the Bank.

8. Appointment of Independent Examiner of Accounts for 2021. Caroline Sargeant is willing to take on the role for another year. All were in favour of her appointment for 2021.

9. Receiving of the Report for 2020. ED proposed we accept them. All in favour.

10. Vicars ‘intray’ and Thanks . ED asked if anyone had any questions. Helen Calder asked what we

are going to do, as a Parish, to welcome the new residents of the Valley? Hope Church is handing out packs for the new residents. Ed explained that as part of Winchester Churches Together, 8-9 ministers have been meeting every week on zoom for weekly prayer. As a result of lockdown this has encouraged closer relationships between the local Churches and Hope Church have asked if we would like to include St Luke’s and St Mark’s details – our website details, contacts within the church and a list of services. All in favour of this idea.

ED then spoke of the merger. He told the Meeting that the PCC have been encouraged by how the information has been presented to us, following on from the several zoom meetings with the Bishop and Archdeacon. Christchurch PCC also want the whole process to run smoothly and for us to retain our identity in the merger.

Brian Sadler who has not had face-to-face contact with Revd Simon Cansdale yet wants the congregation to ask questions and speak up when the consultation comes out. To make the transition as smooth as possible, ED has invited Revd Simon Cansdale to be involved in the process and to take over responsibilities of St Luke’s and St Mark’s by September, with the legal side to be completed before Christmas.

Most Parishes in the Diocese are merging with others and most mergers are taking place by the

end of July . Our merger is taking the longest as the legal paperwork needs to be completed to sign off the St Luke’s building works, hence the delay.

ED wanted to thank everyone for their flexibility and willingness this year . Thanks to the Lay Ministers, Margaret and Mary and Lionel for the luke@10 and luke@9, the Buildings and Fundraising committees, the servers and sidespeople, cleaners, flower arrangers, Ali McCabe as organist and editor of the Parish Magazine, Finance team, small works team, Becky, PCC and Churchwardens, Marianne and Ruth Coggan for her Parish Prayer.

AOB . GF offered his thanks to ED, especially for being the driving force for the building works and for helping with the merger with CC aswell as running his own Church and also being given the remit to start the Church at Kings Barton.

Independent Examiner’s Report to the members/trustees of St Luke and St Mark Parochial Church Council, Winchester

I report to the trustees on my examination of the accounts of St Luke and St Mark PCC, Winchester for the year ended 31 December 2021.

Responsibilities and basis of report

As the charity trustees of St Luke and St Mark PCC, Winchester you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of St Luke and St Mark PCC, Winchester’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of St Luke and St Mark PCC, Winchester as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
