TRUSTEES'ANNUAL REPORT
For the year ended 31 August 2024
The Trustees present their annual report and financial
statements of the charityfor the year ended 31 August
2024. Reference and administrative information set out
on page 1 forms part of this report. The financial
statements comply with current statutory requirements,
the charity's governing document, and the Statement of
Recommended Practice-Accounting and reporting by
Charities: SORP 2015 FRS102. Income and expenditure
have been analysed by nature rather than by activity, taki
ng advantage of sections 4.6 and 4.22 4.26 of this SORP.
STRUCTURE, GOVERNANCEAND MANAGEMENT
Description of charity's trusts
Carnaval del Pueblo Asociacion is a registered charity,
number 1173888, constituted as a Charitable
Incorporated Organisation (CIO) and was registered with
the Charity Commission on 20 July 2017. The governance

of the charity is the responsibility of the Trustees. The day
to day administration is delegated to the Director of
Carnaval del Pueblo Asociacion.
Trustees recruitment
Trustees are elected and co-opted under the terms of the
charity's Articles of Association. Regular reviews are held
to identify gaps within the knowledge and expertise of the
Board ofTrustees and appointments are made where
required to strengthen the Board.
When it is necessaryto appoint newTrustees, due to
either a Trustee stepping down or a gap of expertise in the
board is identified, recruitment WILL initially begin through
the networks ofthe board and management team.
Applicants will be reviewed by Trustees and the successful
applicant WILL be invited to attend a Trustee meeting.
Following this, on the provision that the board are satisfied
and the applicant stillwishes to join the Trustee board,
they will be appointed.
No other person or external organisation is entitled to
appoint anyTrustees of the charity. The Trustees who
served during the period and after the year end are shown
onpage1.
Trustees induction and training
The Trustees have received Charity Commission updates
which arrive via e-mail and are familiar with rules of public

funds management andpublic benefit from the
accountants RyefieldAccountants Ltd whilst setting up
the charity and have kept themselves informed ever since.
Newer trustees receive the Charity Commission
information e mails and visit their website and also learn
from theirpeers.
Related party relationships
In November 2019, the trustees agreed that a monthly
payment of £500 would be paid to one of the trustees as a
per diem in recognition of general charity expenses that
the said trustee incurs in the course of managingthe day-
to-day affairs of the charity. The amount was to be
reviewed periodically and is now £700 and directed to the
Director. The amount mayvarywhen specific funded
projects allow. From time to time this figure has been
increased when there are specific activities that give rise
to increased activity and outgoings such as hostingyoung
disadvantaged children from abroad to participate in The
London New Year's Day Parade, duringthe Carnaval del
Pueblo period itself, other festival participation
conferences and hosting occasions.
Remuneration of key management personnel
The Trustees consider the Board of Trustees comprises the
key management personnel of the charity in charge of

directing and controlling the charity and running and
operatingthe charity on a day-to-day basis.
Trustees give of their time freeLy. However, a stipend is
paid to the Director as noted under related parties above.
Trustees are required to disclose all relevant interests and
register them with the Director and to withdraw from
decisions where a conflict of interest arises.
Risk management
The Trustees fulLy accept their responsibilities for ensuring
that the major risks to which the Charity is exposed are
identified, and that there are systems and procedures in
place to mitigate those risk.
OBJECTIVES AND ACTIVITIES
Purposes
The purpose of the registered charity, Carnaval del Pueblo
Asociacion is:
Forthe public benefit, to promote, improve and advance
education in, and appreciation of, the arts (meaning the

musical, visual, dramatic or any other arts provided in
each case) to celebrate, promote and deveLop a greater
understanding of Latin American culture.
Activities
The beneficiaries of Carnaval del Pueblo continue to be
members of the asylum seeker, refugee first generation
Latin American community and the second and third
generation'Lived experience, young people as well as'third
country migrant, Latin Americans more recently arrived
from countries such as Spain due to economic crisis
there. Beneficiaries also include society as a whole, often
marginalised, isolated and also people simply passionate
about the culture and attracted to the global synergy of it's
music, dance and food. CarnavaL del Pueblo has
empowered its own community members and created
understanding biLateraLly over many years by showing the
public value of the cultural heritage to the community and
to the world, via public performance, education and study
and bytakingthe communityto an outward Looking
position to local Council and organisations where its
cultural heritage, music, dance and traditional costumes
are recognised, better understood, valued and enjoyed.
This has taken place in small meetings and gatherings,
festivals and TV as well as internationaL work coupled with

the academic learning attained from public presentations
and real-life campaigning and advocacy situations and
responsibilities. Society as a whoLe, enjoys Carnaval del
Pueblo's creative opportunities and has benefitted from
creative up lift during challenging post pandemic times.
London and wider has become aware of and enjoyed high
profile performances, youth artist international visits
ceLebrating the cultural heritage and vibrancy of 19
countries, present in London.
Public Benefit
The Trustees confirm that they have complied with their
duty to have due regard to the guidance on public benefit
published bythe Charity Commission in exercising their
powers or duties.
The Trustees have referred to the guidance contained in
the Charity Commission's general guidance on public
benefit when reviewing the charity's aims and objectives
and in planning its future activities. The Trustees consider
how planned activities will contribute to the aims and
objectives that have been set.
ACHIEVEMENTSAND PERFORMANCE
Building on the success of the Carnaval del Pueblo post
pandemic come back large, open-air event at Burgess
Park on August 21, 2022, an iconic 2023 version was
delivered to a diverse public on August 20, 2023. This

followed a classic large-scaLe participation official Latin
American entry in the London Newyear's Day Parade on
January 1, 2024 and beginningthe work straight after to
make hosting a large-scale group of young people from
Mexicali, Mexico as a marching band possible.
CarnavaL del Pueblo was also able to further the objects of
the charity most significantly this year creating education
and an appreciation of the arts. This was carried out by
delivering myriad of smaller events and dedicating to
market events and their participants as well as pivoting
into the worLd of Futsal events too. August 2023 to August 2024
Therefore, further to the great August 2023 Carnaval del Pueblo, firmly reinstating
Carnaval del Pueblo to its home and creating great community visibility in Burgess
Park, SE5, the decision was taken collectively to stop, reflect and consolidate the
organisation.
It was decided to have a fallow year from the large event and dedicate to small,
impactful pop up cultural events. We therefore:
Delivered 2 cultural events in Magdalen Hall, Purbrook Street, London SE13DQ
with partners as well as a health and well-being project, enjoying working with
Paraiso School of Samba and Salsateca. We pivoted into sport too and partnered
with Futsallers Charity and the Vice Chair of the London Football Association to
create opportunity for our children and young people. The quest is on for children
from our community to have have the opportunity to trial to represent the UK now
that futsal has been declared a Junior Olympic sport for Senegal, 2026. We
delivered a large-scale entry in our official Latin American entry to the London New
Year's Day Parade as well as partnering with Westminster Unison in Pride and
medal giving ceremony in the Mayor of Westminster Parlour.
Such high-profile events bring much visibility to the community as we go forward as
outward looking and partnering with the wider community.

VOLUNTEERS
We continue with our relationship with the UCL Students,
Union Volunteer Department and enjoythose who come
forward with their free time and also participating
ourselves in events within the university. We are very
aware now of the need to a Volunteer Co-ordinator and
robust volunteer agreements and can see their
importance particuLarlyforthose comingforward
independently.

Reserves Policy
The Trustees monitor the level of reserves at regular Board
meetings and look to develop suff icient reserves for the
charity to alwys continue to operate. The reserve policy is
being designed to cover 6 months running costs and ways
of doing this explored.
Going Concern
As part of our annuaL report, we are required to assess and
disclose whether Carnaval del Pueblo Asociacion is a
going concern at the time of reporting. This assessment
involves judgment about the future, which is based on
information available up to the date of approval of the
financial statements and will include consideration of the
following:
The current financial position and liquidity of the charity.
The principal risks and uncertainties it faces.
Its objectives, plans and policies for managing its financial
resources.
Over the past financial year, Carnaval del Pueblo
Asociacion has faced a multitude of chaLLenges that are
emblematic of the broader struggles within the charitabLe

sector including the still very real impact of the Pandemic
on the economy and austeritytoo.
A combination of factors, including getting into recovery
mode and delivering events for many people, once again,
have continued to influence our work this year. Much
resilience has been developed at Carnaval del Pueblo.
The experience of workingtoo with many emerging
entrepreneurs selling product and services inspired by the
cultural heritage has been great incorporating hands on
training and opportunity at our events at Crystal Palace
National Sports Centre and wider.
Our Trustees and supporters have generously extended
financial and non-financiaL support to ensure that the
charity continues to operate effectively. This support has
been in various forms including deferred payments,
donations and many volunteer hours. This backing is
indicative of their belief in the charity's mission and their
commitment to its sustainability. We have made
considerable efforts to reinforce our operational
capabilities, ensuring that our charity remains adaptabLe,
ready to pivot and responsive to the changing
environment.
The Trustees are also preparing cash flow forecasts and
have taken appropriate steps to confirm that adequate
funding is available for the charity to continue its

operations for a period of at least twelve months from the
date of this statement. There are no material
uncertainties that lead us to believe that the charity will
not have sufficient funds to continue to meet its Liabilities
as they fall due. We are very aware, however, that our
events are becoming increasingly attractive to members of
the community keen to monetise and perhaps try to
replica our events as well as music venues from Central
London looking towards expanding into open air festivals
and recognise we need to be mindfuL of the need to create
money making activity too.
Therefore, after such analysis and implementing prudent
financial management strategies, the Trustees have a
reasonable expectation that Carnaval del Pueblo has
adequate resource, particularly those of volunteering, to
continue its activities for the foreseeable future. For this
reason, the going concern basis continues to be
appropriate in preparing the financial statements.
It is worth noting, once again, that the continued support
from our Trustees and donors does not diminish the
charity's status as a going concern. It is a testament to the
collective effort and dedication to ensuring the charity's
ongoing ability to serve its beneficiaries.

## **Accountants' report to the directors of Carnaval del Pueblo Asociacion** 

You consider that the company is exempt from an audit for the year ended 31 August 2024. You have acknowledged, on the balance sheet, your responsibilities for complying with the requirements of the Companies Act 2006 with respect to accounting records and the preparation of accounts. These responsibilities include preparing accounts that give a true and fair view of the state of affairs of the company at the end of the financial year and of its profit or loss for the financial year.
