## **FOR THE YEAR ENDED 31 AUGUST 2021** 

The trustees present their annual report and financial statements of the charity for the year ended 31 August 2021. Reference and administrative information set out on page 1 forms part of this report. The financial statements have been prepared on a Receipts and Payments basis, and they comply with current statutory requirements and the charity's governing document. The Trustees’ Annual Report has been prepared in compliance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). 

## **OBJECTIVES AND ACTIVITIES FOR THE PUBLIC BENEFIT** 

## **Purposes and aims** 

The purpose of the registered charity, Carnaval del Pueblo Asociación is: 

For the public benefit, to promote, improve and advance education in, and appreciation of, the arts (meaning the musical, visual, dramatic or any other arts provided in each case to celebrate, promote and develop a greater understanding of Latin American culture. 

## **Main activities** 

The beneficiaries of Carnaval del Pueblo are members of the asylum seeker, refuge first generation Latin American community and the second and third generation ‘lived experience’ young people as well as those ‘third country migrants’ more recently arrived from countries such as Spain due to economic crisis. Beneficiaries also include society as a whole.  Carnaval del Pueblo has empowered its own community members by showing the public value of their cultural heritage to the world via public performance, education and study and by taking the community to an outward looking position to the local Council and other organisations where its cultural heritage, music, dance and traditional costumes are recognised, more understood and enjoyed.  This has taken place in small meetings and gatherings, festival and TV as well as international zooms coupled with the academic learning attained from public presentations and real life campaigning and advocacy situations and responsibilities.  Society as a whole has benefited from uplift during the most dreadful of times through our high profile performances and also becoming aware of the rich cultural heritage and vibrancy of 19 countries present in London. 

## **Statement of public benefit** 

The Trustees confirm that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers or duties. 

The Trustees have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the charity’s aims and objectives and in planning its future activities.  The Trustees consider how planned activities will contribute to the aims and objectives that have been set. 

## **ACHIEVEMENTS AND PERFORMANCE: REVIEW OF ACTIVITIES FOR THE YEAR** 

To the backdrop of the Pandemic and Lockdown, Youth focussed activities, projects, services of public benefit delivered and enabled by Southwark Council Positive Futures and Arts Council funding.  Music and dance, based on the cultural heritage, has acted as a spring board for young people into healthy past time to combat the lure of often inner city impact of knife crime.  By understanding their cultural heritage and celebrating it to their peer group, young, ‘lived experience’ Latin Americans stay safe. Public performance also leads them into new environments an wider cultural experiences and influences and appreciation of other arts.  This is very clear in the London New Year’s Day Parade experience, now in our 5th year. 

Group organisation, recruitment, delivery + participation in two Latin American youth Appreciative Learning training courses in Crete on Appreciative Inquiry for post covid recovery has been a life changing educational and appreciation of the arts intervention carried out with the Ubele Initiative, building youth resilience and well-being during the pandemic.

The London New Year’s Day TV show (London Welcomes You Back) Latin American 60 person entry of community members and artists, including related youth workshops, rehearsals, video making. 

Participation and study on the Universidad de Atlantica, bringing in young volunteers, Digital Training course, on line, during Lockdown. 

Ubele MEL England – capacity support webinars – opened the lockdown series of on line workshops to young people during lockdown. 

UCL application – Transatlantic Platform: Heritage, Hope and Health 

Full participation In the Southwark Stands Together and GLA community series of zooms, to back drop of Black Lives Matter. 

Westmoreland Facility Bid: brought youth team of 10 together to prepare 36 page document and present publicly to Southwark Council and invited audience to compete in this new build competition, reached final status. 

B&CCC – competed in the British and Colombian Chamber of Commerce Responsible Business Awards and were featured on line. 

Recovery fund – a youth team worked together and secured a City Bridge Trust Community Response Grant. 

Collaborated with Cali Swing, Heartstone, ASKI, performance + on line salsa dance classes 

Held the La Vida Festival, Peckham Levels with a range of Latin American community young people and artists. 

Exploring working with Renaisi and will hold focus groups on the apirations of the Latin American creative and cultural artists community. 

Year round collaboration in the Southwark Latin American Network including leading the Space/Place working party, presenting at the Latin American Conference international with the Mayor of Barranquilla office and to the Head of Southwark Council, the Cabinet Member of Equality and Councillors and Council officers in a Latin American needs specific zoom meeting. 

Collaborated on further regeneration bids with architects Farrells, Office S&M Old Kent Road project bids. 

Reviewed policies e.g. financial and secured a London Community Response grant from the City Bridge Trust.  Carried out initial research on the impact of Covid on the Latin American community and potential solutions. 

Working with young lived experience creative Latin Americans on their entrepreneurial aspirations. 

UCL Volunteering Service – introduced to the education dept and the health and wellbeing dept and hosting students and being included in the forthcoming UCL MASc in Creative Health MASc 

## **VOLUNTEERS** 

The Carnaval del Pueblo volunteers have been instrumental in the success of all cultural and educational activity helping with planning and delivery as well as promotion of events, for the public, often Latin American community, benefit.

## **FINANCIAL REVIEW** 

The Charity achieved net receipts for the year of £3,213 (2020 –net receipts of £7,728) details of which are shown in the Receipts and Payments Accounts from page 9 below. 

The total value of receipts during the year amounted to £31,860 (2020 - £27,969), an increase of £3,891 on the previous year. 

The total value of payments amounted to £28,647 (2020 - £20,241), an increase of £8,406 on the previous year. 

Cash funds at the end of the financial year were £11,752 (2020 – £8,539), all of which represent restricted funds. 

## **Reserves policy** 

The charity has no formal policy on reserves. 

## **Going concern** 

The Trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. For this reason, they continue to adopt the going concern basis in preparing the financial statements. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Constitution and governing document** 

Carnaval Del Pueblo Asociación is a registered charity, number 1173888, constituted as a Charitable Incorporated Organisation (CIO) and was registered with the Charity Commission on 20 July 2017. 

The charity is governed under its Constitution logged with the Charity Commission on 20 July 2017. The governance of the charity is the responsibility of the Trustees. The day to day administration is delegated to one of the Trustees. 

## **Method of appointment or election of Board of Trustees** 

Trustees are elected and co-opted under the terms of the charity’s articles of association.  Regular reviews are held to identify gaps within the knowledge and expertise of the Board of Trustees and appointments are made where required to strengthen the Board. 

When it is necessary to appoint new Trustees, due to either a Trustee stepping down or a gap of expertise in the board is identified, recruitment will initially begin through the networks of the board and management team. Applicants will be reviewed by Trustees and the successful applicant will be invited to attend a Trustee meeting. Following this, on the provision that the board are satisfied and the applicant still wishes to join the Trustee board, they will be appointed. 

No other person or external organisation is entitled to appoint any Trustees of the charity. The Trustees who served during the period and after the year end are shown on page 1. 

## **Policies adopted for the induction and training of Trustees** 

The Trustees have received Charity Commission updates which arrive via e mail and have all received a thorough induction into rules of public funds management and public benefit from the accountants Ryefield Accountants Ltd whilst setting up the charity and have kept themselves informed ever since.

## **Related party relationships** 

In November 2019, the trustees agreed that a monthly payment of £500 would be paid to one of the trustees as a per diem in recognition of general charity expenses that the said trustee incurs in the course of managing the day-to-day affairs of the charity. The amount was to be reviewed periodically. From time to time, this figure has been increased when there are specific activities that give rise to increased activity and outgoings. In the reporting period, this included liaising and accompanying groups of Cdp people to the Appreciative Inquiry residential training experience carried out via the Ubele Initiative in Crete and other events. 

In 2020-21, the total amount paid to the trustee was £15,460 (2020 - £5,000). 

## **Remuneration policy for key management personnel** 

The Trustees consider the Board of Trustees comprises the key management personnel of the charity in charge of directing and controlling the charity and running and operating the charity on a day-to-day basis. 

Trustees give of their time freely. However, a stipend is paid to one of the trustees as noted under related parties above. 

Trustees are required to disclose all relevant interests and register them with the Director and to withdraw from decisions where a conflict of interest arises. 

## **Risk management** 

The Trustees fully accept their responsibilities for ensuring that the major risks to which the Charity is exposed are identified, and that there are systems and procedures in place to mitigate those risks. At every meeting the Trustees receive comprehensive update reports on the charity’s work programme, finances, staffing and partnerships.  These are all considered in terms of risk and actions to manage and mitigate risk are agreed.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31 August 2021. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out  under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner’s statement** 

I have completed my examination.  I confirm that no material matters have come to my attention (other than that disclosed below) in connection with the examination which gives me cause to believe that in, any material respect: 

- accounting records were not kept in accordance with section 130 of the Act or 

- the accounts do not accord with the accounting records 

Other than as disclosed below, I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached. 

## Disclosure 

The day-to-day management of the charity is delegated to one of the trustees. The board have agreed a standing monthly per diem of £500 to be paid to the trustee, which is sometimes increased where there is increased project activity. In 2020-21, the total amount paid to the trustee was £15,460 (2020 - £5,000). I have not found evidence that the charity’s commission’s guidance on paying trustees for services has been followed.
