Responsibilities and Basis of Report:

As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiners Statement:

I am qualified to undertake the examination by being a qualified member of ICAEW.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

-The accounting records were not kept in accordance with section 130 of the Charities Act; or

-The accounts did not accord with the accounting records; or

-The accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

-I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Note 1 - Accounting Policies

a) The group is a registered charity and as such is governed by the Charities Act 1993. Under this act the Charities (Accounts and Reports) Regulations 2011 it is classed as a small charity since the gross income or expenditure do not exceed £250,000 per annum. As a result of this, the group has taken advantage of preparing the financial statements on the more simplified basis of receipts and payments. This is consistent with previous years.

b) All income, including grants is recorded when paid.

c) All expenditure is recorded when paid.

d) Grants or donations made with a designated purpose are accounted for as restricted funds.

e) A sum equivalent to an approximate amount that would be payable as redundancy to staff in the vent of closure of the Pre-school is held in a separate bank account and is also accounted for as restricted funds.

Newton Abbot Preschool works for the public benefit having as its objects the development and education of children and young people in particular by: (1) promoting their care and safety; (2) promoting their education and promoting parental involvement; (3) promoting their health and wellbeing; (4) providing services to support them and their families and carers; (5) providing services to individuals holding membership of the cio; and (6) furthering the aims of the pre-school learning alliance. The majority of funding is received through Early Years Funding and grants from the Government for the children on role, other sources include fees paid by parents for children on role and fundraising events.

Trustee report.

Due to health issues experienced by our Chair Katie Toms she has been unable to fulfil her post and is unable to fill in this report herself, as such information is limited. Attempts to recover the property of the Charity from Katie are ongoing, namely the laptop and accompanying documents. Instead, the current acting chair Leah-Marie James has been able to input the report on behalf of the trustees working with staff. Two new trustees have been recruited (for 2022/2023) and others are set up to join at the next General Meeting to replace trustees due to retire. Trustees and Staff have been working together to resolve any issues and improve the outcomes for children and enable the continuation of the provision for the children and their families.

For the reporting year 2021/2022 Newton Abbot Preschool struggled with recruitment of staff. A new experienced member of the team Wendy will join from September 2022. As the world still dealing with the Covid pandemic the was unsure if it could continue as numbers of children were low and little interest was shown for new intake. Luckily the numbers began to pick up by the end of the year and spaces for September 2022 are looking much healthier.

Reserves of £37,658 are held by the charity. £6016 lays in account as a contingency fund to help cover unexpected eventualities. £6,016 is held in separate account to cover redundancy payments should the preschool close. Unrestricted funds make up the remaining £22,617 which are being raised to improve the outdoor learning space in 2022/2023 and help buffer any dip in funds due to school leavers from the previous year.

For the year 2021/2022 the preschool received £2,063.30 Early Years Pupil Premium Funding (EYPP)

The funds were used to update the resources available to the children based off their individual interests, needs and requirements to support their development. This included roleplay resources to improve outcomes in communication and interaction, understanding of the world and personal, social and emotional development. The children were also identified as requiring support with their mathematical understanding to new resources were purchased using these funds.
