31 July 2021
BASIS OF ACCOUNTS PREPARATION
The financial statements have been prepared in accordan￿ with "Accounting and
reporting by Charities: Statement of Recommended Practice applicable to Charities
preparing their accounts in accordance with the Financial Reporting Standards applicable
in the UK and Republic of Ireland
The Charity is a Charitable Incorporated Organisation (CIO), that is govemed by a
conslitution. It is an independent body that provides capacity building to ethnic minority
organisations. Membership is open lo individuals and any organisation that identifies
with its ethos and pays the required fee of £10. At 31 July 2021. there were 28
members
OBJECTS
The charity's objects are to build the capacty and skills of minority ethnic organisations in
order that they can deliver better setvices to the particularly but not exclusively socially
disadvanted communities in the borough of Merton and its environs,
{hereinafter called the 'area of benefit.) in such a way that they are better able to
identify and help meet their needs and to participate fully in society

STRUCTURE, GOVERNANCE AND MANAGEMENT
The charity is managed by a board of trustees who meet regularly in a year. The
day to day running is left in the hands of volunteers. No remuneration was
paid to trustees in the year

ACHIEVEMENTS AND PERFORMANCE
The change in Merton's ethnic structure and cultural diversty over the past
10 years is likely to continue over the next 10 to 20 years and will impact on all
communities living in the disadvantaged areas east of the Borough.
In order to gain a better understanding of the ethnic and cultural diversity in
Merton and different specific needs, tt is vstal that the changing social and
income trends of communities are monttored to support people from more
diverse communities to better aC￿sS and use sep4ices as well as being able
to contribute effectively to their communities.
The focus of our activities during the year under review has been:
To carry out a research programme for Merton Council's Health and
Wellbeing Board into the impact the Corona Virus pandemic has had on
Merton's, BAME communities.
To present our Report to the Board and carrying out Phase Two of the
programme which is to design and implement projectslactivities which
will help remove some of the identified inequaltties currently existing
within the borough. Ten organisations will work with the communities
to bring this about.
Working with other agencies. VR facilitated the delivery of much needed
supplies - food, clothing as well as giving out information, advi￿ and
counselling across the gender, age, sexuality and faiths already
disadvantaged by their socioeconomic situations.
To continue our efforts to develop the capacity of member organisations.
increasing our joint partnership with key partners and agencies and
facilitating BAME positions on decision making Boards, forums and
committees.
FINANCIAL REVIEW
During the year, the charity raised £74,844 for capacity building and training. The
determinationof of the trustees is to increase the membership base and to raise
more funds.

RISKS
The trustees make every effort to ensure that the potential for finan￿al and operational
risks are reduced to the minimum by maintaining strict oversight through regular
financial management reports. The impact of the Covid-19 pandemic has meant that the
harity has to develop new ways of empowering our members.
RESERVES POLICY
The Trustees review the policy on reserves and set targets at least on
per annum with guidance and temiinology published by the Charity
Commission. The policy is also reviewed when warranted by changes in risk
management or business plans. This includes unrestricted, designated
funds and tangible fixed assets. Transfers to and from funds are
authorised by the Trustees as a whole.
A general reserve equal to at least 6 months of operating expenditure
is appropriate to bridge short tenn effects andlor negotiate altemative
sources.
General Reserve is that part of unrestricted funds that are freely available
to spend i.e. excluding designated funds and tangible fixed assets.
The Charity intends to continue its present activtties whilst worl<ing more
closely with other organisations. We plan to extend our membership base.
FUTURE PLANS AND SUBSEQUENT EVENTS
We will encourage and support our member organisations in their
programmes and projects which seek to create greater understanding
and trust which bring together the diverse communities living in Merton.
We will continue to seek attemative sources of funding outside the
Statutory and Trust sectors

Statement of Trustees, responsibilities
The Charities Act 2011 requires the trustees to prepare financial
statements for each financial year which give a true and fair view of the
state of affairs of the charity and of the incoming reSoUr￿S and
application of resources of the charity for that period. In preparing
these financial statements, the trustees are required to=
select suitable accounting policies and apply them consistently.,
observe the methods and principles in the Charities SORP 2005.
make judgments and accounting estimates that are
reasonable and prudent
state whether applicable accounting standards have been
followed, subject to any material departures disclosed
and explained in the financial statements and
prepare the financial statements on the going con￿rn
basis unless it is inappropriate to do so.
The Trustees are responsible for keeping sufficient accounting records
that disclose with reasonable accuracy at any time. the financial position
of the charity and enable them to ensure that the financial statements
comply with the Chartties Act 2011.
They are also responsible for safeguarding the assets of the Charrty
and hence for taking reasonable steps for the prevention and detects'on
of fraud and other irregularities.

1. BASIS OF ACCOUNTING
The financial statements have been prepared in accordance with "Accounting and
Reporting by Charities. Statements of Recommended Practice applicable to Charities
preparing their accounts in accordan￿ wlh the Financial Reporting Standard applicable
in the UK and the Republic of Ireland {FRS 102) (Second Edttion)" and the Charities
Act 2011 and the UK Generally Acceptable as it applies from 1, January 2015.
The finanGial statements have been prepared to give a 'lrue and fair. view and have been
prepared from the Charities {Accounts and Reports0 Regulation 2008 only to the extent
required to provide a "true and fair viev/'. This departure has involved following
"Accounting and Reporting by Charities= Statement of Recommended Practice applicable
to charities preparing their accounts in accordance with the Financial Reporting
Standard applicable in the UK and Republic of Ireland IFRS 102) (Second Edition)"
rather than the Accounting and Reporting by Charities.. Statement of Recommended
Practi￿ effective from 1, April 2005 vthich has Sin￿ been v￿thdraVm.
The financial statements have been prepared win accordan￿ with the accounting
policies set out in Note 2 to these accounts and in accordan￿ with the governing
document of the Charity
2. ACCOUNTING POLICIES
Funds structure
Restrtcted funds are funds which are to be used in accordan￿ with
specific restrictions imposed by the donor
Unrestricted funds are funds which the trustees are free to use for any
purpose in furtherance of tts charitable objects.
Income recognition

All income is recognised once the charity has entitlement to the income,
it is probable that the income will be re￿iVed and the amount of the income
re￿1vable can be measured reliably.
Grants and donations are only included in the SOFA when the general
income recognition criteria as stated above are met
