Trustees’ Annual Report

For the period from 1 April 2020 to 31 March 2021

Samaritans of Plymouth, East Cornwall and South West Devon (Charity No.1173658) is a Charitable Incorporated Organisation (CIO) and was established on the 3 July 2017 with the Charity Commission for England and Wales. The principle address is 20-21 Oxford Place, Plymouth, Devon PL1 SAJ.

Objects of the charity

The objects of the charity are:-

The trustees have had regard to the guidance issued by the Charity Commission on public benefit and believe the main activities undertaken to further the charity’s purposes for the public benefit.

Structure, governance and management

The charity’s governing document is the Constitution approved on 7 May 2017.

Main activities in the period

As much of the year was conducted against the background of lockdown due to the Covid pandemic the branch continued to thrive and provide a vital service for our callers. Recruitment and Selection as well as Training was carried out successfully via online Zoom and our team grew to 110 including some new support volunteers.

Fundraising like Outreach was obviously severely curtailed apart from a very successful online art auction which raised £7,010. We were also successful in a number of grant applications that allowed us to refurbish our ops room and provide all the necessary anti virus cleaning supplies.

The branch 2025 group developed a well thought out business plan, secured up to £15,000 of personal loans and eventually took the leap of faith to sign a lease to open our first charity shop on Plymstock Broadway in July 2021.

The branch coped very well with Covid-19 and the lockdowns especially as some of the volunteers had to self isolate and everyone had to adapt to these extraordinary times.

Financial review

An excess of income over expenditure of £36,655 was reported for the year ending 31 March 2021. This compares to an excess of expenditure over income of £3,392 in the year ending 31 March 2020.

There was an increase in income from £23k to £71k between the two years. This is mainly due to a legacy of £33k. There was also an increase in donations in the year ended 31° March 2021. Donations included a Covid-19 support donation of £5,000 from Devon Freemasons and £4,520 from T Minchin.

Expenditure in the year has included £9,854 on refurbishing the building interior and £2,772 on new equipment.

Cash at bank and in hand was £64,021 at 31“ March 2021.

This boost to the charity’s cash reserves has helped it to achieve the recommended 18 months running costs in reserves and the trustee will aim to ensure that the reserves do not fall below this level in future years.

1. Guarantees and debts

The trustees confirm, in accordance with the Charitable Incorporated Organisations Act (General) Regulations 2012, that at the year end the CIO did not have any outstanding guarantees to third parties nor any debts secured on assets of the CIO.

2. Trustee remuneration

Trustees are not remunerated. Two trustees were paid travel expenses totalling £2,278 and £2,203 was gift aided to the charity. There were no related party transactions in the period.

3. Transfer between funds

The transfer of £3,221 from Restricted Central Prison Fund to Unrestricted Funds is to cover costs of delivering the service. The Big Lottery Fund was spent as intended and £9,854 was transferred to unrestricted funds.

Independent Examiner’s Report to the Trustees of Samaritans of Plymouth, East Cornwall and South West Devon

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 March 2021 which are set out on pages 3 to 5.

Responsibilities and basis of report

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or 2: the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
