**Charity's principal address** 

**Please be advised that Blewbury Pre-School, Charity Number 1173635, is not yet fully up and running (for example, there has been no transfer of assets to date). We are a small village charity, operating and reporting under the name Blewbury Pre-School Playgroup, Charity Number 300117. We are in the process of turning into a ClO, as recommended by the Charity Commission. Due to a number of reasons, including the Covid pandemic, we were delayed in doing so but this will now be completed in 2021.** 

**We have been advised by a Charity Commission representative to submit a 'nil return' for this year (2019-2020), with an explanatory note to detail our situation. We are a Charitable Incorporated Organisation. Our trustees are elected by the membership and appointed by the Management Committee. 

Induction: When new CIO Committee Members are appointed, Ofsted will be informed, all CIO Committee members are DBS checked and complete an EY2 form online to ensure suitability. There is an Induction Pack for all CIO Committee Members (from whom the Trustees are selected) and we are all required to read the Pre-School Policies and Procedures. 

Organisational Structure: Blewbury Pre-School will be run by a parent volunteer CIO management committee, working in conjunction with the Pre-School playleader. 

Relationships: As well as the Charity Commission, we will be regulated by Ofsted. We will be members of the Early Years Alliance and have links with and funding from Oxfordshire County Council. 

## **Major Risks:** 

Safeguarding: Under the Children’s Act 1989 we have a responsibility at all times to protect the wellbeing of children in our care. All the required certification, training, policies and procedures are held and managed by the Playleader and Deputy Playleader. 

Financial stability: We have a responsibility to ensure the financial stability of the Pre-School. The Treasurer will monitor and internally audit spend within each financial year and the Committee will forecast likely income and expenditure over the next. 

## **Section C                    Objectives and activities** 

To continue to run a childcare facility and provide Pre-School Education to children from 2½ to 5 years of age. 

- At Blewbury Pre-School we believe that every child is unique and is a competent learner, and can be resilient, capable, confident and self-assured.

- We are committed to developing positive relationships so that children can learn to be strong and independent from a base of secure and loving relationships with parents and/or a key person. 

- • For all our children, we aim to provide enabling environments that play a key role in supporting and extending their development and learning. 

- We believe that children learn in different ways and at different rates, and that all areas of learning and development are equally important and inter-connected.

We believe that a child has the best start to their early years education in an environment where they are happy, cared for and their individual contribution is valued by all. We offer Early Years Foundation Stage to children from 2½ -5 years for up to 5 sessions per week. Our hours of operation are Monday to Friday from 9am to 2pm. 

We have provision to meet the needs of vulnerable families in terms of accessing two year old funding and pupil premium.

Taken from our constitution: the aims of the Pre-School are to enhance the development and education of children under statutory school age by encouraging parents to understand and provide for the needs of their children by: offering appropriate play, education and care facilities, family learning, together with the right of parents to take responsibility for and to become involved in the activities of such groups, ensuring that such groups offer opportunities for all children whatever their race, culture, religion, means or ability; 

Everything that we do ensures that the charity is carrying out the purposes for which it is set up and no other purpose. The trustees have had regard to the guidance issued by the Charity Commission on public benefit to this effect.
