The purposes of the charity are:
To provide therapeutlc residential care of high needs children, young adults and disabled people, providing

TRUSTEES, REPORT (CONTINUED)
FOR THE YEAR ENDED 31 DECEMBER 2024
Objectives and actlvltSe$ (continued)
The charity achieves its objectives by assisting its subsidiary Safes Places for Children UK.
b. Fundlng
We have established working relationships with various Trustees of the Health and Social Care trusts in a range
of jurisdictions in Northern Ireland and England. We have broad agreement on the pricing structure and cost
recovery models for caring for young people.
We increased the pricing struclure per young person for the financial year 2024 to recover increased
employment costs. Safe Places are currently supporting multiple young people across houses in England and
Northern Ireland. As the complex needs of a child or young person reduces due lo the intense therapeutic work
we deliver, we work alongside the Trusts and Local authorlties to transition the young people to secure less-
intensive models of care with other providers or family and provide outreach support during the young persons
transition out of Safe Places. whilst simultaneously providing outreach support to new young people transltioning
into our seNice, this increases revenue during this period.
Across England and Northern Ireland. we have in excess of 25 referrals to our service per day, which reduces
the ongoing concern of businesslrevenue continuity. The English Councils along with the Northern Ireland Trusts
are under a huge amount of pressure to not only place children and young people but also to bring young people
back to their communities as some young p80p18 a￿ placed down south in Ireland or other countries. Safe
Places have been able lo assist with this and now have s8v8ral successful transitions back to family and
community living.
Safe Places have an exemplary reputation in providing therapeullc residentlal care and both the Counclls and
the Trusts continue to provide exceptional feedback regarding the quality of care provided by Safe Places.
We have determined that we can provide the appropriate services at the best cost to ensure the ongoing viability
of Safe Places for Children Secretariat.
c. Publlc Benefit
In planning the activities for the year to m88t the charitable objects. the twstees have complied with their duties
In Section 17 of the Charities Act 2011 and have considered the Charity Commission's general guidance on
public benefrt.
Flnancial r•vi•w

ongoing work by team reviewing documentation, licencing and other requirements for working in this highly
regulated industy,.
an annual review of the principal risks and uncertainties that the charity faces.
the establishment of policies, systems and procedures to rniligate those risks identified in the annual review-
and
Ihe implementation of procedures designed to minimise or manage any potential impaet on the charity
should those risks materialise.
This work has identified that barriers to entry is the major financial risk for the charity. The approach to child
safety that the charity is promoting is different from those used by other organisations in residential care and
requires Changes in thinking in the funding and placement agencies.
Attention has also been focussed on non-financial risks arising from fire, health and safely of staff and young
people. These risks are managed by ensuring accreditation is up to dale, having robust policies and procedures
In place, and regular awareness training for staff working in these operational areas.

premium provider of therapeutic care.

Auditors. responsibilities for the audlt of the financlal statements
We have been appointed as auditor under section 151 of the Charities Act 2011 and report in accordance with
the Act and relevant regulations made or having effect thereunder.
Our objectives are to oblain reasonable assurance about whether the financial statements as a whole are free
from material misstatement. whether due to fraud or. error, and to issue an Auditors, report that includes our
opinion. Reasonable assurance is a high level of assurance, but 15 not a guarantee that an audit conducted in
accordance with ISAS (UK) will always detect a material misstatement when il exists. Mi5Statements can arise
from fraud or error and are Considered material if. individually or in the aggregate, Ihey could reasonably be
expected to influence the economic decisions of users taken on the basis of these financial stalements.
Irregularities. including fraud, are Instances of non-compliance with laws and regulations. We deslgn procedures
In line with our responsibilities, outlined above, to detect material misstatements in fespecl of irregularities.
Including fraud. The extent to which our procedures are capable of detecting irregularilie5. including fraud is
detailed below:
Based on our understanding of the company and industry, we identify the key laws and regulations affecting the
company. We identified that the principal risk ol fraud or non-compliance with laws and regulations related to..
Management bias in respect of accountlng eslimates and judgements made.,
Management override of control,.
Postin9 of unusual journals or Iransaclions.
We focussed on those ar8as that could give rise to a materlal misstatement in the financial statements. Our
procedures included. bul were not limited lo..
Enquiry of management and those charg8d with governance around aclual and potentlal Iltlgation and
laims, including instances of non<ompliance with laws and regulations and fraud,.
Reviewing legal expenditure in the year to identify instances of non-compliance with laws and regulalions
and fraud:
ReViev￿n9 financial slalemenl disclosures and testing to supporting documentation to assess compliance
with applicable laws and regulalions.,
Performing audit work over the risk of management overrlde of controls, Including testing of joumal entries
and other adjustments for appropriateness. evaluating the business rationale of significant transactions
outside the normal course of business and reviewing accounting estimates for bias.
It is the Pfimary responsibility of management, viith the oversight of Ihose Gharged with govemance, to ensure
that the entivs operations are conducted in accordance with the provisions of laws and regulations and for the
prevention and detection of fraud.
Because of the inherent limitations of an audlt, Ihere is a rlsk that we will not d8tect all irr8gulari118s, Including
those leading to a material misstatement in the financial statements or non-compliance with regulation. This risk
increases the more that compliance with a law or regulation is removed from the events and transactions
reflected in the financial slalements. as we will be less likely to become aware of instances of non-compliance.
The risk is also greater regarding irregularities occurring due to fraud rather than error, as fraud involves
intentional concealment. forgery, collusion, omission or misrepresentation.
