## **CHAIRMAN’S REPORT** 

As the restrictions of the Covid-19 pandemic were lifted during 2021 we were able to safely recommence athletic activities and, thanks to the hard work of our coaches and other volunteers, to do this rapidly and successfully. The attached annual review summarises the year’s successes and achievements. 

Work has continued throughout the year to bring to fruition our plans to develop a new community sports centre at Norman Park. We were able to complete the sale of our Bourne Way Clubhouse and, following a tendering process, award a contract for construction of the new centre. Work started in October 2021 and is progressing well with completion anticipated in October/November this year. 

Finances remain strong in terms of both of day to day activities and funding for the new sports centre, although the escalation of building costs and difficulty in obtaining third party financial assistance in challenging economic times, has forced us to reduce the size of the new centre’s sportshall. 

As our experience of operating as an incorporated charity continues, we have strengthened aspects of our governance, especially in the areas of safeguarding and diversity and inclusion. In anticipation of the opening of the new centre in Norman Park we have incorporated Norman Park Track Management Ltd, which until now has been operating the track under a contract from the London Borough of Bromley, as a subsidiary of the Charity. 

With the end of the pandemic and the prospective opening of the new Sports centre at Norman Park, we have started work updating our 5 year plan, with 8 sub committees reviewing the various aspects of the Charity’s activities.

## **TRUSTEES’ REPORT FOR YEAR ENDED 31[ST] DECEMBER 2021** 

The trustees present their annual report together with the financial statements of Blackheath & Bromley Harriers AC for the twelve months ending 31[st] December 2021. The Trustees confirm that the Report and Financial Statements comply with the current statutory requirements. 

## **Structure, Governance and Management** 

## Constitution 

Blackheath & Bromley Harriers AC is a company limited by guarantee which is also registered as a charity under the management of a Board of Trustees. Blackheath & Bromley Harriers AC (BBHAC) was registered with UK Charity Commission on 14[th] June 2017. 

## Method of appointment or election of Trustees. 

The articles of the Charity state that there should be a minimum of three trustees and a maximum of nine. Trustees are normally appointed for a 3 year period, except the founder trustees – three of whom retire after one year, three more after two years with the remainder retiring after three years. Trustees are proposed and elected by members eligible to vote at the Annual General meeting. The Trustees may co-opt, with a majority decision of trustees, additional trustees between Annual General Meetings. 

## Organisational Structure 

The business of BBHAC is managed by the trustees who may exercise all the powers of the Company as laid out in the Articles. 

## **Objectives and Activities** 

The Charities objectives are for the public benefit generally but with particular reference to the inhabitants of South London, Kent, Surrey and the surrounding areas: 

• to promote community participation in healthy recreation by providing facilities for sports and physical activities which improve fitness and health, including running and athletics. • to advance amateur sport by promoting running and athletics and such other sports, games and physical activities which promote health by involving physical or mental skill or exertion. 

• to advance the education of the public, in particular children and young people, by providing the opportunity and facilities for participation in running and athletics and such other sports and physical activities which improve fitness and health so to develop their physical, mental and spiritual capacities that they may grow to the full maturity as individuals and members of society that their conditions of life may be improved. 

## **Fundraising disclosures** 

The charity is required to report how it deals with fundraising from the public. The charity does not use a professional fundraiser or commercial participator to raise funds. Any monies raised direct from the public follows all guidelines set out by the Charity Commission and UK law in every respect. We respect the privacy and contact preferences of all public donors.

## **Public Benefit** 

The Trustees confirm they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers and duties. 

## **Financial Review** 

Going Concern 

The trustees are of the opinion that the company has adequate resources to continue its operational existence. For this reason they adopt the going concern basis in preparing financial statements. Further details can be found in the Accounting Policies. 

## Results for the Year 

Like 2020, the year 2021 was another pandemic impacted year, somewhat reducing athletic activities and preventing some fund raising and social occasions . However financially the impact of reduced income generating activities was more than offset by reduced costs and covid government grants. Further those events we were able to hold were well supported and generated significant income. Our overall surplus on normal club activities at £39k was £13k higher than 2020. 

The exceptional sale of the clubhouse for £2 million yielded a surplus over book cost of £1,942k and other donations towards the new development amounted to £633k. Costs associated with progressing the new centre at Norman Park amounted to £111k. Norman Park Track Management Ltd. (NPTM) have operated the track at Norman Park under a contract with the Borough of Bromley for over 20 years. It is a company limited by guarantee and its members were individual club members. BBHAC become NPTM’s sole member in the last quarter of 2021 and thus NPTM’s financial results have been consolidated with the Charity’s. On a standalone basis NPTM year’s income was £36k. 

## **Future Plans** 

The main focus of the trustees is: 

- Treating everyone fairly to nurture talent, imbuing the club culture with true inclusiveness and equality 

- Ensuring proper safeguarding of all members 

- Completing construction of the new community sports centre alongside the Norman Park Track, to bring the club together in one location. 

- Preparing a 5 year plan for the Charity’s future in light of our expanded operation once the new centre is up and running. 

## **Achievements and performance** 

## **ACTIVE ATHLETICS** 

## **Summer Track and Field and Indoors** 

Despite the disruption of COVID our athletes were eager to start the season when restrictions allowed. The results highlight the commitment of our athletes, coaches, team managers, officials and all our volunteers who turn up and contribute to our athletes’ successes. 

The summer season was kicked off in our usual style with a gathering of our coaches and volunteers giving their time and expertise to prospective young athletes from across the borough and further afield who attended our annual development day. This was kicked off with an inspirational speech by

Montell Douglas, former British record holder for the 100 metres and now part of the Great Britain women's two-woman bobsleigh. 

The highlight of the year for many of us is the Olympic Games which were held in the summer in Tokyo. Dina Asher Smith was selected to compete in the 100m, 200m and sprint relay, and Adam Gemili in the 200m which are both fantastic achievements. Unfortunately for Dina in the 100m and Adam in the 200m, injuries robbed them of potentially making Olympic finals. 

Fortunately Dina was able to get herself fit to run in both the semi-final (set GB record) and the final of the 4 x 100m relay and contributed a brilliant top bend run to enable the GB team to win a fantastic bronze medal. 

Hollie Arnold was selected for the Paralympic team and just missed out on another gold in a dramatic final round, wining bronze in the F46 javelin in Tokyo. 

The club had twelve athletes in action at the Loughborough International representing GB Juniors, England and Scotland. There was a great win in the ladies triple jump for Jahisha Thomas, and  Sam Reardon ran for England in the men’s 4 x 400m relay. 

As you’d expect from one of the country’s leading clubs, BBHAC had many athletes competing for medals at the British Athletic Champs, we had three outstanding winners with Dina Asher Smith winning the 100m in 10.97 having run 10.91 in qualifying, Bekah Walton. won the ladies javelin with a massive new pb of 54.03m with Lauren Farley 4th in 48.87m and Adam Gemili won the men’s 200m in 20.63. Another medallist was Divine Oladipo who took bronze in the ladies’ discus with a throw of 53.21m, also bagged 4th place in the shot with 16.18m. 

At the European Under 20 Championships in Tallinn the Great Britain men’s 4x100m, women’s 4x100m and men’s 4x400m relay teams triumphed, with Blackheath and Bromley athletes in the teams. There was a dominant performance by the men’s 4x400m relay quartet (featuring Sam Reardon) as they won a gold to officially confirm Great Britain and Northern Ireland’s place at the top of the medal table. Moments later the men’s 4x100m relay (featuring Jeriel Quainoo) delivered a special performance to win the gold medal at the Kadriorg Stadium, the first title for the team in the event since the 2003 Championship. Jeriel also performed fantastically to reach the men’s 100m final as he finished 5th in 10.35 having reduced his pb from 10.50 in the qualifying rounds to 10.30 and then 10.26 in the semifinal. 

It was also the under 23 European Championships in Tallinn in Estonia where Bekah Walton was outstanding as she threw 54.27m in the javelin qualifying round and then took 5th in the final with 53.46m.  Annie Davies, in action in the 100m hurdles clocked 13.45 and 13.52 in qualifying before reaching the final where she finished a mighty 8th with 13.53. 

In Manchester the England Schools Athletic Champs (ESAA) took place over three days in July which was another successful event for the club where we had over 20 athletes competing. At the senior girls’ level there were great wins for Nana Gyedu in the shot and Holly Mpassy over 400m, with Morgan Squibb earning a well-deserved bronze in the 1500m steeplechase. There were even more medals in the intermediate girls’ events with Amarisa Sibley taking the gold in the 800m and with silver medals in the hammer for Gypsy Nash, a silver for Fleur Todd Warmoth over 3,000m and Cleo Agyepong in the shot, and a great bronze for Faith Akinbileje over 100m. There was also a fine bronze for Rayhan Mourtada in the 80m junior boys’ hurdles. The club is mightily proud of all our club athletes to have over 20 athletes in action is a testament to the athletes themselves, but also the coaches and families who support them. 

In September the club had 8 athletes in action representing England Schools against the other home countries in Derby. This is a great achievement to have so many athletes from one age group in the

England team which continues a long standing BBHAC tradition. Top achievement of the day was a win in the ladies 3,000m by Fleur Todd-Warmoth with a great new pb of 9.19.77 taking almost 18 seconds off her own under 17 club record and winning by almost 6 seconds. Fleur’s 3,000m performance was also a Club under 20 record as well and is the fifth fastest ever by an under 17 and is the quickest in this age group for ten years. There were fine second places for Faith Akinbileje in the 200m, and Amarisa Sibley in the 800m, while in the field Cleo Agyepong also took 2nd in the shot put and there was a great bronze for Gypsy Nash in the ladies’ hammer, while in the 3000m walk Abi Smith took 4th and Jonny Ellerton took 4th in the men’s. Faith and Amarisa also ran in the sprint and long relays and helped England to win both races. 

Also, In September Daisy Snell won individual and team bronze medals at the ESAA under 15 Junior Girls’ Pentathlon final. An outstanding performance bearing in mind the talent in the field of 42 girls from across England. As a result of being in the top four Daisy was selected to represent the ESAA in the SIAB Under 16 Combined Events Indoor International in Glasgow on 4th December 2021 where she finished in bronze medal position and helped England win gold in a new meeting record. 

The senior men’s and women’s teams were in action at the NAL Premier League match at Norman Park (the last such fixture at the old facility), where in superb conditions the mixed team performed brilliantly to finish second on 479 points behind TVHs winning 579 points. 

The YDL Upper Age Group again saw a resounding team win for Blackheath & Bromley over the three matches of the season. They won each match and overall scored nearly twice as many points as the second placed team. There were many fine performances and a huge number of personal bests recorded by our club athletes who are to be congratulated on this fine team win. 

In the YDL Young Age Group match at Sutcliffe Park, BBHAC easily won the match by a massive margin with 322 points with Medway & Maidstone 2nd with 234.5. Club athletes recorded an unprecedented 49 personal bests between them plus a host of season bests. They also won match two at Erith with 495 points with Medway a distant second on 380 points. 

At Bromley’s Norman Park there was a middle distance and hurdles open meeting with over 400 athletes taking part. There were 39 personal bests for BBHAC athletes and 9 season’s bests, with athletes coming from far and wide to compete. There were fourteen 800m races and nine 1500m races! 

## **Winter Athletics - League, Relay and Championship Races** 

We entered 160 athletes for the Kent League and fielded competitive teams across all age groups. The Senior Men regularly fielded up to twenty or more runners, finishing 3[rd] Team over the season, whilst the senior ladies finished with a win over Tonbridge at Norman Park. Our young athletes excelled themselves with all teams, both male and female, winning the Overall Club awards, with the U15 Girl’s and U17 Women’s and the U13 Boys winning the Team Prize over the four races. 

At the National Road Relays, the U13 Girls’ Team finished 4[th] whilst at the National Cross-Country Relay Championships both the U13 Boys’ and U17 Women’s’ team finished 3[rd] with the U13 Girls 5[th] . 

The Kent Championships provided more successes. The U13 Girls’ and Boys’ Teams are Kent Champions, with Lucas Elmqvist winning the individual race and Hannah Clark won the under 17 ladies’ race. All the other young athletes’ teams finished 2[nd] apart from the U15 Boys who finished 3[rd] Team. The Senior men finished 4[th] team on both the six and twelve to score events. 

The Southern Championships were held at Beckenham Place Park for the first time which provided a beautiful venue with a tough, hilly, multi-terrain course. The U13 Boys and U15 Girls won the team Championships, with Lucas Elmqvist finishing 2nd individual, a fine effort after winning the Kent’s. The U17 Women came home in 3[rd] Place with the U13 Girls in 4[th] . This was probably the best overall

performance by any club’s Young Athletes at the Championships. The large Senior Men’s Team of 18, whilst maybe lacking quality at the front of the field, performed well to close in 14[th] Team. 

At the National Championships the U17 Ladies Team secured the Bronze Medal (Lara Mannes 34th, Liberty Whyte 44th, Carys Firth 57th and Hannah Clark 61[st] ) whilst the U13B Team finished 5[th ] and the U15G 8th. Individual highlights were Joseph Scanes 12[th] in the U13B and Niamh Bridson-Hubbard 16[th] in the Senior Women. The Senior Men closed in 35[th] Place, the under 13 boys 8[th] , under 13 girls 5[th] , under 15 girls 7[th] , and under 20 women were 7th. 

With the exception of the Will Bolton Relays, the traditional Club Races for the Bennett Cup continue to struggle to attract our best senior athletes, with, for example, fields as small as fifteen for the Club 10 Miles Championship and sixteen for the Christmas Handicap. The only event that attracted more than 30 club runners was the 150[th] Anniversary SLH Combined Mob match where we fielded 33 runners, but still lost to all the other traditional Mob Match clubs in both the six and 25-a-side matches. We also lost the Orion Mob Match; of our 21 scoring runners 16 were veterans. However, we narrowly won the 10k Mob Match against Beckenham and Croydon, with 12 runners scoring against Croydon Striders and Beckenham R.C., by 284 to 321 and 275 to 348 respectively. 

## **Performances elsewhere** 

Away from the sport it should be noted and celebrated that Montell Douglas, who was the 100m British Record Holder before Dina, also set another landmark record as she became the first British Woman to appear in both summer (100m) and winter games (2 women bobsleigh) where she went on to finish 19[th] . Shaunagh Brown VP, former international thrower, is a regular now with the England Women’s Rugby Team and an Ambassador for the sport. Femi Sofolarin is a member of Scotland’s rugby 7’s squad and former club member Emily Muskett (nee Godley) came 7th in her weightlifting class at the Tokyo Olympics and won gold at the European Championships in Russia. 

## **OTHER INITIATIVES Diversity & Inclusion at BBHAC** 

To improve Equality, Diversity & Inclusion (EDI) at the club, (something that was recognised during our ClubMark Accreditation), it was decided that we needed to establish a D&I Discussion Group to identify where we are with D&I, gather ideas and draft a series of actions to ensure that the club is more diverse and inclusive going forward.  A group was formed after a request for expressions of interest from amongst our Junior Athletes.  The guest speaker at the event was Shaunagh Brown former International Thrower and club member, now England Rugby player. Shaunagh spoke about her experiences and  facilitated the discussion. A big thank you to Shaunagh and the following club members for participating -  Agata Cienciala, Holly Platt, Mallory Clulley, Myles Xavier and Zachary Nwogwugwu. 

The group discussed their experiences and made a number of recommendations to improve EDI. These suggestions will form a crucial part of the club’s 5-year plan and it is hoped that they will have a positive impact on the club’s culture and management. 

## **Parents Council** 

This organised events such as the annual Development days, the purpose of which is to attract new athletes to the Club (predominantly in school years 6-11) and to identify athletes who have a talent in events they don’t normally participate in.  Coaches and other volunteers, including senior and junior athletes provided assistance and support on the day.

## **Safeguarding & Child Protection** 

We clarified and enhanced our safeguarding procedures and the role and job description of Safeguarding/Child Protection Officer was published on the Club’s website. 

A new safeguarding and wellbeing committee has been formed and is headed up by Claire Austridge. Claire and Paul Brash are the Club’s Welfare Officers, Anita Evenden is the Club’s Mental Health Ambassador and Lynda Poyroo and Julian Golding are members of the Safeguarding and Wellbeing sub committee. 

Claire and Paul have both completed the 'Time to Listen' safeguarding course and Claire has recently completed the England Athletics Safeguarding Webinar, Club Standards Webinar and the Club Governance Webinar. 

England Athletics have recently updated their Code of Conduct documentation and we are encouraging all members to sign onto the England Athletics website and complete their appropriate Code of Conduct form. 

## **Health & Safety** 

A Health & Safety Policy has now been published on the Club website. 

## **Communications** 

The Club's Social Media presence has continued to grow, with content including full video coverage of Open Meetings at Norman Park, interviews with athletes and posts celebrating specific achievements all produced over the past year. The number of followers of each of our social media channels has also grown, with current figures as follows:

The Club website has also continued to develop this year, with embedded social media and Strava widgets and regular press reports. The website has been visited on over 5,000 separate sessions, with over 9,000 individual page views in the final quarter of 2021 alone. 

## **CLUB MEMBERSHIP** 

As of 31/12/2021 current membership is 817(versus 750 at December 2020). This comprises 51 life members, 157 seniors, 120 senior plus members, 254 juniors, 77students, 28 associates and 130 family members. 

## **NORMAN PARK DEVELOPMENT** 

During the year the project progressed in a timely manner with the following noteworthy milestones: 

- Completed sale of Bourne Way; 

- Concluded a 125 year lease with Council for the Norman Park track 

- Agreed a Community Use Agreement with Council; 

- Converted Norman Park Track Management into a subsidiary of the Club; 

- Secured £200,000 grant from Sport England to be received in 2022; 

- Secured a substantial donation from Jack Sims Trust; 

- Continued discussions with Charity Bank for a loan facility; 

- Agreed favourable VAT treatment on the construction costs with HMRC; 

- Obtained exemption from the Community Infrastructure Levy;

- Persuaded Council to provide a further grant of £200,000, to be received in 2022; 

- Tendered & appointed contractor to build facility 

- Started construction whilst keeping the track open

## **Key Management Personnel** 

The board, who give their time freely and no trustees received remuneration in the year, have considered who the Key Management Personnel (KMP) of the charity. Together with the board, these KMP are those in charge of directing and controlling, running and operating the activities of the charity on a day to day basis The KMP receive no remuneration from the charity. 

## **Going concern** 

The financial statements have been prepared on a going concern basis. 

The charity meets its day to day working capital requirements through cash generated from operations and grant funding. 

The charity's forecasts and projections for the next twelve months show that the charity should be able to continue in operational existence for that period, taking into account possible changes in trading performance. 

## **Policy on Reserves** 

The Charity carries general unrestricted reserves to cover its normal working capital requirements. It has also established additional unrestricted reserves, on top of the Restricted Capital Development reserves, to cover the costs of the new community sports centre at Norman Park, currently under construction. 

## **Statement of Trustees' Responsibilities** 

The trustees (who are also the directors of Blackheath & Bromley Harriers AC for the purposes of company law) are responsible for preparing the trustees' report and the financial statements in accordance with the United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice) and applicable law and regulations. 

Company law requires the trustees to prepare financial statements for each financial year. Under company law the trustees must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charitable company and of its incoming resources and application of resources, including its income and expenditure, for that period. In preparing these financial statements, the trustees are required to: 

- select suitable accounting policies and apply them consistently; 

- observe the methods and principles in the Charities SORP; 

- make judgements and estimates that are reasonable and prudent; 

- state whether applicable UK Accounting Standards have been followed, subject to any material departures disclosed and explained in the financial statements; and

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charitable company will continue in business. 

The trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the charitable company's transactions and disclose with reasonable accuracy at any time the financial position of the charitable company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

## **Disclosure of information to auditor** 

Each trustee has taken steps that they ought to have taken as a trustee in order to make themselves aware of any relevant audit information and to establish that the charity's auditor is aware of that information. The trustees confirm that there is no relevant information that they know of and of which they know the auditor is unaware. 

## **Reappointment of auditor** 

MHA Tait Walker were appointed as auditor on 10 February 2022. 

Azets Audit Services Limited, trading as Azets Audit Services, were appointed auditor to the company following their acquisition of the trade of Tait Walker LLP, trading as MHA Tait Walker, on 1 May 2022. 

In accordance with section 485 of the Companies Act 2006, a resolution for the re-appointment of Azets Audit Services as auditors of the charity is to be proposed at the forthcoming Annual General Meeting.

## **Opinion** 

We have audited the financial statements of Blackheath & Bromley Harriers AC (the 'charitable parent company') and its subsidiary (the 'group') for the year ended 31 December 2021, which comprise the Consolidated Statement of Financial Activities, Consolidated Balance Sheet, Balance Sheet, Consolidated Statement of Cash Flows, and Notes to the Financial Statements, including a summary of significant accounting policies. The financial reporting framework that has been applied in their preparation is United Kingdom Accounting Standards, comprising Charities SORP - FRS 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and applicable law (United Kingdom Generally Accepted Accounting Practice). 

In our opinion the financial statements: 

- give a true and fair view of the state of the group's and parent charity's affairs as at 31 December 2021 and of the group's incoming resources and application of resources, including its income and expenditure for the year then ended; 

- have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice; and 

- have been prepared in accordance with the requirements of the Companies Act 2006. 

## **Basis for opinion** 

We conducted our audit in accordance with International Standards on Auditing (UK) (ISAs (UK)) and applicable law. Our responsibilities under those standards are further described in the auditor responsibilities for the audit of the financial statements section of our report. We are independent of the group in accordance with the ethical requirements that are relevant to our audit of the financial statements in the UK, including the FRC’s Ethical Standard, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion. 

The comparative figures have not been audited. 

## **Conclusions relating to going concern** 

In auditing the financial statements, we have concluded that the trustees use of the going concern basis of accounting in the preparation of the financial statements is appropriate. 

Based on the work we have performed, we have not identified any material uncertainties relating to events or conditions that, individually or collectively, may cast significant doubt on the group's ability to continue as a going concern for a period of at least twelve months from when the financial statements were authorised for issue. 

Our responsibilities and the responsibilities of the trustees with respect to going concern are described in the relevant sections of this report. 

## **Other information** 

The trustees are responsible for the other information. The other information comprises the information included in the annual report, other than the financial statements and our auditor’s report thereon. Our opinion on the financial statements does not cover the other information and, except to the extent otherwise explicitly stated in our report, we do not express any form of assurance conclusion thereon. 

In connection with our audit of the financial statements, our responsibility is to read the other information and, in doing so, consider whether the other information is materially inconsistent with the financial statements or our knowledge obtained in the audit or otherwise appears to be materially misstated. If we identify such material inconsistencies or apparent material misstatements, we are required to determine whether there is a material misstatement in the financial statements or a material

We have nothing to report in this regard. 

## **Opinion on other matters prescribed by the Companies Act 2006** 

In our opinion, based on the work undertaken in the course of the audit: 

- the information given in the Trustees' Report for the financial year for which the financial statements are prepared is consistent with the financial statements; and 

- the Trustees' Report have been prepared in accordance with applicable legal requirements. 

## **Matters on which we are required to report by exception** 

In the light of our knowledge and understanding of the group and the parent charitable company and its environment obtained in the course of the audit, we have not identified material misstatements in the Trustees' Report. 

We have nothing to report in respect of the following matters where the Companies Act 2006 requires us to report to you if, in our opinion: 

- adequate accounting records have not been kept by the parent charitable company, or returns adequate for our audit have not been received from branches not visited by us; or 

- the parent charitable company financial statements are not in agreement with the accounting records and returns; or 

- certain disclosures of trustees remuneration specified by law are not made; or 

- we have not received all the information and explanations we require for our audit. 

The 2020 financial statements were unaudited. 

## **Responsibilities of trustees** 

As explained more fully in the Statement of Trustees' Responsibilities (set out on pages 11 and 12), the trustees are responsible for the preparation of the financial statements and for being satisfied that they give a true and fair view, and for such internal control as the trustees determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error. 

In preparing the financial statements, the trustees are responsible for assessing the charity's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the trustees either intend to liquidate the charity or to cease operations, or have no realistic alternative but to do so. 

## **Auditor responsibilities for the audit of the financial statements** 

Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with ISAs (UK) will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements. 

The extent to which our procedures are capable of detecting irregularities, including fraud is detailed below: 

- Enquiries with management about any known or suspected instances of non-compliance with laws and regulations and fraud; 

- Reviewing board minutes; 

- Challenging assumptions and judgements made by management in their significant accounting estimates; and

Because of the field in which the client operates, we identified the following areas as those most likely to have a material impact on the financial statements: Health and Safety; employment laws; and compliance with the UK Companies Act and Charities Act. 

Owing to the inherent limitations of an audit, there is an unavoidable risk that some material misstatements in the financial statements may not be detected, even though the audit is properly planned and performed in accordance with ISAs (UK). For instance, the further removed noncompliance is from the event and transactions reflected in the financial statements, the less likely the auditor is to become aware of it or to recognise the non-compliance.

## **1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES** 

## **1.1 General information and basis of preparation** 

Blackheath & Bromley Harriers AC  (BBHAC) is a company limited by guarantee and is registered with the Charity Commission (Charity Registered Number 1173422) and Registrar of Companies (Company Registration Number 00215991) in England and Wales. In the event of the Charity being wound up, the liability in respect of the guarantee is limited to £1 per member of the Charity. The address of the registered office is given in the Charity information on page 3 of these financial statements. The nature of the Charity's operations and principal activities are detailed in the Trustees Report. 

The Charity constitutes a public benefit entity as defined by FRS 102. The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019) - (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). They also comply with the Companies Act 2006 and Charities Act 2011. 

The financial statements are prepared on a going concern basis under the historical cost convention. The financial statements are presented in sterling which is the functional currency of BBHAC and rounded to the nearest pound. 

In November 2021 the Charity became the sole member of Norman Park Track Management Ltd (NPTM), a company limited by guarantee, that operates the track at Norman Park, Bromley on behalf of the London Borough of Bromley. NPTM’s accounting period was 12 months ending March 31[st] . Its year end has now been changed to 31[st] December, in line with the Charity’s. Its results for the 9 months from 1st April  to 31[st] December 2021 have been consolidated with those of the Charity in these accounts. The figures included in the comparatives of these consolidated financial statements relate to the year ended 31 March 2021 for Norman Park Track Management Ltd. The difference between 31 December 2020 and 31 March 2021 is not considered material. No statement of financial activities is presented for the charity as permitted by section 408 of the Companies Act 2006. The charity made a surplus after tax for the financial year of £2,502,888 (2020 - £261,396). 

The significant accounting policies applied in the preparation of these financial statements are set out below. These policies have been consistently applied to all years presented unless otherwise stated. 

## **1.2 Funds** 

Unrestricted funds are available for use at the discretion of the Trustees in furtherance of the general objectives of the Charity and which have not been designated for other purposes. 

Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors or which have been raised by the Charity for particular purposes. The cost of raising and administering such funds are charged against the specific fund. The aim and use of each restricted fund is set out in the notes to the financial statements.

## **1.3 Income recognition** 

All incoming resources are included in the Statement of Financial Activities (SoFA) when the Charity is legally entitled to the income after any performance conditions have been met, the amount can be measured reliably, and it is probable that the income will be received. 

For donations to be recognised the Charity will have been notified of the amounts and the settlement date in writing. If there are conditions attached to the donation and this requires a level of performance before entitlement can be obtained then income is deferred until those conditions are fully met or the fulfilment of those conditions is within the control of the Charity and it is probable that they will be fulfilled. 

Investment income is earned through holding assets for investment purposes such as shares and property. It includes dividends, interest and rent. Where it is not practicable to identify investment management costs incurred within a scheme with reasonable accuracy the investment income is reported net of these costs. It is included when the amount can be measured reliably. Interest income is recognised using the effective interest method and dividend and rent income is recognised as the Charity's right to receive payment is established. 

Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the Charity; this is normally upon notification of the interest paid or payable by the Bank. 

## **1.4 Expenditure recognition** 

All expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category. Expenditure is recognised where there is a legal or constructive obligation to make payments to third parties, it is probable that the settlement will be required and the amount of the obligation can be measured reliably. All costs are allocated to the applicable expenditure heading that aggregate similar costs to that category. Where costs cannot be directly attributed to particular headings they have been allocated on a basis consistent with the use of resources 

## **1.5 Charitable activities** 

Income from contracts and supply of services is recognised with the delivery of the contracted service. 

This is classified as unrestricted funds unless there is a contractual requirement for it to be spent on a particular purpose and returned if unspent, in which case it maybe regarded as restricted. 

## **1.6 Raising funds** 

These are costs incurred in attracting voluntary income and those incurred in trading activities that raise funds. 

## **1.7 Tangible fixed assets and depreciation** 

Tangible fixed assets are stated at cost (or deemed cost) or valuation less accumulated depreciation and accumulated impairment losses. Cost includes costs directly attributable to making the asset capable of operating as intended. 

Depreciation is not currently provided on land & buildings as this relates to work in progress. Equipment is depreciated over the useful life of the asset.

## **1.8 Investments** 

The Charity currently has no investments in equities, either listed or unlisted. 

## **1.9 Debtors and creditors receivable / payable within one year** 

Debtors are recognised when the Charity is legally entitled to the income after any performance conditions have been met, the amount can be measured reliably and it is probable that the income will be received. 

Creditors are recognised when the Charity has a present legal or constructive obligation resulting from a past event and the settlement is expected to result in an outflow of economic benefits. 

## **1.10 Tax** 

The Charity is an exempt Charity within the meaning of schedule 3 of the Charities Act 2011 and is considered to pass the tests set out in Paragraph 1 Schedule 6 Finance Act 2010 and therefore it meets the definition of a charitable company for UK corporation tax purposes. It therefore does not suffer tax on income or gains applied for charitable purposes. NPTM pays tax on trading profits, which in the current year are largely offset by brought forward losses. 

## **1.11 Going concern** 

The financial statements have been prepared on a going concern basis as the Trustees believe that no material uncertainties exist. The Trustees have considered the level of funds held and the expected level of income and expenditure for next 12 months, taking account of the Charity’s ongoing operations, in authorising these financial statements. The budgeted income and expenditure is sufficient with the level of reserves for the Charity to be able to continue as a going concern. 

## **1.12 Stock** 

Stocks are valued at the lower of cost or net realisable value. 

## **2. Trading income and expenses** 

This income and expense derives from Norman Park Track Management Ltd’s income from use of the athletics track at Norman Park and the associated costs of operating the track. 

## **3. Income from donations** 

The Charity received donations from both members and third parties. Whilst some of these were unrestricted, many donations were specifically to support the development of a new community sports facility and clubhouse at Norman Park, including £485k from the Jack Sims Memorial Trust.

## **Designated Restricted Funds** 

**Capital Development Fund** was established to provide funds towards the construction of the new community sports centre in Norman Park, currently under construction. **Wooderson Race Fund** is to provide prize money for an annual race in commemoration of Sydney Wooderson. The race was not held in 2021due to the pandemic. 

**Will Bolton Memorial Fund** is to support specific athletic initiatives as determined by a committee of trustees 

**Young Athletes Fund** provides support to young athletes in cases of hardship. 

**Jack Petchey Awards:** This fund represents the unspent awards from the Jack Petchey Foundation. The awards are made to young athletes who determine how it is to be spent for the benefit of the club. 

**Beacon Fund** was to support athletic initiatives in the local area and has now been spent. **Athletes’ Support** is to support hardship cases e.g. for membership subscriptions. **Presidents Fund** is available for the incumbent president to spend to progress any specific initiatives he supports consistent with the charity’s objectives. **Other:** a grant from England Athletics to offset pandemic oncosts

One of the Charity trustees is also a trustee of the Jack Sims memorial Trust which made a donation to the Charity of £485,523 towards the cost of the new sports centre in Norman Park during the year
