The Club has a Health & Safety Policy, with Risk Assessment and Method Statements prepared for activities, overseen by our Health & Safety Officer.  A Risk Management Policy is in place,

though having no loans or other financial liabilities, there are no major concerns in this regard. The major source of income, is usually the Tynedale Beer & Cider Festival which is a 50/50 joint venture with Tynedale Rugby Football Club, running for 18 years, carries full insurances including Loss of Profit cover against inclement weather.  A Reserves Policy is in place. 

All members hold DBS check certificates or are in process. 

The Club operates democratically with each member having 1 vote in all its decision making. Club meetings receive reports and recommendations from the various Committees (Community Service; Membership & PR; Fund Raising; Programme & Events) and votes on these.  Members may also raise matters to a full Club meeting.  Trustees consider the outcome of members voting to ensure that they meet the Club’s aims as stated in the Constitution as a final authorisation. 

The Club is affiliated with “Lions District 105N” and “Lions Multiple District 105”, for the UK, and Lions Clubs International based in the USA.

## **Summary of the objects of the charity set out in its governing document** 

3.1 The Objects of the Club are such purposes as are exclusively charitable in England & Wales, including in particular: 

- 3.1.1 the advancement of citizenship by: 

3.1.1.1 promoting the principles of good citizenship; 

- 3.1.1.2 encouraging members to take an active interest in the civic, cultural, social and moral welfare of the community; 

- 3.1.1.3 providing a forum for the open discussion of all matters of public interest; provided that partisan politics and sectarian religion shall not be debated by members; 

3.1.1.4 encouraging service-minded people to serve their community without personal reward and encouraging the promotion of high ethical standards in commerce, industry, professions, public works and private endeavours; 

3.1.1.5 supporting youth to develop their skills, capacities and capabilities to enable them to participate in society as mature and responsible individuals; 

3.1.2 promoting the Voluntary Sector for the public benefit by associating with local authorities in a common effort to advance education and provide facilities in the interests of social welfare for recreation or other leisure time occupation to improve the conditions of life of people in local, national and international communities; 

- 3.1.3 promoting volunteering; 

- 3.1.4 the relief of poverty and the relief of those in need in particular by providing humanitarian aid and disaster relief; 

3.1.5 the advancement of health or the saving of lives by preventing avoidable blindness, assisting disabled people to lead independent lives or helping to prevent or manage health issues; 

3.1.6 promoting for the benefit of the public the conservation protection and improvement of the physical and natural environment; and/or

## **Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)** 

Because of the COVID pandemic the activities undertaken for the year July 2020 -June 2021 were in many respects curtailed. However, the year 2021-2022 saw the return of most activities. 

- Operating “Santa’s Sleigh” for many nights to both bring happiness to children in the Tyne Valley and to raise funds for local charities. It was good to return to direct contact direct

with children, parents and other adults; we also encouraged encouraged donations to be made electronically. 

- Running the Club’s own Men’s Shed project (funded by Tynedale Lions with external grant contributions).  This project is designed to provide social interaction and constructive activities for men, particularly those who are isolated. 

- Assisting West Northumberland Food Bank: donations were made by club members to purchase Tesco Food Vouchers for WNFB to distribute to families for Christmas shopping. 

- Further donations were made to buy Christmas presents for Tynedale Children vis Hexham Community Centre and the Salvation Army. 

- Sponsoring and assisting pupils from Corbridge Middle School in taking part in the 2022 Lions International Peace Poster Competition; 

- When Covid restrictions were relaxed, the Club provide teams to help tidy up Hexham town, organised by Hexham Community Partnership; 

- Collecting redundant spectacles to support overseas sight projects; 

- Regularly attending  online and as/when appropriate f2f meetings to support local community groups 

- Club and Trustee Meetings –  via Zoom and then a return to f2f meetings 

- Organisational, secretarial and other Club support activities in its approach to and execution of the above activities, Trustees follow the guidance issued by the Charity Commission on public benefit

During the period of this report, which included some period of  Covid restrictions, Tynedale Lions’ volunteer commitment totalled approximately 1600 hours benefitting approximately 2200 people through 125 service activities. 

Within the reporting period one of the main fundraising activities was through the public collections made as part of the programme of Santa’s Sleigh runs in the Tyne Valley. This activity required a club member commitment of approximately 200 hours . We return in December 2022 to engaging yond people’s groups to assist with Santa Sleigh activities. Each group received a donation to assist their clubs and grous..

## **Summary of the main achievements of the charity during the year** 

Our Men’s Shed continued to operate very successfully providing support for users and enabling them to meet socially as well as to develop their skills in, for example, woodworking. Plans are in place still  to extend the opening hours of the shed but, due to the pandemic, these are "on hold”. 

Tynedale Lions maintains close links with neighbouring Lions Clubs with a view to collaborating in activities and financial support to projects that are to the benefit of the joint communities. 

Several social events helped to foster the spirit of volunteering and to encourage new membership. 

During the period of this report there were numerous fundraising activities  . In total these activities allowed Tynedale Lions to support local, national and international Charites and appeals viz:

## **Section E                    Financial review** 

Tynedale Lions employs no staff.  It owns 2 significant assets: a) the Men’s Shed, which has a fitted-out value of 

**Brief statement of the** a) the Men’s Shed, which has a fitted-out value of **charity’s policy on** ~£12,000, sitting on land owned by a housing association **reserves** with a free permission arrangement.  Condition is excellent (2-years old) 

- b) The Santa’s Sleigh – a road trailer fitted out for Santa plus guests which is towed by a free-loaned vehicle.  Condition is very good 

Both assets are regularly maintained to minimise deterioration. 

Grant awards are only ever made from available funds. Members’ six-monthly contributions cover all Club administration costs including Lions UK and Lions International dues. 

The Club operates 4 bank accounts with individual policies:  Administration – there is no minimum balance requirement for this account. 

- Charity – maintain a minimum balance of £500 to allow a response to an urgent appeal. 

- Men’s Shed - there is no minimum balance requirement for this account. 

- 100 Club Account – there is no minimum balance requirement

The Lions Club of Tynedale has been operating in Northumberland since 1977.  On 7 June 2017, the Lions Club of Tynedale (CIO) was registered by the Charity Commission however, due to Charity Commission internal processes in awarding their “Section 105” Order, it was 1 April 2018 when the Club completed its transfer to full CIO operation. 

The  Annual General Meeting of the Lions Club of Tynedale was held in March 2022.. In place of this an electronic meeting was held on during which all members of the Lions Club of Tynedale

received and approved the Trustee’s Annual Report and Accounts for the period 1 July 2020 -30 June 2021. In addition, members agreed to the proposed trustees for the period 1 July 2021 - 30 June 2022. An Independent Examiner for the accounts for the period 1 July 2021 -30 June 2022 was also appointed.
