We have policies and procedures in place to ensure trustees have the appropriate resources and skills to fulfil the requirements of the role. This includes safeguarding training that is regularly updated at 2 year intervals as a charity that works with vulnerable children and young people. We maintain links with other organisations and working groups within the sector as part of considering resources and ensuring our work and services delivered are current and in line with best practice. As an organisation we are members of the BME and Migrant Safeguarding Advisory Group and Refugee and Migrant Children’s Consortium. **In making this report the Trustees have had regard to the guidance issued on public benefit.** 

At Together with Migrant Children, we provide support primarily to migrant and refugee children, young people, and families across the UK. We aim to empower and support individuals, families and communities through advocacy, specialist assessment, family & youth work, social work, and mentoring. The organisation’s practice is rooted in rights based safeguarding and family support practice. The main activities undertaken in the review period have been; 

- Delivery of support to children, young people and families. `o` Anti-destitution casework support. 

   - Family Support and advocacy. 

   - Access to Justice Project. 

   - `o` Summer activity programme.

- Delivery of support to unaccompanied asylum seeking children, including putative children subject to age dispute processes. `o` Specialist age dispute project. `o` Youth work and holistic support. `o` Summer activity programme. 

- Delivery of access to justice projects; `o` Exceptional case funding. 

   - Solicitor case placement. 

   - `o` DPG PAP Project. 

- Pilot of a specialist Ukrainian family support project, focusing around placement breakdown, complex family situations and access to family law advice through solicitors. 

- Managing a small hardship fund across service user groups, providing direct support with accommodation and vouchers where there is urgent unmet need. 

- Delivery of advice and support to practitioners working with children and young people who migrate to support them in managing their own cases. This is achieved through our existing projects above. 

- Delivery of training sessions to raise awareness of issues impacting children and young people in migration and to equip practitioners with the knowledge and skills to best support them. 

- Participation in sector groups such as the BME and Migrant Safeguarding Advisory Group and Refugee and Migrant Children’s Consortium to collaborate on issues impacting on migrant children.

- Campaign work has been in line with previous years in which we generally work within other organisations campaigns around topical issues affecting children, young people and families that we work with. In this year the focus of this activity was with asylum seeking children, particularly around issues in contingency hotel accommodation. 

## **Additional details of objectives and activities (Optional information)** 

We do not make grants nor programme-based investment. 

We would like to thank and acknowledge the contribution of volunteers in the support of our work. This includes administrative support, casework support and two young people who undertook their Duke of Edinburgh Placements with us. We also had a work experience student undertake a week of work experience with us.

Our partnership with Shearman has contributed around 100 hours of volunteering from their team, who work voluntarily to complete exceptional case funding applications for families to enable them to instruct an immigration solicitor. 

We continue to work with a small pool of independent social workers pro bono who complete social work reports with children and families that we work with.

**Summary of the main achievements of the charity during the year** 

## **Casework and service delivery** 

As in keeping with previous years, demand for casework services has continued to increase year on year. This has been a general trend across our services which is largely related to growing our presence and expanding the reach of our advice services. We have continued this year to work in partnership with Hackney Migrant Centre and Refugees at Home providing regular advice and support services and have received referrals from a wider range of referral organisations. We saw a shift in casework delivery trends in the period, doing more work in asylum spaces and in particular more work with unaccompanied young people and putative children subject to age disputes. However, our work with human rights based cases in the UK has remained high. Against the backdrop of increasing delays in the asylum system a large portion of our open casework for asylum seekers is open for longer, which has capacity implications. This has meant that the number of cases has increased within the same resources available to the charity. We have addressed this by working in partnership with other organisations and developing our case management policy and processes to streamline casework and case management. Our partners, such as Shearman have provided vital pro bono support in our Exceptional Case Funding Project which has freed up caseworkers to focus on the welfare of children and young people within our service. 

## Figures 

- We supported 204 Households in the period in total. Which represents around 371 children. 

- • The average case open time remains at around 18 months. With longer cases still open. The longest case remaining open remains open at 3 years. 

- • We provided 114 advices to practitioners. 

- We carried out 14 outreach and advice sessions in partner agencies. 

Our casework survey for the year gathers the feedback of those who use our services. _team and they have been of great help to me and my family. They supported me in time of my housing crisis. Brenda and Nick was very helpful and supportive. Talking with Nick at the start of the crisis, in the state of despair, calmed me with his positive and assuring words. Brenda worked with me more closely and she's very supportive as well. She signposted me to services that I needed which was very helpful. They also organise holiday activities for the children which I think is brilliant.”_ 

Due to higher demand in cases in the reporting period we reviewed and strengthen our case management processes and procedures and worked on improving technology and automation to free up practitioner time and reduce administration, whilst keeping robust records and recording. 

## **Training and education** 

We delivered 8 training courses in the period which looked at migrant children’s rights, welfare casework approaches and awareness of issues impacting on the group. 

## **Development of project** 

Given the lack of specialist support for children in migration in England we operate across the country. We have worked in partnership with other organisations to bolster capacity and provide more specialised support that is targeted to issues in specific geographical areas. This has included work for instance in identifying groups of age disputed young people in East Sussex, alongside the Refugee Buddy Project. Working alongside other organisations collaboratively has enabled us to make the best use of limited resources and share knowledge and expertise with other organisations. 

The challenges of asylum support policy during the reporting period creating particularly difficult situations for children and families that we worked with. We worked in close partnership around specific hotels in a multi-agency group to improve advice and support provision into 5 hotels. This included working multi-agency with local authorities, other charitable services, health and wellbeing partners. We are continuing to adapt and shift our outreach model to identify issues and areas of issue using data collected through our casework and referral pathways to target support where we identify it is needed most. 

## **Impact** 

The quotes above illustrate that we provide a service that service users trust and feel supported by. We asked families in the survery the types of issues that we supported them with and their responses indicate that we aim to provide a holistic service that aims to meet the complex needs of migrant children in the UK.

Thinking of the same categories, we asked families what they thought had got better or worse in the time working for us. 


All of the cases that we closed in the period left having had legal advice provided by our partners and steps taken to regularise their leave to remain. We have however in the period noted that there are an increasing number of more complex cases coming through the service, particularly in relation to time in the UK, welfare and housing situations. Our welfare project ensured that all children, young people and families were appropriately housed and received support to meet their welfare needs via Section 17 Children Act 1989 and family support. We used our hardship fund on a few occasions to provide emergency accommodation whilst we resolved disputes around the provision of accommodation support. 

Thinking about practitioner advice;

- 45% were from the charity sector. 

- 10% were legal professionals. 

- 15% were from education - schools and college

This particular advise session provided me with the knowledge and confidence to move forward and in addition I was provided with written information on our session which I am able to use to inform my practice and provide to other professionals. Just one session answered a thousand queries in my view.”

**Income** Principal sources of grant funds; • BBC Children in Need – Anti-destitution casework project. • Michael, Betty and Little Trust – 2x grants provided in previous reporting year for casework services and 1x grant in the reporting year for a new pilot family support project. We have one contracted project with Refugees at Home to provide casework and advice support to their placement team and casework to self-referring families and young people, this is paid for directly by Refugees at Home. The value of that project increased in the year to take account of higher volumes of casework through it. We have a small income from individual donations that are split between our hardship fund and our unrestricted funding, around 20% of those donations are regular giving and the remainder one off donations to appeals and specific projects. We would like to thank all those who donate to us. **Expenditure** The majority of our expenditure is salaries and employs family support workers. All positions in the charity provide direct support and casework to children, young people and families and directly contributing to achieving our objects through the provision of casework and family / young person support. We have in the financial year switched to a new case management system, comparable in price to our previous system. This has allowed us to use data more effectively to report, track issues and consider strategic issues that affect our community and use data to target needs and areas of need that arise through individual casework. We have moved to a bigger space this year which is more conducive to casework and provision of support. This is reflected in an increase in our expenditure in rent.  s Our hardship fund provided accommodation to families where there was a refusal from a statutory body, allowing challenge to take place on refusals to support. All use of the hardship fund accommodation let to families moving on into statutory accommodation following successful challenges. The other elements of the hardship fund is material support – This has largely included supermarket vouchers to support families to meet needs during these challenges. **Investments** The charity does not make investments.

**Settlement of insurance** Insurance claims are only included in the SoFA when the general income recognition criteria **claims** are met (5.10 to 5.12 FRS102 SORP) and are included as an item of other income in the SoFA. 

**Investment gains and losses** This includes any realised or unrealised gains or losses on the sale of investments and any gain or loss resulting from revaluing investments to market value at the end of the year. 

## **2.3 EXPENDITURE AND LIABILITIES** 

**Liability recognition** Liabilities are recognised where it is more likely than not that there is a legal or constructive obligation committing the charity to pay out resources and the amount of the obligation can be measured with reasonable certainty. 

Support costs have been allocated between governance costs and other support. **Governance  and support costs** Governance costs comprise all costs involving public accountability of the charity and its compliance with regulation and good practice. 

Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources, eg allocating property costs by floor areas, or per capita, staff costs by the time spent and other costs by their usage. 

Where the charity gives a grant with conditions for its payment being a specific level of **Grants with performance conditions** service or output to be provided, such grants are only recognised in the SoFA once the recipient of the grant has provided the specified service or output. 

Where there are no conditions attaching to the grant that enables the donor charity to **Grants payable without** realistically avoid the commitment, a liability for the full funding obligation must be **performance conditions** recognised. 

**Redundancy cost** The charity made no redundancy payments during the reporting period. 

**Deferred income** No material item of deferred income has been included in the accounts. 

The charity has creditors which are measured at settlement amounts less any trade **Creditors** discounts 

A liability is measured on recognition at its historical cost and then subsequently measured **Provisions for liabilities** at the best estimate of the amount required to settle the obligation at the reporting date The charity accounts for basic financial instruments on initial recognition as per paragraph **Basic financial instruments** 11.7 FRS102 SORP.  Subsequent measurement is as per paragraphs 11.17 to 11.19, FRS102 SORP. 

## **2.4 ASSETS** 

**Tangible fixed assets for** These are capitalised if they can be used for more than one year, and cost at least **use by charity** They are valued at cost. 

The depreciation rates and methods used are disclosed in note 9.2. **Intangible fixed assets** The charity has intangible fixed assets, that is, non-monetary assets that do not have physical substance but are identifiable and are controlled by the charity through custody or legal rights.  The amortisation rates and methods used are disclosed in note 9.5 

They are valued at cost. 

**Heritage assets** The charity has heritage assets, that is, non-monetary assets with historic, artistic, scientific, technological, geophysical or environmental qualities that are held  and maintained principally for their contribution to knowledge and culture.  The depreciation rates and methods used as disclosed in note 9.6.1.4. They are valued at cost. **Investments** Fixed asset investments in quoted shares, traded bonds and similar investments are valued at initially at cost  and subsequently at fair value (their market value) at the year end.  The same treatment is applied to unlisted investments unless fair value cannot be measured reliably in which case it is measured at cost less impairment. 

Investments held for resale or pending their sale and cash and cash equivalents with a maturity date of less than 1 year are treated as current asset investments 

**Stocks and work in** Stocks held for sale as part of non-charitable trade are measured at the lower or cost or net **progress** realisable value. Goods or services provided as part of a charitable activity are measured at net realisable value based on the service potential provided by items of stock. 

Work in progress is valued at cost less any foreseeable loss that is likely to occur on the contract. 



|**Current asset investments**<br>The charity has has investments which it holds for resale or pending their sale and cash and cash<br>equivalents with a maturity date less than one year.
