The trustees present their report and the financial statements for the year ended 31 March 2024.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing Document
Essex Cultural & Youth Society (ECYS) is a company limited by guarantee incorporated under the Companies Act, governed by memorandum and articles incorporated 02 Mar 2015 as amended by certificate of incorporation on change of name dated 25 Feb 2017 as amended by special resolution registered at companies’ house on 19 May 2017.
Organisational Structure
ECYS is a registered charity in England, number 1173188 and is constituted under a memorandum and articles dated 2[nd] March 2015 amended 19[th] May 2017. The trustees are responsible for the general control and management of the charity. The trustees give their time freely and only one trustee named as Muhammad Sabahul Haque receives remuneration to fulfil the role of Imam and teaching services which was passed through written resolution by the trustees dated 17 February 2017 and filed with companies’ house on 16 April 2018. The trustees meet on a regular basis and are responsible for all decisions taken in relation to the overall control and strategic management of the charity.
Recruitment, Appointment and Training of Trustees
The existing trustees are responsible for the appointment of new trustees. New trustees are brought into the organisation, when required, on the basis of eligibility, competence, specialist knowledge and skills. It is the policy of Essex Cultural & Youth Society that, upon induction, each trustee is given a copy of the trust deed, the latest accounts (if available), recent meeting minutes and guidance regarding the policies and procedures adopted by the charity.
CHARITY OBJECTIVES
The objective of the charity is mainly to advance the religion of Islam, to promote the religious harmony, provision of facilities in interest of social welfare for recreation or other leisure time occupation, conciliation for couples and to provide relief to people facing financial hardships.
Public Benefit
In carrying out this review, the trustees of ECYS have taken regard of and comply with the Charity Commission's general guidance on public benefit and in particular its supplementary public guidance on advancement of the religion of Islam for the public benefit in accordance with the teachings of Sunni Islam in such a way by providing educational and curricular study support activities and to provide private and community worship through conducting weekly services, festival prayers and counselling and other social welfare activities.
Future Plans
The Charity is committed to provide continuous support to the people in need and also strive for creating a better society by contributing in the areas of education or training, the prevention or relief of poverty, promoting good relations between persons of different faiths, and promoting respect of the beliefs and practices of different religious faiths.

The principal funding sources of ECYS during the year were donations from various individuals and organisations, religious courses. Below are detailed activities carried out by ECYS from 01st April 2023 to 31st March 2024.
Jumu’ah Salaah:
Friday Jumu’ah Service continued weekly throughout the year. On the 7th April and 29th December, one large Jumu’ah Service congregation was conducted by Imam Sahib at The Grove Banqueting Hall as the Myplace Building was closed for the Easter and Christmas periods respectively. Challenges were faced with limited parking facilities at the venue considering the large fast growing Muslim community. Extra volunteers were employed to help manage the crowds. As the Jumu’ah Salaah attendees continued to grow, a second weekly prayer congregation was introduced. Both congregations were held at the Myplace building, one after the other.
Weekend Madrasah:
The weekend Islamic Studies classes continued on Saturdays and Sundays. Post Covid it still took time to build up attendance as many children were still used to alternative online study. The syllabus course consisted of Tarbiyyah, Qur’an, Qaidah, Duas, Salah, Aqeedah, Fiqh, Hadith and ‘Stories of the Prophets’. This service continues to be a spiritual lifeline for the children and their families.
Five Times Daily Salah:
ECYS continues to conduct the five daily prayers for the community. Regular update messages are shared with the community via the Mosque Broadcast List of the Salaah timings. Various lessons and reminders are held after different prayers throughout the week.
Taraweeh Salaah 2023:
Saturday 1st April: Taraweeh Salaah arrangements were made to be held each night at The Grove Banqueting Hall with Isha Salaah starting at 9:30pm. At times that the Banqueting Hall was not available, so an alternative venue was used, and the community were kept informed via the Mosque Broadcast List. Two Hafidh of the Qur’an lead the prayers with Imam Sahib leading Isha and Witr prayers. A schedule for the completion of a full Khatam of the Qur’an was in place as well as daily Islamic reminders after prayers. Various community members donated water bottles for the congregation and we had volunteers as well as a paid staff to support with car parking.
Mosque Iftar Provisions 2023:
During the whole month of Ramadan dates and water were facilitated within Harold Hill Mosque, and on many days different members of the community brought Iftar to share. On the days that the Weekday Madrasah was running, either the Mosque or community members brought Iftar to share with the children.
Jump Evolution Youth Outing:
Monday 3rd April: ECYS Madrasah organised an outing for boys and girls of all ages within the community to have a fun excursion to Jump Evolution Trampoline Park. Over 20 children took part and this was an amazing opportunity for Muslim children in the community to meet each other and enjoy valuable time together.
Children’s Funday Family Iftar:
Saturday 8th April: A special Iftar event was arranged at The Grove Banqueting Hall scheduled with a huge range of children’s activities including: Bouncy Castle, Tug of War, Musical Chairs, Limbo Game, Toddlers Inflatable Play, Egg & Spoon Race, 3-Legged Race, Bean Bag Toss, Twister Game, Hot Potato and Arts & Crafts. Children’s food was on the menu: Burgers, Wraps, Chicken Wings, Fries etc! There was a booking link to purchase entry tickets, with all food and activities free. Imam Sahib sent a request to the community for volunteers to support at the event, and a large number of people did come forward, including youth, to support at the event making it a smooth and successful evening.
Last Ten Nights of Ramadan:
Imam Sahib provided teachings and importance guidance to the community about the significance of this holy period and how to benefit from it the most. This was delivered via the Mosque Community Broadcast List as well as after the night-time Taraweeh Prayers.
24 Hours I’tikaaf:
Imam Sahib arranged the first I’tikaaf know to the area within Harold Hill Mosque, which was for a 24 hours period (one day and one night). Approximately ten teenagers and a couple of fathers with a child participated. All safeguarding protocols were in place as well as a full schedule for group educational learning, private worship, and a host of fun activities. The youth engaged amazingly expressing their enjoyment, and they were all gifted an Imamah (turban) and taught how to wrap and wear them correctly. Dinner and Suhoor was provided by various members of the community for all the participants.
Naeem’s Ascent for ECYS:
Saturday 15th April: A young member of the community took the initiative to climb Mount Snowdon for the first time and raise funds for his local Mosque - ECYS. He started at 2:30pm and the climb lasted 6 hours, all while he was fasting! He did his Iftar at the peak of the mountain. This was a superb initiative showing great support to ECYS and an encouragement to hopefully entice more similar

activities to engage the community and provide more challenging opportunities. Naeem opened a GoFundMe page and Maashaa-Allah managed to raise £1,200 for the Mosque.
Khatmul Qur’an Iftar:
Monday 17th April: Our third and last Iftar gathering was arranged with Imam Sahib giving a lecture on the significance and virtues of this special night, as well as reflections on each person’s spiritual development throughout the holy month of Ramadan. Many volunteer men and ladies helped to manage the event as well as manage the car parking facilities.
Taraweeh Khatmul Qur’an:
Monday 17th April - 27th Night of Ramadan: The recitation of the Qur’an from memory within the Taraweeh Salaah was completed on this auspicious night with a special Dua for all the community and Ummah.
Eid-ul Fitr Salaah:
21st April: The Eid prayer was arranged at The Grove Banqueting Hall with a segregated area for ladies. There was Maashaa-Allah a huge single congregation with the whole community praying together, united, with over 700 people attending the service led by Imam Sahib. Ice-cream was served to all attendees after the Service. Paid security staff were employed to manage the car parking facilities.
Zakaat-ul Fitr:
Friday 21st April: An option was available for the community to pay their Zakat-ul Fitr online before the Eid prayer. On the day of Eid there were collection boxes available for the people to pay their Zakat-ul Fitr in cash before the prayer begun. This year’s minimum Zakat-ul Fitr amount was £4 per person.
East London Biryani Competition:
Sunday 4th June: Imam Sahib tried to organise a unique opportunity for some fun competition. The Biryani Competition due to be held at The Grove Banqueting Hall was advertised with a lot of interest, however, due to some logistical challenges the competition was postponed. Inshaa-Allah Imam Sahib will look to re-arrange this opportunity sometime in the future.
Eid-ul Adhaa Salaah:
Wednesday 28th June: One big Eid-ul Adhaa Salaah Jamaat was conducted by Imam Sahib at The Grove Banqueting Hall in the early hours of the morning. The whole community prayed together united, with over 800 men, ladies and children. Traditional home-made sweet dish was served after the Service. Paid security staff were employed to manage the car parking facilities.
Eid-ul Adhaa Party:
Sunday 9th July: The Party was held at The Grove Banqueting Hall and attended by over 300 people of the local community and further away. Various stalls booked places who sold gifts, perfumes, deserts, and all sorts of items and products. There was a soft play inflatable for smaller children, and food was served for free to all attendees. Many volunteers supported the event to run smoothly and safely.
Boys Youth Program & One-Dish:
Saturday 22nd July: The Boys Youth Program was held at Harold Hill Mosque in the afternoon with various activities including table tennis, PS tournament and quiz & prizes. Attendance was managed via an online booking link, and after the youth event Imam Sahib gave a lecture on ‘The Importance of Role Models’ followed by a one-dish dinner where different people of the community brought food to share.
ECYS Cricket Shirts:
August 2025: ECYS printed its own designer cricket shirts to be used by its cricket club at weekly matches between each other and against other teams.
Morocco & Libya Fundraiser Event:
Sunday 1st October: ECYS held an event at The Grove Banqueting to create awareness of the massive impact of the flood in these countries and to raise funds for this cause. It was a family event and arrangements included: Burgers & Fries, Chicken Wraps, Meat Biryani, Chinese Stir Fry, Cake & Deserts, Ice-Cream, Bouncy Castle, Mehndi Stall, Inflatable Play, Candy Floss and Tea & Coffee. Many volunteers came forward to support us run the event.
Monthly One-Dish:
Thursday 21st September: Imam Sahib offered a lecture at Harold Hill Mosque after the Maghreb prayer and dinner was served before the Isha prayer. Men, ladies and children attended and food was prepared by different people to be shared.

ECYS Football Club:
Friday 20th October: Our weekly football club started at Drapers Academy Secondary School in Harold Hill. Mr Qasim is a professional football coach and ran the sessions voluntarily and so costs were subsidised to be inclusive for all members of the community. Three football experts supported the club by volunteering to coach, of which one was a lady who coached the girls’ group. Sessions were held indoors in the Sports Hall when the weather was cold, and in better weather the outdoor pitches were hired.
Support for Oppressed Palestinians:
Following severe escalation of oppression against the Palestinian population, Imam Sahib shared important updates to the community via the Mosque Broadcast List so people are aware of the global situation. Support was given to the community at this difficult time, and also guidance was shared on how to support the Palestinians being oppressed, such as praying for them and utilising boycotting strategies. Imam Sahib arranged for members of the local community to travel together to attend a Protest in London on Saturday 21st October to create empathy towards the oppression against the Palestinian population. Imam Sahib shared various guidance to those attending the day-long protest to ensure a safe and productive effort.
Gaza Fundraiser:
Sunday 3rd December: Over fifty food packages of mutton biryani and veg chicken & rice were sold in Harold Hill Mosque to raise funds for Gaza. A total of £373.50 was raised.
Football Dinner:
Thursday 21st December: To end a successful year of football training and youth work, ECYS arranged a meal after the final football session for the children and parents to attend. There were over 30 participants, and each player contributed £10 towards the event, and the food served was pizzas and ‘chicken & chips’. The weekly football training resumed on Friday 5th January 2024.
Weekday Madrasah:
Monday 8th January: Weekday Madrasah classes began at Harold Hill Mosque from 5pm-7pm with a lady teacher specifically for the girls, which was very important for many parents. These weekday classes were very helpful to families who had children unavailable to attend the Weekend Madrasah schedule, offering more flexibility. The syllabus and study hours replicated the Weekend Madrasah, except that classes are spread over three days. Compared to the Weekend Madrasah, fewer children enrolled to the Weekday Madrasah, however, class sizes continue grow.
Harold Hill Islamic Library:
Alhamdulillah £400 was raised at Jumu’ah Salah on 12th January to purchase books to begin the first Islamic Library in Harold Hill with the Mosque. Imam Sahib devised a library card system for children to borrow books and return/exchange them. Over 30 library card applications were received and the laminated library cards were issued.
ECYS Story Club:
Started on Tuesday 16th January: This weekly club was very well attended, bringing children together of all ages, from 3 year olds with parents, to teenagers, boys and girls. The first story read by Imam Sahib was about ‘Abu Bakr (RA), and snacks and drinks were shared after each session. The club ran for a few months but then the changing Salaah times were making the club difficult to schedule. InshaaAllah we will look to resume the club with a schedule, and hopefully find a volunteer from the community to manage the club and develop it.
Self Defence - GOJU Karate:
Started on Wednesday 17th January: These sessions were initiated to positively engage children and promote self-confidence. Sessions were run by a qualified Sensei from Hong Kong on a voluntary basis, allowing subsidised fees so the opportunity is inclusive for all.
Al-Marjaan Academy:
Thursday 18th January: In light of the growing Muslim population in the London Borough of Havering, ECYS continued to advertise the Al-Marjaan Academy. This is a formal tuition centre setting to support home-schooled children in their academic and social development. No facility of this nature is available in the borough and so further promotion and marketing strategies need to be explored.
Girls Youth Event:
Saturday 20th January: This was an evening event 5pm-7pm with burgers and wraps for food. The activities included: Mehndi, Arts & Crafts, Candy-floss & Pancake Making, Cup-cake Designing, Jewellery Making and Hairstyling Bun Designs. Eventbrite booking link was used to manage attendance with a £5 contribution each, and over 30 girls and ladies participated. Several mothers volunteered to manage the event and activities.

Boys Youth Evening:
Saturday 27th January: This was an evening event 4pm-7pm with burgers and chips. Activities included PS4 and Table-tennis. Everyone prayed Isha Salah together at 7pm, after which the evening concluded with a lecture by Imam Sahib on ‘How to Build a Community’, and a one-dish meal, where various members of the community brought food to share. Eventbrite booking link was used to manage the attendance, which was a free event with over 30 participants.
Girls Youth Event:
Saturday 17th February: This was an evening event 5pm-8pm with food and the following activities: Mehndi, Arts & Crafts, Candyfloss, Jewellery Making, Hairstyling Bun Designs and Crafting with Ribbons. Eventbrite booking link was used to manage attendance with a £3 contribution each, and over 30 girls and ladies participated. Several mothers volunteered to manage the event and activities.
Boys Youth Evening:
Saturday 24th February: This was an evening event 5pm-7pm with dinner and fun activities, followed by the below Tafseer-ul Qur’an lesson.
Tafseer-ul Qur’an Lesson:
Saturday 24th February: This Tafseer lesson on Surah Yusuf was held in Harold Hill Mosque on the auspicious night of Laylatul Baraa’ah at 7:30pm. This was a free event attended by many men, ladies and children from the community. The Tarsier lessons continued weekly on Monday evenings.
Ramadan Calendar 2024:
Friday 8th March: The online pdf version of the Ramadan Timetable was shared with the community via the Mosque broadcast list before the Jumu’ah Salaah.
Ramadan Preparation Event:
Friday 8th March: Imam Sahib delivered a lesson especially for children aged 7yrs-17yrs between 7:15pm-8:30pm about important Ramadan rules and reminders. Many people attended this free event, including adults, and the food was sponsored by two members of the community (chicken, chips and pizza).

Sunday 31st March: This was the second of three community Iftars this Ramadan held at The Grove Banqueting Hall. Families booked their seats via the Eventbrite booking link with a £5 contribution per head and under 8 year olds free. Imam Sahib delivered a lecture and the community had Iftar together with a generous menu of Somosas, Mini Chicken Burgers, Meat Daalcha, Veg Pilou, Chicken Malai Biryani, and Ice-cream. There were various children’s activities provided. Many volunteer men and ladies helped to manage the event as well as manage the car parking facilities.

Ramadan I’tikaaf 2024:
Started from Saturday 30th March: Imam Sahib shared information of the virtues of I’tikaaf with the community at Jumu’ah and also via the Mosque broadcast list. Several adults applied to stay in Harold Hill Mosque with the intention of Sunnah I’tikaaf during various days in the month of Ramadan. One brother completed the full 10 days Sunnah Mu’akkadah I’tikaaf making this the first full I’tikaaf in Harold Hill, Alhamdulillah! This accomplishment was recognised by Imam Sahib in front of the whole congregation at the Eid-ul Fitr Salah. The I’tikaaf bookings were made by messaging Imam Sahib directly, and all food arrangements were organised by ECYS.

ACHIEVEMENTS AND PERFPORMANCE
As explained in financial review, the charity has fulfilled its objectives through charitable activities in accordance with charity’s objectives. There were no fundraising activities or material expenditure incurred to raise future income.
RESERVE POLICY
At 31 March 2024 the charity had funds of £61,876 (2023: £56,812).
The trustees review the amount of reserves that are required to ensure that they are adequate to fulfil the charity continuing obligations.
TRUSTEE’S RESPONSIBILITIES
The trustees present their report and the financial statements for the year ended 31 March 2024.
The trustees are responsible for preparing the trustees Report and the financial statements in accordance with applicable law and regulations. Company law requires the directors to prepare financial statements for each financial year. Under that law the directors have elected to prepare the financial statements in accordance with United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law). Under company law, the directors must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the company and of the profit or loss of the company for that period. In preparing the financial statements the directors are required to:

select suitable accounting policies and then apply them consistently;

make judgments and accounting estimates that are reasonable and prudent;

prepare the financial statements on the going concern basis unless it is inappropriate to presume that the company will continue in business.
The directors are responsible for keeping adequate accounting records that are sufficient to show and explain the company's transactions and disclose with reasonable accuracy at any time the financial position of the company and enable them to ensure that the financial statements comply with the Companies Act 2006 and Charities Act 2011. They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

We report to the charity trustees on our examination of the accounts of the Company for the year ended 31[st] March 2024.
Trustees & Examiner Responsibilities
As the charity’s trustees of the Company (who are also the directors of the company for the purposes of company law), you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (“the 2006 Act”).
Having satisfied our self that, the accounts of the Company are not required to be audited for this year under Part 16 of the 2006 Act and are eligible for independent examination, it is our responsibility to:

To examine the financial statements under section 145 of the Charities Act 2011 (“the 2011 Act”).

To follow the directions given by the Charity Commission (under section 145(5)(b) of the 2011 Act.
Independent Examiner Statement:
We confirm that no material matters have come to our attention which gives us cause to believe that:

accounting records were not kept in accordance with section 386 of the Companies Act 2006; or
-
the accounts do not accord with such records; or
-
the accounts do not comply with relevant accounting requirements under section 396 of the Companies Act 2006 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination; or the accounts have not been prepared in accordance with the Charities SORP (FRS102).
We have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

For the year ending 31 March 2024, the company was entitled to exemption from audit under section 477 of the Companies Act 2006 relating to small companies.
Directors' responsibilities:

The members have not required the company to obtain an audit in accordance with section 476 of the Companies Act 2006.

The directors acknowledge their responsibilities for complying with the requirements of the Act with respect to accounting records and the preparation of accounts.

1. Accounting policies
1.1. Basis of preparation of financial statements
The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) – (Charities SORP (FRS 102), and with the Charities Act 2011.
The Charity meets the definition of a public entity under FRS 102.
The financial statements are presented in Sterling (£).
1.2. Going concern disclosure
The Trustees are not aware of any material uncertainties about the charity’s ability to continue as a going concern. The financial statements have therefore been prepared on the basis that the charity is a going concern.
1.3. Income
All incoming resources are included in the Statement of Financial Activities (SOFA) when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy and there is certainty of receipt.
Donations and legacies: These comprise all incoming resources from donations and gifts collected directly and income from fundraising events (i.e Jummah prayers) during the year.
Income from charitable activities: These comprise income generated from the religious education courses (Weekend courses), events organised for social gatherings and from grants from external parties.
1.4. Expenditure
Expenditure is recognised once there is a legal or constructive obligation to make payment to a third party, it is probable that settlement will be required and the amount of obligation can be measured reliably.
1.5. Charitable funds
Unrestricted funds are available for use at the discretion of the trustees in furtherance of their charitable objectives.
Restricted funds are subject to specific conditions by donors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the financial statements.
1.6. Tangible fixed assets and depreciation
Tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. Depreciation is provided at rates calculated to write off the cost of the fixed assets, less their estimated residual value, over their expected useful lives on the following bases:

1.7 Receivable / payable within one year
Debtors and creditors with no stated interest rate and receivable or payable within one year are recorded at transaction price. Any losses arising from impairment are recognised in expenditure.
2. Average number of employees
Average number of employees, including directors, during the year was as follows: 1 (2023: 0)
3. Issue with Sumup Account
The last recorded payout from SumUp to the Mosque’s bank account in the financial year 2023 was £382.51 on 26 September 2023. Following this, there was a prolonged period during which card donations continued to be collected via SumUp card readers, but the associated funds were not being transferred to the Mosque’s account. This was due to the Mosque’s bank account being erroneously closed by Barclays.
The matter was subsequently raised and resolved, and the account was re-opened. Upon notifying SumUp and confirming the reactivation of the existing account, a cumulative payout of £26,822.08 was received on 15 October 2024.

Muhammad Sabahul Haque is entitled and being paid in accordance to his contract with Essex Cultural & Youth Society which was passed through a written resolution by the trustees dated 17 February 2017 and filed with companies’ house on 16 April 2018. The payment is for the provision of the Imam and teaching services.
No other trustee has received any payment and benefits from the company during the year.
12. Related party transactions
There were no transactions with related parties in the year, except for the trustee’s remuneration which is fully disclosed in note 9.
13. General information
Essex Cultural & Youth Society is a private company, limited by guarantee, incorporated in England & Wales, registered number 09515044. In the event of the charity being wound up, the liability in respect of the guarantee is limited to £1 per member of the charity. The registered office is 11 Faringdon Grove, Faringdon Avenue, Romford, RM3 8TD.
