The trustees present their report and the financial statements for the year ended 31 March 2021.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing Document
Essex Cultural & Youth Society (ECYS) is a company limited by guarantee incorporated under the Companies Act, governed by memorandum and articles incorporated 02 Mar 2015 as amended by certificate of incorporation on change of name dated 25 Feb 2017 as amended by special resolution registered at companies’ house on 19 May 2017.
Organisational Structure
ECYS is a registered charity in England, number 1173188 and is constituted under a memorandum and articles dated 2[nd] March 2015 amended 19[th] May 2017. The trustees are responsible for the general control and management of the charity. The trustees give their time freely and only one trustee named as Muhammad Sabahul Haque receives remuneration to fulfil the role of Imam and teaching services which was passed through written resolution by the trustees dated 17 February 2017 and filed with companies’ house on 16 April 2018. The trustees meet on a regular basis and are responsible for all decisions taken in relation to the overall control and strategic management of the charity.
Recruitment, Appointment and Training of Trustees
The existing trustees are responsible for the appointment of new trustees. New trustees are brought into the organisation, when required, on the basis of eligibility, competence, specialist knowledge and skills. It is the policy of Essex Cultural & Youth Society that, upon induction, each trustee is given a copy of the trust deed, the latest accounts (if available), recent meeting minutes and guidance regarding the policies and procedures adopted by the charity.
CHARITY OBJECTIVES
The objective of the charity is mainly to advance the religion of Islam, to promote the religious harmony, provision of facilities in interest of social welfare for recreation or other leisure time occupation, conciliation for couples and to provide relief to people facing financial hardships.
Public Benefit
In carrying out this review, the trustees of ECYS have taken regard of and comply with the Charity Commission's general guidance on public benefit and in particular its supplementary public guidance on advancement of the religion of Islam for the public benefit in accordance with the teachings of Sunni Islam in such a way by providing educational and curricular study support activities and to provide private and community worship through conducting weekly services, festival prayers and counselling and other social welfare activities.
Future Plans
The Charity is committed to provide continuous support to the people in need and also strive for creating a better society by contributing in the areas of education or training, the prevention or relief of poverty, promoting good relations between persons of different faiths, and promoting respect of the beliefs and practices of different religious faiths.
FINANCIAL REVIEW
The principal funding sources of ECYS during the year were donations from various individuals and organisations, religious courses and Grant from London Community Response.
Below are detailed activities carried out by ECYS from 1st April 2020 to 31st March 2021. The year involves fewer events and activities due to the onset on the COVID-19 Pandemic that struck the UK in March 2020 resulting in mandatory lockdowns and restrictions. ECYS still continued whatever vital services were viable during this challenging time and still continues to do so, as the pandemic continues.
Jumu’ah Salaah:
Congregational onsite religious services of all faiths were stopped nationally due to the COVID-19 pandemic from March 2020 to July 2020. In July 2020 when the UK allowed religious services to resume, ECYS on 17th July at the first legal opportunity arranged for communal worship to be facilitated and continued weekly throughout this period. However, prayers had to be held in an alternative smaller venue, and so communal prayers for men were facilitated, upon whom the service is compulsory, and the congregation was split in to two smaller services to allow for social distancing and management of all other safety measures.
Madrasah:
ECYS was one of the first Islamic institutes to close in the UK when the COVID-19 pandemic was announced to protect the families and community. The national lockdown prevented face-to-face teaching and so we continued the children’s education online using Zoom. This not only continued learning but also supported the children pastorally maintaining communication with their teacher and peers.

Daily Prayers:
Daily community congregational prayers were stopped since March 2020 and only resumed again partially in August 2020 due to the ongoing national COVID-19 pandemic. Throughout the year monthly ECYS prayer timetables were distributed and shared with residents so prayers could effectively be offered remotely.
Taraweeh Salaah:
This was cancelled in all Mosques in 2020 due to the COVID-19 situation. Muslim families conducted these prayers privately in their homes and ECYS provided guidance on this to the community and shared the Ramadhan timetable for fasting and prayer times.
Eid-Ul Fitr Prayer:
This was cancelled in 2020 due to the COVID-19 situation. ECYS provided guidance to the community on the religious duties in these abnormal circumstances and online Sadaqatul Fitr donations were facilitated, which the community normally would donate at the Eid payers.
ECYS Ramadhan Food Distribution:
ECYS obtained a £10,000 grant to distribute food to the community, the needy and local services offering vital help during the intense COVID-19 pandemic. ECYS managed to distribute over 1000 food packs in May 2020 not only to the local Muslim community, but also to frontline staff at Queens Hospital, Havering Volunteers serving the homeless and needy, care homes for the homeless & disadvantaged and also members of the community identified to be vulnerable. A local catering company was employed along with many volunteers to successfully complete this project.
27th Ramadhan Lecture:
As Ramadhan was limited to only private worship home, Imam Sahib for ECYS shared an online lecture with the community for the auspicious 27th Night of Power to encourage the community and offer support, engagement and unity.
Syrian Eid Toys Appeal:
On Thursday 18th June and Sunday 21st June 2020 ECYS arranged in coordination with OneNationUK.Org, a drop-off appeal at its offices in Unit 12 Faringdon Grove, of EID toys to be donated to children in Syria during the prevailing war resulting in a war-torn country. Donors from all around London came to support the cause, and many children sent home-made Eid cards. Videos and photos were produced to illustrate the efforts and success of the community effort.
Community Pastoral Support:
ECYS continued to offer regular advice and support throughout the pandemic on religious affairs as well as coping in the challenging situation and how to seek help for anyone in need. Resources to support children were also regularly shared, including online Ramadhan activity packs.
Online Fundraising:
During lockdown, donations to charities were significantly reduced. Therefore, online fundraising platforms were employed to encourage donations. Online trade also spiked so ECYS promoted its charity account registration with Amazon Smile to support fundraising here too.
Eidul Adhaa Qurbani – July 2020:
ECYS arranged for the community to order HMC sheep Qurbani locally and be delivered to Harold Wood for collection, and we also made arrangements for cow Qurbani in India at competitive prices in areas where meat could be donated to the needy.
Eidul Adhaa Salah 2020:
Friday 31st July. This was held at Apogee Studios in Harold Wood. Three Eid congregations and two Jumu’ah congregations were managed and conducted on the day to facilitate all legal requirements and allow for all safety measures to be implemented for the safety of the community and attendees.
Halal School Meals Petition:
In September 2020 ECYS initiated an online petition to encourage schools in Havering to offer Halal school meals to Muslim pupils, particularly as there are over 4000 Muslims in Havering and the numbers are continuously growing. To date we reached 729 signatures so far.
ECYS Football Club:
From the start of October 2020 ECYS started its own football club and employed a volunteer to manage the club. A WhatsApp group was formed and children, boys and girls, of ages 3 to 13 years were able to train with ECYS at Noak Hill Sports Centre. Weekly adult sessions also ran at the same venue under the same management. Instagram and Twitter were also used to promote the club.

Al-Marjaan Academy:
ECYS promoted and formally arranged a daytime tuition for Muslim home-schooled children to learn their curricular studies for up to 17 hours a week at our local council community centre, to start in February 2021. However, due to the ongoing national COVID-19 situation this proved difficult to begin offering the face-to-face teaching.
Online Hadith Lessons:
Friday 11th December, Imam Sahib for ECYS began its first online Hadith lessons for adults running weekly in the evening. The famous work of Imam An-Nawawi – Riyaadus Saliheen - was taught with detailed explanations and lessons were attended by male and female students locally as well as from around the UK.
Food Supplies:
16th February 2021, ECYS obtained food supplies from Sainsbury’s supermarket to be distributed to members of the local community struggling or in need of support.
Achievements and performance
As explained in financial review, the charity has fulfilled its objectives through charitable activities in accordance with charity’s objectives. There were no fundraising activities or material expenditure incurred to raise future income.

We report to the charity trustees on our examination of the accounts of the Company for the year ended 31[st] March 2021.
Trustees & Examiner Responsibilities
As the charity’s trustees of the Company (who are also the directors of the company for the purposes of company law), you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (“the 2006 Act”).
Having satisfied our self that, the accounts of the Company are not required to be audited for this year under Part 16 of the 2006 Act and are eligible for independent examination, It Is our responsibility to:

To examine the financial statements under section 145 of the Charities Act 2011 (“the 2011 Act”).

To follow the Directions given by the Charity Commission (under section 145(5)(b) of the 2011 Act.
Independent Examiner Statement:
We confirm that no material matters have come to our attention (other than that disclosed below *) which gives us cause to believe that:

accounting records were not kept in accordance with section 386 of the Companies Act 2006; or

the accounts do not accord with such records; or

the accounts do not comply with relevant accounting requirements under section 396 of the Companies Act 2006 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination; or the accounts have not been prepared in accordance with the Charities SORP (FRS102).
We have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies
1.1. Basis of Preparation of Financial Statements
The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) – (Charities SORP (FRS 102), and with the Charities Act 2011.
The Charity meets the definition of a public entity under FRS 102.
The financial statements are presented in Sterling (£).
1.2. Going Concern Disclosure
The Trustees are not aware of any material uncertainties about the charity’s ability to continue as a going concern. The financial statements have therefore been prepared on the basis that the charity is a going concern.
1.3. Income
All incoming resources are included in the Statement of Financial Activities (SOFA) when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy and there is certainty of receipt.
Donations and legacies: These comprise all incoming resources from donations and gifts collected directly and income from fundraising events (i.e Jummah prayers) during the year.
Income from charitable activities: These comprise income generated from the religious education courses (Weekend courses), events organised for social gatherings and from grants from external parties.
1.4. Expenditure
Expenditure is recognised once there is a legal or constructive obligation to make payment to a third party, it is probable that settlement will be required and the amount of obligation can be measured reliably.
1.5. Charitable funds
Unrestricted funds are available for use at the discretion of the trustees in furtherance of their charitable objectives.
Restricted funds are subject to specific conditions by donors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the financial statements.
1.6. Tangible Fixed Assets and Depreciation
Tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. Depreciation is provided at rates calculated to write off the cost of the fixed assets, less their estimated residual value, over their expected useful lives on the following bases:

During the year charity received £10,000 grant out of London Community Response Fund. London Community Response Fund is administered by City Bridge Trust, which is the funding arm of Bridge House Estates in relation to which the City of London Corporation is the sole corporate trustee. The purpose of this grant is to fund the urgent and essential cost related to provision of food and basic food hampers to community groups facing hardship due to COVID 19, so that the Charity can carry on providing support to Londoners. The grant shall not be used for any other purpose and must be used by 31.12.2022.
The value of any voluntary help received is not included in the accounts but is described in the trustees’ annual report.

11. Trustees Remuneration
Muhammad Sabahul Haque is entitled and being paid in accordance to his contract with Essex Cultural & Youth Society which was passed through a written resolution by the trustees dated 17 Feb 2017 and filed with companies’ house on 16 Apr 2018. The payment is for the provision of the Imam and teaching services.
No other trustee has received any payment and benefits from the company during the year.

There were no transactions with related parties in the year, except for the trustee’s remuneration which is fully disclosed in note 11.
