TRUSTEES ANNUAL REPORT
The trustees present their report with the financial statements of the charity for the year ended 31 December 2023.
OBJECTS
The objects of the charity as per the constitution are:
The advancement of education by:
-
the provision of items, services and facilities for Long Preston Primary School; and
-
the provision of bursaries to assist beneficiaries to attend schools, universities or other institutions or classes for the purpose of education other than elementary.
In practice, beneficiaries are as referred to in the former Scheme, being young people who have attended a primary school for two years in Long Preston, Hellifield or Halton West.
The charity has continued to pursue these aims by ensuring the assets of the charity are managed efficiently.
Public benefit
In accordance with their objectives for this year and with due regard to the published Charity Commission guidance on the operation of the public benefit requirement of the Charities Act 2011, the trustees have undertaken appropriate activities in furtherance of those aims for public benefit.
ACTIVITIES
Bursaries
26 awards of £225 were made in 2023 (last year 23) to former pupils of Long Preston and Hellifield Schools. The total amount awarded was £5,850.
We have had help to increase uptake by former pupils spreading the word on Facebook, rather than replying to the posters and Craven Herald ads of the past. We are now currently working on a Facebook page to widen public knowledge of our existence and remit.
Community
We continue to be made aware of the activities of the Ribblesdale Federation of Schools, of which Long Preston Endowed VA Primary School is a part. One of our trustees has a close link to the school, and with the newly formed playgroup Wrens. Little Learners closed last year and, in a bid to support children coming into school we gifted £2,000 to help with Wrens start-up costs.
In past years, we have been investigating the possibilities of setting up an affordable housing scheme – using our land and specifically aimed at families with young children aiming to support school numbers and working alongside CDC and the Yorkshire Dales National Park. With the pandemic, work on this has not continued at the pace we had wished.

School Support
As the school is Voluntary Aided, we are required to contribute 10% towards school property repairs. During the year £Nil was incurred.
There is a new Headteacher who we are creating a close working relationship with. We are currently in talks with her as to how we can increase our involvement and support the school further.
Financial stability and management of assets
The Charity is entirely reliant on the rental incomes from its land and properties. These include four cottages and seventy acres of farmland, let on an agricultural tenancy to a local farmer.
Management of these assets occupies a significant proportion of the trustees' time and include:

Rent negotiation for small garden and parking area adjacent to one of our properties.

Rent for a small grazing field.

Refurbishment of properties as they become vacant.
FINANCIAL REVIEW
The financial statements show a healthy credit bank balance of £59,549. We aim to hold £25,000 in bank funds for ongoing work of the charity and to cover unforeseen property expenses. The remainder is used for cyclical property improvements, our contribution to significant school building improvements and further ways in which we can enhance the experiences for the children a school.
The charity owns various plots of land and properties in Long Preston, including the school and the four cottages in Long Preston as mentioned above.
STRUCTURE, GOVERNANCE AND MANAGEMENT
The Charity is governed by its constitution dated 19th May 2017 and is a Foundation CIO where the trustees are also the members of the charity.
On appointment, the objects of the charity and management procedures are explained to new trustees. They are provided with copies of the constitution and relevant publications from The Charity Commission. New trustees are asked to sign a Declaration of Eligibility for newly appointed trustees (using the model provided by The Charity Commission) and declare any conflicts of interest.
The charity is run by the trustees as a body, which elects a chairperson annually. Although face to face meetings in most of the year have not been possible, regular communication with the trustees is maintained.
The charity retains professional advisors who include our accountant, land agent, insurance broker and solicitor. Management decisions are taken at trustee meetings, as and when appropriate, on the advice and involvement of their professional advisors. The day-to day management is carried out by the clerk/treasurer.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES
I report to the charity trustees on my examination of the accounts of the charity for the year ended 31[st] December 2023.
Responsibilities and basis of report
As the charity's trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:
-
(1) accounting records were not kept in respect of the charity as required by Section 130 of the Act; or
-
(2) the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

NOTES TO THE FINANCIAL STATEMENTS
- 1 Basis of preparation
These accounts have been prepared on the Receipts and Payments basis in accordance with the Charities Act 2011.

2 Fund Accounting

(a) Unrestricted funds are those that can be expended at the discretion of the trustees in the furtherance of the objects of the charity.

(b) Restricted funds are those that may only be used for specific purposes. Restrictions arise when specified by the donor.

3 Taxation
The charity is not liable to tax on its charitable activities.
The charity is not registered for VAT. Irrecoverable VAT is included in the expense to which it relates.
- 4 Transactions with trustees
No remuneration nor expenses were paid to trustees or any persons connected with them during the year or previous year.
