TRUSTEES, REPORT
Forthe Year ended 31 March 2021
The Trustees present their Report and Accounts for the year ended 31 March 2021.
The Accounts have been prepared in accordance with the CIO'S Constitution, the Charities Act 2011
and "Accounting and Reporting by Charitie5: Statement of Recommended Prartice applicable to
charities preparing their accounts in accordan￿ with the Financtal Reporting Standard applicable in
the UK and Republic of Ireland IFRS 1021 (effective l January 20151".
Objects and Artivities
The objects of the CIO are to adwdnce the Arts, Culture. Education and Heritage, in particular by the
preservation and promotion of Berwick Barracks a5 a centre celebrating the history and heritage of
Berwick-upon-Tweed and its surrounding area and as a focus for artistic and cultural attivities. and
through such other acLivities as the Trustees shall fro¥n time to time determine.
Throughout the year under review, the Trustees have continued to promote these objects by
working in partnership with other organisations to develop detailed plans for re-vitalising Be￿ick
Barracks as a key elernent in Berwick's overall cultural. heritage and tourism 'offerf.
The Trustees have paid due regard to guidance issued by the Charity Commission in deciding what
artivities the CIO should undertake.
Achievements and Perforniance
In our last Annual Report. we referred to work being carried out by the Be￿ick Barracks Partnership
following the award to English Heritage in 2019 of a Resilient Herfcage grant. The purpose of the
grant by the National Lottery Heritage Fund INLHFI was to enable the Partners to develop firm
proposals for the sustainable redevelopment of the Barracks stte. Large and complex, the slte is of
national significance. having been built between 1718 and 1721 to designs by the celebrated
architect, Nicholas Hawksmoor. Grade I listed. tt is among the first purpose-built barracks in England
and became a model for other barracks which followed.
In the event, the Covid-19 pandemic meant that it wa5 not possible for the work undertaken with
the assistance of the NLHF grant to be cornpleted before the end of March 2021. However. its
completion at that point not only laid the groundwork for the preparation of a business plan for the
site's complete redevelopment but has enabled the Partners involved to-
Review and assess the collections either already held on the site or prospectively to be held
there.
Review and understand the conservation considerations which need to be borne in mind a5
redevelopment plans are being prepared.
Understand the considerations relevant to decisions soon to be made about the sustainable
future managernent of the site.

As a member of the Barracks Partnership. the Trust has been closely involved- in particular. through
its chairman- irb this work, from the outset.
The work undertaken has also enabled the Partners to agree a Statement outlining their shared
vision for the future of the site (under the title The Living Barracks'l and a Memorandum of
Understanding setting out their shared objectives and their expectstions one of another as the next
Stages of the project unfold. As these two documents were finalised early in AugLSSt 2021, they will
be referred to at greater length in the Trustees, next report but information about the Partners,
vision for the future of the Barracks can be found on the visit Berwick Barracks pages of the English
Heritage website.
As 2021 marks the 3CN) anniversary of the opening of the Barracks. the Trust decided to mark this
by undertaking the preparation of a History of and Guide to Berwick Barracks. This tells the story of
the building of the Barracks and their subsequent development over the past 300 years. as well as of
the changing relationship between the occupants of the Barracks and the town. The Trust has also
assisted the planned publication of a wider Guide to the County of Northumberland. which will
include significant material about Berwick and the Baffacks. The first of these publications was
published in September 2021 and the second, the county-wide Guide, is expected to appear by the
end of 2022.
The next 12-24 months seem likely to see a considerable increase in activity relating to the planned
redevelopment of the Barrack5. This will focus on the growing pace of the redevelopment projett
and include the appearance of the two publications previously mentioned. The Trust will continue to
play an active part in all these developments, not just as a reflection of its choritsble objects but in
the wider interests of the people of Berwick.
Financial Review
the current phase of work has been funded by a combination of the Resilient Heritage Grant
awarded by the National Lottery Heritage Fund and a substantial contribution by English Heritage, it
wa5 not necessary for the Trustees of the Berwick Barrack5 Heritage Trust either to appeal for
additional funds or to expend. in the course of 2020-21. any of the funds already held by the Trust
for the purposes of the charity. These funds continue to be held for future use in connection with
the Trusys objects. However. the receipt of some initial donations to help fund the two publications
mentioned in the preceding section of this report is refletted in the accounts appended to the
report.
Structure. Governan￿ and Management
The CIO was estsblished by a constitirtion dated 18 April 2017.
Mr Stuart Bankier was appointed a Trustee and the Treasurer of the Trust during the year under
review. Mr Jonathan Lang was re-app)inted for a second three year term. i.e. to April 2023.
Trustees att in a voluntary capacity and do not re￿1ve any remuneration. Trustees are appointed in
accordance with the terms of the constitution.
