All our charitable activities focus<br>on the prevention or relief of poverty or financial<br>hardship of persons in Reading, and are<br>undertaken to further our charitable purposes for<br>the public benefit.<br>Summary of the main activities undertaken for<br>the public benefit:<br>The All Night Cafe for rough sleepers, which<br>started in November 2018, is Reading’s only<br>instant access night shelter. Its aim is to offer a<br>warm welcome to people who are street<br>homeless on Friday and Saturday evenings for|

|||the coldest months of the year. Guests are<br>served a hot meal, enjoy conversation with each<br>other and volunteers, have a safe place to sleep<br>for the night and are given breakfast in the<br>morning. There are also personal and clothes<br>washing facilities.<br>The Community Fridge also opened in 2018. It<br>operates like a food bank but no referrals are<br>needed and everyone is welcome. It is open on a<br>Tuesday, Wednesday, Thursday and Friday every<br>week all year long offering free food to those in<br>need. Fresh, chilled and canned goods are<br>available as well as a regular clothes and<br>toiletries service. Advice and support is available<br>to all service users from trained volunteers.<br>The All Night Cafe continued to be disrupted in<br>2020/2021 due to the COVID-19<br>social-distancing restrictions as was the After<br>School Cafe which was suspended from March<br>2020.<br>During this reporting period, the Community<br>Fridge was the only service able to operate.|

The<br>All-Night Cafe, Community Cafe and After-School<br>Cafe were suspended as a result of social<br>distancing requirements.<br>The charity increased its Community Fridge<br>services (Food Bank). The weekly clothes,<br>pre-owned school uniforms and toiletries service<br>proved very popular. Both services are operated<br>wholly by volunteers.<br>The Community Fridge has approximately 60<br>attendees each time it opens, and including wider<br>dependents, it benefits around 160 people each<br>time. This is over 33,000 supportive interventions<br>per year. It was a beacon of hope and support<br>during COVID restrictions; guests were served<br>from the front door in 2020/2021 to comply with<br>social-distancing requirements. The Fridge is<br>operated on average by 20 volunteers per week,<br>working 28 shifts which includes collecting,<br>sorting, storing, preparing and giving out food.<br>One of our greatest achievements is bringing<br>former service users on board as volunteers, a<br>great way for them to come back into the<br>community and give back to society.<br>Our corporate donors continue to provide the<br>means to operate the service, donating food,<br>toiletries and other services. We resumed<br>corporate volunteer days when social distancing<br>rules permitted, keeping The Queens Arms<br>maintained and improving facilities where<br>possible, including our outside garden space.<br>The charity continues to encourage financial<br>donations, and operates various fundraising<br>activities, including events and grant applications.<br>New Beginnings Reading first paid member of|

staff, our Centre Manager, joined in February 2021. In 2020/21 New Beginnings Reading took on its first paid member of staff. The Centre Manager is responsible for registering and inducting volunteers, ensuring services are fully staffed and the caretaking of the Queens Arms. A survey of service users showed they were wholly positive about the service that is provided. Most service users live in Reading and visit the Community Fridge several days a week. Our Centre Manager tracks service usage aiming to make sure we are offering the most useful services for the community we serve.

## **Respective responsibilities of trustees and examiner:** 

The charity’s trustees are responsible for the preparation of the accounts.  The charity’s trustees consider that an audit is not required for this year under Section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. 

It is my responsibility to: 

- § examine the accounts under Section 145 of the Charities Act 

- § follow the procedures laid down in the general directions given by the Charity Commission (under Section 145(5)(b) of the Charities Act) 

- § state whether particular matters have come to my attention 

## **Basis of independent examiner’s statement** 

My examination was carried out in accordance with the general directions given by the Charity Commission.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view, and the report is limited to those matters set out in the statement below. 

## **Independent examiner’s statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; or 

- the accounts did not accord with the accounting records; or

## **Notes to the Financial Statements** 

## **1. Accounting Policies** 

## **Basis of preparation** 

The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at fair value. 

The accounts (financial statements) have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued in October 2019 and the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011 and UK Generally Accepted Practice as it applies from 1 January 2019. 

The financial statements are prepared in sterling, which is the functional currency of the charitable company. Monetary amounts in these financial statements are rounded to the nearest £. 

The accounts have been prepared on the historical cost convention, modified to include revaluation of certain financial instruments at fair value. The principal accounting policies adopted are set out below. 

## **Going concern** 

At the time of approving the financial statements, the trustees have a reasonable expectation that the charitable company has adequate resources to continue in operational existence for the foreseeable future. Thus, the trustees continue to adopt the going concern basis of accounting in preparing the financial statements. 

## **Incoming resources** 

Income is recognised when the charitable company is legally entitled to it after any performance conditions have been met, the amounts can be measured reliably, and it is probable that the income will be received. 

Donations and grants are recognised once the charitable company has been notified of the donation or grant, unless performance conditions require deferral of the amount. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charitable company to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings, they have been allocated to activities on a basis consistent with the use of resources. 

Costs of generating funds are those costs associated with attracting voluntary income. 

Charitable activities expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them. 

Governance costs include those costs associated with the governance of the charity and are primarily associated with constitutional and statutory requirements. 

Support costs include central functions and have been allocated to activity costs categories consistent with the use of the resource. 

## **Taxation** 

The charity is exempt from corporation tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the conditions as set by the donors. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. 

## **Pension costs and other post-retirement benefits** 

The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate. 

## **Cash and cash equivalents** 

Cash and cash equivalents include cash in hand.

The charity’s trustees are responsible for the preparation of the accounts.  The charity’s trustees consider that an audit is not required for this year under Section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed.

- § examine the accounts under Section 145 of the Charities Act 

- § follow the procedures laid down in the general directions given by the Charity Commission (under Section 145(5)(b) of the Charities Act)

## **Basis of independent examiner’s statement** 

My examination was carried out in accordance with the general directions given by the Charity Commission.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view, and the report is limited to those matters set out in the statement below. 

## **Independent examiner’s statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; or 

- the accounts did not accord with the accounting records; or

## **Notes to the Financial Statements** 

## **1. Accounting Policies** 

## **Basis of preparation** 

The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at fair value. 

The accounts (financial statements) have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued in October 2019 and the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011 and UK Generally Accepted Practice as it applies from 1 January 2019. 

The financial statements are prepared in sterling, which is the functional currency of the charitable company. Monetary amounts in these financial statements are rounded to the nearest £. 

The accounts have been prepared on the historical cost convention, modified to include revaluation of certain financial instruments at fair value. The principal accounting policies adopted are set out below. 

## **Going concern** 

At the time of approving the financial statements, the trustees have a reasonable expectation that the charitable company has adequate resources to continue in operational existence for the foreseeable future. Thus, the trustees continue to adopt the going concern basis of accounting in preparing the financial statements. 

## **Incoming resources** 

Income is recognised when the charitable company is legally entitled to it after any performance conditions have been met, the amounts can be measured reliably, and it is probable that the income will be received. 

Donations and grants are recognised once the charitable company has been notified of the donation or grant, unless performance conditions require deferral of the amount. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charitable company to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings, they have been allocated to activities on a basis consistent with the use of resources. 

Costs of generating funds are those costs associated with attracting voluntary income. 

Charitable activities expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them. 

Governance costs include those costs associated with the governance of the charity and are primarily associated with constitutional and statutory requirements. 

Support costs include central functions and have been allocated to activity costs categories consistent with the use of the resource. 

## **Taxation** 

The charity is exempt from corporation tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the conditions as set by the donors. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. 

## **Pension costs and other post-retirement benefits** 

The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.

Cash and cash equivalents include cash in hand.
