TRUSTEES, REPORT
Objectives and A¢tlvltiès
Camden Community Cenlres, Consortium continues to grow and develop in terms of the number of
projects Ihal we are involved in, and our general influence and profile IhrDughoul the borough.
Our members work collaboralivoly lo meet the needs of our diverse Communities, with many projects
being created as a result of our form81ised consortium slrucluie. All member organisalions pay £500 per
year membership fee, which helps increase engagement in and owllership of the consortium.
Revlew of activities Community Impacts Fund
Working wilh MIND in Camden, ReThink and eight C4 members, we have been delivering £200K worth
of menlal-heallh projects across two years, which ale residenl-led and embedded in local communities.
These projects will pilot and develop new approaches to Working with residents and create new
partnerships belween cenlres and mental health charities, leading lo further funded work in the future.
cu[￿n14Y a coproduclion project is being designed as the last stage of this funded work, slralegi¢ally
bringing together various slalulory sector organisalions across health and social care, two mental health
charities, and eight C4 members. lo design and implement new ways of working in partnership lo meet
community needs.
Camden Infrastructure Alliance
In Mar¢h 2019 we were awarded £52K over two years, as part of the wider charty infrastructure fund by
Camden Council. There are bNo strands to our work within the CIA.
1. Working with core and wider partners to improve charity infrastructure throughout Camden.
2. Bringing together C4 member organisalions with others within Neighbourhood areas, lo work
more effectively in partnership wf£h and for our local communities
This work continues. and is due lo be extended for a further year- April 202110 March 2022. The
project has adapted Its the current challenges of the Covid-19 pandemi¢, enabling us lo provide
additional support lo members, and lo work even more effectively in partnership with voluntary and
stalulory sector colleagues.
Rents and Leases consultatlon
Throughout 2020 we participated in an ongoing consultation process with Camden Council. We have
successfully now advocated for this process to be started again. with us involved from an earlier point in
terms of design on the process, and taking lully into account the ¢hanges lo the sector, and also lo
commercial property values in 2020.
Other work in the Camden voluntary sector
As well as the main projects outlined above. C4 Consortium members continue lo represent our
interests on a wide vaiiely of boards and forums, and then less formally through relationship building
with various slalulory sector co51eagues, and wf(h other voluntary and community sector organisalions.
In 2020 all ol our members have had lo pivot their services and offer lo their local communities, and lo
do this whilst income fell drastically. A wide range of new services and activities havg been provided lo

the diverse communilies that we serve, frorn food and essentials, lo lechnology-fo¢used, befriending
and more.

COVID
C4 has conducted exceptional work across the borough, supporting Camden Council through the Covid-
19 palldemic. Our members and core team have been representing our sector al regular meetings,
focusing on improving slalulory and voluntary sector partnership working lo support our communities in
exceptional cir¢umslan¢es.
In 2020 all of our members have had lo pivot their services and offer lo their local communities, and to
do this whilst income fell drastically. A wide range of new services and activities have been provided to
the diverse communities that we serve. from food and essentials, lo lechnology-focused, befriending
and more.
We continue lo advocate for additional support for small charities supporting local communities, as the

local and national government, and charitable funders.

of the charitable company and hen￿ for taking reasonable steps for the prevention and detection of
fraud and other irregularities.

Statement as to Disclosure of Information to Independent Examiner
So far as the Trustees are aware, there is no relevant information of which the charitable Company's
Independent examiners are unaware, and each Iruslee has taken all the steps that he OT she ought lo
have taken as a Iruslee in order to make himself or herself aware ol any relevant audil information and
to establish that the charity's auditors are of that information.
A resolution proposing the reappoinlmenl of Hamilton Coopers as auditors will be pul lo the annual
general meeting.

The ac¢ounts have been prepared in accordance with the charity's Memorandum and Arti¢los of
Association and comply with the Companies A¢1 2006 and the Slalemenl of Recommended Practice

The financial statements have been prepared in accordance with Accounting and Reporting by
Charities.. Slalement of Recommended Practice applicable lo charities preparing their accounts in
accoTdance with the Financial Reporting Standard applicable in the UK and Republi¢ of Ireland
IFRS 1021 leffeclive 1 January 20151- Charities SORP IFRS 1021, the Financial Reportln9
Standard applicable in the UK and Republic of Ireland IFRS 1021 and the Companies Act 2006.
The trustee5 consider that there are no material un¢&rtainlies about the consortium's ability to
continue as a going concern.
The company meets the definition of a public benefit enlily under FRS 102. Assets and liabilities
are inittally recognised al historical cost or transaction value unless otherwise slated in the relevant

Fund accounting
Unreslri¢led funds are avallable to spend on actimlies that further any of the purposes of chaTIIy.
Designated funds are unreslricled funds of the charity which the trustees have decided at their
discretion lo sel aside lo use for a specific purpose. Reslricled funds are dDnalions which the
donor has specified ar8 lo be solely used for particular areas ol the consortium's work 01 for
specific projects being undertaken by the consortium.
Expenditure recognition
Liabilities are recognised as expenditure as soon as the￿ is a legal or constructive obligation
comrnilling the charity lo that expenditure, it is probable that settlement wll be required and the
amount of the obligation can be measured reliably. All expenditure is accounted for on an accruals
basis. All expenses including support costs and governance costs are allocated or apportioned lo
the applicable expenditure headings.
Allocatlon of support G05t5
Support costs are those functions that assist the work of the charity bul do not directly undertake
charitable aclivilies. Support costs include ba¢k-office costs, finance, personnel, payroll and
govemance costs which support C4's programmes and aclivilies.
Expendlture and iffecoverable VA T
Expenditure is recognised once there is a legal or ¢onslru¢live obligation lo make a payment to a
third party, il is probable that selllemenl will be required and the amount of the obligation can be
measured reliably. Expenditure is classified under the following activity headings..
Costs of raislng funds comprise the costs of other trading aclivllies, in which the consortium does
not yet engage
Expenditure on Charitable a¢livilies includes the costs of providing services and activities for our
beneficiaries and the local community lo further the purposes of Ihg charily and thèir asso¢ialed
support costs.
Irrecoverable VAT is charged as a cost against the activity for which the expenditure was
incurred.
Debtors
Debtors are recognised al the settlement recoverable amount due. Prepayments are valued al the
amount prepaid.
Cash at bank and In hand
Cash al bank and in hand includes is held lo me&1 short-lerm cash Gommilmenls as th&y fall due
rather than for investment purposes and may include short-lerm deposils.
Credltors, deferrals and provlslons
Creditors and provisions are liabilities where we have a present obligation lo a third party that we
shall normally p&y by cash. Provisions are measured 01 eslimaled as reliably as possible.
Where performance-relaled condillons are specified in a grant, the income wll only be recognised
to the extent that the charity has provided the facility or service. Any income received in advance
of the conditions being mel are deferred and shown under creditors.
