Structure. Governance and Management
The Charity is governed by a Constilulion doted April 2017. 11 15 9oY¢riied by o Board ot Trustees led
by the Chair who has delegated responsibility for the day-to-day activities. Management of Ihe
Charity's grant-making activities is described later in this Report.
The Trustees have complied wilh their duty under the Charilies Act 2011 to have due regard to
public benefil guidance published by Ihe Charily Commission.

In the pursuit of it5 charitable objectives the Charity cooperates wlh Asociocion Yanapasun in
Peru. Asociccion Yanapasun operates o Theropy Centre supporting disntr)1g.d nnd nr
disadvantaged ir)dividuals in the community. The centre includes o daily group earty 5timulalion
programme for bobies and toddlers and individual Iherapies for children and adults wth a wide
rangc of mcnlal and physicol challenges, many living in poverty. This now includes a Children's
Home Yanapasun took over from another organisation in 2020, to provide continuily and
reassurance for a small group of vulnerable children.

A grant is defined as a financial award the Foundation makes from ils fund5 to 5UPPOrt charitable
activities, usually to registered charilie5 or charitable community groups, but sometimes to olher

The Truslee5 ensure proper governonce of the Foundation's grant making in three ways.
Through granl maklng prlnclplo$ which ensure that decisions ore made by Ihe Foundation's
Trustees. These principles clarify that fund5 given are the Sunrise Foundation'5 assets, albeit with
degrees of restriction on their use, and Ihal, where they are involved, it is recommending
grants, nol awarding them.
Through grant moklng ctheila which set out Ihe oclivitie5 the Trusleas wish to svpport in
furtherance of the Foundotion's charitable objectives. The criteria also include activities which
the Trustees do not wish to support because they do not consider them lo be in line with Ihe
Foundation'5 purpose. Tlie Trustees aLL¢pI Iliul they wll on some occasions make grants
outside the crileria bul thal in all such cases the activity supported will be charilable in low.

The principles which underpin the Trustees, governance of the Foundotion's grant making consider

with the Foundation's charity purposes.

delermine that the resulling gronl would iiol be Lliaritable or would conflict wth the
Foundation's slated wlicies or damage its reputation.

The Foundation's guidance on criteria for applications from individuols or groLJPS is sel oul in our
documenls, Grant Application Policies & Guidelines and Terms and Conditions ol Granl. Our grant-
making has evolved to allow a much slronger locus on slralegic support. Trustees are particularly
keen to help grassroots community groups and smaller sized volvnlary or9anisotions where fundii"IsJ
of a project would gain maximum benetit and where it would have potential to achieve subslantial
impact lo those in need.
As a registered charity, the Foundation con only make gronts to support oclivity which is charitable
in law. Orgonisations do not have lo be registered charities to apply, bul the Foundation wll only
moke genera5 running costs or unrestricted grants to charilies. Gronts lo other types of organisations
wll always be restricted for 0 specific charitable purpose.
Twstees are mindful of the regulation and focus of Community Interest Componies ICICS) and other
non-charity social enterprises. The Foundation's approach 15 to consider helping such organisations
where there is a sovnd business plan. willi th¢ iliuiilable cost5 of slort-up or expansion. The
Foundation doe5 not normally support Clcs ond other non-charity social enlerprises Kith the costs
of continuing setvices, which should be financed by the sale of goods and services in line with the
govemance model they have chosen.
When considering where to allocate funds Trustees will lake inlo consideralinn the. number ol
people in a particulor area who require support, Ihe level and lype of care they require and the
ability ol the organisalion to provide an odequate level of support considering ils ovailable
resources, manpower ond Ihe existing organisations providing similar support in the oreo.

Achievements and Performance
The Foundalion does not measure the success of the projects il funds only in numbers, including
finoncial numbers, but also in less tangible orcas where we haye received direcl feedbuLk IIUITI
Ihose who hove benef1tted from a specific project we have funded. The Tru51ees recognise that
some things are difficull to meosure but the End of Gronl reports received in this period hove been
extremely posilive.
In line with OUT plans last financial yeor. the Truslee5 have implemented a Multi-year Grant
Application process for some e￿stIng beneficiorie5. This proces5 both consolidates the work of the
charities involved, but olso enables Sunrise Trustees to concenlrale energy in a posltive way and
move away from managing new applicolions conslontly. We believa thi5 facilitote5 fos*cring c105e
relationships and enables the Foundation to fully understand Ihe work the charities ore doing. By
offering repeal 5UPPOrt or on-going funding we moke the grant giving more effective and efficient.
Whilst we hove not closed our doors to new applications. the focus is on long term support ol those
who have proved their ability to make a real difference with Ihe funds granled.

confidence. capacity, and skills to..
Become less dependenl on increasingly scarce discretionary grant funding.
Generote more income from thcir activilies and services.
Continue providing essential service5, to prevent problems escaloling.

We ore proud to be funding several organisalion5 on a year-by-yeorlca5e-by-cose basis. still
Subject to granl applicalion policy, where short-lerm granl funding ond using reserves lo cover any
income gap is not a viable option if they ore Io sustain and grow their service5.
Organisations and projects we have helped during the year includes the exceptional on5el of the
Covid-19 outbreak globally earty in 2020, with hard lockdown restrictions commencing in March
conlinuing Ihroughoul the first six Inori1I15 2021. enormously offecting the ability lo run services and
obtain an income.
Accordingly, Sunrise contacted each orgoni5ation we were involved wilh to offer reassurance we
would be as helpful as possible so they could focu5 on the vilal work of SUL)POrting some of the most
vulnerable people in our communities. We understood there wniild be times when slafl and
volunleers would not be ovailable. when beneficiarie5 may need services to be provided in
diflerenl ways, or when systems needed to be flexible lo ensure that needs were met.
We recognised Ihese organi5ations would experience difficulties achieving some of the outputs or
oulcomes we ogreed for the gronl before this outbreak. We knew they may hove needed to use
tlieir Ivri(Jifig lu help cover slckness, purchase equipment, or delivei 5eTvices differenlly. ond we
would be reasonable if they needed lo move money between budget headings to ensure their
work could conlinue. Sunrise confirmed lo these organisalions on being flexible wth how their
grants were spenl 05 they moy quickly need lo convert the Restricted granl to Unreslricted to
adapt Iheir activitie5 and change focus on the services provided.
We also cpprecio*ed how mony would be working under extreme pressure wth many urgent
priorities and may struggle to meet reporting deadline5, $0 we mulually agreed revised limescales.

Over the lost 18 months. COVID-19 has plunged oll of us inlo isololion keeping fomily and friends
apart. For those who are vulnerable, disabled or disadvantaged in ony way, this time hos been
esp&cially hard wth limited support available. At the onset ol hord lockdown. as wth so many
organisalions across the globe, the projecls Sunrise funded were rapidly adopled to deliver virtually
if they could or deliver allernalive essential support where appropriate.
One-year grants were awarded to.. -
Carèrs Support Centre: funding lo run the annuol Young Carers Festivol. This evenl gives young carers
in South Gloucestershire aged 8-18 who look after someone al home time oul from their coring role
by providing the opportunity to meet peeT5, maka fri8nds ond create support nefvrforks. and simply
having fun. There 15 a vast range of activities including foirground rides. silent disco, cinema, music,
ouldoor activities. creotive zone, fireworks, and festival radio. As the event was cancelled due to Ihe
pondemic. we ogreed CSC will use Ilie funds to run the evenl In 2022 to ensure the young carers
have the break they desperately need.
KIDS: conlribulion towards operational costs to deliver Staying Positive Workshops for young disabled
people oged 14-25 years in Bristol. By merging their Relationship and Sexuality group wilh their
Accessing Arts group, the projact focusgd around the Five Steps lo Wellbcing model deveioped by
Ihe NHS- connect; be octive.. keep leorning: give lo olhers.. and be mindful. This increases their obility
lo make positive decisions and reduce their vulnerability and increase their prospects. 58 young
veuple benefitted from th15 granl.
Three-year Multi Year Grants commenced this year and were awarded to.. -
A50claclon Yanapasun, Peru= on-going operalional and developmenl of therapy centre supporting
disndvnntogpd disabled children in the community. Therapy and community care was quick
adapled to deliver remote support as well as collaborating with local holels to provide food to the
most disodvontaged. 687 theropy sessions carried out during Ihe yeor.
Asoclacion Yanapasun. Pew- on-going operolional and development of a children's home laken
over from another orgonisotion in Ihe summer, to provide long term continuity and reassurance for
Q Small group ot vulnerable children to sofeguard their future, lo keep them safe. make them feel
loved ond for them to thrive. The focus during the year has been to provide leachers at the home
os the schools have been completely shut down until sometime in 2022. 4 childrg.n livp in the home.
Caring in Brlstol: solary cosls for on odditional Case Worker on Project Z which SUDPOrts people oged
16-25 who ore ol risk of homal8ssne$5. The young people arc some ol the most mar9inalised in Bri5101,
experiencing multiple disodvanlage such as family breakdown, leaving care. sexuol exploitation,
sexual identity issues or unemployment. The odditional Case Worker will help the projecl increase the
numbei of yourig p¢uple 5uppoiled to avola homelessnes5 and t)uild skills ona capacities tor the
longer-lerm. 23 young people supporled since start of funding.
Changes Brlstol: salary cost5 for Development and Events Monoger whose primary role is to develop
funding opportunilies that go toword5 financing Ironl-line setvices of the charity to deliver peer
support Ihrough I to I befriending. w(Jrkghop5. and online Support groups. Support meatings reoehed
434 individuals in Ihe year.
Gympanzees: contribution towards salarieslequipment lo provide Summer 2020 Pop Up Therapy
Centre lor children in Bristol with disabililies and Iheir siblings. This was odopled to delivering Our Home
service o projecl developed to Support families ot home during the Covid-19 oulbreak. A lending
Ilbrory of Specialist ploy15ensory equipment normally used ot Ihe Pop Ups delivered/collected ol a

Inveslment Pollcy and Performance
Barclays has been appoinled by Ihe Foundolion lo provide a discrelionory investment monogement
seNice in relation to its reserves. The purpose ol our Inve51ment Policy is to identify Ihe investment
objectives ond parameters within which Barclay5 can operole.

The Trustees are aiming to distiibule £200,OL¥J per annum which may be sourced from income or
capital. The income generaled is to be paid out ond will form port of Ihe £2CXJ,000 distribulion. The
Trusta8s hove the discretion to increose Ihis amount if required to mee* all successful grant award5
they wish to support.
In order to ensure there is sufficient funds lo meet the dislrik)utions the Foundation will hold in the
region of12-18 months, worth of expenditure in cash deposits.
The. investment lime period is long term l O years plus. The investmenl can be liquidoted into cash at
any point and be available within len working days.

The Foundation's elhical investment policy prohibits investments bosed upon three paramelers.. -
Tobacco - Any companies involved in producing and distributing tobacco products where
revenues exceed l 0% of global earnings.
Armaments - Componies producing weapons and weapon syslems, including cluster munition5
and onti-porsonnal1ondmines. Companics whose core business includes the svpply of strategic
components Isuch as weapons guidance systems), and 5ervice5 are also excluded.

The Foundation has accepted a 'moderate' risk profile in occordance with the Barclays definition of
'moderate' risk which is 05 follows:
"The portfolio aims to lake on more investment risk thon o low or medium-low portfolio with a
view lo increasing the value ol the porlfolio over the longer term lat least l Q yeor51. In order
for the opportunity lo achieve this enhanced polential return. the portfolio need5 to octively
invest in higher risk financial instruments. This moy lead to frequent fluctualion5 in the value of
Ihe portfolio, and there is a risk of making o meaningful loss in adverse markel condition5 on
the money invested, even over longer time horizons. in exchonge for the possibility of
increasing the inllalion-adjusted value of the porlfolio over time."

The principal laced by the Foundation lie in the performance of inveslmenls ond operalional
risks from inoffective gronl Imokirig urid the copacity ol the Foundation lo moke eltective grant5. The
Board of Truslee5 undertake a review on performance on a six-monthly basis.
The operotional risk from ineffective grant awards is addressed within the Grant Application Form
ensuring Ihal key information is provided ond 15 aligned lo the organisolion'5 governing documents.
The Trustee5 will check the following in each apr)lir.n*inn'.
Organisation legal name. address choritylcompany number.
Latest roporl ond account5 submitted wilh Chorify Commission.
The main contact name within the applicotion must be someone from the organisation who can
talk about the project, and we can contact during office hours. They must be over eighleen
yeors old. For schools, someone who is directly employed by the school must submit the
applicalion Ilor exarnple, a teacher or administralorl.
We need their date of birlh and home address for our standord fraLid prevention e.h&e.ks.
The applicant must provide landline lelephone number5,
We must have all above deloils provided for a senior contact in addilion lo the main contact
nome.
During Ihe grant application evaluation process. the Trustees will need to be ossured of why each
project is needed oiid will seek evidence on whether the organisalion consulted wilh Ihe people
who would benefit trom their proposed project, and whal Ihey found out.
Examples of the types of evidence may be:
A meeting thal onyone intgrgslpd in the project con come lo.
A survey ot people who use Iheir service or Ihose who might use il.
A waiting list of people who want to get involved in their activities or use the setvice.

The Sunrise Foundation CIO Trustees are delighted wth the fourth period's perfomance and will
con5iderwhal has worked ond what can be improved.
We will continue to ensure the overall success of Ihe charity grant giving operalions meet with legal
and regulotory requirements to add to public confidence and trust in the charity and the overall
direction and development of The Sunrise Foundation through good governonce ond clear slrategic
planning.
The global Covid-19 pandemic affected everyone, ond lockdown reslrictions severely impacted
chorilies, abilities lo run their vilal services, as well as losing significant fundroising income. Chorities
Icarncd quickly how to develop new octivithes, 5ep¥ice5, ond support as the demand for h61p, advice
and practical assistance become greater thon ever. Many people responded from all levels of
Society. with age being no batTier. to help those in need by volunteering lor Ihe first time and. in 50
many innovative and inspiring ways, underlook personal challenges to roise Ivnds for chorities and
communily projects. Consideration must be given on how to realign sefvices to continue supporling
beneficiaries and remodelling lundrai5ing strolegies.
The Foundation wll be inviting at leost two more Trustees to join Ihe Board lo ensure we continue to
hove the oppropriote balance of skills, experience, backgrounds, and knovAadge lo moke informed
decisions. As well as giving us new ideos, they will visit projects lo see the impact of our grants and
help develop our future operations and strategies.
We will continue lo ensure we have updoted policies ond procedure5 in place lo reflecl how the
pondemic affects charities going foNard. particulorly wth regards to being able to maintain
essential income slreoms from lundrai5ing events. Uncertain morkels globally will continue lo
adversely affecl charities inveslmenl income, togelher with the ineviloble impact of increasing
support for Ih05e vulnerable and socially disodvont(Jggd_
There will also be ongoing refinemenl of Ihe grant application process to moke it smoolherand easier
for organisation3, a5 well a3 a refresh of the Webs￿1# lo bring it up to date lo rellecl any proce55
changes.
We look forward to next yeor where mulli-year lunding of projects continue to develop Iheir services
lo achieve substonliol impact to Ihose in need. In porlicular, Asociacion Yanapcsun. a Peruvian
charity heoviw sUPPOrted by Sunrise, continues to go from strength to strength moximising the type
and number of therapy services delivered at the centre based in Urubamba. In addition, Sunrise
supports the small Children'5 Home. olso in Urubamba, which Asociocion Yanapa5un took over from
Lyno*her organisation lost year. Going forward into the nexi financial year there are gaverol importont
Issues lo be addressed lo safeguard the children's future as well as establishing the house under the
name of Yonopasun and make long-lerm plans for each child.
Despite the unprecedented challenges the pondemic presented, Sunrise have been amazed at
how the charity sector has rapidly scrambled whal resources Ihey had to reach those most
vulnerable with essential supporl. Their hard work and innovotion bring so much encourogement we
ar8 confidenl this will conlinue lo have a positive impact for the future wthin our local communities.
