## **Chairman's Annual Report for year ending 31/12/2020** 

2020 started very well, and promised to be a record breaker in terms of Hall usage and finance.  We held our monthly Coffee Mornings, the Friendship Group members enjoyed their Friday afternoon meetings and a very successful Jazz afternoon took place.  Events planned for later in the year included a Repair Cafe session, a VE Day celebration evening and a Summer Fair. 

Our regular hirers – Slimming World, Pennine Academy of Dance, Yoga, Pilates, Dog Training, Tai Chi, New Age Kurling and Wildlings were all in full swing.  Colne Valley Constituency Labour Party and Golcar branch of the Labour Party held regular metings at the Hall.  Councillor Surgeries were held.  We hosted meetings for Milnsbridge Enhancement Group and the Colne Valley Care Cooperative, as well as holding our own Advisory Committee monthly meetings. 

Nine 'one off' bookings were taken in January February and early March. These ranged from birthday parties, engagement celebrations to rehearsal room for the day for a brass band taking part in the Championships at the Town Hall. 

Total Shut down came on 23[rd] March due to the COVID 19 National Lock down. Private  bookings  were  cancelled  and  deposits  returned.   Golcar  Lily  Day  was cancelled so we were unable to run a stall there as we had done the previous year. The Village Hall opened on two occasions for food donations to be brought for local aid. 

For reopening under COVID Restrictions / Regulations we made the building as COVID secure as we could – following Government guidance.  A thorough risk assessment was put in place and each of the returning groups were required to provide their own risk assessments which then sat within ours.  Slimming World decided to leave Milnsbridge, Yoga, Pilates and Kurling did not restart, and Pennine Academy of Dance started later in the year. During the time when allowable a Yoga Teacher Training course, Diddikicks and Hope Church took some  times on Saturdays and Sundays.  The Hall also opened up again for food donations for mutual aid. 

The year ended with baskets made up for 30 people who would have attended our Christmas Dinner which was unable to go ahead.  Thanks are due to local businesses – Tesco, Sainsbury's, Asda, Golcar Township Charity and individual donors for their donations, and to the basket packers and deliverers including the Amahdiya Muslim taxi drivers group. 

We received a Government Grant of £10000.00 in May which helped to replace income lost as a result of the lock down regulations and a further £1334.00 in November.  Thanks are due to Angela's yoga group and Penny's Wildlings group for their donations towards running the Hall. 



External painting work to the Hall was completed before the winter. Thank you to our usual volunteers. Robert continued with the hard work in the garden. A leaf blower was purchased – funded from Councillor Iredale's budget.  Madeline continued her hard work with the library. 

The Remembrance Day silence was observed, socially distanced, outside the Hall, alongside the silhouette of a WW1 Tommy. 

Christmas lights were put in the Hall windows and a Christmas tree, donated by the local Garden Centre was decorated and placed outside the Hall.  Pauline created some magnificent Christmas figures which made a spectacular display on the ramps up to the Hall. 

New signs were made for the Hall and library funded from Councillor Murgatroyd's budget.  A banner for outside display was obtained but COVID hit before it could be deployed.  A similar fate befell the newsletters which were produced for distribution in the area. 

The Asset Transfer process continued – slowly.  Our solicitor and the council's solicitor are working on this.  A sticking point has been the bowed gable end.  The committee were reluctant to proceed until a structural report was considered and appropriate action taken.  Just before Christmas a verbal agreement was made that the council will fund the necessary work.  This has subsequently been confirmed in writing to the solicitors. 

I would like to put on record my thanks to the small group of dedicated volunteers who have worked hard throughout a difficult year and are continuing to work to ensure  that  Milnsbridge  Village  Hall  emerges  from  the  COVID  era  better  and stronger and continues to achieve its stated community objectives. 

We are confident that the activities in and uses of the Village Hall have contributed towards achieving the objects in our constitution as registered with the Charity Commission.

Report on examination of financial records for year ended 31.12.2021. 

I have carried out a comprehensive examination of the financial records of Milnsbridge Village Hall in accordance with the guidelines set out by the Charity Commission for England and Wales. 

I can confirm that proper accounting records have been kept, that all transactions have been correctly recorded and the financial statements are in accordance with those records. 

During the course of my examination, I did not identify any significate concerns relating to the accounting records or transactions.
