The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the
financial statements of th¢ charity for the year cnd¢d 31 August 2025. The thjstees have adopted the provisions of Accounting
and Reporting by Charities: Statement of Recommended Practice appltcable to charities preparing their accounts in accordance
with the Financial Reporting Standard applicable in the UK and Republic of treland (FRS 102) (effe¢live l January 2019).

Cv4rnlval Weekend
Following the success of the 50th ￿￿1versary in 2024, Preston Caribbean Carnival 2025 delivered another weekend of
activities..
Reggae Fesdval at One Park (24 May 2025)
A vibrant programme featiwing artists such as Carroll Thomson, Janet Kay and Winston Reedy, supported by international
DTS Sweet T and Invincible.
Carnival Day (25 May 2025)
A colourful street procession followed by family fiui in the park. Perforniances included Jamsalana Steelband, Ritmo Latino,
Kasai Masai, Carisoul Vibes and the RIF Band (Rytham Island Fusion) complimented by 3 soundsystems in the park arena.
Parade and Parll¢lp8tlon
Th¢ procession featured local and visittng dance troupes (Specttum Association, Isle5 in Hannony), new groups (Rytham
Dance Troupe, Windnish Troupe with Dominica and Friends), and rethrning highlights such as Batala S8￿ba Band and Phase
One Steelband. Over 10 trucks carries soundsystems, Dj's and live perfornws. The procession wound its way through urban
streets with large piece carnival costumes on display to crowds in the region of10,000.
Artlstlc Commlssions
Experienced artists created new king and queen pie¢e5 und¢r the theme tn the Garden Looking Back"
- Hughbon Condoes "Peacock Spider" queen costume won first prize in the King & Queen comp¢tition
- Monika Mrozow5ka produced Iwld painted sillc wings for the"King Buttertly" costume created by Julian Taylor
- Brian Hanlon worked with communities to prothice large hibiscus flowe￿ for pardde floats.
Workshop5 SUPPOrted skills development in si]k paintin& macramé and costume embellisbment.

Heritage Lottery-￿nded Exhibition at lan¢ashire Archives showcased 50 years of carnival history witb costumes, storyboards
and creative workshops.
Wlndrush Day Popup: celebrated Preston's w1nd￿sh Beneration with theatre, food and interactive displays.
Prlson Outreaeh: HMP Wymott produced tote bags" HMP Preston held a CaTibbw themed creative workshop.
Community Partnershlp s: included Preston North End's Education T￿￿t and local knit group Knit and Purl Jam.
Tourlng and External Engagement
Camival pieces toured widely across tAncashire and beyond, including South Shi¢lds. Blackpool, Liverpool and Manrhesler.
Each year LED-lit Costumes feature at Preston's Enwunt¢r Festival Torchlight Processton.
Marketlng and Comrnunlcgtlons
- Incwsed reach via social media: Facebook followers exceeded 7,000. Instagram followers grew to 1,292.
Coverage on BBC Radio Lancashire and local community stations. plus active involv¢ment from presenters such a5 Sharon
Hartley of BBC Radio Lancashire.
- Publications included 5,000 postersl leaflets and extensive online coverage via Blog Preston and Visit Preston.

Visitor Feedback
Visitor surv¢ys Confmed strong repeat attendance, family friendly atsnosphete and appr￿latIOn for costumes, music and
food. Suggestions included improved signage, more stalls and shorter enty queues.
FINANCIAL REVIEW
Floanclal position
Carnival income continued to rely on grant ￿nding, notably from The Arts Coun¢il England and the National Lottery Heritage
Fund. The charity gained addilional grant fiinding for 2025 from the Postcode NeigbbouThood Tn￿t (£25,000) which was
unrestricted and allowed spending on infra-strncture costs which arts funded grants do not. Preston City Council donated
£3.000 plus supported the events by providing cleansing services. park fees and equipment for the King and Queen event in
the city centre the week before camival.
Efforts to fdise funds included:
- Cam-Evil (Halloween) and Easter Family Day at Preston Grasshoppers Rugby Club (inc. raffles, tombolas, egg hunt etc.)
- Merchandise sales (gin, tote bags)
- Exploration of new fiJndTaising ideas: Hen party packages, costume hire, 3D printed novelties, headpiece salcs.
Despite rising costs, the charity successfully balanced expenditu￿ with income. Trustees continue to pursue sustainable
income through business Spon80￿hlp, merchandise and rommunity fimdraising.
The charity have Severnl loans still owing from before Covid in 2020 which is a Concern to the tDJStees. The 3 Trustees paid
for the shorfall in income for several yeat3 pre-covid, fully expecting One Park ticket sales to cover costs and Tefiwds in years
2020 and 2021 when the pandemic locked down all events. Recovery following the palldemic has been slow alld
infra-structure ￿$ts have rocketed as small businesses generally recover from lost business in the years 2020-2023. The
Trnstees have agr¢ed to wait for their Iefunds until unrestricted funds carl be secured and the charity 18 in a better financial
position.
The original plan was to intr<)duce ticketed event 'One Park, as part of the week¢nd celelmxtions which would fimd loan
r¢payments and help towards infra-structure costs assuming ticket sal¢s would be above 2,000 visitors. So far, sales have not
exceeded 1,000 despite early bird promotions and special offers. In 2026. the charity will launch a'ska & Reggae, event which
is expected to widen the appeal to a younger audience. Tickets will be on sale from November 2025 (pr¢viously not available
until 3 months before the event) with additional promotion through social media and special offers on the run up to Christmas
and beyond,
Economies remain in place for infra-strncture costs as cquipment such as barriers, W.C.'s and generators ar¢ hired for the
duration of th¢ bank holiday weekend no matter how many events take place.
GMIt applications will continue but with help from an experienced bid writer as well as the existing bid writer.
FUTURE PLANS
Looking ahead to 2026. Trustees intend to:
Build stronger links with local youth groups in¢ludin8 Preston Youth Zone and the Foxton Centre.
- Develop new creative commissions and expand culthl partlle￿h1ps (including Bollywood A¢ademy participation).
- Further reduce environmental impa¢t through the Carnival Sustsinabllity Policy (bi0de￿adable materials. waste rcdurtion,
eco-friendly transport i.c. reduce the number of large tNcks).
- Expand use of digitsl tools including AtIChatGPT for poltcy and contrnct managen￿llt.
- Strengthen financial resilience through new sponsorships, merchalldi8e, and volunteer-led fi￿d[aIsIng initiatives.

Organisational $tru¢ture
- The CUTrent committ¢e consists of a good age range and cross culttwe giving us a balanced view for tbe day to day running of
our activities. The Charity Conllnittee aim to attract new committee members over the next few years in order to replace
members stepping down. The Charity bas 3 Trustees/ Directors all of which are actively involved with the nujning and
managing of the Charity.
Finances are controlled by a Treasurei with many years experience of bookkeeping. accounting and grant applications and
educated to degree level. All payments are authorised by 2 Directors including the Chair of th¢ Committee and this will
continue. Dual authority needs to be researched carefully and set up through our bankers to &%sist with internct banking
facility and allow faster payments instead of the trdditional issue of chequ¢ payments.
Induction and tralning of neiv tru8teey
New tswtees would be brieled on their legal obligations under charity and company law, the ClTrarAty Con]mission guidance on
publi¢ benefiL content of the Memorandum and Articles of Association in a meeting with the trustees.

Bisls of preparing the financlydl statements
The financial statements of the ¢hariiable company, which is a public benefit entity under FRS 102, have been
prepared in accordance with the Charities SORP (FRS 102) 'Accounlin8 and Reporting by Charities: Statement of
Recommend¢d Practice applicable to charities preparing their accounts in accordance with the Financial Reporting
Standard applicabl¢ in the UK and Republic of Ir¢land (FRS 102) (effective l January 2019),, Financial Reporting
Standard 102 'Thc Financial Reporttng Stsndard applicable in the UK and Republic of Ireland, and ihe Companics Act
2006. The finanrial statements have been prepared under the historical cost convention.

All income is recognised in the Statement of Financial A¢livities once the charity has entitlement to the funds, it is
probable that the income will be received and the amount cxn be measured reliably.
Expenditure
Liabilities are recognised a8 expGnditur¢ as soon as th¢re is a legal or constructiv¢ obligation committing thc charity to
that expenditure. it ts probable that a transfer of economic benefits will be required in settlement and the amount of the
obligation can be measured reliably. Expendilure 18 accounted for on an accruals basis and has been classified under

they have been allocated to activitie5 on a basis consistent with the use of resources.
