Trustee selection methods
Trustees are elected at annual general meetings of members, or apFointed by the
charty trustees.
Trustees. consideration of major risks and the system and procedures to manage
them
One main risk of the CIO is the flooding of the faalities, when severe weather and the
operators of Ladybower Reservoir and l or Carsington Water cause the RNer Derwent
to have eX￿sSIVe￿ high water levels.
Whilst the CIO cannot prevent such an occurrence, there is a plan for the subsequent
drying and cleaning of the faolities, to enable their continuity of use.

The other major risk to the organisation. is a national pandemic, whether Coronavirus
Covid 19, or of any other description. Such a situation causes the total cessation of all
public benefit aclivites, for a duration as defined by HM Government. Put another way,
these events are beyond any control or preventive actions ofthe CIO.
Overview of the Year
In March 2020 (ie in the previous fiscal period), the Covid 19 Coronavirus pandemic
swept across the country, causing the prohibition of gatherings of people, including
sporting events, suth that the public benefit of this charity was halted. Accordingly
income and expenditure were dramatically reduced.
Those same Covid restrictions were still in for￿ at the beginning ofthis fiscal year,
and, through the review period, have gradualty been eased, as the effects ofthe
national pandemic have reduced in severty.

Govemment guidance, sporting activities recommenced, albeit in a limited manner and
with constraints to protect the health of players and spectators.
The overall effect was that the main winter sport. hockey, was severely curtailed. The
summer activities of cricket, tKJwls and tennis were enabled to have more participation.
The objects of the charity set out in ils governing document
The objects of the CIO are the promotion of community participation in healthy
recreation, by the provision of facilities for the playing of amateur cricket, hockey,
tennis, bowls and other sports, and for other appropriate community activities.
Summary of the main activities undertaken for the public benefit in relation to these
objects
The strategy for achieving the aims and objeds, is to encourage many members of the
public at large..
(a) to become members of the CIO and its sporting teams;
andlor
(b) to hire its facilities for any sporting or non-sporting appropriate community
activities.
To this end, the significant activities undertaken during this period, have been the
organisation of sporting teams and their participation in associated league fixtures,
which have resulted in many matches for each team. There has also been a number of
non-league fixtures and training occasions, which have additionalty contributed to the
overall aims and objects of the CIO.
The Club hosted cross country running events for the Belper Rover and Belper
Harriers Derwent River Relays,, ￿th of which had many competitors.
BBC local radio stations, initiative 'l(t out the Nation, was aimed at getting more
children to achieve the recommended level of acttvty. The Club was a collection point
for the local Derbyshire area, receiving surplus sporting dothing and equipment, for
sending on to schools and dubs, as a basis for encouraging this extra level of activity.

Summary of the main activities undertaken for the public benefit in relation to these
objects (conts'nued)
The Club hosted the Belper Youth Sports Festival, during the school summer holidays,
and attracted several dozen local youngsters to participate in a plethora of sports.
The success of the CIO, and the societal difference made, are demonstrated and
measured by the numbers of members of the public at large who have used the
facilities and participated in healthy recreation.
Contribution made by volunteers
The entire operations of the CIO are managed and undertaken by volunteers.
Such operations include govemance, management and maintenance of the facilities,
administration and organisation of sporting teams and the encouragement, supervision
and coaching of junior players of all ages.
In relation to the national virus pandemic, the good will of all volunteers has been
significantly stretched by the need to monttor and respond to the ever-changing
legislation and guidance, issued by HM Govemment and the sporting governing
bodies.
Not least is the requirement for constant cleaning of the facilities, for which another
brilliant effort by volunteers, has enabled belated and limtted continuity of sporting
practices and matches, in difficutt circumstances.
It is down to the volunteers. efforts and dedication, that the successes in terms of
public benefit and healthy recreation have been realised.
The effect on society is that a significant prop)rtion of the population has been able to
participate in such heatthy recreation, thereby improving its well-being.
By the act of volunteering. the dozens of these individuals have improved their own
well-being, by Ferforming such community activities, for the benefit of other members
of society.
Quite simply, without these volunteers, the CIO would not exist.
Summary of the main achievements of the charity during the year
In order to maximise the public benefit and community participation in healthy
recreation, the CIO has activety encouraged 429 members of the local community to
become members of the club and comprise its sporting teams.
These teams have participated in SFM)rting league and other fixtures, which have
attracted a further 1355 members of a wider public communty to participate in healthy
recreation too.
In addition, some 1121 members of the local community have attended or participated
in other activities arranged by the CIO.
The facilrties have also been used by 5 other sporting and non-sporting organisations,
on regular and irregular bases.

Policy on reserves
The reserves policy - no emergency tund to be kept.
The CIO'S facilities are let, the income from which covers costs and accumulates
'sinking funds,, for asset maintenance, and investment in replacement and new
facilities.
These are the 93le reasons for accumulating reserves.
The timescale for such expenditure will be when an asset has degraded significantly,
and when it (the expenditure) is affordable.
Details of any funds materially in deficit
None
Financial review of the position of the charty
The Club operates by recovering its expenditure from the sp)rting sections.
The impact of the Covid crisis meant that these sections had reduced activities and
accordingly less income from subscriptions and fees. Thus there was a shortfall in CIO
income to match the unavoidable fixed costs. Grants re￿iVed from Amber Valley
Borough Council, the Arnold Clark Communty Fund and Derbyshire County Council
were orucial to reducing the gap between expenditure and receipts.
Recovery from flood damage was supported by grants from the Derbyshire County
Council Floods Business Hardship Fund and Belper Town Council Flood Recovery
Fund.
The Club is exceedingly gratefvl to all these donors, who have ensured the suNNal of
this charity.
Looking forward to 2021-2022
BMCSC is in a healthy financial wsrtion to keep operating for the benefit of its
members and the wider communty.
However, the UK Government has indicated that the guidance related to the
Covid 19 pandemic, will remain in for￿ at least for the forseeable future and into the
next fiscal period. Accordingly, there is much uncertainty about the coming year.

I report to the charity tNstees on my examination of the accounts of the Belper
Meadows Community Sports Club {the Club) for the year ended 30 September 2021.
Responsibilities and basis of report
As the charity's trustees you are responsible for the preparation of the accA)unts in accordance
with the requirements of Charities Act 2011 (Ihe Art).
I report in respect of my examination of the Club's acC￿ntS carried out under section 145 of
the Act and in carying OLrt my examinaknon I have followed all the applicable Direth"ons given
by the Charity Commission under section 145{51{b} of the Act
