The promotion of community participation in healthy recreation in particular by the provision of facilities for the playing of wheelchair rugby in Halton and the surrounding areas.

Year 2019 started off as in the past, games played all over England.  We continue to work in the community and expand on our diversity and inclusion.  Our intention is to get more organisations involved.  We are in the mid stages of getting involved with the explorers and scouts. 

We are still working with the homeless games national games.  This gives our adults a chance to expand on their community skills and understanding.  Our younger club members got fully involved with the contestants.  One thing they did discover was there is no such group as the homeless, their correct title is people without homes. 

We carry on with our involvement with schools and the local rugby club the Vikings.  We hope to soon be working with the learning disability rugby league team.  We also try and educate people not to use the discription disabled.  It means you cannot do certain things.  A more fitting description is capabilities. Everyone on the planet has different capabilities. 

We still work with local companies and businesses to get them involved more. We have been approached by another local academy to go into their school. 

The Mayor of Halton has sent notification to all Halton schools to increase diversity and inclusion to their pupils.

I report on the accounts of the charity for the year ended 31st December 2019, which are set out on pages 4 to 7 

## **Respective responsibilities of trustees and the examiner** 

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

It is my responsibility to: 

- q examine the accounts under section 145 of the 2011 Act: 

q to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and 

- q to state whether particular matters have come to my attention. 

## **Basis of Independent examiner's report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts,  and seeking explanations  from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

- 1) which gives me reasonable cause to believe that in any material respect the requirements: 

q to keep accounting records in accordance with section 130 of the 2011 Act; and 

- q to prepare accounts which accord with the accounting records and to comply with the accounting requirements of the 2011 Act 

have not been met; or 

- 2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1 Accounting Policies** 

## **a Basis of accounting** 

The Trustees have taken advantage of section 42 (3) of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis. 

## **b Taxation** 

As a registered charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates. 

## **c Fund accounting** 

Funds held by the charity are either: 

## **Unrestricted general funds** 

These are funds which can be used in accordance with the charitable objects at the discretion of the trustees. 

## **Restricted funds** 

These are funds that can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

## **Designated funds** 

These are funds set aside by the trustees out of unrestricted general funds for specific future purposes or projects.
