Committee Chairman’s Report to members – AGM Sat 25[th] October 2025.
Well, another year gone by, where does the time go?
We continue to undertake events to raise funds. It is crucial to emphasize that these are essential to ensure we have sufficient funds to cover our outgoings which include equipment, back-office costs such as ARM, Internet Radios, cost of Whitecliff 4x4 Training Site and other regular ongoing costs.
We attended our usual events such as the Cotswold Show, Triathlons, Gloucestershire Vintage Extravaganza, Astwood Bank Carnival and others, but we continued to struggle to get members to carry out these tasks. A lot of last-minute pleading was necessary to ensure we fully covered the event with the numbers our clients required. Regrettably, again, we fell short on a few occasions. Once again it was necessary to enlist the help of members from Hereford 4x4 Response at the Cotswold Show, Gloucestershire
Extravaganza and Newent Events. We are grateful for their help, but it takes income away from our account to re-imburse them.
Last year we said that we would review the events we carry out, but due to uncertainty over DMax and LPS we decided to continue to do these. We will be re-visiting this with a view to withdrawing from some events next year.
Observations and suggestions will be sought from members at the AGM.
Our Treasurer and Trustees will undertake a thorough financial analysis to ensure we carry out sufficient fund-raising events to cover our costs.
We operated with a committee of 8 members, 5 of those being our Trustees. The remainder (3) were elected from the general membership.
We are all volunteers; most have full-time jobs, and all have family commitments and other interests. But joining GW4x4R does require a certain amount of commitment to the group and the 4x4R UK family in general.
We have 12 committee positions available, which means with 5 Trustees 7 seats are available to be filled by the general membership. So, what is preventing you from stepping up and helping with the running and setting policy for GW4x4R?
We are still operating without some key officers, which has placed additional workload on the rest to cover the tasks necessary.
Your committee met on 11 occasions, mostly via Teams, to continue the business of GW4x4R, most of which is unnoticed by the members. But Committee Meeting Minutes are available for members to see in Sharepoint. Have you looked to see what goes on behind the scenes?
Please ensure that you participate in any training events and exercises that are organised.
These are for your benefit. We all need to know that each one of us is fully prepared as we may have to rely on one another in adverse conditions and on events. Could you put your trust in someone you may not have even met yet?
Do you know how to access ARM, preferably via your mobile phone?
Can you operate your Internet Radio and understand all its functions?
We are represented at National Level (4x4R UK). I am our Group Rep and we also sit on two Sub-groups of the Gloucestershire Local Resilience Forum and are represented on Worcestershire CVEC.
Glos LRF put out a general invite to attend local Fire Station Open Days which we attended as a PR exercise. We made some useful contacts at these events and got our name and purpose out there.
Seriously consider putting your name forward for a committee and/or officer role!
You do not have to be on the Committee to be an Officer and vice versa, but it is obviously advantageous to be both.
We have lost a few long-serving members recently but have been successful in recruiting some new ones. Please welcome them onto our team.

Equipment Report
As requested, we have been replacing the POC radios this year, the older T320’s starting to show their age and are coming to the end of their life. Earlier in the year we have purchased 10 new radios at a cost of around £2000. The replacement plan for radios has been accelerated somewhat with the grant from the LRF allowing us to complete our replacement schedule ahead of our expected timelines. We should now be in a position to give all active members a new S200. We have invested in two mobile tablets for callouts and incidents, allowing live coms, mapping and access to policies and emails whilst at the scene of an event or call. We are trailing body worn video devices; there is a policy and data impact statement currently available if any one wishes to read up on them. These are being used at event pinch points and road closures and could see a wider role out depending on feedback. New ID cards are on their way .
We are currently reviewing our VHF event comms with research into digital VHF and capabilities and trying to find the right kit for our events, the switch to digital VHF could fit in to a wider long term comms plan, we can now get dual POC & VHF radio sets.
Membership
Membership has decreased slightly this year. We had agreed two years ago to use a ‘soft’ recruitment. Soft being via recommendation or word of mouth. We changed this slightly to a more active approach. We have attended a few FRS open days to raise our profile, this all helps.
We are purchasing some branded material to help raise awareness also.
The renewal procedure has remained the same this year, using an on-line renewal form, as it seems to work well. A much better response this year – all members except a couple renewed and paid before July 31[st] !

1. Financial Performance and Operating Deficit
We recorded an operating deficit of £1,289 for the year ended 31 July 2025. While this means expenditure exceeded income, it is a notable improvement compared to last year’s deficit of £1,586. This positive trend suggests that efforts to control costs and manage resources more efficiently are having an effect, even as some costs have increased.
2. Income and Fundraising Activities
Total income for the year was £12,293, only slightly lower than last year. The majority of income continues to come from events (£11,220), which remain a vital source of funding. Other income streams, such as equipment sales and subscriptions, also contributed.
3. Expenditure and Cost Management
Total costs increased, particularly due to a significant rise in equipment purchases (£3,661 this year compared to £506 last year). This likely reflects investment in operational capability or replacement of essential kit, like radios. However, administrative costs were reduced by over £1,200, with notable savings in areas such as repairs and maintenance, and printing and stationery. These savings have helped offset some of the increased spending elsewhere.
4. Cash Position and Reserves
The organisation remains in a strong cash position, with £13,453 held at the bank and a total of £22,343 in current assets. While this is a decrease from last year, it still provides a healthy buffer for future operations and unexpected expenses. Retained earnings stand at £24,254, demonstrating the organisation’s ability to maintain reserves despite recent deficits.
5. Balance Sheet Strength
Net assets at year-end were £22,966, down from £24,254 last year. This reduction is in line with the operating deficit and reflects prudent management of resources. The organisation continues to hold tangible assets (mainly plant and machinery) valued at £1,661 after depreciation.

Events are an essential part of what this group does. They are the ONLY way we raise funds for training, equipment PPE etc.
Money earned for 2024-2025 membership year is approximately £12800. This is an increase on 2023-2024.

We are still struggling to get members to attend these events. We have had to use HE4x4R for Cotswold & South Cerney. This costs us £80/person/day. The good side of this is that we have formed a great working relationship with HE4x4R. A discussion will be had later today on whether we drop some events. And, if so, which ones.

We as a team have had a good year for events, but seemed to have struggled to get the right amount of volunteers to cover them, it's a good thing that we have had some help from Hereford 4x4 Response to make up the shortfall.
It is important that all our members know that when we ask for 8 members for an event, this is a minimum number for safety reasons to carry out the task and to allow for stand down time for members to have a break.
It is important that all our members try to do at least a minimum of 2 events a year. We as a team need to get the funds to purchase equipment such as radios, body cams, wet weather clothing etc, if any members have any suggestions for safety equipment, feel free to contact me or the committee. This is all to help with safety, also to cover the cost of training.
It is important that all our members try to attend the training nights and training days as this is important for team building and safety when out on response work.
As your safety officer I am always here for advice and any safety/safeguarding issues you may have, you can contact me on phone or email 24/7.
As you all know the committee works hard to keep the team safe and up to date with all aspects of the running of the team and training.
We as a team are very professional at what we do, so we ask for support when we need it.

Lead Controller Report
This time last year I said that my report would be my last, as I intended to stand down as Lead Controller. As you will see that has not happened, I’m still here. The situation is still vacant, if anyone is interested.
In January we had a dump of snow across the region which resulted in a couple of days on call. In total we undertook 8 tasks, using 9 Responders and covering a total of 350 miles. The tasks ranged from getting nurses home in the snow after their minibus had broken down to taking District Nurses on their rounds
We held 3 training exercises during the year. The last one in March was specifically for Controllers. The AGM is your opportunity to tell us what kind of training you would like to receive.
We supported a total of 26 days of events, and the majority of our responders met their 2 event commitment. The relevant event reports are attached.
So, a slow year for call outs, but we can’t control the weather. We are working towards getting more engagement from our customers and indeed seek new customers.
On the Controller front there has been some flux but following the return of Karen Hawkins we are now up to 7 Controllers and 1 Controller/Responder. However, we could always do with more.
