Minutes of Members Annual General Meeting held on Saturday 23[rd] September 2023 at Upton Bishop Memorial Hall.

  1. Chairman of Trustees, Doug Oliver, welcomed members present and opened the meeting at 13.00.

  2. Members present and apologies for absence:-

  3. Present – Jerry Greenhalgh, Doug Oliver, Mike Good, Andy Oswell, Gareth Davies, Fred Carruthers, Ron Hart, Rob Wilson, Ian Morrell, Mark Lake, Mary Sinclair, Sandra Good, Alan Williams, Tristan Benjamin.

Apologies were received from – Alistair Hayward-Wright, Andy Morgan, Dave and Karen Hawkins, Peter Toothill, Richard Ley, Chris Roe, Andy Firth, Stephen Andrews, Martin Lilwall, Zunaid Raja, John McKenzie, John Banks, Martin Galton, Mark Lupton, Steve Pine.

  1. Chairman introduced existing Trustees, Committee members and Officers to the meeting.

  2. Minutes of last year's AGM held on 4[th] October 2022 were considered for any matters arising and actions taken.

A query was raised regarding claiming VAT back from any purchases. It is believed that we would have to be VAT registered to do this.

  1. Nominations, election of Trustees – the existing Trustees all stood down. All sought reelection except for Alan Torbet. Doug Oliver, Alistair Hayward-Wright, Andy Morgan and Gareth Davies were nominated by Jerry Greenhalgh, seconded and duly appointed.

  2. Nominations and election of Committee – 4 Trustees are automatically appointed to the Committee leaving 8 positions vacant. Jerry Greenhalgh, Mike Good, Tristan Benjamin and Fred Carruthers were nominated en bloc by Doug Oliver. Subsequently agreed and elected to serve on Committee for 2023/2024. So still 4 seats vacant.

  3. Nomination and election of Officers – There were no nominations for Officer posts apart from existing post holders. Officers for 2023/2024 are therefore: Events and Membership - Doug Oliver, Safety – Mike Good, Training – Tristan Benjamin, EquipmentAndy Morgan, Lead Controller – Fred Carruthers.

  4. There is still a requirement for a Media Officer, ongoing, and with Rob Wilson stepping down, a MoU Manager/Officer.

  5. Members open forum.

A lengthy and lively discussion session took place and various topics and subjects were

considered including - Re-align Membership, Events and Financial Years. Recruitment – suggest gazebo, banners and flags at all events. Consider a new and different Responder Management system, ARM to SAR Stuff? CVEC/LRF MoU’s - required, possible? First Aid Training. Events – participation in how many and which ones? Future budget spending – banners, flags etc. All the above topics will be considered in detail at upcoming committee meeting(s)

Committee Chairman’s Report to members AGM – Sat23[rd] September 2023

Activities mostly back to normal now.

We continued to undertake events to raise funds. These are essential to ensure we have sufficient to cover our outgoings.

Whilst we were invited to attend all the events we had previously undertaken, Cotswold Show, Triathlons, Gloucestershire Vintage Extravaganza, we continued to struggle to get members to carry out these tasks. A lot of last minute pleading was necessary to ensure we fully covered the event with the numbers our clients required. Regrettably we fell short on a few occasions. It was necessary to enlist the help of two members from Hereford 4x4 Response at the Gloucestershire Extravaganza.

We worked with a committee of 9 members, 5 of those being our Trustees. Alan Torbet joined the team as a Trustee after last years AGM. The remainder were elected from the general membership. We are still seeking volunteers to serve as Officers in various roles. We are all volunteers, most have fulltime jobs and family commitments. We have 12 committee positions available which means with 5 Trustees 7 seats to be filled from the general membership.

We have also been operating without some key officers which has placed additional workload on the rest to cover the tasks necessary.

Please consider not what the Group can do for you but what you can do for the Group and put your name forward to serve on the Committee or in an Officer role.

Your committee met on 11 occasions, all via Teams to continue the business of GW4x4R most of which is unnoticed by the members. But it’s not a secret society!

Committee Meeting Minutes are available for members to see in Sharepoint. Have you looked? Are you interested? Do you care?

As winter approaches there will be training exercise(s) to ensure we are prepared, so please ensure you participate. We all need to know that each one of us is fully prepared as we may have to rely on one another in adverse conditions. Could you, would you, put your trust in someone you may not have even met yet? We all need to make sure we are trained to the same standard. Do you know how to access ARM, preferably via your mobile phone?

Can you operate your Internet Radio and understand all its functions? It helps if it’s fully charged and switched on!

If we are not doing something you think we should be or not doing something right, please let us know. Better still put your name forward for a committee and/or officer role!

Here’s to a busy but safe winter helping our local communities and doing what we joined GW4x4R to do.

Membership

Membership has fallen again this year. We had agreed last year to use a ‘soft’ recruitment. Soft being via recommendation or word of mouth. We changed this slightly to a more active approach. However, it’s difficult to know where to target the adverts! Suggestions please.

The renewal procedure has remained the same this year, using an on-line renewal form, as it seems to work well. However, again, a pain getting members to complete the form & pay! However, better than 2022.

Current membership:

We had 7 leavers during the last membership year: 6 responders 1 Controller 0 Support

Fewer leavers this year than the last. ARM & form records now deleted for 2021-2022 leavers. ‘Ex-members’ for this, and any other year, stay on record for one year, then get deleted.

Equipment Report

This year has seen us inves�ng funds back into the team, purchasing and tes�ng new handheld radios and a base controller radio. The testers are feedbacking encouraging signs over the improved screen size and usability. We will con�nue to issue the older T320 radios, but we will start replacing broken ones with the S200 model.

SIM trials are currently taking place with a new supplier used by other teams, it’s a mul� network sim than picks the network with the best signal. Early days so updates to follow.

Long sleeved hi vis jackets (class 3) are now available to team members, we now issue two hi vis vest, a team long sleeve (class 3) hi vis and an event support (class 2) short sleeved vest style hi vis. The waterproof jackets also offer class 3 protec�on. We are now issuing personal worn flashing light for members to wear in poor ligh�ng- following feedback from the Highways England visit.

Signage has been purchased this year to assist at events, with event income suppor�ng our team it’s vital we have the right tools for the job.

Events are an essential part of what this group does. They are the ONLY way we raise funds for training, equipment PPE etc.

Money earned for 2022-2023 membership year is approximately £11000. This is the same as 2021-2022.

Lead Controller Report

As usual we started off our preparations for Winter with a call out exercise and kit check. Sadly, the response was quite poor with only 7 responders, in addition to the committee. These exercises are important as they give everybody to reacquaint themselves with the use of ARM and radio protocol.

In December I think everyone was caught out we there was an unexpected dump of snow overnight on 11[th] December. Unfortunately, we were a bit light on responders and for the first time since I took on the role of Lead Controller, we didn’t manage to meet all our requests. Finally, we had a single call out in March, by which time I was basking in the sunshine of the Land of the Long White Cloud.

This year we have continued to use ARM to record attendance at events. It now seems to be well established with the vast majority of folk remembering to update their status. Also, it is good to see that the vast majority of responders are meeting their commitment of 2 events per year. Some are attending many more events.

We are still in need of more controllers. This year we lost one, he stood due to increasing family commitments. So, if you know anyone who would like to sit in the warm with a cup of coffee, please point them in my direction.

Income

Overall our income is down in 2023 over 2022 however please note that there are two amounts in the 2022 figures for Cotswold Show due to the timing of payments in 2021 so the true comparison of Event Income is 2023 £10,940 and 2022 £9,856 so again thank you to everyone who has supported.

Expenditure

We have continued to control administration expenditure during the year, however we have invested in additional kit for members hence the increase in costs of equipment purchases. Event expenditure increased again mainly down to additional kit like signage to help us support our clients even more.

Overall

Although our surplus for the year is lower in 2023 the level is still comfortable and allows us to continue to have a solid foundation to work from.

My apologies for not being able to be at the AGM however I am more than happy as always to answer any queries by email in the first instance.

Training Report for 2022/ 2023 Membership Year

Following last Years AGM a generic day of the month was picked to alternate between Socials and Training evenings. This was chosen as the first Thursday of the month, this was found in previous (Pre COVID) sessions to be what had been chosen. In hindsight this is probably not a good �me of the month as sta�s�cs have shown this membership year and to date.

Membership year being 1[st] August to 31[st] July, causes some differences with the report, so predominantly this report is based on AGM’ dates.

October 23[rd] was one of the two training days per year. This wasn’t as well a�ended as I would have hoped for (10-12 a�endees (2 from Herefordshire 4x4R)). This is a way of ge�ng the team together for a social as well as training.

In November we conducted a couple of exercises, the aim is to get people out naviga�ng to pick up points and rendezvous loca�ons using Radios and ge�ng the Controllers working with Responders. 10 Responders completed the exercise and 2 of them were at the rendezvous points to check kit and offer sweets, I mean Medicine! Only 3 controllers were available, with 5 Controllers not being available. Perhaps doing it on a Sunday wasn’t a good sugges�on, by a responder who suggested this at the AGM and subsequently didn’t a�end the exercise and has now resigned from the team.

December was a planned to be a Christmas Social but got changed to a training which was a Presenta�on by Jerry on Powerlines and Electrical safety awareness. There were 9 - 11 a�endees.

The New Year 2023 was to start with a Social, but due to lack of response it was cancelled. This might have been because it was planned for 5[th] January, and everyone had Christmas and New Year blues.

2[nd] February and we had a refresher training for ARM and Radio for new people and to mop up personnel in the team that hadn’t received this training or needed a refresher. Including those involved with delivering the training 13 personnel a�ended.

March and we were back in the quarry at Whitecliff with Bacon bu�es for our 2[nd] training day of the year. Some personnel had to a�end to keep there responder status ac�ve, but only 14 personnel were in a�endance which included at least 4 of the personnel doing the instruc�on/ guidance for the day.

April’s Social was cancelled due to lack of response or willingness to a�end a social. There might have been a clash with Easter holidays which could have impacted possible a�endance.

May was just difficult due to the Bank Holidays and the Kings Corona�on plus the training officer went on holiday to take advantage of the Kings Corona�on Bank Holiday.

June, Well I finally managed to get Dave Harford Traffic Officer from the Highways England to come and talk to us. He brought one of the Highways England Volvo XC90’s and showed us the kit they carry and talked us through the role that they do and some of the sights they encounter when out patrolling the Major roads within the UK. Of the 11 personnel that a�ended the feedback was that Dave gave us a great talk. Such a shame more people couldn’t a�end or even reply to the emails that went out about this session. It makes it difficult to be able to plan and organise future training talks without the team commitment.

July and August were wri�en off for any planned ac�vity due to the event schedule, people taking holidays with families etc. Therefore, once the schools had gone back a gentle reminder to get ready for winter and to ease in with a Social at the Aviator, thanks to the other 2 of us that turned up and cha�ed about cars and general nonsense over a beer or so� drink.

This brings to me to the end of this report as it’s submi�ed for the AGM. However, to remind you all that October 15[th] is the Whitcliffe Training Day, at the moment there are 4 personnel that need to a�end to maintain Responder status, albeit 2 of them have to do the new starter course first, so that leaves 2 and 1 of them hasn’t responded to anything since 2021, but pays his membership!

November 2023 will be some planned exercises and December we will be busy responding, but we could have a Christmas Social if anyone could be bothered to turn up!

Income

Overall our income is down in 2023 over 2022 however please note that there are two amounts in the 2022 figures for Cotswold Show due to the timing of payments in 2021 so the true comparison of Event Income is 2023 £10,940 and 2022 £9,856 so again thank you to everyone who has supported.

Expenditure

We have continued to control administration expenditure during the year, however we have invested in additional kit for members hence the increase in costs of equipment purchases. Event expenditure increased again mainly down to additional kit like signage to help us support our clients even more.

Overall

Although our surplus for the year is lower in 2023 the level is still comfortable and allows us to continue to have a solid foundation to work from.

My apologies for not being able to be at the AGM however I am more than happy as always to answer any queries by email in the first instance.
