The last year. a5 the previous onr, wa5 dominated by the ¢oThtirJuation of the Covid-19 pand¢mi¢ bul thankfully during this
period the tA)Trdon Em¢rgen¢ies Tru31 (LEf) was able to renioin a largely donnant or88n¢sation. The Ch￿Ity'S only
headline activity during the year was to resptsnd to the twic murd¢r of Sir David Amess MP whilst he w85 und¢rtakÉng
his regular con5tituen¢y business in Southend. As a victim of teffor, as with others the charity has supw>rted in th¢ pa5L
th¢LET Trustees exercised th¢irdiscretion uttdertheLETwJstÈtution and 88r¢eiltomake v4paytDeDtto SirDavid'$fomily
tn line with awards made for earlier incidents.
Oth¢rwi5e. the Trust had little operational activity during 2021 although resolved sotneoutstanding administr*iv¢ matter5
to Sort out some residual amount5 of mot)¢y drawn down forpast events but no longer r¢quired. These sums wett ieturned
to the UK Solidarity Fund of the Brilish Red Cr05s IBRC). We retain ourc105e working relationship and valu¢ the support
we receive fro¢rt BRC.
We 8lso kept in regular￿lleh with the releyant L￿ndO[l local authoritiw funders and community otganisotions Central to
th¢ 5UCC¢5sful delivery ofthe charity's worf( it) thepast. This in¢luded asuc¢es5fial appli￿tIOn for COntinuÈn8 support from
the City Bridg¢ Trust to h¢lp LET meet its operdtionaj costs in 2022 a￿d 2023. The LET Trustees remain very grateful to
City Bridge Trust for its continuing Steadf￿ support for LET as part of London's wid¢r resiSi¢n¢¢ wrangemtnts in th¢
face of future emerge￿ie$.
Also, in thai context LET developed its relationship with th¢ National Emergen¢i¢s Tntst INET). This will ¢ulrnknate in
2022 in a fomiAI Memorandum of Undustandin8 between the two or8ani5ations to manage relationships future
activtties where thc two wtll ne¢d to work i# partn¢rship. Because l am also a TTUStee of NET with fellow LET TnEStee
Thelma Stober, she and I s¢ood aside from the discussions which were concluded by the other TrLt5t¢es 4Thd the London
Funders as our Company Secretary.
As this r¢p)rt is being written, we we part way through the fifth allntveFsarie5 of the many tragie incidents thai tcK)k pl￿e
in io¢Jdon in 2017.. the atta¢k on WestminsterBridge and at the Palace of Westminster OTJ 22 Mar¢h, the attack on Londo
Bridge and at Borough Morket on 3 June, the tejrible fire ￿ Grenfell Tower on 14 June, the a¢ta¢ks at Finsbury Park
mo4ue on 19 June and on a tubE train at Parsons Green on IS September. We also rememb¢r those who were killed And
injured at Manchester AT¢na on 22 May.
LET was ILonour¢d to be rep￿sent￿ at the %ryi¢¢ held at St Margar¢t'3 Church Westmin5teT to commemorate the 5
anniversary of the W¢5kninst¢r Bridge attack on22 March and at Southwark cathedT￿ forthe 5 annivers￿ of the atta¢k
on London Bridge and at Borough Market OTh 3 Jun¢. We hope that all those affe¢red by all ¢h¢ tragic events of 2017 can
take sx>me comfort from knowirtg they continu¢ to be in OLEr thoughts and our COniitsuin8 work.

In 2021, LET'S only directnew action to resp)nd to the tragic murdvof Sir DAvid Amess MP. in Lea8h-on-

consideitd that his next-of-kill were eligible for an award frnm the ThisL in the sam¢ way as the benefJciBries of
the other in¢idents we have dc&lt with re¢¢ntyear5. Although this wa5 an incident occurring outsid¢ of GreAtcr
ndon. LET has the legal power to make and admtnister sych an award.
This one payment was administered from within existing resourc¢8 so no fomial re-activation of the charity was
required. The only other signifEcanl action was the fEnal T¢con¢iliation of funds held from previous incidents and
the repayment of funds no lollger r¢quired for distrÈbution back to the BRC UK Solidarity Fund.
The Tru3t'5 distribution of fund$ b¢ld for th¢ victims of the Grenfell Tower fwe was ￿pleted in 2020, with the
administrdtion of four trusts estsblish¢d for minor%e beneft¢iaries t)ow in the hands of Wrisleys LLP. During
the Y￿r, the LETiru5tees rec¢ived theirftrstannual report from Wrigleys assuringthem ofthe gth)d management
of the funds.
During the year, LET employed no stsff but relied on the volunteer input of several key individual4 to whom the
Tn]st¢¢s v¢ry grateful for th¢ir continued assistance. together with the relained services of LATrndon Funde
for administration/ cornpany s¢¢r¢tsrio1 support and Alan Ali for his public relat(oThs expertise.

a grant of £25.000 over two ycars (2022 and 2023) from the City Bridge Trllsl for which th¢ trustees are very
grateful. Thi5 will help LET retain suffici¢ttt ¢ash fvnd5 to remain a going ￿ncern.
The Trust h&5 always been keen to that its exp¢rience and expertis¢ is available to others facing 5IIIEÉlar
sithations. In past years for example. we liai5¢d with colleagues at the We LA)ve Manchesi¢r Emergtney Fund,
established following the Manchester Arena attack in 2017, to whom we gave initial advice athd support in the
days followÉn8 that event in May 2017. In 2019, we were in eontsct with thos¢ co-ordinating th¢ ¢harit4ble
response to the dreadful tetroratta¢k in Christchurch, New Z¢alatkd. We remain ready to offersupport elsewhere
as and when needed. We also continue to support the work of the National Emergencies TNst. os explained

The trnstees also wish to note an in¢ident with Compartie5 Hou%, whi¢h LET was wrongly remoyed from ihe
Register of Companies without any notification or reason. Action by the LET Company Se¢r¢tary rectified the
situation and restored tht company registrgtion. However, no explanation has been received from Companies
Hous¢ as to how this erroneous aetion occurred.

NET was established as a charity registered in England 2Nd Wales in April 2019 and wa5 laLEnched in November
2019, Chal￿d by General Lord Danfj2tt. The Chair of LFf and one other LET Trustee (Thelma Stokr) are also
Trustees. NET launched its first national ¢ampaign to raise funds for the response to the 2020 coronaviru5
pandemic across the UK. Funds w¢r¢ distributed through UK Community Foundation network and partne￿hipS
with major chariti¢$ with aUK-wide reach to reath local communities and individuals in need.
The LET Trustees and stsff ¢ontributed io the establishment of NET. sharing th¢ir knowledge arbd expertise. A
Memorandum of Understanding will be in place during 2022 to enshrine the partnership between LET and NET,
so that LET will ad itk future as a London distribution ag¢nt working with individuals {along5ide the LA)nilon
CommunÈty Foundation and London FundeT5), if so commÈ55ioned as well as to r¢sp)nd itself to futttre ithcidents.

LET És 8IVEn fund5 by organisolions whi¢h have eiih¢r rdised money through public appeals or wish io contribute
to disaster relief by way of a ¢haTitable donation or gift. The Trust works with donots to agree who should benefit
from funds, but mainly focuses on bereavement and injury leadtng to hospitslisation - since thi5 15 where our
specialism lies. Il works closely with the ￿11¢¢ and key workers who are the main eontxt point with farnilics
and assist us i# blkilding up r¢liabl¢ family tr¢¢s to make sure distribution is evidence-bas¢d and made to the
appropriate p￿pIe. LET strives to ensure thatthereis SOME 'bJlan¢e' in its grant funding betweert those bereav¢d
And hospitalised.
In c&8es of bereavement, the LET Tiustees deeided that th¢y wish¢d to be guid￿ in ihe first 1ft5tance by English
Law int¢stscy ru1¢5 {Th¢ Int¢sta¢y Act 1925) to identify wlmy shO￿ld reeeive (unds. This is generally a surviving
spotsse, ¢hildren, 5Lbling(s) or parents. T￿￿e¢S will exercise their discretion to depart from these otherwise strict
rules if there are specÈal circumstances and where at) altErnative approach is likely to produc¢ a MO￿ equitable
distribution of grant funding. In some ¢ases. fathjilies themstlves rcqucst that LET pays ollt fwids in another way.
and usually LET has been happy to do that if confident of wide family agreement.
Any relief fund distributing charithble gifts can never be sur4 atthe outset, exa¢tiy how much money Èt will have
availabl¢. LET TNst¢es have exer¢Ésed great care not to over-commit the funds they have available at any given
lime and have acted prudently in accordance with the demattds of charity law. As a consequenc¢, it has never
been w)ssible forthe LETto know orto ¢ommuni¢Ate to beneficiaries ort detai15 about th¢ finai amount of money
they should £rpe¢/ to rrfeive. In som¢ ca￿, it csn take time to establish the ttumber of people injured as well

of income during the year. The lotal received during the year w&s £38,500 (2020.. £S9,500) of which £36.000
was for grant5 distribution reeeived from the British Red Cross UK Solidarity Fund and £2,500 pro bono
donations. These gTat)ts funds are provided byBRC to LET undera TheEnorandum of understatlding, which states

LET, like its predecessor the London Bombings RelÉef Charitabl¢ Fund (LBRCF) Èn 2005, was sel up with th¢
express intention that it be a time.limit¢d response to the leT￿r incidents on the streets of London (and
subsequently also the Grenf¢ll Tower fire). LBRCF wound up its grant-making activities approximat¢ly 18
months after beginning its worl haviog distributed £12m of donations lo those bereaved and Ènjuttd by ihe 7n
bombings.

LET'S core work took a SiEnilar tim¢ to execute. extended to respond to the tnctdents in 2019, 2020 a[￿ 2021. As
a result. Trustees have not prioritised the build-up of re5erve5 beyond those sums necessary to fuifjl on-going
comM¢￿[al, legal and compliance obligations. In addition. it is Trustees. int¢ntion ID ensure that the charity -
when in A'dornwit. stst¢. has sufficient funds in its bank a￿Unt to allow it to resume woth quirkly. should 1¢
be called to do so and to meet the modest ongoing admiThistrdtiv¢ Costs of the dormant charity. If. at some fiEture
