Governing Document and Constitution

The charity is controlled by its governing document, CIO - Foundation registered on 27th March 2017, and constitutes a Charitable Incorporated Organisation.

Trustee Selection Methods

Apart from the first charity trustees, every trustee must be appointed for a term of three years by a resolution passed at a properly convened meeting of the charity trustees.

In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.

Objectives and Activities

Objectives of the Charity

The objectives of the charity are:

to promote the benefit of the inhabitants of the area of benefit (the village of Winthorpe, East Lindsey, Lincolnshire and neighbourhood) without distinction of sex, sexual orientation, age, disability, nationality, race or of political, religious or other opinions, by associating together the said inhabitants and the statutory authorities, voluntary and other organisations in a common effort to provide facilities and support in the interests of social welfare for recreation and leisure-time occupation and to advance education with the object of improving the conditions of life for the said inhabitants;

to establish, or secure the establishment of, a community centre and to maintain and manage the same (whether alone or in co-operation with any statutory authority or other person or body) in furtherance of the objects;

to promote such other charitable purposes within the area of benefit as the trustees may from time to time determine.

Activities of the Charity

Winthorpe Community Partnership is a resident led collaboration between residents and service providers from NHS, council, police, housing association and others with the aims of providing the community with more choice, more opportunities and increase local knowledge and skills to make our community a happier healthy inclusive place to live. Along side all of this we run clubs and activities.

We confirm the trustess have had regard to the Charity Commission's guidance on public benefit.

Achievements and Performance

I`m immensely proud to be writing a report as a trustee of the Winthorpe Community Partnership.

As a trustee of the Winthorpe Community Partnership, I have been involved with this community driven group for over eight years now, with them growing from strength to strength. Over the last year we have seen the volunteers and members numbers go up considerably. Residents are accessing our weekly list of groups and activities, such as Knit and Knatter, coffee mornings, Fitness and friends group, Arts and crafts group, Upbeat music sessions, which supports mental health and wellbeing as well as our very popular lunch club. A new group Games session has started on a Monday for people who enjoy board/card games who may be on their own can come together and enjoy a game.

This year has seen funding provide 12 Eat & play sessions delivered by Childrens links. All were well attended by families with children under 12 years old and a hot lunch and plenty of fruit was provided. We hope to access more funding to run this again.

For the last three years we have also been offering a much needed and liked second hand charity shop offering good quality used clothing, shoes, books, crockery and much more, which helps cover some of our running costs, whilst offering one of the most deprived areas, low costs goods, including a school uniform shop. People donate used uniform in, and we give it back out. Free of charge. Saving families money and clothes waste.

We are still progressing with our plan to buy the buildings and land we occupy and to deliver a purpose-built community centre offering additional services such as an NHS consultation room, access to council service and much more. We are as close as we have ever been to securing a new lease which will open up more funding opportunities for the partnership going forward.

Financial Review

The charity held £84,873 cash in hand and at bank at the end of the period. Total expenditure in the year amounted to £54,326 and total income was £64,094. The charity receives grants from other organisations to fund the majority of our work. Any clubs that the charity runs (the Lunch Club, Youth Club etc) are expected to be self funding with any excess of income used for administration costs. All drinks are free at present but most people put a donation in for them.

Reserves Policy

The Charity’s Reserves Policy has been developed to ensure we can deliver on its objectives. The policy ensures the Charity’s work is protected from the risk of disruption at short notice due to a lack of funds, whilst at the same time ensuring it does not retain income for longer than required.

The trustees have calculated an appropriate reserve level for the Charity of £26,000 or 6 months of expenditure.

The Charity currently holds £34,500 in reserve, which the trustees consider to provide sufficient flexibility in the context of operational requirements.

Independent Examiner's Report to the Trustees of Winthorpe Community Partnership

I report to the trustees on my examination of the accounts of Winthorpe Community Partnership for the year ended 30 September 2025.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
