Governing Document and Constitution

The charity is controlled by its governing document, CIO - Foundation registered on 27th March 2017, and constitutes a Charitable Incorporated Organisation.

Trustee Selection Methods

Apart from the first charity trustees, every trustee must be appointed for a term of three years by a resolution passed at a properly convened meeting of the charity trustees.

In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.

Objectives and Activities

Objectives of the Charity

The objectives of the charity are:

to promote the benefit of the inhabitants of the area of benefit (the village of Winthorpe, East Lindsey, Lincolnshire and neighbourhood) without distinction of sex, sexual orientation, age, disability, nationality, race or of political, religious or other opinions, by associating together the said inhabitants and the statutory authorities, voluntary and other organisations in a common effort to provide facilities and support in the interests of social welfare for recreation and leisure-time occupation and to advance education with the object of improving the conditions of life for the said inhabitants;

to establish, or secure the establishment of, a community centre and to maintain and manage the same (whether alone or in co-operation with any statutory authority or other person or body) in furtherance of the objects;

to promote such other charitable purposes within the area of benefit as the trustees may from time to time determine.

Activities of the Charity

Winthorpe Community Partnership is a resident led collaboration between residents and service providers from NHS, council, police, housing association and others with the aims of providing the community with more choice, more opportunities and increase local knowledge and skills to make our community a happier healthy inclusive place to live. Along side all of this we run clubs and activities.

We confirm the trustess have had regard to the Charity Commission's guidance on public benefit.

Achievements and Performance

I`m immensely proud to be writing a report as a trustee of the Winthorpe Community Partnership.

I have been involved with this community driven group for over eight years now, with them growing from strength to strength. Over this time we have seen the volunteers and members strive to improve the local area with incredible results. Some examples of this can be seen though the reduction in anti-social behaviour experienced by our residents. Thanks to the engagement of our young people, who were often simply bored and without a way of expressing themselves, they came up with solutions such as the fantastic free to use Skate ramp, grant funded and planned for by the wonderful volunteers. Although this had proved extremely popular, the play area is now under control of another council and unfortunately has been removed due to it having reached its end of life. However, we are looking to once again access grant funding to return this asset.

The partnership also continues to wish to offer more for our young people and we are getting closer to installing football posts at the local recreation ground, which we hope to see being installed at during 2024, once again offering another free to use activity.

However, the focus of the partnership has and continues to be about the engagement of all our residents. It is therefore a pleasure to see a weekly list of groups and activities being offered, such as Knit and Knatter, karate lessons, coffee mornings, Fitness and friends group, Arts and crafts group, upbeat music sessions, which supports mental health and wellbeing and is very well attended and hugely popular. These are as well as our very popular lunch club, offered every Wednesday, which offers a superb value for money two course meal with drink from only £6. Due to the ongoing success we are now offering two sittings helping to deal with social isolation.

For the last two years we have also been offering a much needed and liked second hand charity shop. This offers good quality used clothing, small electrical equipment, shoes, books, crockery and much more. It helps cover some of our running costs, whilst offering one of the most deprived areas, low costs goods, including a school uniform swap and shop.

It is clear that our partnership continues to grow from strength to strength. We are still progressing with our plan to buy the buildings and land we occupy and to deliver a purpose built community centre offering additional services such as an NHS consultation room, access to council service and much more. Of course none of this would be possible without Jodi, our community coordinator, who ensures the residents are accessing what is most needed at a time where the cost of living is so high and we the trustees would like to put on record our huge thanks.

Financial Review

The charity held £74,525 cash in hand and at bank at the end of the period. Total expenditure in the year amounted to £48,891 and total income was £72,400. The charity receives grants from other organisations to fund the majority of our work. Any clubs that the charity runs (the Lunch Club, Youth Club etc) are expected to be self funding with any excess of income used for administration costs. All drinks are free at present but most people put a donation in for them.

Independent Examiner's Report to the Trustees of Winthorpe Community Partnership

I report to the trustees on my examination of the accounts of Winthorpe Community Partnership for the year ended 30 September 2024.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
